6 CIE Taiwan Conference
What Solid State Lighting is bringing us?
• SSL is real. Changing the world of lighting
• Many new companies (that do not have good
knowledge on lighting) – new ideas
• New problems (color quality, glare, flicker,
measurement, …)
• Old research subjects re-visited
• Great chance for CIE (to contribute to the
industry)
• CIE needs to adapt to the speed and versatile
needs in SSL.
7 CIE Taiwan Conference
CIE to be more relevant to SSL
- CIE is changing -
1. Speed up
2. Develop standards more relevant to
SSL (standards needed by regulations)
3. Collaborate more with other
organizations (working for SSL)
8 CIE Taiwan Conference
1. Speed up CIE
1) New Code of Procedures
TC chair is appointed for 4 years. (work must be
finished in 4 years). Extension needs Division
approval, but maximum 8 years.
New voting procedures with time scale (WD
– CD – ED – AD). CIE Technical Manager monitors
time schedule
Monthly TM/VPT/VPP meeting decides actions.
Unanimous approval not required for standards.
9 CIE Taiwan Conference
2) CIE Technical Note
New type of CIE publication
Short technical paper summarizing information of
fundamental importance to CIE Members and other
stakeholders, which is intended to be made freely
available at a public area on the CIE website.
Developed by a reportership or a TC.
Shorter approval process DIV commenting ( 4 mon.) – DIV ballot (1 mon.) – BA ballot (1
mon.)
1. Speed up CIE
10 CIE Taiwan Conference
3) Increase efficiency – Use
Collaboration Tool and Webex
Progress with physical meetings only is very
slow.
All TC Chairs are required to use CIE
Collaboration Tool.
Organize all materials and drafts of TC
Webex meetings are available (set up by CB)
and encouraged for all TCs
1. Speed up CIE
11 CIE Taiwan Conference
Priority Project
• Agreed at Strategies Workshop in Manchester in 2012. ―Funding‖ creates priority in volunteers’ work.
• ―Select TCs developing urgent standard (or technical report) as a priority project and solicit funding.
• TC1-90 Color Fidelity Index is the first candidate and under consideration by GLA.
1. Speed up CIE
12 CIE Taiwan Conference
1) Test Method Standard
To meet the needs from European regulators,
CEN started developing SSL test method
(TC169 WG7).
IEC needs international standard test method for
their performance standards.
In 2011, CIE started TC2-71 CIE Standard on
test method for LED lamps, modules, and
luminaires as joint TC with CEN TC169 WG7
Working closely with IEC (TC34)

Working Draft (WD) for ballot (Apr 2013)
4. Laboratory Requirements for Tests
4.1 General
•The test shall be performed with all test conditions
within the tolerance intervals and instruments
meeting the requirements in 4.2.
•To further reduce the uncertainty, the results may
be corrected for the deviation within the tolerance
interval, to the standard condition value (normally
the centre value of the tolerance interval).
•Deviations from the tolerance conditions are
permitted if the related measurements are corrected
to the standard conditions (using the sensitivity
coefficient of the DUT).
25°C

-
1°C
(Tolerance)
If outside,
correction is
required.
38 CIE Taiwan Conference

8. Measurement Uncertainties
The uncertainties shall be evaluated according to ISO/IEC
Guide 98-3 and its supplements. Guidance is also
available from CIE 198.
For all measured quantities the expanded uncertainty
shall be given and expressed for a confidence level of
95 %.
For the purposes of testing, each test report may report
uncertainty values for a typical product of the similar type
having similar spectral distributions and intensity
distributions to the DUT (see NOTE 1)
