H.R. 3523: Cyber Intelligence Sharing and Protection Act
(CISPA)
provide for the sharing of certain cyber threat intelligence and cyber threat information between the intelligence community and cyber security entities, and for other purposes.
Basically, this is stating that certain cyber threat information would be shared between the intelligence community which consists of 17 IC member agencies which include Air Force Intelligence, Army Intelligence, Department of State, etc.
So what does this bill do?

Anyone who uses any form of internet serviceCISPA formally allows companies for violate
their terms of service by requesting them to open up their databases and networks.
However, CISPA only allows the request of such actions. The government can’t force them to.
