Chiltern Railways is owned by Deutsche Bahn AG and is part of DB Regio, Deutsche Bahn’s local and regional service provider.
Since winning the franchise in 1996, Chiltern Railways has run scheduled passenger services along the M40 corridor between London Marylebone and Birmingham Snow Hill and London Marylebone to Aylesbury via Amersham along the London Underground Metropolitan line.
In 2002 we extended our operations as far as Kidderminster and in 2004 we took over services between Stratford-upon-Avon and London.
As one of the franchises forming the UK’s National Rail network, we’re dedicated to providing passengers with a safe, reliable, welcoming and value for money service which offers a real choice and a viable alternative to other modes of transport.

Chiltern Railways is proposing a railway improvement scheme between Oxford and Bicester (the Evergreen 3 project) which will enable us to provide a passenger train service between Oxford and London Marylebone via Bicester.
The idea of providing a new, fast service between London and Oxford was first mooted when Chiltern Railways took over the franchise in 1996 and became a formal aspiration as part of the company’s second franchise agreement in 2002. We are currently proposing the Evergreen 3 project so that such a service can be available to the public by 2013.

TRAIN SERVICESWe envisage operating two Oxford to London Marylebone trains each hour throughout the day. At speeds of up to 100mph typical journey times will be:
+ 66 minutes Oxford - London.
+ 58 minutes Water Eaton – London.
+ 14 minutes Bicester – Oxford.
+ 38 minutes Oxford - High Wycombe.

THE SCHEME AND ITS ROUTETo create the new route we propose to:
+ Upgrade the existing route between Oxford and Bicester Town. + Build a short connecting line south east of Bicester linking the Oxford to
Bicester and London Marylebone to Birmingham lines.+ Restore much of the double track that was removed between Oxford and

Evergreen 3 Scheme
“Providing an alternativeto the M40 and A34”
We will upgrade Bicester Town station to serve passengers travelling to both Oxford and London. To this end we have devised three potential development options:
OPTION 1+ Locate the main station building on currently vacant land between London
Road and the railway line, together with a drop-off point and disabled parking.+ Provide a secondary entrance with shelters and ticket vending machines. + Provide car parking on the north side of the railway, with additional parking
for rail users on weekdays in the proposed Bicester Village shopping outletcar park.
+ Build a new platform for Oxford-bound trains and extend the London-boundplatform away from the level crossing. The platforms would be linked by afootbridge, with lifts for step-free access.
OPTION 2Similar to Option 1, except:
+ The main station building would be on the north side of the line (near to thepresent station entrance).
+ The secondary entrance would be located on the south side of the railway toprovide access from London Road.
+ Most of the parking would be on the north side of the line, but with a limitednumber of spaces on the south side.
+ A drop-off point and disabled parking would be provided on each side ofthe line.
OPTION 3+ The main station building would be on the north side of the railway.+ A secondary entrance to be on the south side and drop-off points and disabled
parking on both sides of the line. + A new two-storey car park would be built on the field south of the Talisman
Business Centre, with road access from London Road.+ A new Oxford-bound platform, which would be moved to the south west,
facing face the London-bound platform and have direct access to the car park.

“Bicester to Oxford in 14
minutes”
A new connecting line will be required in Bicester in order to join the upgraded railway line from Oxford to Chiltern’s existing London Marylebone to Birmingham line.
Shown in green on the map opposite, this connecting section of track will be south of Bicester North station and east of Bicester Town station.
The existing planning permission for housing on this land provides for the construction of this connecting line.

We anticipate that Islip will remain a station principally for local community use.
To allow for the reinstatement of a second track and the increased passenger service on offer we propose to make the following improvements to the current station:
+ Two new platforms will be built,with the second track lying where thenorthern platform is currently located.
+ A footbridge will be built to linkthe platforms.
+ Ramps will provide step-free platformaccess from a new disabled parkingarea by the public road.
The station will remain unmanned and be given new shelter and lighting, ticket machines, public address system, CCTV and a help point.

“A station for the
community”
OPTION 1+ Relocate stone-loading sidings to the open land north of the
existing car park and use the vacated land for station carparking. A new road access would be needed to the relocatedstone sidings.
+ Demolish the two derelict grain silos and construct a two-storeycar park on the cleared area - land otherwise proposed for awaste processing plant by another developer.
+ Construct the main station building at road level to give easyinterchange with buses from Kidlington, whilst a pedestrianramp would lead to the park and ride buses to the City Centreand the Radcliffe Hospital.
+ Provide bicycle parking, a drop-off point and disabled parkingnext to the station building.
OPTION 2+ Retain the stone-loading sidings in their present location,
with trees and shrubs planted to screen the car parksand platforms.
+ Demolish the grain silos and construct a largertwo-level car park building than proposed in Option 1.
Water Eaton Parkway will be a new station to serve the area encompassing Kidlington and north and east Oxford.
The new station will be located adjacent to the existing park and ride site for Oxford City Centre, providing step-free access between trains, buses, cars and bikes. Facilities will include a staffed ticket office, coffee shop and additional car park capacity for rail users.

OPTION 3+ Retain the stone-loading sidings where they are currently. The derelict grain
silos would also remain, unless they are removed for the proposedwaste facility.
+ Provide car parking capacity by adding a second storey to the existing park andride car parks.
+ Stagger the platforms either side of the road bridge. Passenger access from themain station building to this platform would be through a subway under theroad bridge.

PHASE 1The disused parcels depot to the east of the station will be replaced by a new passenger platform with the capacity to accommodate a 5 coach train on each face.
The stores and offices presently housed in the parcels depot, together with the disabled and drop-off parking, will be relocated parallel to the new platform.
There will be direct access to the existing platforms and ticket hall, as well as an additional exit to the station forecourt.
PHASE 2The new platforms will be extended at a later date to enable the use of 8 coach trains on the new route.
We propose achieving this by:
+ Extending the new 5 coach length track and platform southwards.+ Demolishing existing station and ancillary accommodation and for these to be rebuilt
in a new location.

Oxford station will be developed to accommodate the new service. This will be done in two stages to enable compatibility with any future plans for Oxford station’s development.

“Extra capacity for a growing railway”
CROSSINGSTo enable the safe introduction of more frequent trains at higher speeds, the numerouslevel crossings between Bicester and Oxford will be adapted as appropriate.
The options for all private accommodation crossings will be subject to direct consultation with affected landowners. We are still currently undertaking options appraisals for several particular crossings including those at Tubbs Lane and Aristotle Lane.
Immediately north of Oxford station lies the old swing bridge which once carried the tracks leading to the long closed Rewley Road station. This is registered as a scheduled ancient monument for its heritage value.
Our project will require enlargement of the present railway bridge across the Sheepwash Channel, bringing it closer to the swing bridge.
We are working closely with the Oxford Preservation Trust and Railway Heritage Trust to identify a design solution that preserves and promotes the historic bridge.

TUBBS LANELocated just south west of Bicester Town station, a footbridge will be provided at Tubbs Lane to allow pedestrians to safely cross the rail lines. This crossing will be designed taking into account issues including:
+ User Safety – Train drivers’ visibility is relatively low at Tubbs Lane due to track curvature. The potential for accidents (and thesounding of warning horns) were the current crossing retained would be substantially exacerbated by the faster and morefrequent trains.
+ User Access - The crossing is heavily used and many users have pushchairs or children with them. A new footbridge would need toprovide a step-free method of crossing and adequate lighting for safe use.
+ Local Impact - Any structure should have as little impact on local properties, the visual environment and vegetation as possible.
ARISTOTLE LANELocated a short distance to the north of Oxford Station, a private level crossing at Aristotle Lane is frequently used to access local allotments from the south/eastern side of the line. Due to heavy public use of this crossing at present we are engaging in wider consultation upon it. Key issues being considered in the development of this crossing include:
+ User and passenger safety. + Movement of equipment by allotment users. + Seasonal flooding. + Close proximity of two alternative crossings.
