Aiea is a thoughul mixed- use sustainable community where a neighborhood market, restaurants, retail shops and a walk-to work office community are combined with residenal living and public gathering areas. Essenally – this concept creates an “Urban Village” where people live, work, and play. The property was formerly used for the Kamehameha Drive-In Theater and is currently the locaon of the Kamehameha Swap Meet at the corner of Moanalua Road and Ka‘ōnohi Street, in Honolulu’s Primary Urban Center Development Plan Area. It includes nearly 14 acres of under developed land zoned for commercial overlooking Pearl Harbor, adjacent to Pearlridge mall and within a one-mile of a proposed rail transit staon. It is expected to be the first Transit Oriented Development (TOD) shovel ready project along the rail line. Robertson Properes Group is the developer seeking a zone change from B-2 Community Business district to BMX-3 Community Business Mixed-Use district, which allows for residenal in addion to commercial uses as well as increased building heights. The project was approved unanimously by the City Planning Commission in October and now goes before City Council for first reading on December 11. The sustainable, smart growth, transit-ready mixed-use master plan will complement and enhance the exisng neighborhood’s character and sense of place, adding new amenies for the ‘Aiea community. Plan highlights include: A new “Main Street” with restaurants, shops, cafes, and other neighborhood-erving businesses. Up to 220,000 square feet of retail and office space, including a neighborhood grocery market. 1,500 new residences with affordable,work force, and market housing. At least 30% of the homes will be affordable*. Prices are ancipated to begin at $245,000 for one bedroom homes, and $290,000 for two bedroom homes. The $46.1 million five-year contract instead was awarded to CH2M Hill, Inc. and covers oversight support for design review, scheduling and cost esmang, environmental and planning and interface management as the project moves forward. The new GEC contract replaces the previous GEC II contract with PB which ends early next year. The previous GEC II contract, valued at $150 million, provides for a transion period while the new contractor comes on board. CH2M Hill has been working in Hawaii and part of the local community for more than 35 years. Its Honolulu office has 50 staff and is located on Bishop Street. The firm is a global consulng, design, design-build, operaons and program management firm specializing in infrastructure, energy, water and environmental areas with 28,000 employees worldwide. The latest GEC contract is smaller in scope and reflects HART’s increasing oversight role since the public transit authority was officially created in July of 2011. The new contract is a reflecon of where HART believes they are on the project and takes into account HART’s more acve role in implemenng and managing all design and construcon contracts. According to HART Execuve Director and CEO Daniel Grabauskas, “This should save us money while focusing on more specialized areas where we need experse. As part of the rezoning process, Robertson Properties has provided a comprehensive community benefits package detailed in their development agreement with the City and County of Honolulu including:• Creating a pedestrian-friendly, walk-able community

with new public sidewalks, better lighting, and enhanced landscaping

• Building 1,500 new homes including much needed affordable and workforce priced housing.

• Integrating new “public” urban parks, plazas, and gathering areas.

• Connecting a compact pedestrian-oriented community with neighboring properties.

• Supporting the community’s vision of a Pearl Harbor Regional Town Center described in the ‘Aiea-Pearl City Liveable Communities Plan.

• Helping to decrease commute times and increase convenience by providing new homes and businesses within the community.

• Connecting Moanalua Road and Ka‘ōnohi Street with a new “Main Street.”

• Encouraging walking and alternative modes of transportation with improved sidewalks and a new bike lane.

• Widening Moanalua Road and Ka‘ōnohi Street to add more through and turn lanes.

• Installing signalized intersections and crosswalks with decelerate/accelerate right-turn pocket lanes at entrances to improve circulation.

• Dedicating approximately 1.7 acres for internal public access roadways and public right of ways (road widening).

• Improving sidewalks, adding a bike lane, and providing new lighting and landscaping.

Investment into the Aiea community and the state is significant and includes an estimated $2.4 billion total Oahu base” economic impact; $766 million in direct capital investment; $99.4 million in State and City and County net tax revenue; 983 jobs during the community’s 13 year phased build-out; $621 million in employee wages and 951 new permanent jobs upon the community’s completion. • Bill 53, CD2, FD1 - relating to open data• Bill 55, FD1 – relating to the Grants in Aid Fund (a minor

technical amendment to the original legislation) Councilmember Carol Fukunaga introduced and advocated passage of Bill 53. Information held by the City & County of Honolulu that has been deemed public information by the State Office of Information Practices should be made available in open, standards-based, machine-readable formats. This policy will drive increased government efficiency and civic engagement and lead to social and economic benefits that support and promote trust in government through transparency and collaboration. Bill 53 aligns the City & County of Honolulu with the State of Hawaii’s recently passed Act 263 by extending open data principles to the municipal level. Mayor Caldwell plans to roll out several open data initiatives with the redesign of Honolulu.gov early next year.
