Each vehicle being De-Registered requires a visit to:
KMC Vehicle Registrations, Bldg. 2806, Kapaun AS.
A vehicle registration clerk will complete an AE Form 190-1S.
If it is your last vehicle, remind the clerk to VMPF out-process

Shipping
Shipping a Vehicle at Government Expense with the (VPC) Vehicle Processing Center
- TRANSCAR Global Shipping Agency
- Collocated with Vehicle Registrations in Bldg. 2806
- DSN 489-7750/7384 for any Shipping Questions

German (KL) Plates MUST be traded in for USAREUR (QQ) Plates prior to shipping.
USAREUR (QQ) plates do not need to be turned in.
Stateside DMV reciprocity list at http://rmv.hqusareur.army.mil
After vehicle has been shipped through TRANSCAR or a Private Shipper, bring the Shipping documents into Vehicle Registrations to complete De-Registration process.

Junking with Military-Affiliated MWR Junkyard
- Bill of Sale from MWR Junkyard, i.e. Ramstein (Certification of Release/Donation of POV) - Plates - Registration (Gas Ration Top Copy)
If vehicle shown as having a lien holder on registration:MUST HAVE a LIEN RELEASE from financial institution or CLEARED

Junking or Selling to an Off-Base Individual, Dealer or Junkyard
- Bill of Sale
- Plates
- Registration (Gas Ration Top Copy)
- Customs Form obtained at US Customs (Bldg. 305/Rm. #14 on Ramstein AFB) (AE 550-175B with BOTH American and German Customs/Zoll Stamps)
If vehicle shown as having a lien holder on registration:MUST HAVE a LIEN RELEASE from financial institution or CLEARED TITLE.

Selling To a Valid ID Card Holder** The buyer and seller must be present at Vehicle Registration **
Seller requirements:- Vehicle Inspection – If registration is within 60 days of expiration
and/or is 10 years or older.
- If registration is joint ownership, both individuals need to be present or have a POA from the other person to sell the vehicle.
- ID Card
- Registration
- AE Form 190-1AA – With inspection stamp if needed.

Selling To a Valid ID Card Holder
Buyer requirements:- ID Card
- USAREUR Drivers License
- Copy of orders if it’s the first vehicle being registered
- Double White Insurance Cards (call USAA @ 0800-851-6850 for mandatory paperless DWIC)
- Waiver Letters if applicable
- Payment: $30.00 – 1 year $60.00 – 2 yearIf vehicle shown as having a lien holder on registration:
MUST HAVE a LIEN RELEASE from financial institution or CLEARED TITLE.

Disposition by an Agent - If the owner is unable to dispose of a vehicle prior to departing, an agent may be appointed to ship, junk, or sell the vehicle for a 90 day period.
- Insurance must be maintained on the vehicle
- Both parties must conduct the transaction in person at Vehicle Reg.
- For military personnel the agent must be of equal or higher rank than the owner. - A person is only authorized to be an agent for 1 vehicle at a time.
- A family member cannot act as an agent.

Disposition by an Agent (cont)Owner will require:- ID Card- Current Registration (must have at least 60 days left on registration)- If registration is joint ownership, both individuals need to be present or have a POA from the other person to sell the vehicle.
Agent will require:- ID Card- USAREUR Drivers License- AE Form 190-1AD (Special Power of Attorney available at Vehicle Reg)
- Additional Waiver Forms (If applicable)

Agent Responsibilities- The agent has 90 days to SHIP, JUNK or SELL the vehicle.
- Responsibility falls solely to the agent during the 90 day agent period.
- Imposition of any towing, storage, disposal fees fall on the agent.
-Agent/Owner registrations are not renewable.
- Ownership belongs to agent after 90 days.
