The University Seal

The Mindanao State University seal was created by an anonymous student with a very good sense of culture and vision. The three rays on top stand for the Mindanao, Sulu and Palawan (MINSUPALA) regions which were the main thrust of MSU at its inception. The lamp in the middle signifies the light with which to guide the people in their quest for knowledge. Finally, the fish and the “okir” symbols around the lamp along with the color scheme represent the unique and impressive culture of the Maranaos in the area surrounding the Mindanao State University.

THE MSU SYSTEM

Philosophy

The Mindanao State University shall, in the pursuit of its mission, be committed to the total development of man and to the search for truth, virtue and academic excellence.

Mission

To provide a relevant and integrated system of quality general education that will promote national identity, cultural consciousness, moral integrity and spiritual vigor;

To produce a supply of quality manpower required for regional as well as for national development; To engage in research and extension activities that will lead to economic upliftment of the surrounding communities; and To help humanity live a superior life.

Objectives

As enshrined in its Charter (RA 1387), MSU was established in Marawi City on September 1, 1961 to achieve the following objectives:

Educate the youth of Mindanao, Sulu and Palawan (MINSUPALA) by offering degree programs in various fields of learning; Support businesses and industries in the region by providing their manpower requirements; and Integrate the Muslims and the other cultural minorities into the mainstream of national life.

Nature and Features of MSU

MSU is an affirmative action policy instrument for the multiculturalist integration of the Muslims and other cultural minorities into the mainstream of national life;

MSU is a policy instrument to capacitate the Muslims and other minority cultural communities to catch up with the more advanced regions in the country; MSU has a peace building mandate, with most of its campuses located in conflict- affected areas in Mindanao. MSU campuses are expected to compete

with MILF, MNLF and ASG camps in attracting young Muslims. Moreover, being in key areas of conflict, some of MSU campuses (especially MSU-Marawi) require adequate number of security personnel; and

Most MSU campuses are residential universities entailing huge maintenance and operating expenses. Aside from their big number of academic and administrative buildings, many MSU campuses have student dormitories, faculty and staff cottages, and huge land areas.

Vision for MSU System

1. MSU that is more vibrant not only in instruction, but also in research, and extension and community service; 2. MSU that is stronger not only in academic excellence but also in terms of societal relevance and affirmative action for the Muslims and other ethnic

minorities in MINSUPALA; 3. MSU that operates synergistically, with its component campuses growing in their respective region-specific concerns and areas of comparative strengths

and advantages, and sharing with each other their capabilities and strength; 4. MSU under a leadership that is enjoying a high level of respectability and credibility; and 5. MSU that is more self-sustaining and globally competitive in the 21st century.

Twelve-Point Reform Agenda

1. Providing the basic minimum academic needs of all colleges in all campuses; 2. Sustaining academic excellence strengthening interventions; 3. Expanding remedial education; 4. Invigorating research and development; 5. Strengthening extension and community service; 6. Contributing significantly to peace building in Mindanao; 7. Diversifying external linkages;

8. Improving cost-efficiency and entrepreneurial financial administration; 9. Pursuing right growth paths and right programs the right way; 10. Enhancing campus security and protecting MSU lands; 11. Promoting inter-campus complementation; and 12. Reinventing the university bureaucracy.

BRIEF HISTORY

Mindanao State University (MSU) was established on September 1, 1961 through RA 1387, as amended, was the brain child of the late Senator Domocao A. Alonto, as one of the government’s responses to the so-called “Mindanao Problem”.

The original mission of the university was anchored on instruction, research and extension. The 1954 Congressional Committee conceptualized it as a social laboratory for national integration.

For the main campus in Marawi City starting with 282 students and 12 faculty members in its pioneering classes in 1962, it has grown to a multi-campus supra-regional university system, serving over 53,000 students in all levels with nearly 3,100 faculty members.

The locales of the University campuses are vibrant, which makes Mindanao State University System (MSUS) a distinctive university and special place for any students. It is also the only university directly charged by the government to advance the cause of national unity and actively pursue integration through education.

Today, MSU has various units in strategic areas which cut across the Mindanao regions. From a one campus university in Marawi City, MSU has grown to a multi-campus university of eight autonomous campuses, which include: MSU-Main in Marawi City, MSU-IIT in Iligan City, MSU-TCTO in Tawi-Tawi, MSU-Naawan in Misamis Oriental, MSU-Maguindanao, MSU-General Santos, MSU-Sulu in Jolo and MSU Buug in Zamboanga Sibugay.

In addition, three (3) former CHED- Supervised Institutions (CSIS) of higher learning are now considered integrated campuses into the MSU System, namely: Lanao National College of Arts and Trade (LNCAT), Lanao Norte Agricultural College (LNAC) and Maigo School of Arts and Trade (MSAT).

LEGAL SERVICES DIVISION: ON FILING AN ADMINISTRATIVE COMPLAINT

Schedule of Availability of Service:

Monday to Friday; 8:00 AM to 5:00 PM

Who May Avail of the Service: Any person who may have been aggrieved by alleged acts or omissions committed by Faculties and Staff of MSU-Main.

What are the Requirements:

A written complaint subscribed and sworn to by the complainant. The complaint shall be in triplicate copies and written in clear, simple and concise language and in a systematic manner as to apprise the person complained of, of the nature and cause of the accusation against him/her and to enable him/her to intelligently prepare his/her defense or answer/comment. However, should there be more than one (1) person complained of, the complainant is required to submit additional copies corresponding to the number of persons complained of. (Section 11, Rule 3, Revised Rules on Administrative Cases in the Civil Service).

Duration:

A preliminary investigation shall commence not later than five (5) days from receipt of the complaint and shall be terminated twenty (20) days thereafter. Within five (5) days from the termination of the preliminary investigation, the investigating officer shall submit the Investigation Report with recommendation and the complete records of the case to the Chancellor. (Section 17-18, Rule 4, Revised Rules on Administrative Cases in the Civil Service).
