25% to 13% - beginning to inch up again • Enrollment peaked at 66,000 in 2008.

Current enrollment 12,000. • Enrollment freeze effective Jan 1, 2010 –

AZ only state with freeze • 129,000 on “waiting list” • PCH, MIHS, UMC plan to enroll 19,000

• Parent’s immigration status not asked if only applying for child
