The 2012 Asian Business Aviation Conference & Exhibition (ABACE)
had been successfully held in the new Shanghai Hawker Pacific Business
Aviation Service Center from March 27 to March 29, 2012. Jointly sponsored
by the National Business Aviation Association (NBAA) and the Asian
Business Aviation Association (AsBAA), ABACE 2012 will help to catalyze
the Asian market.

According to the National Business Aviation Association (NBAA), the
2012 edition of the Asian Business Aviation Conference & Exhibition (ABACE
2012) had achieved the organizers vision for the show as the largest and
most successful business aviation event in Asia and a catalyst for the
industry in China and the broader region.

ABACE 2012 met all of our estimates and expectations, as well as
those for the Exhibitors and Attendees, said Mr. Ed Bolen, President and
CEO of the NBAA. NBAA recognizes the importance of the Asian region to
the future of business aviation, and we will continue to work very closely with
our Exhibitors and colleagues at the Asian Business Aviation Association
(AsBAA) to promote the growth of business aviation in that part of the world,
Mr. Bolen continued.
A total of 156 Exhibitors lled the 4,000-square-meter hangar at theShanghai Hawker Pacic Business Aviation Service Center, and the adjacent
Exhibit Pavilion that was added to accommodate additional vendors. Nearly
one-quarter of those Exhibitors were companies based in Asia. These
companies understand that ABACE is a very effective venue for reaching
their target market, and gaining visibility in the industry.
All of the major aircraft manufacturers were represented at the show,
with 27 aircraft on Static Display just outside the Exhibit Hall at Hongqiao
International Airport. Eight Exhibitor chalets offered an opportunity for
representatives of the manufacturing companies to meet with customers in
close proximity to their aircraft.
Many key players from China's Business Aviation industry such as
Eurocopter, Cessna, Hawker Beechcraft, Embraer, and Aerochine, told our
reporter that they were very satised with this years event. ABACE 2012
provided necessary support for us to host a presentable and comfortable
environment for our VIP clients, said Mr. Tristan Yeung, Director of Aerochine
Aviation.

Here are some interesting trends that we observed from this years
ABACE show:
China remains one of the most attractive new markets in the
Business Aviation industry. We see a lot of operators, manufacturers,
equipment and service providers exhibited or had visited ABACE
2012. Many new local private jet operators, such as Big White Bear
Jet Co. and Nanshan Jet Co., were just formed in the last few years,
and are ready to serve the increasing demand from the emerging
China BA market. Commercial Airline companies, such as Hainan
Airlines, Shandong Airlines and Shanghai Airlines, also set up their BA
operations to share the market.
Being Local plays a significant role for any international
company that is serious about the China market. It is still very difcult to
expect a potential Chinese customer to understand your company via
your English-only website. In fact, we have seen many international BA
companies start having their own local representatives (such as Talco
Aviation), local teaming partner (such as Sino Jet and T WC Aviation)
, or even branch offices in China (such as Chapman Freeborn Air-
chartering).
The airspace remains constrained, permissions is still required,
and the infrastructure is not ready to serve the fast growing BA market
demands. Even the time to obtain a permit has dropped. You still need
to le your ight plan at least 1 day before you take off. Not all airports
in China can accommodate every type of airplane. Less than 10 airports
in China have FBOs to serve the business travelers. Those shortages
largely decreased the advantages of using business aviation in China.
ABACE 2012 was an important milestone for Chinas business
aviation industry. The high degree of interest and enthusiasm shown by
Exhibitors, Attendees, government ofcials, media representatives and
others at ABACE 2012 demonstrates the potential for this event, and
for the business aviation community in Asia in the years to come. We
look forward to building on this years show with even greater success
in 2013, said Mr. Bolen at the end of ABACE 2012. ABACE 2013 will
again take place in the city of Shanghai from April 16-18, 2013.

The Civil Aviation Development Fund Tentative Procedures issued
in March expanded its range of fee collection to include business
ights.
As an i mportant part of modern air transpor tation, business
aviation refers to general aviation activities that provide no-ticket
flights to clients that are doing commercial, political, economic, and
other related affairs. In the recent years, business aviation has grown
fast. Preliminary ratings show that, domestic business flight sorties
in 2009, 2010 and 2011 were 3,151 sorties, 4,552 sorties and 6,297
sorties respectively, growing at an average annual rate of 40%, highly
above the growth rate of commercial ights and other general aviation
services.
Taikoo (Shandong) Aircraft Engineering Gets Certied to Conduct Inspection
and Maintainence of Bombardier and Gulfstream Aircraft

In November, 2011, the CAAC East China Regional Administration officially
approved the Taikoo (Shandong) Aircraft Engineering Company Limited (addr.
STAECO)'s capabilities to carry out annual inspections for Bombardier Global
Express aircraft and to maintain line maintenance for Gulfstream 450 business jets.
STAECO is the rst company in mainland China that has achieved related capability
certication for the two types of aircraft, which lls in the void of no professional MRO
services for those two types of aircraft in mainland China. This also lays a foundation
for STAECO to further expand the business jet engineering service market.
Previously, STAECO has received licenses for the maintaining of the Bombardier
CL 605 series and Bombardier CL850 series aircraft, and has been authorized as the
only Service Factory in mainland China. STAECO will continue to develop its service

In March, the CAAC East China Regional Administration held a ceremony
to issue the Commercial Air Operator Certicate, in accordance to the CCAR-91
OPERATIONS SPECIFICATIONS, to the Shanghai Haohai General Aviation Co.,
Ltd. (Haohai GA for short) and to sign the Letter of Responsibility of Aviation Safety
with Haohai GA. It was Tang Weibin, Deputy Administrator of the CAAC East
China Regional Administration who issued the Commercial Air Operator Certicate
and signed the Letter of Responsibility of Aviation Safety with Haohai GA.
At th e ceremony, Mr. Tang point ed out that i n order to develop the ci vil
aviation industry in a continuous and healthy manner, and to transform China from
a nation with a large fleet of aircraft to a nation with a fully developed aviation
industry, China should make sure that transport aviation and general aviation
develops simultaneously. Currently, Chinas general aviation is not as developed
as its transport aviation, so in an effort to speed up the development of general
aviation to catch up, it is highlighted as a major priority in the Twelfth Five-year
Plan for China's Civil Aviation Industry. As China opens more and more low-altitude
airspace, its ancillary services for general aviation grows more and more complete
and more and more policies and methods are being issued and implemented.

At the end of March, the Hawker Beechcraft Corporation announced two
orders from the Civil Aviation University of China and the Xinjiang Tianxiang
Aviation College. The Civil Aviation University of China ordered two King Air
C90GTx aircraft and Xinjiang Tianxiang Aviation College ordered one King
Air C90GTx aircraft in order to meet the increasing multi-engine aircraft pilot
training requirements in China. The aircraft will be delivered before the end of
this year.

Zhoushan's Inter-island Flight Route Inauguration Held at

In the end of April, the inauguration of Zhoushan's inter-island ight route was
held at Zhoushan Putuoshan Airport.
Starting from May of this year, Zhoushan began the ights betweenof Zhujiajian
island to Shengsi county and the ights between Zhujiajian island to Dongji island,
both own by helicopters. It is the rst time in China that helicopters are being utilized
taken as the vehicle of a regular civil ight route.
Currently, the two charter-flight routes are operated by 12 AS365 Dauphin
helicopters, with the price beingand are priced at 30 thousand Yuan an hour.
Presently, the commuter Zhujiajian island to Dongji island ight route (also called the
Miaozihu ight route) costs 50 minutes forth and backround-trip, and the Zhujiajian
island to Shengsi county flight route (also called the Caiyuan flight route) is 100
minutes round-trip.

China-made GA Use Positioning System Tested and Available

The stability of the GA use positioning & monitoring unit developed by
the Civil Aviation Telecom Corporation was put into testing when it was loaded
onto a helicopter at the Miyun Mujiayu Airport, of Beijing Huabin Tianxing
General Aviation Co., Ltd.. On that day, the helicopter loaded with the GA use
positioning & monitoring units ew for nearly an hour and the test results were
satisfactory. The use of this unit will greatly enhance ight safety factors of GA
use aircraft, including light sport aircraft.
Current airborne equipment for GA use aircraft is not extremely
complicated and GA use aircraft y low. Therefore, current ATM operations are
unable to conduct real time tracking and monitoring of airborne equipment for
GA use aircraft, which not only heavily impacts the aerial defense of Chinese
territory and flight safety, but also limits the ability to open up low-altitudeairspace for the development of GA in Mainland China. Consequently, a set of
aircraft positioning and monitoring systems that are efcient and suitable for
mainland China's practical situations are very beneficial for conducting real
time surveillance of the ying conditions in the low-altitude airspace and will
give China more leverage in the process of rapidly developing general aviation.
This technology adopts both the Global Positioning System and the
Beidou Satellite Navigation & Positioning System, which enhances the stability
of this GA use positioning system and realizes two-way interactive sending.
Beijing Capital Helicopter Obtains Qualications for Private
Pilot License Training

In April, Beijing Capital Helicopter Co., Ltd. (Beijing Capital Helicopter for
short) was issued the coordinated OPERATIONS SPECIFICATIONS by the
CAAC North China Regional Administration, which signies that Beijing Capital
Helicopter is qualified for launching a helicopter private pilot license training
program.
Beijing Capital Helicopter's obtaining of the coordinated OPERATIONS
SPECIFICATIONS means Beijing Capital Helicopter is able to train students
to be pilots to fly helicopters. Beijing Capital Helicopter will try their best to
train anyone who wants to be private pilots. In addition, the obtaining of the
coordinated OPERATIONS SPECIFICATIONS lays a foundation for Beijing
Capital Helicopter to be a network operator providing integrated services in
China.
The First General Aviation Training Academy in Anhui
Receives Certicates
How this unit works is by the aircraft automatically sending the position data it has received to
the ground surveillance center, which then processes and displays the data. In the following
two to three months, this unit will be tested in many different aircraft including small xed-wing
aircraft and dynamic triangle wings. It is only after the unit has passed all testing in all kinds of
general aviation aircraft, then can this unit be formally put into mass production.

Recently, the CAAC East China Regional Administration ofcially approved the
Anhui Sky-Aviation International Flight Academy Co., Ltd., which marks the rst ight
academy is to be created in the region along the Yangtze river and the Huai river.
Now many the dreams of many people to y an aircraft in the sky can now come true
in the near future.
The Anhui Sky-Aviation International Flight Academy was establishment with the
approval from the CAAC East China Regional Administration and is Anhui province's
first flight academy to be engaged in private and commercial flight training and to
operate in accordance to the CCAR Part 141 Pilot School Certication Regulations.
With a registration capital of 100 million Yuan, the Anhui Sky-Aviation International
Flight Academy was invested, founded and owned by the Wonder Group. Its
headquarters is located in Hefei, and its ight training base is located in Fuyang city,
where there are good ight conditions.
In the recent couple of years, under the concerns and support from related
units, the Anhui Sky-Aviation International Flight Academy underwent a series of
acceptance inspections and examinations in accordance to related procedures
of the aviation department. The Anhui Sky-Aviation International Flight Academy
will introduce over 30 internationally advanced training aircraft, with aircraft types
including the Austrian single-engine DA40 and Da20-C1s aircraft, the Austrian multi-
engine DA42 aircraft and so on. The Anhui Sky-Aviation International Flight Academy
preserves a management team composed of industry veterans and a training team
made up of experienced ight trainers in order to maintain an international level of
operation. In addition to developed education and life facilities, the education systemand course design are in line with China's national conditions, which has established
the academy as a top-notch ight academy in mainland China.
Flight training is an emerging industry in current China. The establishment of the
Anhui Sky-Aviation International Flight Academy will inject energy and vitality in Anhui
province's economy and will accelerate the development of this province's economy

In April, in the Jingde township, the AC311 helicopter, a light general aviationhelicopter, passed the last flight test required before certification, the minimum
weight flight test. This signifies that an end has been proclaimed to the pre-
certification flight test phase and the helicopter has entered into the last project
checkup stage.
After the heli copter has flew for 13 sorties of 23 hours, t he airwor thiness
department has veried the performance and reliability by checking over 10 systems,
including the helicopter's rotor, the driving gear, the ight controls, the electric motor
and the avionics system. The flight tests aimed at the verification started back in
May of last year and has lasted for one year. The AC311 helicopter had own over
the plateau and cold areas, such as the Qinghai-Tibet Plateau and the Hailar region.
Thanks to the efforts of the development staff from the AVIC China Helicopter
Research and Development Institute and the Changhe Aircraft Industries Group Co.,
Ltd., the flight test crew and the authority inspection and examination personnel,
the AC311 helicopter has own for 632 sorties of over 269 hours. These ight tests
completely examined the functions and performance of the AC311 helicopter and
laid a solid foundation for the AC311 to achieve the aircraft type certicate.

In March, the AVIC Nanjing Light Aero-power Company Ltd. was
established during a dedicated ceremony, held in the Jiangning Airport Industry
Park.
The Jiangning Airport Industry Park, established in 2004, is located south
of the Jiangning Development Zone, next to Nanjing Lukou International
Airport. Last year, guided by the Nanjing Government's goal of upgrading the
Jiangning Development Zone into an "integrated airline hub", the Jiangning
Development Zone is devoting itself to becoming a "new airport city" that will
help develop the aviation and airport industries and gathers high-end talent in
the Twelfth Five-Year Plan period.
By now, there are 7 general aviation units that have received General
Aviation Air Operator's Certicates or non-operational registration certicates,
and there are several units in the preparation phase for approval.
According to the related plan, the Jiangsu Provincial Government will
greatly expand its general aviation industry and accelerate the construction
of general aviation infrastructure in order to form a general aviation industrial
chain.
Standards Ofce were all present at the certicate
issuing ceremony.
The Xirui Company handed in their pre-
registration application form and their official
application form at the end of 2011. In March,
2012, the CAAC's Guangdong Administration of
Civil Aviation Security completed the checkup
of the documents of the Xirui Company. Afterthe company operation and flight demonstration
verification was completed on March 16th, the
certicate issuing ceremony began, which marks
that the Xirui Company is now qualied to operate.
As t he f irst FBO model to i nclude private
aircraft operation and service center, the newly
established Xirui Company signifies that China's
Guangdong region has made an important step in
the area of general aviation with the qualications
of the CCAR-91 standards, which will be of
great signicance to the development of general
aviation in the central and southern region in
China.

Nanshan Jet Introduces their Second Gulfstream 450
In early April, Nanshan Jet Co., Ltd. (Nanshan
Jet for short) introduced their second Gulfstream
450, a luxurious business jet. The Gulfstream 450
is among the top tier of high-end business jets,
and is the most spacious among business jets
of the same category that can accommodate 16
passengers. Its maximum ying distance is 8,061
km and can y non-stop for 9 hours. At the earlier
stages, Nanshan Jet will make Beijing, Shanghai

In mid-May, an inauguration ceremony for the issuing of the Commercial Air
Operator Certicate Regarding the CCAR-91 to Nanshan Jet Co., Ltd. (Nanshan Jetfor short) was grandly held at the Yantai Mashanzhai Golf Hotel. At the ceremony
attended by leaders from the CAAC East China Regional Administration, Shandong
Administration of Work Safety and members of the media, Nanshan Jet officially
received the Commercial Air Operator Certicate Regarding the CCAR-91 issued by
the CAAC East China Regional Administration. This is a milestone marking Nanshan
Jet as officially licensed to be an aircraft agent. With the aid of new opportunities
brought about by the development of China's general aviation and taking advantage
of the resources offered by the Nanshan Group, Nanshan Jet will try to achieve a
tremendous development in its business aircraft agency sector and then to boost
China's general aviation industry to develop vigorously.
Zhu Zhoulong, deputy administrator of the CAAC East China Regional
Administration issued the Commercial Air Operator Certicate Regarding the CCAR-
91 to Yu Bin, general manager of Nanshan Jet. Since its founding, Nanshan Jet
has been devoted to developing high-end business aircraft. After it is issued the
Commercial Air Operator Certicate Regarding the CCAR-91, in addition to operating

Up till now, Nanshan Jet has ordered 7 brand-new luxurious
business jets, including the Challenger 605 aircraft, Global Express
XRS aircraft, Gulfstream 450 aircraft, Gulfstream 550 aircraft and
a Boeing Business Jet. Among the business jets that Nanshan Jet
has ordered, the Boeing Business Jet was delivered successfully on
December 16th, 2011. The Gulstream 550 is expected to join Nanshan
Jet's eet soon. The rapid development of the Nanshan Jet Co., Ltd.
has laid a solid foundation for the aviation section of Nanshan Jet and
has also been able to completely satisfy the needs of its clients.
In January of 2012, the CAAC North China Regional

In May, the Challenge 300, a business jet
with the registration number B-8115, introduced
by the Hanhua Business Jet Aviation Co., Ltd.
(hereinafter referred to as the "Hanhua Business
Jet") landed at Dalian International Airport (Dalian
Airport for short). This Challenge 300 is also the
rst business jet to land and settle " in Dalian.
The Challenge 300 introduced by Hanhua
Business Jet is collocated as an 8-single-seat
layout. In the future, Hanhua Business Jet will continue to expand
their eet amount and aggressively operate business jet escrow, a
ground service agency, aircraft maintenance and so on.
Hanhua Business Jet started in March, 2011. Currently,
its' airplane logo, the three-character airline designator and theregistration numbers of its airplanes, etc. have all been approved
by the CAAC. The senior executives, pilots, aircraft maintenance
personnel and dispatchers, etc. have been available. The pilots
and the maintenance personnel have finished aircraft remodel
training aboard. According to the regulation of the CAAC, the
introduced aircraft can be put into operation only after it has
obtained the operation certification and passed the business
license inspection.

Towards the end of March, Cessna Aircraft Company (hereinafter referred to
as "Cessna") and Beijing Dingshi General Aviation Technology Center signed a
contract to ofcially authorize the latter as its authorized service center. The Beijing
Dingshi General Aviation Technology Center is afliated with the Flight Inspection
Center of the CAAC and in the future will provide maintenance services to the north
Asian operators of Cessna aircraft, including the Citation XLS+, Citation Sovereign
and Citation Ten aircraft.
Scott A. Ernest, President and Chief Executive Officer said at the signing
ceremony that this contract was the renewal of the long relationship between
Cessna and the Flight Inspection Center of the CAAC and they would devote
themselves to the VIPs in China's business aviation market. Mr. Ernest also saidthat they were very happy that the Flight Inspection Center of the CAAC will offer
Cessna's increasing Asian clients with high quality services as Cessna's other
clients receive.
Ouyang Ting, director-general of the Flight Inspection Center of the CAAC said
that they had bought Citation aircraft in the early 1990s to conduct ight inspections
and they were capable of maintenance. Mr. Ouyang said that currently, there were
ten Citation aircraft and three Citation Sovereign aircraft in their eet and they would
ensure that Cessna's clients receive the rst-class service they deserve.

In mid-April, Beijing Capital Helicopter Company Limited was issued the
coordinated airworthiness certicate, transforming the company from a commercial
air operator to an air operator.
Founded at the end of 2010, Beijing Capital Helicopter Co., Ltd. is a 300
million Yuan investment by Beijing Capital Airlines Co., Ltd. and is a wholly-owned
subsidiary of the latter. On June 27th, of last year, Beijing Capital Helicopter
Co., Ltd. was issued the Commercial Air Operator Certicate and the CCAR-91
OPERATIONS SPECIFICATIONS, which meant it had been approved to engage
in medical assistance, search and rescue, agriculture and forestry spraying
operations and so on. Beijing Capital Helicopter's obtaining of the CCAR-135
OPERATIONS SPECIFICATIONS and the Air Operator Certicate means that it
can perform non-scheduled passenger transportation.Presently, there are only 6 general aviation companies that have acquired the
CCAR-135 OPERATIONS SPECIFICATIONS and the coordinated Air Operator
Certicates in northern China, among which CITIC General Aviation Co., Ltd. and
Eastern General Aviation Corporation Co., Ltd. both operate helicopter related
business, with Beijing Capital Helicopter Co., Ltd. as the third one. Beijing Capital
Helicopter Co., Ltd. is the only general aviation company in the Beijing region that
engages in the business of airborne tours of the Badaling section of China's Great
Wall.

Mainland China's First Helicopter Simulator Located in Zhuhai

In late May, Zhuhai Helicopter Company, CSA's 8 student pilots came
back to China from the US after receiving ight training. The 8 student pilots
stepped aboard the helicopter simulator to receive type conversion flight
training of the S76 and S92 types. This is the rst time since the simulator
was placed in Zhuhai that it has received student pilots to do type conversion
training.
To improve the ght training performance and guarantee safety, Zhuhai
Helicopter Company introduced this advanced helicopter simulator in April ofthis year. The simulator is made up of one main server, a computer and ten
touch screens and is equipped with a S-76C system and a S-92 system. It
is the only simulator that is equipped with two systems by the manufacturer
according to the requirement of its client. It is made in the US and is also the
only one that is "located" overseas. The operation of this simulator marks
China's rst helicopter simulator as successfully "located" in Zhuhai and the
flight training and aircraft engineering of Zhuhai Helicopter Company has
now reached a new level.

In 2011, the civil air transport section applied the decisions and
arrangements created by the Party Central Committee and the State Council
of the People's Republic of China. Keeping with the themes of scientific
outlook on development and accelerating transformation of the pattern
of economic development in mind, the civil air transportation section had
done many effective tasks, gained new achievements and got the Twelfth
Five-Year Plan period off to a good start. Last year, the situation regarding
aviation safety was stable; passenger transportation and general aviation
maintained relatively speedy growth with operational performance andeconomic results improved. The construction of the infrastructure had made
new achievements; the industrial restructuring and deepening of reform had
developed further, and the Party building and cultural construction had been
strengthened.
1. Air Transportation.
In 2011, civil aviation development maintained a steady rate while still
managing to be more healthy and got the Twelfth Five-Year Plan period off to
a good start.
1) Total Throughput
In 2011, the total air transportation throughput ended in 57,744 billion
ton-kilometers, with an increase of 3.899 billion ton-kilometers and an
increase rate of 7.2%. Among the total volume, the passenger throughput
took up 40.353 billion ton-kilometers, with an increase of 4.398 billion ton-
kilometers and a growth rate of 12.2%; cargo and mail throughput took up
17.391 billion ton-kilometers, with a decrease of 0.499 billion ton-kilometers
and a decrease rate of 2.8%.
In 2011, domestic flight routes achieved a
transportation volume of 38.061 billion ton-kilometers,
with an increase of 3.513 billion ton-kilometers and
a growth rate of 10.2% compared to the previous
year. Among the total domestic throughput, flights
from Hong Kong, Macau and Taiwan took up 1.264
billion ton-kilometers, with an increase of 0.105 billion
ton-kilometers and a grow rate of 9.1%. Chinas
international flight routes achieved a transportation
volume of 19.684 billion ton-kilometers, with an
increase of 0.387 billion ton-kilometers and a growth
rate of 2.0%.

2) Passenger Transportation Volume
In 2011, the total passenger transportation throughput
ended in 293.17 million person-times, with an increase of 25.48
million person-times and an increase rate of 9.5%. Among the
total passenger volume, domestic passenger throughput took
up 271.99 million person-times, with an increase of 23.61 million
person-times and a growth rate of 9.5%; passenger throughput of
Hong Kong, Macau and Taiwan took up 7.6 million
person-times, with an increase of 0.88 millionperson-times and a grow rate of 13.1%; Chinas

ended in 5.575 million tons, with a decrease rate of 0.1%. Among
the total cargo and mail transportation volume, domestic cargo
and mail transportation throughput took up 3.794 million tons,
with a growth rate of 2.4%. The cargo and
mail transportation volume of Hong Kong,
Macau and Taiwan took up 21 thousand
tons, with a decrease rate of 3.0%; Chinas

In 2011, the passenger throughput at Beijing Capital International reached
79 million person-times, ranking it rst in Asia and the second globally. The cargo
and mail throughput of Shanghai Pudong International Airport reached 3.085
million tons, ranking it third globally.
5)Transportation Fleet
By the end of 2011, the amount of transportation aircraft registered in the
entire aviation industry reached 1,764 aircraft, with a growth of 167 registered
aircraft compared to last year.
6)Service AbilityBy the end of 2011, there were 180 transportation use airports certified,
5 more than that of the previous year. The new airports in operation since the
previous year include Xigaze Peace Airport, Aershan Airport, Bayannur Airport,
Jinchang Jinchuan Airport and Zhangye Ganzhou Airport. In addition, in 2011,
the KUQA Airport and the Jieyang Chaoshan Airport were both relocated and the
original KUQA Airport and Shantou Waisha Airport were abandoned.

6)Flight Route Network
By the end of last year, there were 2,290 scheduled ight routes. The
ight route distances calculated repeatedly were 5.1277 million km; the ight
route distances calculated non-repeatedly were 3.4906 million km.
By the end of 2011, there were 175 cities in Mainland China that had
operated regular ights, among which there were 45 cities that had operated
regular ights to Hong Kong, 14 to Macau and 37 to Taiwan.
9) Production of Air Transportation Airlines
By the end of 2011, there were 47 air transportation airlines. Classied
by type, there were
38 state-holding companies, 9 non-state companies;
11 cargo airlines
16 sino-foreign joint ventures;5 listed companies.
In 2011, China National Aviation Holding Company (AIRCHINA GROUP)
completed 1.549 million flight hours. The AIRCHINA GROUP completed
18.18 billion ton-kilometers, with a growth rate of 3.7% compared to that of
the previous year. The AIRCHINA GROUP transported 78 million people, with
a growth rate of 8.1% compared to that of the previous year. The AIRCHINA
GROUP transported 1.747 million tons of cargo and mail, with a decrease
rate of 3.0% compared to that of the previous year.
In 2011, China Eastern Air Holding Company (China Eastern) completed
1.301 million flight hours. China Eastern completed 13.77 billion ton-
kilometers, with a growth rate of 1.2% compared to that of the previous year.
China Eastern transported 69 million people, with a growth rate of 5.9%
compared to that of the previous year. China Eastern transported 1.497
million tons of cargo and mail, with a decrease rate of 9.2% compared to that
of the previous year.
In 2011, China Southern Air Holding Company (China Southern)
completed 1.507 million ight hours. Compared to the previous year, China
Southern had completed 14.47 billion ton-kilometers, which is a growth rate
of 10.4% . China Southern had transported 81 million people, which is a
growth rate of 5.5%. China Southern transported 1.135 million tons of cargo

2. General Aviation
1) Operation Time
In 2011, the entire general aviation sector ew for a total of 502.7
thousand hours, which is a growth rate of 28.5% compared to that of
the previous year. Among all the ight hours, industrial general ights
took up 56.7 thousand hours, with a decrease rate of 13.4% compared
to that of the previous year. Agricultural ights took up 332 thousand
hours, which is a growth rate of 11.9%. Other general aviation activities
took up 412.9 thousand hours, with a growth rate of 39.4%.
2) General Aviation Corporations
By the end of 2011, there were 123 general aviation corporations
that had received the General Aviation Air Operator's Certificate.
Among thosem there were 33 corporations in the north China region,
23 in the central and southern China region, 22 in the east China
region, 15 in the northeast China region, 13 in the southwest China
region, 11 in the northwest China region and 6 in the Xinjiang region.
3) Flight Size
By the end of 2011, there were 1,124 registered general aviation
aircraft, among which 303 aircraft were used for ight training.

In 2011, the whole air transportation industry received a total income of
500.1 billion Yuan, with a grow rate of 21.2% compared to the previous year.
The whole air transportation industry received a total prot of 36.3 billion Yuan,
with a decrease rate of 13.9% compared to that of the previous year. The
airlines section received a total income of 353.2 billion Yuan with a grow rate
of 17.9% compared to that of last year, and received a total prot of 27.8 billion
Yuan with a decrease rate of 17.7% compared to that of the previous year. The
airport section received a total income of 49.8 billion Yuan, with a grow rate of
15.7% compared to the previous year, and received a total prot of 4.3 billion
Yuan, with a decrease rate of 16.8% compared to the previous year. Supporting
corporations received a total income of 97.1 billion Yuan, with a growth rate of
39% compared to the previous year and received a total prot of 4.2 billion Yuan,
with a growth rate of 31.2% compared to the previous year.
3) Transportation Income Level
In 2011, the income level of the whole air transportation industry was 5.83
Yuan per ton-kilometer, with a growth of 0.56 Yuan per ton-kilometer when
compared to the previous year. Among the overall income level , the income
level of domestic flight routes (flight routes in Hong Kong, Macau and Taiwan
excluded) was 6.91 Yuan per ton-kilometer with a growth of 0.69 Yuan per ton-
kilometer. The income level of the Hong Kong, Macau and Taiwan ight routes
was 7.58 Yuan per ton-kilometer with a growth of 0.08 Yuan per ton-kilometer
compared to that of the previous year. The income level of international flight
routes was 3.68 Yuan per ton-kilometer with a growth of 0.21 Yuan per ton-
kilometer .
The income level of domestic passenger ight routes (ight routes in Hong
Kong, Macau and Taiwan excluded) was 7.74 Yuan per ton-kilometer, with a
growth of 0.72 Yuan per ton-kilometer when compared to that of the previous
year. The income level of Hong Kong, Macau and Taiwan passenger ight routes
was 8.37 Yuan per ton-kilometer, with a decrease of 0.06 Yuan per ton-kilometer.
The income level of international passenger ight routes was 6.59 Yuan per ton-
kilometer, with a growth of 0.08 Yuan per ton-kilometer.
The income level of domestic cargo and mail ight routes (excluding ight
routes in Hong Kong, Macau and Taiwan) was 1.93 Yuan per ton-kilometer, with
a growth of 0.22 Yuan per ton-kilometer over the previous year. The income level
of cargo and mail ight routes in Hong Kong, Macau and Taiwan was 4.56 Yuan
per ton-kilometer, with a decrease of 0.1 Yuan per ton-kilometer compared to that
of the previous. The income level of international cargo and mail ight routes was1.77 Yuan per ton-kilometer, with a growth of 0.08 Yuan per ton-kilometer over
the previous year. ;

4. Aviation Safety and Service Quality
1) aviation safety
In 2011, most civil aviation corporations maintained a steady level of safety
. There were no aviation safety accidents, major ground accidents or aircraft
maintenance accidents. There had been 4 ordinary general aviation ight accidents
and 1 general aircraft missing accident. In 2011, 230 ight potentials had occurred,
among which 10 were major ones, which means it was a decrease rate of 44.4%
when compared to that of the previous year and the major ight incidents/10,000 hrs
rate was 0.016, wich is a decrease rate of 51.5%. The amount of general aviation
flight potentials were 11, with a decrease rate of
21.4%. There were no flight potentials resulting
from human errors in the 34 transportation airlines,
including Xiamen Airlines Co., Ltd., Sichuan Airlines
Co., Ltd., Shandong Airlines Co., Ltd. and Spring
Airlines Company Limited.
By December 31st, 2011, air transportation had
safely operated continually for 7.38 million hours.
2) Flight On-schedule Rate
In 2011, airlines in China planned to conduct
2.353 million flights and had actually conducted
1.815 million on-schedule flights, with a flight on-
schedule rate of 77.2%.
Among all of the airl ines, the maj or airl ines
planned to conduct 2.018 million flights and had
conducted 1.572 million on-schedule ights, with a
ight on-schedule rate of 77.9%. Medium and small
airlines had planned to conduct 335 thousand ights
and had conducted 244 thousand on-schedule

In 2011, the CAAC and its regional administrations, the CAAC Customer Center
and China Air Transport Association had received a total of 2018 complaints from
customers, among which there were 343 effective complaints and 1675 invalid
complaints. All complaints had been handled according to related provisions. There
were 684 complaints more than in the previous year, with a growth rate of 51.27%
and 100 more effective complaints than that of the previous year, with a growth rate of
41.15%.

technological upgrading are classied as follows:
1) Airport Construction
In 2011, there was 495.4 ????? Yuan invested in the airport section,
marking a growth rate of 12.2% over the previous year. Among the airport
projects, there were 19 key projects. Among the 19 key projects, the
completed airport projects included the expansion project of the Nanchang
Changbei International Airport, the expansion project of the Changsha
Huanghua International Airport and the construction project of the Kunming
Changshui International Airport. The projects to be continued included
the construction of the Hefei Xinqiao International Airport, the expansion
project of Hangzhou X iaoshan International Airport, the expansion project
of Shenzhen Baoan International Airport, the expansion project of
Chengdu Shuangliu International Airport, the expansion project of Guiyang
Longdongbao International Airport, the expansion project of the Tibet Lhasa
Gonggar Airport, the expansion project of Xian Xianyang International Airport
and the expansion of Xining Caojiapu Airport. The newly launched projects
included the expansion project of the terminal area in Shenyang Taoxian
International Airport, the expansion project of the flight area in Shanghai
Pudong International Airport, the expansion project of the Nanjing Lukou
International Airport and the expansion project of Nanning Wuxu International
Airport.
2) ATC Construction
In 2011, there was 1.8 billion Yuan invested in the assets of the ATC
construction section, which is a decrease rate of 5.3% over the previous
year. There were 6 key projects regarding the ATC construction. Among the
projects to be continued included the Chengdu Area Control Center project
and the Xian Area Control Center project. The newly launched projects
included the Urumqi Area Control Center project and others.
3) Other Respects
In 2011, there was 17.43 billion Yuan invested in the assets of other
sections of the civil aviation system, which is a decrease rate of 6.3%. Among
the above investment, 0.75 billion Yuan was invested in the construction of
the civil aviation information system, 2.43 billion Yuan in the civil aviation
scientic research and education system, 0.22 billion Yuan in the civil aviation
fuel system, 0.9 billion Yuan in civil aviation maintenance, 5.62 billion Yuan
in the transportation service system, 1.33 billion Yuan in the public facility
system and 5.25 billion Yuan in other systems.

COMAC and Boeing Sign Collaboration Agreement to Advance
Aviation Energy Conservation and Emissions Reductions
In March, the Commercial Aircraft Corp. of China (COMAC) and Boeing
(NYSE: BA) announced a collaboration agreement to partner with each other in
strategic areas that will advance their energy-savings and emissions-reduction.
According to the agreement, the two companies will create the Boeing-
COMAC Aviation Energy Conservation and Emissions Reductions Technology
Center in Beijing. Funded by both companies, the Boeing-COMAC Center
will support research projects that aim to increase commercial aviation's
fuel efficiency and reduce greenhouse-gas emissions. The two aircraft
manufacturers also agreed to have annual leadership engagements to
exchange commercial aviation market forecasts and to enable commercial
aviation industry growth in China and potentially around the world.
This is the first collaboration agreement between COMAC and Boeing.
"Through this collaboration agreement, Boeing and COMAC will build our
relationship and will promote further sustainable growth and fuel efciency for
China's fast-growing aviation market," said Jim Albaugh, Boeing Commercial
Airplanes President and CEO.
The Boeing-COMAC Aviation Energy Conservation and Emissions
Reductions Technology Center will be located at COMAC's Beijing Civil Aircraft
Technology Research Center. The two companies will collaborate with China-
based universities and research institutions in order to expand their knowledge
of new technologies such as sustainable aviation bio-fuels, aviation
connectivity infrastructure and other areas.

In March, Chen Lige, Deputy Administrator of the Northwest Regional
Administration of the CAAC issued the FB-30H digital ight data recorder (DFDR)
CTSOA to AVIC Shaanxi Qianshan Avionics Co., Ltd. (AVIC Shaanxi Qianshan
Avionics for short). The issuing ceremony was presided over by Qiu Tao, Director
of the Airworthiness Section of the Northwest Regional Administration of the
CAAC. Representatives from China Joy Air Co., Ltd., Okay Airways Co., Ltd.,
Yunnan YingAn Airlines Co., Ltd. and AVIC Xi'an Aircraft Industry (Group) Co.,
Ltd. were present at the ceremony.
The FB-30H DFDR, researched and developed by AVIC Shaanxi Qianshan
Avionics, meets the cur rent airworthines s stand ards and the ne eds of the
domestic Modern Ark 60 aircraft. Well designed by the applicant, the FB-30H
DFDR was small in size and light in weight. In addition, its crash worthiness is
excellent and its interface conguration is exible. Meanwhile, it can collect rich
data (four categories including 384 data). The Northwest Regional Administration
of the CAAC has tested it for nearly a year and the FB-30H DFDR has passed
all of the tests, including items of performance, environment and crashworthiness. The FB-30H DFDR meets all the specications in the Airworthiness
OPERATIONS SPECIFICATIONS of CCAR-21, CCAR-25, CCAR-37 and CCAR-
91. The certication and installation of the FB-30H DFDR will highly improve the
operational safety of all domestic airplanes.
Tianjin ATC Secondary Radar Project Foundation Passes the
Acceptance Test

In March, the Tianjin Binhai International Airport project regarding the
foundation construction of the ATC, secondary radar and weather radar
passed the acceptance test. Leaders and personnel from the departments of
quality control, construction, installation, supervision and design attended the
acceptance test. The acceptance test activity was presided over by the Tianjin
Municipal Quality Supervision Inspection Corps.
The passing of the acceptance of the foundation of the two radar stations
lays a good foundation for the following construction of the main project.

Sichuan Daocheng Yading Airport Gets Ofcially Approved by the NDRC
The National Development and Reform Commission (NDRC) approved the feasibility
report of the project regarding the construction of the Sichuan Daocheng Yading Airport
in February.
In the feasibility report, the Sichuan Daocheng Yading Airport is designed according
to the requirements of the passenger throughput being 280 thousand and the cargo and
mail throughput being 1400 tons by the year 2020. The main construction items include:
an aircraft movement area with the reference code being 4 C, a runway of 4200 meters
long and 45 meters wide, a terminal of 5000 sq. m, an apron with 4 Category C aircraft
stands and the production and living facilities for communication, navigation, weather
reports, fuel supply and re ghting & rescue. The whole investment for this project is
1.30498 billion Yuan.

On March 25th, Nalati Airport, a civil airport in the Xinyuan County in the XinJiang
Uygur Autonomous Region said goodbye to its original operational history and entered
into a brand-new era of operational history. In the past, the Nalati Airport was only put
into operation for no more than ve months of the year, and now it will be used all four
seasons a year.
This year, the Xinyuan Government actively communicated and chimed in with
the China Southern Airlines Xinjiang Company and nally, the China Southern Airlines
Xinjiang Company planned to restore the Nalati Urumqi route starting from March 25th
(in the previous years, the Nalati Urumqi route was restored in about May) and from
then on the route is navigated all four seasons a year.
The air distance between Urumqi and Nalati is 385 km, calling for a ight time of 55
minutes. This route will be own by the E190 aircraft, introduced recently by the China
Southern Airlines Xinjiang Company.
The natural views of the Nalati area have its own special characteristics. As part of
the ancient Wusun country, Nalati area has a culture with a long historical standing. In
recent years, the tourism industry here is rened day by day, so fourseason operation of
the Nalati Airport will absolutely enable the tourism industry in the Nalati area to continue
to grow.
As the airport will be operational for four seasons a year, for a long time, the Xinyuan
County Government plans to offer free subsidies to balance the price difference of the
ight ticket.
Hunan Hengyang Nanyue Airport Gets Ofcially Approved by the NDRC

& rescue. The whole investment for this project is 656.617 million Yuan.

In April, the Airport Management Ofce of Zhangye Ganzhou Airport was ofcially
unveiled. Yang Yongzhong, the head of the Trafc and Transportation Department of
Gansu Province and Chen Kegong, Secretary of Zhangye Municipal Committee of the
CPC, jointly unveiled the Airport Management Ofce of Zhangye Ganzhou Airport. Luan
Kejun, Deputy Secretary of the Zhangye Municipal Committee of the CPC and Mayor
of Zhangye city, Wang Fanji, Deputy Head of the Trafc and Transportation Department
of Gansu Province, Ma Xiaojun, General Manager of Gansu Airport Investment &
Management Co., Ltd. and Zhang Rennong, Secretary-General of the Zhangye
Municipal Government, all attended the opening ceremony.
In the National Eleventh Five-Year Plan for the civil aviation Industry, Zhangye
Ganzhou Airport is a key project and is also a key project of the transport infrastructure
of Gansu province, to be launched during the National Eleventh Five-Year Plan
period. With an investment of 313.4 million Yuan, this project was co-founded by the
Civil Aviation Administration of China, Gansu Airport Investment & Management Co.,
Ltd. and Zhangye Municipal Government. Zhangye Ganzhou Airport was put into
construction in May, 2010 and was put into operation in November, 2011. Currently, the
airport has opened round-trip ights of Xi'an - Lanzhou - Zhangye and Beijing - Lanzhou
- Zhangye.

The approval of the LTE-E-101 upright taxiway edge lights mark the
appearance of the first product of The Second Research Institute of CAAC in
the area of navigation lighting and marks a major achievement for The Second
Research Institute of CAAC, as now it has gained in the conversion of navigation
lighting technology into actual products. In the near future, as LED navigation
lighting products such as the embedded-into-the-surface taxiway centerline lights
and the runway centerline lighting system and auxiliary digital pure sine wave
dimmers
