Introduction to the Geomatics Market

- In scientific terms, “geomatics” refers to the collection, analysis, interpretation, and display of data relating to location and the Earth’s surface. In commercial parlance, geomatics is a collective term that describes a variety of sciences, technologies and industries, including geodesyi, positioning and navigation, imaging and mapping, geographical information systems, and land tenure systems. Geomatics solutions play a role in all disciplines which depend on information about location, including engineering, environmental studies, geology and geophysics, land development and land ownership, navigation, oceanography, planning, and tourism. Data for geomatics solutions comes from various sources including Earth orbiting satellites, ground-based instruments and sea- and air-borne sensors.

- China’s scale is imposing: at 9.6 million km2 of varied, often harsh terrain, the size of its landmass is exceeded only by Canada and Russia and its population of 1.3 billion people makes it the most populous nation on Earth. China’s scale creates significant challenges which represent opportunities for Alberta businesses that offer geomatics solutions.

- For example, despite its large size, the vast majority of China’s land mass is not arable (some estimates place the amount of arable land at around 12-13%) and pollution is diminishing even that1,2. Management of agricultural production is a key geo-political imperative. China’s vast consumption of resources has increased the need to reduce dependence on global markets for raw materials and is driving domestic exploration of China’s natural resources.

- How quickly Chinese society is changing – politically, socially and economically – is creating another set of challenges related to geomatics.

- The country’s transportation infrastructure is saturating its limits. Cities are growing rapidly but car ownership more rapidly still, creating traffic jams. As “factory to the world” China produces an ever-increasing number of products for export and, conversely, China is also the world’s foremost importer of many raw materials. The freight challenges of such dramatic import and export volumes is overwhelming ports and freight transportation systems, threatening to slow China’s dramatic GDP growth.

- Information on maps becomes obsolete as roads are built and cities expand. In western countries, three to five percent of the features reflected on maps become obsolete every year. However, because China is constructing infrastructure on a massive scale, the rate of data obsolescence on maps is much higher - in Beijing, data obsolescence is 30% a year.3 In 2005, China built 7,000 km new highways (the equivalent distance of all roads in Japan). The implication of this is that maps and surveys must be constantly updated.

- As a result, Earth sciences, space sciences and information sciences are all rapidly developing in China. In recent years, in order to support rapid development within the geomatics fields, China’s national government has made significant investments in the related infrastructure including the drafting of regulations, infrastructure construction for the acquisition, transmission and processing of spatial data and information, the construction of telecommunication networks and domestic development of specialized computer hardware and software.4

Major Developments

- In July 2006, the China State Bureau of Surveying and Mapping in the “Outline of the 11th Five-Year Planii (2006-2010) for National Economy and Social Development" released plans to accelerate the construction of infrastructure and facilities for surveying and mapping, develop fundamental geographic information resources, and develop the geomatics industry.5

- These specific plans are discussed in more detail in the section entitled Prospects for Alberta Companies on page 18.

- While there are opportunities for foreign participation in the geomatics market, foreign firms should be conscious of the geopolitical sensitivities in this market and the limitations this may imply.

- International perceptions of certain regions in China – in particular Tibet and Taiwan – are not only sensitive at a governmental level, but also personally important to many Chinese people. For example, by using maps that exclude Taiwan in presentations, foreign executives may alienate the very audience that they hoped to attract.

- Moreover these regions, as well as such areas as Xinjiang, are sensitive from an internal security standpoint. In August, 2006, the government announced that China would tighten control over foreign surveying and mapping. Chinese law on surveying and mapping states that foreigners must cooperate with a Chinese partner and the activities must not involve state secrets or jeopardize national security.6 The regulation that outlines the specifics of these limitations, named “Measures for the Administration of the Surveying and Mapping Conducted by Foreigners in China”, was published on Jan. 19th, 2007.7 Foreign companies engaged in mapping and surveying wishing to enter the Chinese market should investigate the impact of this regulation to determine an appropriate entry strategy.

- Specific areas where foreign and joint companies are limited include: - Geodesy; - Aviation photography; - District boundary mapping; - Ocean mapping; - Publish topography and general maps; - Publish navigation maps; - Other surveying and mapping activities that are forbidden by the State Council's Survey

and Mapping administration department.

- The creation and distribution of maps in China that do not comply with the official geopolitical position can be considered subversive and illegal. From 2001 to 2005, the administrative authorities of surveying and mapping investigated and dealt with a total of over 440 illegal cartographic cases and sealed up and confiscated 257,000 illegal cartographic products.

Achievements Made During the 10th Five-Year Plan Period (2001-2005)

- The 1:50,000 national basic geographic information database was completed. A group of 1:10,000 provincial-level and large-scale municipal- and county-level basic geographic information databases were completed or updated. iii,8

- In 2005, the Ministry of Land and Resources (MLR) completed: - 110,000 km2 of 1:250,000 regional geological surveys - 419,000 km2 of amendment surveys - 278,000 km2 of 1:1,000,000 regional gravity surveys - 34,000 km2 of 1:200,000 regional gravity surveys - 11,000 km2 of 1:200,000 regional geochemical surveys - 26,200 km2 of 1:50,000 aerial remote-sensing surveys - A large-scale geodetic survey of Mount Everest (Mount Qomolangma) and measurement of

the elevation of Mount Everest.9

Market Size and Dynamics

- The geomatics industry is experiencing three significant changes:

- from a single GPS system to an era of GNSS (Global Navigation Satellite Systems) which ties together different compatible systems;

- the mainstream application of GPS is expanding to include not only vehicular GPS but also personal consumer products;

- the market profile is shifting from sales of equipment to solutions and services.

- From 2000 to 2006, the geomatics market in China enjoyed a compounded annual growth rate (CAGR) of more than 25%. Going forward, the market will continue to grow at this impressive rate: - 2005 Chinese geomatics market size: $3.9 billion - 2010 Chinese geomatics market forecast: $12 billion - 2005 - 2010 CAGR: 25.2%

- Moreover, growth in geomatics is expected to stimulate additional revenues of over $74.8 billion in

related industries.11

Production Valueiv in China - In 2005, the value of geomatics products and services manufactured in China (whether for local

consumption or export) reached almost $2.3 billion, of which vehicular monitoring equipment and services and information services were the dominant segments. In 2006, the overall production value is expected to approach $3.3 billion. Information services will surpass vehicular monitoring solutions to become the largest segment with a production value of $1.3 billion.12

- A certain amount of overlap between segments may occur. The above-mentioned segments include:

- Vehicle Monitoring: Related to GPS, vehicle monitoring enables a security company or the car manufacturer to be able to identify the position of a specific car, (useful particularly in theft recovery).

- Car Navigation: Another application related to GPS, car navigation applications provides a driver identifies the position of the car and provides the driver with maps and/or driving directions to their destination.

- Consumer Products: includes such things as a navigation watch for the explorer that provides position information, hand held GPS devices, etc.

- Survey / GIS: products and services related to mapping, surveying and the information systems required to store, manage and share geographical information.

- OEM Products: products available through the original equipment manufacturer.

- Marine Navigation: products and services targeted at commercial and leisure shipping.

- Aviation (GPS): Global Positioning Systems (GPS) products which apply to aviation navigation.

- Information Services: Provisioning of geographical information, from companies like E-map.

- The amount of geomatics products being manufactured in China is growing at a very substantial rate. As the above table shows, production values have grown in each segment at more than 100% per year, even in markets such as information services, which have already achieved significant scale.

Navigation and Positioning Systems / Global Positioning Systems

- While Global Positioning Systems (GPS) is the dominant paradigm among the various navigation systems, it is important to note that there are other navigation systems such as Galileo, Glonass, and Beidou in active development and use in China.

- Satellite navigation and positioning is continuously expanding in China and the size of the national market for satellite navigation and positioning doubles every two years.14

- It is estimated that in 2007, 600,000 GPS devices will be sold in China.15 Of that, more than half will be imported into the country (the remainder being domestically produced). Shipments of GPS devices into China has grown dramatically; in 2006, for example, 288,100 GPS devices were imported into China – an increase of over 140% from the number of devices imported in 2005.16

GPS for Vehicles

- GPS navigation for automobiles is a particularly promising market. It has strong long term potential and rapid near term growth.

- By 2005, there were 27.4 million automobiles in civilian use in China. By 2020, that number is projected to balloon to 140 million.17 Of those 27 million vehicles, only 100,000 (less than 1%) currently have GPS units installed.18 The installed base in China dramatically lags Japan, where 60% of cars have GPS units installed and western countries, where 25% of cars currently have GPS installed. Despite the income gap between China and these regions, significant growth in the GPS installed base in China is expected.

- Moreover, adoption has the potential to be rapid. In 2002, few Chinese people were familiar with antilock braking systems (ABS), and less than 5% of cars in China had ABS installed. Within three years, by 2005, 75% of the new cars sold in China came with ABS pre-installed.19

- In March 2006, Yano Research Institute estimated that by 2015, annual demand for in-car and personal navigation systems will top 26 million units, 28 times 2005 market.21

Market Estimation – Market Size - $ Estimates

- An alternate forecast for the sale of GPS terminals in China provides a more modest revenue estimate for 2006 of $322 million, but estimates dramatic compounded annual growth of 64% per year, resulting in 2009 estimated revenues of $1.4 billion – clearly consistent with the CCW estimates.25

- Beijing local government plans to install GPS for public buses by 2008, the installation of which will cost approximately $287 million. Another local level project, in Beijing, all taxis will be equipped with GPS by 2008 at a cost of approximately $100 million.27

Market Estimate – Production Valuev of GPS Units in China

- The market value of GPS units manufactured in China (many of which are exported)28 - 2005: $1.5 billion - 2006: $1.86 billion - Increase of 25% year over year

Surveying and Mapping

- Most map providers in China are domestic. Few foreign firms have entered this field.

- As of 2003 the state had only approved eight companies for “qualification A” in survey and mapping (国家甲级测绘资质). In 2006, Navinfo, Ritu, Autonavi were the top three providers and controlled 90% of the Chinese market share.29

- Alberta firms will find both opportunity and limitation in this market. Three companies control market share meaning that Alberta businesses who service the surveying market will find large, organized, established customers in China. However, Alberta companies who directly offer surveying and mapping services may find the China market prohibitively regulated.

- In 2005, the Chinese government invested $240 million in the project named “1:50,000 Topographic Mapping of Blank Areas in the Western Region”.

Geographical Information Systems (GIS)

- In 2006, the global market for GIS products reached $1.16 billion. GIS-related software, hardware and services are being used in applications that generate more than $11.6 billion in revenue each year.

- In China, the application scope of GIS is expanding quickly. A wider array of applications is being developed upon basic GIS data. In 2006, the market for GIS software in China exceeded $75 million and the market is growing at a rate of 50% every year.34

- Unlike most other aspects of the Chinese software market, where foreign vendors typically hold the majority of the market share, in the GIS software market local providers account for 50% of the domestic market.35

- GIS is an essential part of e-government – an important initiative within China. 80% of integrated services management and decision-making within the e-government initiative is relevant to GIS.36

- Government spending in GIS infrastructure development can be substantial. For example:

- In 2005, the Chinese government announced it will invest $1.5 billion in the GIS field.

- In October, 2004, the government invested $30 million in the “Galileo Project” - a joint project between China and the European Union to build a global satellite navigation network.37

- This growing market – and the success of domestic players – is evident in an analysis of the number of GIS companies. In 1996, there were fewer than 20 GIS companies in China. Of that 20, most were related to research institutes and universities. As of the end of 2006, there were at least 1,000 GIS companies in China. Though most of these were small enterprises with $75k – $300k registered capital, approximately 20 percent were registered with over $1.5 million and some have registered capital of over $7.5 million.38

Digital Maps

- Recent excitement within this market has been sparked by such consumer visible applications as Google Earth. The digital map market in China currently is not large – digital cartography in China lags the rest of the world.

- However, it is expected to grow quickly; growth is projected to exceed the search engine market.39

- iResearch forecasts that the market for online maps in China will reach $2.25 billion by 2010.

Remote Sensing

- Satellite remote-sensing has been constantly expanding within China, both in terms of the diverse range of fields where satellite remote-sensing is finding an audience, and in terms of the scale and

breadth of projects. Satellite remote-sensing application systems have been put into regular operation in many important fields, particularly in meteorology, mining, surveying, agriculture, forestry, land mapping, water conservancy, oceanography, environmental protection, disaster mitigation, transportation, and regional and urban planning. They are playing an important role in the nationwide land resources survey, ecological construction and environmental protection, as well as in major state projects, such as the South-North Water Diversion Project, the Three Gorges Project and the Project to Transmit Natural Gas from West to East.40

- Within China, relevant institutions include the National Remote-Sensing Center, National Satellite Meteorology Center, China Resources Satellite Application Center, National Satellite Oceanic Application Center and China Remote-Sensing Satellite Ground Station. Moreover many state departments, provinces and even cities have developed their own satellite remote-sensing application and certification institutes.41

- China, frequently hit by serious natural disasters, will establish a state-of-the-art satellite-based disaster forecasting network by 2010. As part of this initiative, China will launch three small disaster-monitoring satellites in 2007, to form an all-around disaster-forecasting network with another five satellites to be sent in 2010.42 China will launch 6 satellites to observe the Earth during 2006-2010,43 including three satellites in 2007 to monitor and forecast domestic natural disasters.44

Key Regional Data

- China’s ten wealthiest administrative regions / provinces: Shanghai, Beijing, Tianjin, Zhejiang, Jiangsu, Guangdong, Fujian, Shandong, Liaoning and Heilongjiang.

- China’s ten poorest administrative regions / provinces: Guizhou (with a per capita GDP of 1/10th that of Shanghai), Gansu, Yunnan, Guangxi, Anhui, Sichuan, Tibet, Shaanxi, Ningxia, Jiangxi.

- Much of China’s wealth has historically been concentrated in China’s eastern seaboard cities. Fearing that social instability will increase due to the growing income gap between the rich cities on the eastern coast, and the western and central regions – particularly rural areas - the Chinese government has made concerted and sustained investments in developing infrastructure, improving education, and encouraging commerce in interior regions and rural areas.

- This inequality in infrastructure development is reflected in geomatic infrastructure development as well. In western regions of China, approximately 2 million km2 of inhospitable terrain still lack large-scale maps.

- Map series scaled at 1:500, 1:2000, 1:10,000, and 1:50,000 are needed, especially for eastern urban areas.45

- Western areas have greater potential to be the subject of geomatic study and projects. However, the majority of the commercial enterprises engaged in geomatics are headquartered on the eastern seaboard in China.

- By 2005, there were 10 regions in China with more than a million cars. Eastern regions accounted for 49.1% of the total automobiles, while the central and western regions accounted for 29.5% and 21.4% respectively. The most active economic regions for the automobile market are Zhujiang Delta Economic Region, Changjiang Economic Region and Beijing-Tianjin-Tangshan Economic Region.46 This suggests that vehicular GPS navigation systems sales will be more active in these regions.

- There is a great deal of new business anticipated from customers new to the market in the near future. - In many ways, government bureaucracy in China – like in most countries – can be cumbersome and inefficient. For many government initiatives, this translates into slow or no progress. - Since so few people in China speak English, localization of company materials, marketing materials, manuals and software screens is key to successful adoption of products. Moreover, installation and technical support needs to be delivered by Chinese speaking staff. Successful localization can have broader implications as well. Take, for example, a solution that presumes online payment using a credit card. Localization of that solution has to take into account that few people in China have credit cards, and must therefore find an alternate solution for payment. In this case, localization is not just a translation issue, but impacts human factors and the company’s business processes.

Government Priorities

- Various Five Year Plans, across many domains of government include projects that require geomatics solutions, as well as many governmental and quasi-governmental projects not included in the Five Year planning framework. - The Chinese government’s plan as outlined in "China's Space Activities in 2006” 51 reports that China will continue and launch key space projects, including manned spaceflight, lunar exploration, high-resolution Earth observation, new-generation carrier rockets, and a group of priority projects in key sectors. The projects relevant to geomatics are:

- To implement a high-resolution Earth observation system.

- Develop and launch state of the art sun synchronous orbit and geo-stationary-orbit meteorological satellites, oceanic satellites, Earth resources satellites, and small satellites for environmental protection and disaster mitigation monitoring and forecasting.

China’s Major Navigation Maps Providers

- Most navigation map providers in China are domestic. Few foreign firms have entered this field. In 2003, the state had only approved eight companies for “qualification A”viii in surveying and mapping. They are Navinfo, Ritu, Autonavi, Lingtu, Careland, Geostar, Emapgo, National Geomatics Center of China.54

- In 2006, Navinfo, Ritu, Autonavi were the top three providers and controlled 90% of the Chinese market share. Lingtu is a medium scale company and Careland, Geostar, Emapgo are not able to make national-level navigation maps. - Founded in 2002, Ritu delivers total navigation solutions in the Chinese market. It is one of the few Chinese navigation map providers to have full in-house capability in navigation hardware design, navigation software design, and supplying navigation maps. It serves as a design house for navigation application suppliers, as an OEM navigation hardware supplier, and as Chinese digital navigation map provider.57

- Ritu Group has about 800 employees.

- On October 30, 2006 – Ritu Information Systems announced it had signed an agreement to integrate Shanghai Changxiang (上海畅想) into the Ritu Group. Shanghai Changxiang obtained a first class map production capability and data conversion technology in 2004 from Tele Atlas, a worldwide leader of navigation and location based services content provider for automobiles and wireless devices and applications.58

Beijing Navinfo (四维图新)

- Founded in 1997, Navinfo is the first company to launch mature digital maps into the Chinese market. Navinfo's maps are widely used in vehicle navigation, portable navigation, and Internet applications. Navinfo collaborates with international automotive manufacturers, automotive electronics manufacturers, portable navigation device manufacturers, Internet platform suppliers and major telecommunications operators, by providing digital maps covering all regions of China.60

- Navinfo supplies maps for China FAW-Toyota cars series (Crown, Corolla, Vios, etc.), Toyota’s imported cars series (Lexus, Camry, LandCruiser and Previa), and Dongfeng-Nissan cars series (Teana, BlueBird, Sunshine, TIIda, Fuga), as well as for navigator manufacturers such as Panasonic, Kenwood, Pioneer, Sanyang, Geyue and Garmin.61

- In the domestic market, Navinfo controls 80% of the market share of vehicle navigation (pre-installation before sale).62 In the domestic portable terminal market, Navinfo controls 30% of the market share (Nokia is their major partner). In the Internet market, Navinfo occupies 60%-70% market share and customers include Baidu and Sohu.63

- Founded in 1991, AutoNavi is one of the leading players in developing and marketing a digital map database and software for various automotive, mobile and internet-based services in China. It now has 700 employees.67

- In 2006, Autonavi revenue earned for its navigation electronic map products was more than $30 million.68

Beijing Lingtu (灵图)

- Beijing Lingtu Software Co., Ltd. is a leading integrated content, software and solution provider in China’s location-based services (LBS) industry. Lingtu’s current revenue streams are from digital maps, GIS, GPS applications and software. Founded in April 1999, Lingtu employs more than 640 people with headquarters in Beijing and offices in Dalian, Guangzhou and Wuhan.69

- Lingtu’s Internet site, http://www.51ditu.com, is a leading local map search portal in China which offers point-of-interest content, enhanced search capabilities, and premium applications.70

- With support from IBM, Lingtu won a contract to supply its location-based services (LBS) software platform and geographic information systems to China Unicom in five provinces (Guangdong, Fujian, Jiangsu, Shanghai and Yunnan).71

Foreign E-map Providers

- The Global competitors NavTeq (U.S.),TeleAtlas (Europe), Zerin(Japan), MapMaster (Japan), IPC (Japan) are the top five navigation maps providers, who control about 90% of the total market share in global electronics navigation maps.72

- In 2006, domestic players attained nearly a 50% share in the rapidly growing market for GIS Software in China. There were more than 1,000 domestic companies and groups developing relevant GIS software and applications.74

- The top 400 companies related to GIS are reputed to earn revenues in excess of $300 millionx and their revenues are growing fast. Wuhan Zondy, Beijing Supermap and Shenzhen Adam are considered the players to watch in this field.75

Beijing SuperMap (超图)

- SuperMap is a leading GIS company in Asia, specializing in the development of GIS software platforms. It has also entered into GIS markets in Japan, Korea, Singapore, Italy, as well as Taiwan, Hong Kong and Macau.76

- SuperMap uses a new business model to sell its geographic information services, namely, “data-software-model-network” four in one. In addition to providing SuperMap software products, it also engages in designing, developing, data processing, technical training and consulting with regard to applications. SuperMap GIS covers a broad range of products which includes a components-based GIS platform, Web GIS and embedded GIS development toolkits, spatial database engine, as well as desktop GIS.77

- In 2005, Supermap controlled a 10% market share of GIS Software in China. The annual revenue increased from $2 million in 2002 to $5.2 million in 2004.78

Wuhan Zondy Cyber (中地数码)

- Founded in 1980, Zondy Cyber Group is a large group specializing in GIS software research, development and application, with core enterprises of Wuhan Zondy Cyber, Beijing Zondy Time Software Engineering Co., Ltd, Shenzhen Zondysoft Engineering Co., Ltd and other branches in Xinjiang, Kunming, Jinan. Among them, Wuhan Zondy Cyber is one of the 100 key software enterprises in China with more than 500 employees.79

- The company is launching “MAPGIS7.0” – a large scale GIS application - leading in the construction of “digital cities, digital China and digital world”.80

Shenzhen Adam Graphics Systems Engineering (深圳雅都)

- Registered in January 1997, Shenzhen Adam Graphics Systems develops software for Automatic Mapping (AM), Facility Management (FM) and Geographic Information Systems (GIS). The company has successfully developed a platform for AM/FM/GIS (called GROW).81

Foreign GIS Providers

ESRI

- Founded in 1969, ESRI (Environmental Systems Research Institute) develops GIS solutions for business and government markets. Headquartered in California, ESRI has offices throughout the United States; a business partner program with more than 2,000 developers, consultants, resellers, and data providers; and a network of more than 80 international distributors with users in more than 200 countries.83

- ESRI has the largest GIS software installed base in the world with more than one million users in more than one hundred thousand organizations. With annual sales of more than $570 million, ESRI is the fourth largest privately held software company in the world.84

- ESRI China (Beijing) Inc. was founded in 2003. Headquartered in Beijing, its main task is to develop China's GIS market and provide customers with total solutions.85 ESRI is the dominant foreign player in the Chinese GIS market.

Mapinfo

- Founded in 1986, MapInfo is the leading provider of location intelligence solutions, integrating software, data and services. FY2006 net revenue was US $165.5 million.86

- Mapinfo has four retailers in China Mainland, two in Beijing, one in Guangzhou and one in Shanghai.87

Chinese GPS Hardware Vendors

- In China, four main manufacturers – Unistrong, Mio, Shinco and CityOnMap - account for the majority of the market share. One thing worth noting is that the core technologies of most GPS products are similar, following Intel or Samsung’s design using SiRFStar III chipset+ 3.5 inch touch panel+ Navigation software. 88

- 60% of China’s GPS manufacturers entered the market in 2006. Some digital product manufacturers are particularly notable, for example, in July 2006, Netac promoted its P210- A portable media player with GPS navigation function. Many consumer electronics giants also entered the GPS market in 2006 including Shinco, TCL, Amoi, LG, and Pioneer. Also, Nokia, Dopod and Samsung have built-in GPS modules in their cell phones.89

Beijing Unistrong (北京合众思壮)90

- Unistrong provides GPS navigation and surveying products, marine electronics, avionics and system integration. They produce or resell more than one hundred various products for inland, survey, marine, aviation, recreation and the OEM market.

National Remote Sensing Center of China (NRSCC) (国家遥感中心)103

- A subdivision of the Chinese Ministry of Science and Technology (MOST). MOST has the following mandates: to formulate national policies and long-term plans for developing remote sensing science and technology, including geographic information system and satellite navigational technology; to coordinate amongst different departments in organizing and implementing nation-wide projects in order to promote remote sensing research and applications; to coordinate and develop international cooperation by organizing joint projects, seminars, and exchange visits; to provide technical services in the forms of training, consulting and data collection and management; to act as China’s contact point responsible for liaison with international organizations.

- NRSCC has 17 operational departments, spanning across 9 governmental sections and 20 research organizations including Remote Sensing Satellite Ground Station, Department of Aerial Remote Sensing, Department of Regional Remote Sensing (with three local branches), and Department for Regional Remote Sensing Coordination. These NRSCC operational departments form an extensive and open network that brings together China's strongest remote sensing work force that includes a technical staff of over 3,000 employees.

- NRSCC has formed broad and close relationships with more than 20 foreign agencies and international organizations.

Beijing NCG Information Technology (国遥万维)104

- A subsidiary of NCG (National Engineering Center for Geo-informatics) founded in 2001. Its supporting unit is the Institute of Remote Sensing Applications of Chinese Academy Sciences.

China Academy of Space Technology (CAST) (中国空间技术研究院)106

- Established in 1968, CAST is located in the Haidian district of northeastern Beijing. CAST is one of the seven design academies under the China Aerospace Science and Technology Corporation (CASC). It employs over 10,000 people in 10 research institutes and 2 factories which develop and produce scientific and application satellites.

- CAST is one of China's major research, design, and manufacturing centers for space technology. It oversees institutes and factories related to research, development and production of

- Space Star Technology (航天恒星)107 is a subsidiary CAST and focused on the applications of satellites. It employees 650 people, with 137 million RMB registered capital.

Foreign Remote Sensing Providers

GeoEye

- Headquartered in Virginia. U.S, GeoEye is the world’s largest commercial satellite imagery company, delivering the highest-quality, most accurate imagery and products to better map, measure, monitor and manage the world. GeoEye was formed as a result of ORBIMAGE’s acquisition of Space Imaging in January 2006. The company is the premier provider of geospatial data, information and value-added products for the national security community, strategic partners, resellers and commercial customers.108

- Beijing GeoView Spatial Information Technology Co., Ltd (GeoView), is a major distributor of IKONOS, the world's first commercial high-resolution satellite lauched by Geoeye, GeoView is currently preparing for providing GeoEye-1, which will have a ground resolution of 0.41-meter panchromatic and 1.65-meter multispectral, when launched in early 2007.109

- In November, 2006, National Engineer Center for Geoinformatics (NCG) signed contract with GeoEye. NCG became authorized data publisher and added-value service provider.110

Canada Centre for Remote Sensing (CCRS )

- Canada's Earth observation satellite RADARSAT rocketed into space in November 1995, the project called GlobeSAR (Global Synthetic Aperture Radar) was already underway to help developing countries benefit from the data it gathers. Initiated by the Canada Centre for Remote Sensing (CCRS), the project is also funded by the Canadian Space Agency, and Radarsat International Inc.111

- GlobeSAR played a significant role in promoting RADARSAT and other business ventures in China. As a result, China has signed a five-year agreement with Radarsat International to receive satellite imagery, which is far superior to its existing airborne radar technology. The information will be directly downloaded to a groundstation in China, giving the country access to up-to-date information essential for monitoring floods and other disasters. China has also recently signed a contract with McDonald Detwiller Ltd. (MDA) of Vancouver to upgrade the Chinese groundstation so it can receive RADARSAT data.112

- The Canada Centre for Remote Sensing is responsible for the provision of a national service for the reception, processing, archiving and dissemination of remotely sensed data for Canada and, in conjunction with the private sector, for the development of remote sensing technology and applications. CCRS is participating, in partnership with other departments, in the development of the Canadian Geospatial Data Infrastructure (CGDI) for network distribution of remote sensing and other geographical data bases. CCRS is also working with industry to develop geographic information systems (GIS) applications. The Centre's National Atlas team provides an authoritive national
