• The 2006 survey comprises 98 international food

retailers, up from 94 a year ago. The average number 

of countries per retailer is unchanged at 6, showingthat geographical spread continues to be limited, with theexception of a small number of global retailers.

• Carrefour is again the most international operator , withstores in 31 countries at 2005 year-end. But given its exits

from the Czech, Korean and Slovakian markets this year,it is likely to be overtaken by Metro, just behind with 30countries at the end of 2005.

• The world’s largest retailer, Wal-Mart, has revised itsinternational strategy. Last year, there were expectationsof further European expansion, but the US group hasnow followed the example of its international peers byprioritising markets. It has sold its German and Koreanstores in order to focus on larger or more promising

businesses. Another big story this year has been Tesco’sdecision to enter the US, which conrms its globalaspirations.

• India remains the centre of attention as retailers awaitfurther liberalisation of investment rules. The governmentis moving very slowly because of domestic interests, soin the short term Indian chains are taking advantage toexpand fast, while foreign retailers fall back on franchises,with Carrefour, Tesco and Wal-Mart holding talks.

• In China, meanwhile, the retail boom continues and thecountry remains the most popular destination in our survey (with 20 foreign retailers last year, or 16 excluding

Hong Kong/Taiwan chains). However, the focus isincreasingly on protability, and the year ahead couldsee the start of a shake-out as has happened in other emerging markets.

• Overall, international expansion continues to progressin food retailing, although often in an uneven way. After recent portfolio changes, top retailers appear to begetting good growth: according to our survey, the top veinternational players raised their share of foreign sales 

from 45% to 47% on average last year, although operatingin fewer countries (20 on average versus 21 in 2004).

Wal-Mart follows the trendWal-Mart’s decision to sell its German

and South Korean businesses this year conrms the current orthodoxy in internationalexpansion that leading positions are moreimportant than geographical spread. Followingin the footsteps of Tesco, this approach hasbeen adopted by Carrefour and Ahold, whichhave as stated goals to be in the top three andtop two respectively in each of their markets.Wal-Mart has now also moved towards thisview, cutting its losses in Germany and Koreain favour of more promising markets like Latin

 America (including newly consolidated Wal-Mart Central America) and China.

These market exits by the biggest playersprove that food retail is tough locally. Like inother sectors, companies face the pressuresof sudden competition as emerging marketsopen up in a short space of time. But foodretail is particularly challenging because ithas low margins and is extremely intensive

in logistics and human resources, which areoften underdeveloped in transition economies.China demonstrates these kinds of issues: thecountry remains the most popular destinationfor foreign retailers in our survey (see highlightsabove) but chains are having to work hard togrow protably. On the supply side, KPMG

estimates that logistics costsin China are double those inhe US as a percentage of 

GDP. At the store end, thisear has seen Carrefour drop

supermarket banner Champion,refocusing on its hypermarketsand discount stores, while

hai-owned Lotus has decidedo reduce its rate of openings

because of losses.

To achieve greater successlocally, international retailers

are not only targeting their investments on asmaller number of countries, but also adaptingheir retail offer more carefully to local

competition and shopper needs. Wal-Mart’smove towards more segmented assortmentsand merchandising has been one of thestories of the year in retail, although for themoment its efforts have been focused on theUS. Carrefour has visibly revised its formatstrategy internationally, testing a series of 

new, hybrid formats in Spain that are nowbeing adapted for other countries. In its highlyanticipated entry into the US, Tesco meanwhilehas opted for a convenience format, althoughreports indicate it is also planning a large storeor Los Angeles.

The long road to globalisationThis process of tailoring foreign investments

more precisely is starting to bear fruit. Our study shows that the ve largest internationalretailers – Wal-Mart, Carrefour, Tesco, Metro,

 Ahold – have raised the share of sales theygenerate abroad (46.6% on average in 2005vs 45.4% in 2004), despite operating infewer countries (20 on average in 2005 vs21 in 2004). These retailers are also raising

protability, with the share of foreign operatingprot almost matching that of foreign sales in2005 (and exceeding it in the case of Metro).

 Although retailers’ published results can hidemixed performances in individual countries,the general trend seems to be towards moresustainable growth.

At the same time, the basic rationale of foreign expansion – to nd higher growthand offset saturation in domestic markets

 – continues to hold true. There are other growth opportunities open to grocery chains

 – e.g. convenience stores, e-commerce,non-food, services – and these have allbeen exploited by leading names in maturemarkets. But the strategies of top retailersdemonstrate that international investmentremains attractive. The 10-year recap aboveshows that, despite certain divestments,the top retailers are broadly growing moreinternational.

Looking ahead, German group Rewe isnow aiming to double its share of internationalsales to 60% over the next 10 years,following the example of Metro. Despite its

continued success in non-food and servicesin the UK, Tesco is also stepping up itsforeign expansion by opening in the US nextyear while also looking for partners in India.Observers are wondering if the UK group

 – which has so far been a model of targetedinternational growth, despite a small misstepin Taiwan – has taken on too much after entering China and Japan since 2003. After the various adjustments by international

players over the past few years, Tesco’sprogress will offer a guide as to whether foodretailing is set for greater global expansion.

 • Regulations

Regulations covering retail have a major bearing on the course of internationalexpansion. In most mature markets,

competition and planning rules have for many years made it difcult for large chainsto open stores or acquire rivals. Theserestrictions have grown tougher as the sector has become a focal point for public concernsabout the effects of mass consumption. Inthe US, Wal-Mart and other so-called big-boxretailers are facing a wave of local legislation,while in the UK the competition authoritiesare conducting another inquiry into the bigsupermarkets chains. Whatever the outcome

of these lobbying battles, there is clearlylimited room for expansion in mature markets,which makes it difcult for foreign retailersto get a foothold and encourages domesticplayers to seek growth abroad.

At the same time, regulations are shapingretail development in emerging economies.This is most evident in India (see below),where the government is broadly in favour of 

opening up to foreign retail investment, butis moving very slowly in view of oppositionfrom coalition partners and local businesses.China, in contrast, is consolidating rapidlyafter the government removed investmentrestrictions at the end of 2004. However, the

authorities are preparing new rules tooversee retail development, which couldmark an end to the current burst of storeopenings. Thailand, meanwhile, shows amixture of these approaches: the countryhas opened up to foreign retailers, whohave driven consolidation, but policycontinues to be inuenced by smallretailers, who recently won a temporaryreeze on hypermarket openings.

 • Sourcing

While overseas expansion in termsof store development has seen itsups and downs (see main article), the

supply chain has become much morelobal for both international and local

retailers. The big names have caughthe eye with their massive procurement

operations, which allow them to supplyoverseas stores and get the best pricesor their domestic business. Wal-Mart’s

monumental purchasing in China hadalready reached US$18 billion in 2004,making it China’s seventh-largest trading

partner. India, again, is starting to gather momentum, with Tesco for example toraise its procurement by nearly 50%his year to 95 million pounds (US$178

million). This global procurement hasbeen underpinned both by the powerful IT

systems of the top players and more efcientransport networks (especially shipping),

although Western trade tariffs could slowhis sourcing boom in the short term.

Beyond the handful of big global retailers,smaller international retailers and domesticoperators have harnessed internationalsourcing through buying groups. There havebeen a number of moves in Europe over thepast year, led by the Coopernic alliance(comprising Colruyt, Conad, the SwissCoop, Leclerc and Rewe), which is nowhe continent’s second-largest retail buyer 

behind Carrefour. On a smaller scale, theCo-operative Group and Spar have formeda buying partnership in the UK in response

o the scale of the ‘big four’ supermarketchains. The focus of these buying groups is

enerally to negotiate better terms on brandproducts, as well as procure jointly certainprivate label items.

 • Regional round-up

In Asia, India continues to holdeveryone’s attention as the uncertaintypersists over liberalisation in the retail

sector. Since announcing a limited reformat the beginning of 2006 – allowing foreignretailers who sell own-brand goods onlyo acquire 51% of retail operations – theovernment seems to have moved away

rom the idea of further liberalisation in the

short term. In the meantime, Indian groupsare rushing to develop retail chains and taprowing consumer demand, while foreign

food retailers are left with the option of striking franchise deals – with Carrefour and Tesco reportedly close to agreements.n China, retailers continue to race ahead

with store openings under the more liberalinvestment regime there. Global playerslike Carrefour, Metro and Wal-Mart, as wellas large domestic chains like Lianhua andWumart, are racing to increase their marketshare through openings or acquisitions,although protability has been put under strain.

In Europe, leading players continue

o look eastwards to the fast-developingretail markets outside the EU. Like Chinaand India, Russia remains a massiveopportunity for foreign investment, althoughdomestic chains are still making the runningin the short term, led by the newly mergedPyaterochka-Perekriostok network. Amonginternational names, Metro has conrmed itsambitions by planning 15 openings this year,including its rst Media Markt consumer 

electronics store. Carrefour, meanwhile,attracts regular speculation about a possiblemove into Russia, but has yet to conrm anyplans. Elsewhere in Eastern Europe, thefuture EU countries Bulgaria and Romaniahave witnessed a wave of openings as

retailers seek to gain rst-mover advantagein these fragmented markets. Bulgaria, for example, has seen the arrival of Schwarz’sKauand banner this year and will host arst Carrefour store in 2008.

In the Americas, the supermarket sector remains in a state of ux in he US. After thesale of Albertsons and massive downsizingby Tengelmann-owned A&P and Winn-Dixie, there is now an investor debate over whether Ahold should be broken up, plusreports of merger talks between Ahold andDelhaize. The Belgian group is among thosechains that seem to be faring better againstsupercentre-led competition, with heavyinvestment in store remodelling and efforts

at cost savings driving better results in thesecond quarter. In Latin America, Wal-Marthas expanded its regional coverage beyondits traditional base in Mexico to much of Central America, making supermarketalliance CARHCO a subsidiary this year.Further south, it has also reinforced itsnumber three position in Brazil by pickingup Sonae’s network at the end of 2005.

 Among Latin American retailers, Chile’s

two largest operators, Cencosud and D&S,could play a role in regional consolidation:both companies have expressed an interestin regional expansion and may be forced topursue this route in view of a recent antitrustchallenge to their domestic position.

General

The research was carried out by Planet Retail in collaboration with CIES – The FoodBusiness Forum.

The survey covers international food retailers. All sales and store gures refer to the

end of 2005 or the end of the scal year that falls mostly in calendar 2005. Major developments or conrmed plans for 2006 and 2007 are included in the “Comments &2006/2007 updates” column.

The report aims to offer a comprehensive listing of international food retailers. However,this listing is not exhaustive because of the difculty in tracking all international movesworldwide. In particular, some smaller retailers with cross-border operations may beabsent from the report.

Denition of international food retailers

These are dened as retailers operating in more than one country that gain asignicant proportion of their revenues from food formats (i.e. 20% or above).Thesurvey excludes food retailers operating in only one country and retailers operatingexclusively or principally non-food formats.

Department stores and drugstores are considered to be non-food formats. AS Watson,for example, is not included because most of its revenue comes from drugstores,although it also runs grocery banner PARKnSHOP. Variety stores, although similar to department stores, are dened here as having a full grocery range (e.g. Marks &Spencer), except where indicated “non-food”.

Buying groups and distributors are not considered as food retailers, although suchoperations are mentioned in the “Comments” where they represent a signicant partof a retailer’s activity. Cash & carries and warehouse clubs are counted as food retailoperations. Note that SISA in Italy is considered to be a buying group and is not

included in the listing.

The foreign franchise operations of Baugur and Marks & Spencer have not beendetailed since they are almost 100% non-food. Couche-Tard and Seven & I are listedunder certain countries because of their ownership of the Circle K and 7-Elevenbanners respectively. Worldwide banner groups like IGA and SPAR are only listed

where an international retailer holds the licence for a particular country. Note that Exitoin Colombia/Venezuela has not been included because its major shareholder Casinois already included.

Calculation of sales data

roup net sales do not fully reect revenue from stores that are franchises or relateto minority holdings. At the same time, net sales may include revenue from non-storeoperations (e.g. e-commerce, nancial services) that are not listed here. Although aretail activity, shopping centre development is considered as real-estate operationsand not listed here. Certain 2005 net sales are estimates (marked “e”) where theompany did not provide a relevant gure.

The percentages for food and foreign sales are based on retail banner sales, not netsales. Planet Retail denes retail banner sales as combined sales for all banners,including franchises and independents, and including sales tax. Net sales do notinclude sales tax and integrate a proportion of revenue from minority holdings andfranchises. The percentages for food/foreign sales and the gures for retail banner sales are nearly all estimates.

Countries and territories

For geographical reasons, certain overseas territories have been listed separatelyafter the mainland country (e.g. France – Reunion). However, these territories arenot included in a retailer’s total number of countries if the mainland country is alreadyounted. The one exception is Hong Kong, which is counted in addition to China in

view of its economic importance.

Store format denitions

Planet Retail denes the food formats listed in the survey as follows:

Cash & carry: membership-based wholesale format reserved for resellers and

ommercial customers. In the food retail sector, it is an important channel for independent shop operators.Convenience store: small self-service food store with long opening hours. The focusis on convenience items, such as ready meals and fast food, and essential food andnon-food items. Often located at petrol stations, where referred to as Forecourt

store.

Discount store: price-focused food outlet selling a small number of items. Broadly,the format exists in two forms: hard discount stores, which are almost exclusively own-brand based and soft discount stores which feature wider ranges of both manufacturer

brand based, and soft discount stores, which feature wider ranges of both manufacturer branded products and fresh food.Kiosk: small store selling newspapers and magazines, as well as limited ranges of food, sweets, tobacco and drinks. Outlet sizes tend to range from 10 to 50 squaremetres (108-538 square feet).Hypermarket: elf-service store with a sales area of more than 5,000 square metres(54,000 square feet) offering both a comprehensive food range and a wide choice of non-food items.

Neighbourhood store: small food outlet covering less than 400 square metres (4,000square feet). Neighbourhood stores are often similar to supermarkets but can alsooperate in a non-self-service version.Supermarket: self-service store with a grocery product offer (i.e. wide food assortmentplus everyday household and health & beauty products) covering 400 to 2,500 squaremetres (4,000-27,000 square feet). Depending on store size, non-food items are alsoavailable.Superstore: self-service store with a sales area between 2,500 and 5,000 squaremetres (27,000-54,000 square feet). Like hypermarkets, superstores offer acomprehensive food range but their non-food offer is generally more limited than in ahypermarket.Variety store: store concept similar to a department store but with a smaller number of product categories. Some retailers, notably Marks & Spencer, include food as oneof the departments.Warehouse club: large-sized outlet selling products both to business customers(wholesale) and end consumers (retail) on a membership basis. Members are usuallyrequired to pay an annual fee to be allowed to shop at the store.

References to foodservice and non-food formats should be self-explanatory. “DIYstores” is an abbreviation for “do-it-yourself stores”, also known as home improvementstores. Note that Planet Retail groups together formats (e.g. Hypermarkets &superstores) where there is an overlap between store sizes in the same division, or if the company’s gures are unclear.
