20.10.2014 To Shri J B Singh General Secretary P&T Accounts and Finance Officers Association Sanchar Bhawan New Delhi 110 001 RESOLUTIONS PASSED IN EMERGENT GENERAL BODY MEETING ON 13.10.2014

The General Body meeting of the P&TAFSO association, Tamilnadu Circle Branch which was held on 13-10-2014 at Chennai unanimously passed the following resolutions. It is requested that all the aspects of this resolution may be taken by word and spirit by our All India Association and taken up with the authorities immediately.

1) 5400 Grade Pay to AAOs w.e.f 1.9.2008: It is pertinent to point out that the Officials of the Accountant General”s office Chennai has filed a case in the Hon”ble CAT Chennai Branch to get the 5400 Grade Pay w.e.f 1.9.2008 on par with the SAs who got the IIIrd MACP and 5400 GP. They won the case and the Department”s WP in the High court Madras was also quashed and the SLP by CGA also quashed in august 2014. Based on this , the CGA has issued exclusive orders for the applicants alone in the case to grant 5400 grade pay w.e.f 1.9.2008 and it also been implemented. Based on this the IAAD All India association taken up the case with the CGA to grant the benefit to all similarly placed AAOs in their Department and quoted so many Apex court Judgments in support of their claim. Our AAOs are also similarly placed and the supervised SA cadre officials are getting 5400 GP by virtue of their IIIRd MACP. Hence it is the right time to take up the issue with the authorities and also process for legal approach. This EGB insist upon our all India Body to take up the matter immediately.

2) TRANSFER POLICY GUIDELINES FOR GROUP B OFFICERS: This EGB urges upon immediate changes in the Transfer Policy Guidelines as proposed in our CWC held in June 2014. A copy of the proposed changes is appended with this resolution. It is also worth mentioning here the same Department of Posts issued a Transfer Policy guidelines to the PSS Group “B” Officers which is also appended. From that it may be seen that they are placed in better position than us in regard to the transfer matter. Same yardstick are to be applied to our cadre also since we are also Group B officers in the Department of Posts. Immediate steps may be taken by our all India association without any further delay.

3) Cadre Restructuring in P&TAFS Group B:

The cadre restructuring proposals are mooted by the 6 th CPC in the year 2008 when it’s report was implemented. While so many departments have finalised the cadre restructuring, our proposals are yet to get a shape. Since the 7 th CPC has been appointed there are many chances that the matter of cadre restructuring may be diluted by referring it to the 7 th CPC. Hence this EGB urges upon our all India association to speed up the process of the cadre restructuring at the highest level and to see that it is implemented immediately.

4) Recognition of our association: This EGB wishes to place its great resentment regarding the recognition of the association. Even after 22 month lapsed after the Kolkatta conference even the check off system process has not been completed. In an organisation the Approval and Recognition as per CCS(RSA) rules is like soul, without soul an organisation cannot function. This EGB urges on the All India Association to take up the matter seriously now so that atleast our next all India conference may be held under recognised banner.

5) Recruitment rules for AAOs:

This EGB wishes to place on record its disappointment on the all India Body on this issue. The lethargy in which this very important item is dealt speaks on the workforce and promotions are not effected and shrinking of our cadre to the bearest minimum and also even it is not possible to implement any transfers. Action may be taken to get the RRs notified before Dec 2014 .

6) Retrospective notional implementation of the IPTAFS merger from the year 2007:

It is pertinent to mention that there was a presidential order published in the gazette on 2007 giving effect to the P&T AFS officials upto Group B level. Had it been implemented from that date most of our AAOs in the waitlist would have got the chance for earlier promotion to the AO cadre and for consequential benefits. The administrational delays cannot be shown as a reason for two years delay. Since our waitlisted AAOs waited for more than 18 years for their posting immediate action has to be initiated by our CHQ to implement the above merger retrospectively with notional benefits and in case of failure we should approach the legal forums. This EGB insists upon the above position and urges the CHQ to take action.

7) Placement in Sr AO cadre on completion of two years in AO cadre:

It is mere a placement with 80:20 formula to place an official into Sr AO cadre. But the DPC for that promotions are abnormally delayed and due to that the officials are unable to get the benefit. If the DPCs are delayed the officials who have completed 2 years in AO cadre may be placed as Sr AO on adhoc basis and then when the DPC decision comes they may be placed on regular basis. So that they will not loose on financial side. The recent DOP order No. 25-10/2014-SpG on chain vacancies is appended with this mail, it is common for all the cadres. So on the same analogy our IPTAFS cadre vacancies are also filled at right time.
