Florida’s Five Year Prevention and Permanency Plan
State Fiscal Year 2013 – 2014 Progress
Highlights and Accomplishments
Chipola Champs Camp was in January with 9 youth participating in the two nights, three day event with
8 volunteers and 12 mentors. We had mentors/volunteers from our staff (C2 and C14), Headquarters,
Anchorage Children's Home, BBCBC, and Chipola Community College. Meals were donated by Beef
O'Brady's and Subway. The attendees stayed all night at Blue Springs in Marianna, watched Chipola
basketball game and went out to eat.
Junior Ranger Days were held on three different days in October, November and December. Admission
was free to the St. Andrews State Park to learn about water safety by Panama City Swim Team and
Panama City Beach Aquatics, CPR from Red Cross, fishing clinics, guided hikes, etc. foster and adoptive
children were invited to enjoy. Foster Parent Recruitment was there with information on becoming a
foster parent and to answer questions.
Wraparound training 101 has been completed in Circuit 14 for Bay and Washington Counties and over 20
agencies attended showing a desire to have a certified Wraparound practioner within their organization.
Parallel to the Early Childhood Mental Health System of Care grant, Wraparound has been started in
Bay Co. with the CAT team at LMC. Federation of Families, a national parent run organization that supports families, now has an employee working in Circuit 14 with the Early Childhood Mental Health
System of Care grant coordinator. Over 20 agencies have signed MOU's to be involved in System of Care
and evidence based Wraparound.
DCF hosted Conference by the Bay at the FSU Holley Center. The guest speaker was Andrew Bridge
author of Hope's Boy. Among other sessions held Poverty Simulation was conducted as one of the
sessions. There were over 200 in attendance that included staff from Life Management Center, Big Bend
Community Based Care, Children's Home Society, Catholic Charities, Anchorage Children 's Home,
Florida Therapy, Department of Juvenile Justice, staff from the medical field; college, and other area
agencies.

Anchorage Children's Home opened up a new transitional living facility to provide education and life skill
opportunities to older children in foster care.
Poverty Simulation was provided to the students enrolled in the School of Social Work at FSU Panama
City Campus.
Super Saturday events are held throughout the year in Circuit 14 with the latest one being held
November 151
in Marianna, hosted by LMC and FBCH facilitated by Jennifer Wilson from BBCBC on Trauma Informed Care. They had 22 foster parents participate.
Advocates for Children hosted a Song Writer Event at Bay Point Marriott. There were four song writers
that performed and a couple hundred people came together for an evening to benefit abused, neglected an
abandoned children.
Child Abuse Prevention-Pinwheels of Prevention was held this year. The Women's Club hosted and
provided breakfast to First Responders.
National Adoption Day Event held with Judge Brantley Clark with 10 children being adopted into 8
forever families with a reception following at the Juvenile Courthou se. Mayor Brudnicki read
Proclamation, Joel Booth was Mister of Ceremony with Katie Zimpher and Necia Little making closing
remarks . The families were commended on their dedication to the children and rewarded with new
members into the homes and hearts.

Child Maltreatment Prevention
Participated and joined with local faith based agencies to include One Church One Child in a Prayer
Breakfast to recruit foster parents from local area churches in Panama City with various churches and
other organizations in attendance.
Child Advocacy Center (CAC) held a Boat Expo and Concert to benefit abused, neglect and abandoned
children that are served through the CAC.
Provided backpacks with school supplies to children in out of home care at the Annual Back to School
Bash. The event was held at the Lynn Haven Recreational Center. Life Management Center's Foster Parent
Support Services facilitated the event with the help of GAL who provided and cooked hot dogs for the
attendees. CHS who assisted in getting Wells Fargo to donate 250 back packs filled with school supplies,
BBCBC, CAC, and Florida Baptist Children's Home and several other community partners. The Fire
Department provided fire safety to those in attendance.
Calhoun County Family Affair for children going back to school. The children were provided with
backpacks to ensure they were equipped with the necessary materials to return to school. There were
various other service providers at the event to assist families as needed.

Back to School Event at the hospital in Chipley to provide backpack s to children to ensure they had
the necessary learning materials to return to school.
Family Preparedness and Health Expo in Marianna to provide information to families that
needed assistance.
Healthy Families hosted a Girls Night Out(GNO) and Bunco event at the Edgewater Conference
Center. There were 130 attendees with numerous vendors. Some of the Healthy Families mothers and
children participated in a fashion show during intermission with fashions provided by Bot Botique.

April that provides information to the general population on child development, positive parenting practices and
community action.

trafficking , etc.. have been embraced by our city
and county governments. Instead of these efforts
being conducted independently by multiple

Human Trafficking Activities
Summary of Human Trafficking Activities
Emerald Pathways is a group for Against Human Trafficking
Anchorage Children's Home provides housing to victims under 21 through their transitional
programand if victims are under 18 they are housed at shelter. Their services both pre-cetiified and
certified trafficking victims, and provide case management to their residents for the duration of their
stay.
Salvation Army, Domestic Violence and Rape Program offers emergency shelter, counseling, and
legal advocacy; provide information and referrals.
Extensive training gained through attendance at several conferences including : Florida 2014 Human
Trafficking Summit, CJIS Conference, Dependency Summit, and Human Trafficking/Legislation
Update Training.
DCF Regional Criminal Justice Coordinator received training by Kimberly Grabeti, Statewide
Director of Human Trafficking on HB 7141 and other legislation that impacts how human
trafficking victims are identified , placements that are available for them, and treatment modal ities
needed.
DCF Regional Criminal Justice Coordinator participated in Multidisciplinary Staffing for cases
involving human trafficking victims and/or children identified as Commercially Sexually Exploited
Children.
DCF Regional Criminal Justice Coordinator and Big Bend Community Based Care staff attended
the Porch Light presentation to increase awareness of the new CSEC treatment program in Central
Florida.
Facilitated Region-wide training by Shared Hope International and Kimberly Grabert to increase
the number of staff in the NW Region that are qualified to handle Human Trafficking cases.
DCF Regional Criminal Justice Coordinator attends quatierly CJIS meetings with local law
enforcement agencies and FDLE staff.
DCF Regional Criminal Justice Coordinator attended the annual Central Florida Anti-Human Trafficking
Joint Conference to gain expertise in establishing and strengthening local task forces and coalitions.

United we Stand: Partners for Quality Parenting Panel The
Summit Conference
Wednesday, September 3, 2014: 4:15-5:30 p.m.
Topic focus for the panel is Partnership, &: involving case management.
QPI projects in which Circuit 14 have done to successfully break down barriers with case
management:
• Joint home visits to Foster Parents between Licensing Counselors &: Case
Management. Purpose is to ensure that Foster Parents see that we are all on one
team Gust different components of the team.)
• Sunshine Partnership: Quarterly meetings with Licensing &: Case Managers in Lead
Supervisory positions. Purpose is to connect with one another &: discuss things that
need improvement &: ways to make the system work efficiently as a whole. *This has
been very beneficial and we have seen great change within interdepartmental culture.
• Alleviating Case Management from tasks: Case Management is often overloaded and
historically, referrals for subsidized daycare requests have not been completed in a
timely manner. BBCBC's Placement department is now completing the referrals
during initial placement with Foster Parents. *Early Learning Coalition.
• Communicating efficiently &: promptly: Licensing Counselors have made an extra
effort to ensure that Foster Parents are notified &: invited to attend permanency
staffing's. Both Case Management&: Licensing should both be informing the Foster
Parents of important staffing's.
