Citizen’s vision for Andhra Pradesh new capital city selection

The decision making leadership of Andhra Pradesh shall be presented with data to select a

Political/Administrative Capital City or

Multifunctional Capital City

A political/administrative capital city :

Acts as ‘ seat of Government’ .

Development of high scale industrial/economical functions are strictly discouraged around this city .

Allows to plan ‘decentralized development model ‘ .

It can be further decentralized by having two capital cities . one in Rayalaseema and another one in north coastal Andhra

A multifunctional capital city :

This is a political/Administrative capital city which shall have additional resources [ ex abundant government land etc. ] to support progressive development of other services/functions over a period of time .

Similar to ‘single capital city’ that supports ‘on demand’ development .

In either case , an existing city or a green filed can be considered to Plan and construct a new capital city .

If an existing city is selected it shall be named as “Greater <City Name> ‘ or ‘New< City Name> and sufficient lands will be acquired to expand/host capital city elements [ Assembly , Secretariat , Rajbhavan etc. ] .

If a Green field is going to be selected to plan and construct new capital city it shall be named as ‘ NavyAndhra’ or ‘RayalAndhra’ or ‘SasyAndhra’ or ‘ NaveenAndhra ‘ .

Based on the recommendations , political leadership of AP shall take the decision to determine the new capital city of Andhra Pradesh .

A customized S W O T analysis shall be carried out on each of the ‘ proposed city /site .

SWOT analysis is to identify

Strengths : Identify the strengths of each ‘ proposed city/site’ Ex : City A or Site A might have abundant reserve forest area compared to any other

city /site in capital city race .

Weaknesses : Identify the weakness of each ‘proposed city/ site’ . Ex : City A or Site A might have majority of the lands owned by private sector and

acquiring these lands come with additional cost of the project.

Opportunities : Identify the elements that the ‘proposed city/ site’ could exploit to its advantage for capital city development

Ex : City A or Site A might have an international airport or cosmopolitan culture .

Threats: Identify the elements in the environment that could cause trouble for the ‘proposed city/site ‘ .

Ex: Planning capital city in City A or Site A may result in major dislocation to existing agriculture systems and resettlement of people and their habitations.

Every proposed city/Site may have its own S W O T .

Case Studies :1. Case 1 :

• Consider that City A or Site A might have several strengths compared to any other city or site in race .But it has a threat ,for ex , it requires vast resettlement of people , their habitations and dislocation of agricultural systems.

• This threat for City A or Site A could trigger political/social issues .

2. Case 2 :

• Consider that City B doesn’t have air connectivity .It shall be considered as a weakness and it can be overridden by constructing a new airport [ with additional cost of the project ].

3. Case 3 :

• Consider that City C or Site C prone to floods/earth quakes and insufficient water resources which can not be managed , then it becomes a threat to the proposed city/site

The outcome of SWOT analysis can be used for relative comparison of the proposed cities/sites .

This key information presented to political leadership will arrive to an “Executive Decision “ about the new capital city of Andhra Pradesh .

The following are the Essential characteristics /factors that shall be considered for evaluating a ‘proposed city/site ‘ .

• Availability of Government Land .

• Availability of water resources [perennial water],natural resources.

• Vulnerability assessment from natural disasters like floods, cyclones and earthquakes, and pollution aspects .

• Extent of dislocation to existing agriculture systems [ in terms of acres/hectares]

• Extent of resettlement of people and their habitations. [ in terms of no of people affected ] .

• Connectivity by rail , road and air with various districts /major cities and current capital[ Hyderabad ] of Andhra Pradesh .

The other factors that shall be considered for evaluation of a ‘proposed city/site ‘ are

• Reusability of existing resources/assets to minimise the ‘capital city project cost’ .

• Availability of human resources[ skilled labour ] nearer to the proposed city /site to execute the project .

• Cultural ambience/cosmopolitan culture .
