• Streamlined licensing process

– Early public participation and resolution

of safety issues prior to construction

– Authorization of both construction and

operation in a single proceeding

Allows utilities to develop much more

certainty around budgets and schedules

at the front end of the project

Why New Nuclear?

Construction

and

Startup

Early Site Permit (ESP)

• Addresses the suitability of the site

• Issues addressed such as:

• seismic suitability,

• water availability,

• emergency planning,

• socio-economic,

• environmental impacts of construction and operation.

• Some pre-construction activities are allowed under this permit.

Procurement and Preconstruction

• Long lead procurement of major

components and commodities.

• Subsurface preparation

• Building of some infrastructure

• Barge slip

• Roads

• Temporary Construction Facilities

• Laydown areas

Combined Construction and Operating License (COL)

• Evaluation of a certified plant design on a specific site.

• Additional site specific evaluations, design, and analyses

are performed to demonstrate that a plant using a specific

technology can be safely built and operated at that site.

Construction and Startup

• All safety related construction

activities

• Training Operations and

Maintenance personnel

9

• Nuclear Power Generation Technology

– New safety system designs like that

utilized by the AP1000

– Use of modular construction techniques

– Standardization of reactor designs

Allows for better cost and schedule

certainty and allows for more

standardization operations once installed

Excavation Facts• Excavation began August 10, 2009

• The estimated on-site mileage of all the

dump trucks used during earthwork

would equal driving around the world 8

times.

• If you built an interstate highway with the

concrete used on-site it would stretch

2,000 miles.

• The largest projected single crane lift will

be over 1000 tons.
