PGW Cost Recovery Incentive Program
Customer Incentive Program (CICIP)
• A cost recovery incentive used to convert capital cost into operating cost
• If the project is economically viable, PGW pays up front for the capital cost of the project
• On-Bill cost recovery to recoup the capital cost of the project through energy savings
CICIP Requirements
• Letter of Credit • Cost of Borrowing (5%) • Simple payback of project up to 5 years

• Mainly for new technology such as Fuel Cells • Grants and loans offered
• Jointly by the Department of Community and Economic Development (DCED) and the Department of Environmental Protection (DEP), under the direction of the Commonwealth Financing Authority (CFA)
