The MOOC on Citizen Engagement being conducted by the World Bank Group with assistance from many, is an enjoyable learning experience one should not miss.
While global experts are guiding you through a selection of video talks, course materials, well drafted quizzes and tricky assignments, and keep you engaged for three to fours hours a day for five weeks, the final project of a Digital artifact is a challenge for getting the innovative best in you.
To build a TRANSPORTAL as a Citizen Engagement ICT tool, using cloud and mobile computing and management techniques like crowd sourcing and Project Management.
This tool will be useful for Public Finance Management and monitoring infrastructure projects using active citizen participation.
Citizens provide field data using Mobile apps. which can be cross checked with data uploaded by the Project Team members.
Transportal serves as citizen- governance-customer connect through a single window concept
Currently this tool is being used in the local city governance as a citizen engagement tool for public finance management.
Transportal is conceived as a strategic e-tool
that can be used glocally (from global to local
levels) to achieve good governance anywhere.
This innovative framework is to be used by
anyone, at anytime, using any device, from
anywhere, for any meaningful interaction
between citizens and the appropriate officials
responsible for governance.
It is a generic tool for Citizen to Governance to
Customer interface both as a thin as well as
thick citizen engagement and thus a game
changer.
TEAM building is emphasised as an acronym
Transparency,
improving Efficiencies using ICT,
taking the long route to Accountability
and depending on Mutual sharing,
TEAM building is facilitated by
Cutting edge Technologies,
Empowerment of all stakeholders,
Has mandatory Audit trails, and
Has scalable Measurements.
Course participant and his Team members
are part of a registered public Trust based
out of Bengaluru, India
The Trust is working on this project since
November 2009.
We have put together this Transportal for use
by any interested individual, institution,
industry or Government.
Presently in use in the local city government.
The Transportal is designed to capture all data at source and processes them for different stakeholders in the hierarchy, in the manner in which they would like to view data.
Six levels have been envisaged- Policy level,
Enterprise level,
Supervisory level,
Execution or Project Team level,
Staff and
General public.
The dashboards based on the same data inputs is different for each level based on their information needs.
At data capture level, inconsistent data is flagged so that they could be immediately got validated.
Executive staff is presented with task level information through alert management system.
Data security has been taken care of.
Analytical tools for decision support are available
cloud computing environ built on a home
grown framework.
Open source systems.
Crowd sourcing and best practices
integration.
The earlier version of this e-tool has already
been endorsed in a World Bank guidance

Data has to be put in by the user. If the user
does not share data in ones possession in a
responsible manner, the utility of the system
will go down.
Top down approaches, incentives for feeding
valid data at the bottom levels and Legal
instruments like Right to Information Act can
help in data aggregation.
SCOPE: To get course participants interested
in the unique e-tool for citizen engagement
being developed and get their feedback
TIME: Course duration of five weeks
COST: To be met from own resources; If
possible get one course participant
interested in the venture to join and
collaborate
QUALITY: At least 100 participants to access
the Transportal before the end of course
