By Cassandra Shofar On the heels of Congressman Steve LaTourette’s shocking announcement he would not be seeking a 10th term in Washin- gton, the Republican party committee voted unanimously Friday afternoon to pick Geauga County Prosecutor David Joyce as the replacement candidate for Ohio’s 14th Congressional District on the November ballot. “His 24 years of services as prosecutor for Geauga County has been exemplary and I think he would be a great choice to be on the ballot to replace Congressman LaTourette,” said Charlie Frye, Ashtabula County Republican Party chairman, after officially nominating Joyce during the 2 p.m. meeting. Geauga County Republican Party Secretary Roberta Halford seconded the nomination. “Obviously I’m honored to receive the nomination to replace our congressman, Steve LaTourette, on November’s ballot,” Joyce said during a 3:30 p.m. press conference in his offices in Chardon. “I appreciate the hard work that each party chair and each party secretary has done over the last two weeks and the dedication they have shown,” he said. “These men and women have been under tremendous pressure and I want them to know how grateful I am for their support.” Joyce also extended thanks to the citizens of Geauga County for “entrusting” him over the last two decades with “one of the most important jobs in government.” “Even on the darkest of days, I truly enjoyed serving as prosecuting attorney in this county and I will forever be grateful for the support and encouragement that I’ve received while discharging my duties,” he said. “People have come to know that I say what I mean and I mean what I say. That, I promise you, I will continue to do when I go on to D.C.” Joyce made clear, however, that he intends to continue to prosecute the many cases in his office, most notably the T.J. Lane trial regarding the Chardon High School shootings. “I fully intend to have that case behind me before I leave,” he said. “Although the election to Congress is very important, my first priority remains my job as a prosecuting attorney.” He added, “From Brecksville to Conneaut, Mentor to Solon, from Kinsman to Concord, Aurora, Willoughby and Geneva, the district is very diverse and I look forward to meeting with as many people as I can in all seven counties. Pro-Activites, a physical therapy clinic, opened mid July when owner and director of operations, Brian Ramona, moved his business from Beachwood to Chester Township. “I can go to a pizza place, gas station or bank and people will remember me and talk to me and treat you as a friend. That didn’t happen in Beachwood,” Ramona said. “Chester is such a close knit and friendly community. It was a no-brainer when we decided to move here.” The clinic caters to any adult looking to feel better, get better and function better, Ramona said. Among patients treated are orthopedics, geriatrics, sport related injuries, neurological issues, personal injuries, worker’s compensation or anyone looking to learn how to live a healthier lifestyle. They offer physical therapy, exercise programs, health and wellness programs and vitamin and nutrition guidance, Ramona said, adding over 40 percent of his clients are Chester residents, referred by a local doctor. “It made sense to move here. I could be closer to my clients. But Bruce, a pastor from Mayfield United Methodist Church in Chester Township, said the pain his legs felt is worth enduring as he completed last weekend’s Bike MS Pedal to the Point Ride, a fundraiser that benefits multiple sclerosis research for the National Multiple Sclerosis Society. “My ups and downs on the bike are nothing compared to what those with MS have to deal with some days,” said Bruce, adding his wife, Stacy, was diagnosed with the condition over two years ago. For 185 miles, the legs ofBruce Becker rotated in amechanical fashion on his bike,battling hills, fatigue, pain and— of course — more hills.

The seven-county partycommittee was comprised ofcentral committee secretariesand county Republican partychairmen from the district,which contains all of Ashtabula,Lake, and Geauga counties, inaddition to eastern CuyahogaCounty, northern TrumbullCounty, northern PortageCounty and northeasternSummit County.

Due to the time crunch,most committee members wentout and interviewed candidateson their own, Frye said.

“The timing of this, we reallyhad a little more than a weekwindow to make this decision,”he said. “So we decided to putthe time in; we all had adifferent set of criteria and adifferent idea of how we weregoing to approach this.”

Frye said the decision wastough, but he believed Joycewas the best candidate out ofthe rest, which included formerstate Rep. Matt Dolan and stateRep. Ron Young.

“(Joyce) has had anexemplary record as a publicservant and another quality thatI really like about him is he’s adown to earth person and I thinkthat resonates well with thepeople of the 14th CongressionalDistrict,” Frye said.

When asked how Fryethinks Joyce would comparewith LaTourette, he said timewill tell.

“We’ll have to find out whenhe starts voting on the differentissues that come before him ifand when he becomescongressman, but I think he

would mirror LaTouretteanyways,” he said.

Geauga County RepublicanChairman Ed Ryder was allsmiles after the meeting, whichwas held at the WilloughbyHills Community Center.

“I think (Joyce) brings yearsof experience, education,background, time in ourcommunity and will serve verywell as our new congressionalcandidate of this district,” Rydersaid. “Dave is a hard worker,he’s been wonderful in theprosecutor’s office therewithout scandal or question foryears and years, and he’s an oldveteran of our community.”

Ryder added, “We’re verypleased and think the people ofthe 14th District will get anexcellent candidate. We had agreat group of people here tochoose from. It was a verytough decision, but I think theDave’s the right one and I thinkhe’s going to do a great job forthe people in the district.”

Joyce said he decided to runbecause “we need Americanpeople to lead in America’seconomic recovery, notpoliticians and not bureaucrats.”

“Wherever I go, the samestory: Washington is broke andno one is listening,” he said.“Well, I’m listening and I get it.”

Joyce said he and his wife,

Kelly, a nurse at UniversityHospitals, understand theterrible economy and the impacton “hardworking taxpayers.”

“As a family, we’ve had totighten our belts and go without,why can’t Washington?” he said.“Over the coming months, thehardworking taxpayers of the14th District will hear ourmessage of cost effectivegovernment that is limited inscope, but focused where needed.A message that calls for thefederal government to get out ofthe way of job creation byremoving unnecessary regulatoryred tape and reforming ourunfair and antiquated taxsystem.”

Joyce said this is a messagethat does not tell people whatthey want to hear, but what theyneed to know.

He also stressed the need toimprove the country’s infrastr-ucture — roads, bridges, railsand harbors — that the countrydepends on for commerce, jobcreation and the transports ofgoods.

“We need a federal govern-ment that is committed to aphysical infrastructure systemthat is second to none, as mydear friend CongressmanLaTourette has done since hisfirst day in office,” he said.

Joyce credited LaTourette formaking sure Northeast Ohio washis first priority in the spendingof federal infrastructure dollars.

“And if elected, I plan oncontinuing that,” he said.

He added, “We also need toget our country moving forwardagain to secure the Americandream for my children and forfuture generations whilekeeping our commitment to oursenior citizens. They have livedin a way that taught all of usthat working hard and playingby the rules is what it meant tobe an American.

“Our national security willpromote security throughstrength, a fully funded defense,and absolute commitment toserving the needs of our menand women in uniform, and theveterans who came beforethem. My father, a World War IIvet, would expect no less ofme,” Joyce said.

He concluded, “Hopefullyyou can hear the optimism inmy voice. I’m living proof thatthe son of a small businessowner and a stay-at-home momcan truly live the Americandream. I believe in an Americawhere hard work is rewarded. Itruly believe that our best dayslie ahead and my goal in thecoming campaign will be to talkabout my vision and, morespecific, the way the federalgovernment can assist — or not— in the pursuit of thatdream.”

His team — dubbed “TeamYada Yada” after Stacy’snickname she received whileworking in children’s ministry— raised $2,320 for MSresearch.

Stacy, along with the family’stwo daughters, Samantha andChristina, even cheered Bruceand Alex on during the long ride.

Multiple sclerosis is an“unpredictable, often disablingdisease” of the central nervoussystem and it interrupts the flowof information within the brain,and between the brain andbody, said National MultipleSclerosis Society spokeswomanGuyla Wehman.

“Every hour in the UnitedStates, someone is newlydiagnosed with the disease,” shesaid, adding symptoms rangefrom numbness and tingling toblindness and paralysis.

Most people with MS are dia-gnosed between ages 20 and 50,with women being diagnosed at a2:1 or 3:1 rate compared to men.

The condition affects morethan 400,000 people in the U.S.and over 2.1 million worldwide.

The national society’s goal isto fund research, promote MSadvocacy and provide servicesbenefitting MS patients.

In 2010, the NMSS devoted$159 million to programs andservices helping one millionpeople, according to a NMSSpress release.

All riders had to raise aminimum of $250 each by theday of the ride, Wehman added.

Bruce had heard about theNMSS and Pedal to the Point ayear before the event, butstarted looking into the it morethoroughly as race day drewcloser.

“When information came upabout the race, I decided to doit,” he said. “With all my wifegoes through on a weekly anddaily basis, I felt I had to supporther in some way.”

After a talk with his family,

Bruce's son immediately volunt-eered to ride for his mother.

“Alex put the informationon Facebook and others fromthe church responded,” he said.“They have friends with MS aswell. We all decided to do ittogether.”

Bruce said the 2,800-cyclistrace had several options, butmost of his team rode thelongest route possible:

•The first route, totaling 30miles, started at BrunswickHigh School and ended at alunch stop. Participants thenrode a shuttle back to theschool.

•The second route, totalingabout 80 miles one way, startedat Brunswick High School andended at Sandusky High School,with a shuttle driving those whowanted it back to Brunswick.

•The third route was acomplete bike ride fromBrunswick to Sandusky andback, totaling 160 miles.

•The final route was acomplete bike ride to Sanduskyand back as well as an additional25-mile loop to the south.

“We didn’t realize it was thathilly. As we were headed south,the wind was in our face. Hadwe known then what we knownow, we would not have takenthat extra loop,” Bruce said.

He and a few others rodeboth days, while the remainder ofthe team rode the first day only.

He said the NMSS and raceorganizers did a “great” job interms of hospitality for theriders, providing respite at sixrest stops and lunch at the

Lorain County Joint VocationalSchool in Oberlin.

Those who rode both daysstayed overnight in Sanduskywith various sleeping arrangem-ents, either at the high school orin tents.

Becker said his wife drovethe camper up from Chester-land and the family slept in thevehicle.

“I felt bad for those in thetents,” he said. “They got soakedafter a storm and had to ridethe next day.”

More than 2,800 ridersparticipated in this year’s race,according to the NMSS.

One of the highlights on thetrip was being able to meet“The Amazing Race” host PhilKeoghan at a Friday night pre-race dinner.

At that point, they alsopicked up their race packets.

“It was nice to meet him andhave a photo session,” Beckersaid. “He was willing to talkabout his experiences with MS.It was neat.”

Keoghan, a long-time suppo-rter of NMSS, rode a tandembicycle in the Ohio BuckeyeChapter’s Pedal to the Point Ride.

His bike partner, ReginaLyalls, is a mother diagnosedwith MS.

The family rode, the milespassed by and each of itsmembers reflected on theimportance of the ride.

“We were able to do stuff asa family, and while we rode, wethought about how we couldsupport MS even next year,”Bruce said. “We want to see ifwe can expand it to morepeople.

The fact is, so many of usknow folks affected ordiagnosed with MS, so thatmotivates us to keep doing thiskind of event.”

He added, “What I keptthinking was — this is my wayof making a statement for mywife and those who have MS.It’s a challenge.”

for attending, Joyce noted thatpublic comments and questionshad been deleted from themeeting.

“Attendance at this meetingis your legal right and we areglad to have you here,” Joycesaid. “However, speaking at thismeeting is not a right; it is aprivilege, one that has beenabused in the past. Commoncourtesy and respect arerequired by all.”

Since the beginning of theyear, the same handful oftownship residents have beenattending each meeting andinterrupting the proceedingswith questions, comments anddemands that have causedmeetings to last for hours.

A recent budget hearing ranuntil nearly midnight and had tobe continued later in the weekbecause of constant interruptionsfrom a former trustee and aformer fiscal officer.

The residents and formerofficers have been insistent thatdepartment heads should attendevery meeting so they cananswer questions.

Thursday, Joyce made itclear that will no longer betolerated.

“We will not be bringing inemployees or department headsfor the purpose of havingquestions and answers ‘being puton record,’” he said. “Questionsmeant for department headsshould be directed to thedepartment head in his or heroffice. The department headswill give periodic reports to the(board of trustees) as requestedor if a situation arises requiringtheir presence, the zoninginspector will report if asituation requires it.

He added, “This meeting isnot intended to be a fact findingmeeting, a trouble shootingmeeting or a fishing trip. We arehere to conduct the business ofChester Township. If you havecomments, please make themafter the meeting or you will beasked to leave.”

Since Joyce became trusteechairman in January, themeeting agendas have included

chapter and verse of everyaction to be taken and everyitem has been read aloud beforeaction is taken.

Several weeks ago, trying toreclaim control of theproceedings, he limited publicparticipation to the early part ofthe meeting, but residentschewed up time taking turns atquestioning items that appearedon the agenda during theparticipation section.

On July 26, ChesterlandNews Publisher John Karlovecattended the trustees meetingand ran an editorial in the Aug. 8Chesterland News calling the“hostile, recalcitrant residents”to task for their rudeness.

He also lambasted Chestertrustees for allowing theresidents to hijack the meetingsfor their own personal agendasand vendettas.

Karlovec attended lastThursday’s short meeting duringwhich resident Jeff Frank shookhis hand for publishing theeditorial.

In the parking lot, Frank saidhe was on his way home fromwork, but he wanted to letKarlovec know he appreciatedthe editorial.

“I had come here and toshake John’s hand. He’s donemore for the civility of thosemeetings than anyone in the lastthree or four years,” he said.

Frank said he is in favor ofcutting out the publicparticipation item during regularmeetings.

“It isn’t constructive. It’s thesame chorus of people bringingup the most unremarkablethings,” he said, adding herespects Karlovec for taking theright position.

“I’ll ride shotgun for him anytime,” Frank said.

When the meeting was over,frustrated residents spokeunkindly about Joyce andKarlovec regarding the lack ofpublic participation.

However, Joyce had

announced there will be time forcivil comments or questions atfuture meetings, with the three-minute time limit to be enforced.

Karlovec stood on the newtown hall sidewalk and spoke withresidents who approached him.

”I never said no one has theright to ask questions. But youhave to be civil,” he said.

Later in the evening, Joycesaid he does get some value outof public participation and isconsidering moving it to the endof the agenda so business canbe conducted efficiently, first.

He also said Karlovec’seditorial led him to take thestand he did to gain morecontrol over the trusteesmeetings in the future.

Ramona graduated fromCleveland State University witha Physical Therapy degree andhas worked in the field eversince, with over 22 yearsexperience.

After working at differentplaces over the years, Ramonadecided to start his ownbusiness.

“I wanted to do it better thatthe way it was being offered,”he said. “I wanted to treatpeople better, give people whatthey need with personalservice.”

Pro-Activities was thenfounded, with the “Pro” meaningproactive, professional andproper care for patients, Ramonaexplained.

He prides himself in workingone on one with clients andworking out a personal healthand wellness plan for each andevery person.

“I treat people fair. I workwith them financially,” he said.“My main goal is to give eachclient individualized care. I telleach person what they’re doingand why. I give them myphilosophy behind everything, sothey can understand and carrythat with them after they leavethe clinic.”

The transition to the newlocation has been relatively easy,save for a bump or two.

“Besides having an unreliable

moving company assist withmoving the equipment fromBeachwood to Chester, the startup process has been extremelysmooth,” Boling said. “We(Boling, Ramona and JacquiBoling, the office assistant)thought we’d have time to settlein and slowly gain moreclientele, but the second wearrived in Chester, businessesstarted booming.”

She added, “We werepushed into operating the clinicat a very fast pace. It was a goodthing, it forced us to get in thegroove and go into everythingfearlessly.”

The struggles they face arethe same as most businessoperators: balancing life andwork.

“We work six or seven daysa week, just like other businessowners and employees do,”

Boling said, adding because oftheir line of work, there areconstant changes with insurancecompanies and a lot ofpaperwork needed.

“It’s nice to know thecommunity wants us here,”Ramona added.

The team is already a memberof Chesterland Chamber ofCommerce, sponsoring a hole atthe upcoming golf outing andattending the community picnic.

“Anything we can go to tobecome more involved, we’reopen to,” Ramona said. “One ofour primary goals is to getplugged into the community. Wewant to be the premier clinic inthe area. Helping people livehealthier lives with less pain iswhat we’re all about.”

He added, “Because ofChester Township, I’m excitedto get up and come to workeveryday.”

At the Heartland "Son Seekers" day camp, a ministry of Mayfield UnitedMethodist Church, children and teachers took a step back in time thissummer. The 19th centuryhomestead, city hall, schoolhouse and general store provided a betterunderstanding of what life was like all those years ago. Two more visitsare planned before summer is over.

When Voters Say ‘No’There is something intrins-

ically wrong with the wayfunding issues are put on theballot and voted upon.

If a political entity (e.g.,school district, township, villageor city) places a levy on theballot for “xx.xx” mills for “y”number of years, and it isapproved by the voters, thatentity will get that revenue for“y” number of years.

However, if it is rejected bythe voters, there is nothingpreventing the entity fromrepeatedly placing the same or asimilar request for the samepurpose in subsequent electionsuntil it is successful.

It is my opinion that if anentity asks for a five-year levy fora particular purpose (e.g.,operating levy, bond issue, etc.)and it loses at the polls, a levyrequest for that same purposemay not be placed before thevoters for a time periodcommensurate with the durationof the defeated request.

Also, only one levy for aparticular purpose may becollected at the same time.

If a police department has a6-mill levy and is in need ofmore money, a levy of say 10mills is placed on the ballot —before the 6 mil levy expires —and, if passed, supersedes the old6-mill levy, which then becomesnull and void.

This makes the voterscognizant of the actual yearlycost to them of each entity’soperation.

Overlapping levies obscurethe true cost of operation.

The concept of not beingable to “ask again, next election”would make political entitiesmuch more circumspect withregard to asking for long-termand/or high-estimate requests.

The way the system worksnow, it doesn’t really mean muchwhen the voters say “no.”

Another less onerousproposal would be to force thenext request to be placed on theballot in the next generalelection only in November ofyears when U.S. House andSenate members are up forelection.

This would assure a broadervoter turnout than obscure“special elections” or “primaryelections” where turnout couldbe poor.

At the Aug. 9 ChesterTownship meeting, residentswere not permitted to speak orask questions. That's a prettygood tactic. If I were JudyCaputo or Mike Joyce, Iwouldn't want residents to askme questions either.

John Karlovec, owner of theGeauga County Maple Leaf andChesterland News. wrote aneditorial about ChesterTownship meetings.  Just in caseanyone was interested, he cameto one meeting and then hewrote his editorial.  Onemeeting! His letter was accurate

for that one meeting, but it gaveless than 10 percent of the totaland true picture.

Mr. Karlovec neverwitnessed that Pat Mula hasdominated every meeting shehas attended. And our trusteesare so weak they just sit thereand permit her to behave thisway.

John Karlovec neverwitnessed the years of abusedirected at Karen Austin fromJudy Caputo regarding themeeting minutes. Karen has notbeen our fiscal officer formonths and Judy Caputo wasstill complaining and attackingher until Trustee Ken Radtkeput a stop to it.

Mr. Karlovec also did notwrite about the fact that whenKaren Austin was in intensivecare, and her family wasstruggling with the possibility ofher death, Pat Mula wasdemanding that the ChesterTownship staff be ordered not tohelp her with her work load.

Trustees are so weak theycould not think to do thecommon decent thing and helpout an employee who was incritical condition. They had torely on the prosecutor, at thedemand of Pat Mula.

And John Karlovec was notin the audience when Pat Mulavulgarly told Michael Stark,“See, I told you that she (KarenAustin) wants to room withyou.”  This was said in responseto Karen Austin’s request thatMichael Stark be included inupcoming fiscal training inColumbus.

Mula has the right to speakand voice her opinion; nobodyhas the right to make suchvulgar and disgusting statements.

Kathy and Ron Cotman arenot personal friends of mine; Idon't expect an invitation toThanksgiving dinner any timesoon.  And Kathy wrote aglaringly negative letter to theeditor about me, which Mr.Karlovec printed. Regardless, Ihave deep respect for theCotmans and feel that they havethe right to voice their opinion.They ask hard-hitting questions,questions that many residentsare concerned about.

In my opinion, our townshiptrustees are doing a lousy job.They are spending money onthat 80-acre swamp we own; theyhired a cosmetologist to be ourzoning inspector; our new roaddepartment manager is helplessand needs an administrativeassistant all of the sudden; theybought a home and let the pipesfreeze, and that cost thetaxpayers a pretty penny to fix;they just spent another $15,000on unexplained litigation; andthey paid a quarter of a milliondollars to fix a parking lot andforgot to include the sidewalks… which will cost an additional$150,000 or so.

In my heart, I believe Mr.Karlovec was well intended, butone meeting doesn't paint awhole or true picture. Hismessage is that the contentiousatmosphere of our Town Hallmeetings, all parties equallyresponsible, needs to stop, now.

Editor’s Note: Ms. Zamlen-Spotts and I had an hour-longtelephone conversation followingthe Aug. 9 trustees meeting. It wasa civil and respectful discussion.

Our reporters have beencovering Chester Townshiptrustees meetings for years and Ihave heard the sordid details ofwhat has been transpiring at thesemeetings — and other townshipmeetings — for years and years. Itold Ms. Zamlen-Spotts thatwhatever occurred in the pastdoes not justify nor condoneresidents’ or former townshipofficials’ behavior today.

I also told her you could takemy editorial and simply changethe names to cover the past —the same one-act play with adifferent cast of characters — butthat does not excuse the rude,disrespectful and unprofessionalbehavior exhibited at trusteesmeetings today.

I also explained to her thatthe public’s right to attendmeetings of public bodies doesNOT include the right toparticipate or comment. If thatprivilege is extended residents,they have no right to act in adisruptive fashion, regardless ofwhether they are asking “hard-hitting questions.”

My editorial does paint thewhole and true picture: ChesterTownship trustees meetings arean embarrassment to thecommunity and EVERYONEinvolved is responsible. As Iexplained to Ms. Zamlen-Spotts,residents and public officials caneither continue to be part of theproblem or they can be part ofthe solution. It is up to each oneof them, including her.
