AboutWestfieldHousingAssociationWeareasmallcharitablehousingassociationbasedinWorkington,WestCumbria.Rootedin,andgrowingfrom,ourcommunitybase,wearecommittedtoimprovingtheserviceswedeliver,withinasustainableframework.Wearedelightedthatweconsistentlyachievehighlevelsofsatisfactionwithourlandlordservices.WhiletheAssociation’soriginslieintheprovisionofhomesforkeyworkersinthelocalironandsteelindustryinthe1950’s,wehavediversifiedourserviceswhileretainingourAllerdalefocus.OurofficeisintheMintoCentreontheWestfieldEstate,formerlyaprimaryschoolwhichwepurchasedandconvertedasacommunityresource.TheCentrenowaccommodatestheAssociation,WorkingtonSureStartChildren’sCentre(runbyBarnardo’s)andFootstepsNurserywhichisownedbytheAssociationandprovidesachildcaresettingforupto108children.Overthelastfiveyears,theAssociationhasgrownattherateofaround13propertiesperannumwiththecurrentdevelopmentprogrammefocussedonSection106purchasesfromdevelopersandbuyingbackpropertiesontheWestfieldEstatepreviouslylostthroughtheRight-to-Buy.Currentlywehave594propertiesinownership.Weareacommunityandtenant-centredassociationandourapproachtoservicedeliveryisshapedbythis.Largelyasaresponsetothecurrentexternalenvironment(rentrestrictions,theVoluntaryRight-to-Buy,welfarereform)theAssociationhasadoptedacautiousstrategicapproachinrecentyears.InappointinganewChiefExecutiveatthepointwheresomeclarityisemergingonthefundingofsupportedhousingandrentsettlementpost2020,wearelookingtoreviewour2017–2020BusinessPlanandshapeourfuture,withinourrecentlyre-affirmedstrategicobjectives:ToincreasethenumberandenhancethequalityofstockinownershipinAllerdaleTocontinuetoimprovebusinessefficiencyandeffectiveness

PeterhasbeenaservingAllerdaleandWorkingtonTownCouncillorfor30yearsandChairmanofAllerdalePlanningCommitteeforthelast7years.

SusanCarmichael

SusanisaretiredrestaurantworkerwhobecameatenantwiththeAssociationin1993followingatransferofstockfromAllerdaleCouncil.SheisalsoamemberoftheAssociation’sNeighbourhoodInvestmentCommittee.

Susanhasagoodknowledgeofthelocalneighbourhoodandaninterestintheestateandthefutureplansforherenvironment.

CarolFrench

CarolworksasateachingassistantwithchildrenhavingspecialeducationalneedsattheWorkingtonAcademySchoolandisatenantoftheAssociation.Shehaslivedinoneofouroriginalhousessince1989withhertwo,nowverygrownupchildren.SheisalsoamemberoftheAssociation’sNeighbourhoodInvestmentCommittee.

KenMansell

Kenisaretiredlocalgovernmentaccountantand,formerly,theAssociation’saccountant,withanindepthknowledgeofhousingfinance.

AfterhisretirementfromtheAssociationin2007,hejoinedtheBoardandiscommittedtoencouragingtheAssociationtocontinuetodevelopbyincreasingitsstockofpropertiesandprovidingthetenantswiththebestpossibleservice.

Joeisnowretired,havingbeenanInspectorwithCumbriaPolice.Hehasagreatdealofexperienceinvolvingpartnershipworkinginthearea,withparticularemphasisoncommunitysafety.

MikePhillipsOBE

MikehasextensiveexperienceofprivateandpublichousinginitiativesandhehasplayedanationalhousingrolethroughtheLocalGovernmentOrganisation.AsDirectorofHousingandCommunityServicesandActingChiefExecutiveforAllerdale,MikeplayedaleadingroleinmajorregenerationprojectsacrossAllerdaleincludingtheredevelopmentofWorkingtonTownCentreandtheAllerdalehousingstocktransfer.

MikeispassionateaboutenvironmentalissuesandwasanactivememberofKeepBritainTidy,chairingtheFinanceandAuditCommitteeandultimatelyChairmanoftheNationalBoardfor6years.

In2014hewasawardedanOBEintheQueen’sBirthdayHonour’slistforhisworkwithcommunitiesandtheenvironment.

MikeisamemberoftheAssociation’sRiskManagementCommittee.

BobStroulger

KarenWilson

Karenisaqualifiedaccountantwithexperienceinhealth,careandeducation.Withintheserolesshehasgainedexperienceoffinancialmanagementandreporting,corporategovernance,strategicmanagement,riskmanagement,propertydevelopmentandmaintenance,qualitymanagementsystemsandHumanResources.KarenhasprojectmanagementexperienceandisAPMqualified.

RemunerationPackageSalaryintherange£58,000and£70,000dependentuponexperience.CasualusercarallowanceattheprevailingHMRCrate(currently45ppermile).

AnnualLeave25daysperannumincreasingbyonedayperannumupto30daysmaximum,plusbankholidaysandthreenominateddaysatChristmas/NewYear.Theannualleaveyear1stAprilto31stMarchandthereisprovisiontobuy/sellupto5daysleaveatthestartofeachyear.

LocationTheAssociation’sofficeisTheMintoCentre,NilssonDrive,Westfield,Workington,Cumbria,CA145BD.Arelocationpackagewillbeconsideredforthesuccessfulcandidate.ThiswillcoverHMRCqualifyingnon-taxablecostsuptoamaximumof£8,000andonthebasisofthecandidatemovingtowithin50milesoftheAssociation’soffice.Repaymentofallorpartofthepackagewillberequiredshouldthesuccessfulcandidateleavewithin3years.

WorkingHoursYouwillberequiredtoworksuchhoursasmayberequiredfortheproperperformanceofyourduties(includingworkoneveningsandweekendsandattendingoutofhours’meetingsifnecessaryandwithoutfurtherremuneration).However,ournormalworkingweekis35hours.

PensionSchemeAsfrom1stApril2014ithasbecomecompulsoryforallqualifyingemployeestobeauto-enrolledintoaqualifyingscheme.WestfieldHousingAssociationiscurrentlyusingtheSocialHousingPensionSchememanagedbyTPTRetirementSolutions;theemployeecontributionrateis3–7.5%ofsalarywiththeAssociationcontributingtwicetheemployeerate(uptoamaximumof15%).
