Project Description: The NHSCT are seeking to appoint a design team to assist the Estates Design Team for the proposed reconfiguration upgrading and improvements to existing office accommodation at Greenmount House, Woodside Road, Ballymena. The works will be carried out in a live office environment where existing financial based transactions and management are carried out. It is anticipated (although not exhaustive) that the works will include the, preparation of contract documentation, BOQ, Specifications and Works Schedules, design of steel fire escape stairs, design of additional electrical circuitry, IT and VOIP Installation, Fire alarm alteration to the mechanical installation and the team should have adequate experience of same.

The construction works are to be completed and handed over by 28th January 2015. The NHSCT confirm that the following consultants will be required to form part of the design team; Lead Consultant, Quantity Surveyor, Structural Engineer, Mechanical Engineer & Electrical Engineer and CDM coordinator. Schedules of duties for these consultants will be included in ITT. The lead consultant (contract administrator) will be the Quantity Surveyor.

The contract period (for consultant services) is 7 months, August 2014 – March 2015, not including the defects liability period. Fingal County Council has established a Local Community Development Committee (“LCDC”) in accordance with the Local Government Reform Act 2014 and national policy for the re-focussing of Local Government as outlined in “Putting People First”. One of the main functions of the LCDC is to formulate a Local Economic & Community Plan (“LECP”) in accordance with Section 66 of the Act. The purpose of the LECP shall be to identify and implement actions to strengthen and develop the economic and community dimensions of each local authority area over the following six year period and in a manner that both reflects and supports the implementation of the existing Regional Planning Guidelines and proposed regional Spatial and Economic Strategies. Fingal County Council will directly supervise the Economic strand of this plan, while the Community elements come under the governance process of the LCDC. A consultation and engagement process is considered key to the ultimate success of the Local Economic and Community Plan, and is a process that will feature throughout the course of the assignment.

Part 1of the works are primarily aimed at implementing the physical modifications to form the new mammography centre required to facilitate the management of the scanning centre where all of the mobile units will transfer their data.

Part 2 of the works is to form a number of Scanner parking areas at designated sites across the Trust at Antrim Hospital, Braid Valley Site Ballymena, Moyle Hospital Site Larne, Mid Ulster Hospital Magherafelt and Whiteabbey Hospital and to provide them with services and data connectivity to allow the service to run.

The works will be carried out in a live, acute hospital environment. The Mammography Department is one of the busiest departments in the hospital and the works must be designed and phased in such a way as to cause the minimum amount of disruption to the service.

It is anticipated that complex medical imaging, mechanical and electrical services will be required as part of the works in Antrim Hospital and the team should have adequate experience of same.

The works are to be completed and handed over by 28th February 2015.
