ABOUT US

INTERNSHIPS

The Chennai Centre for China Studies (C3S), registered under the Tamil Nadu Societies Registration Act 1975

(83/2008 dated 4th April 2008), is a non-profit public policy think tank with the following objectives.

* Carry out in-depth studies of developments relating to China with priority to issues of interest to India

such as

1. Geopolitical, economic and strategic dynamics of India-China relations.

2. China’s internal dynamics.

3. The Sino-Indian border issue.

4. China's relations with South Asian countries.

5. Prospects of Sino-Indian economic and trade relations.

6. Future evolution of China’s politics and its impact on India and the world.

7. China - India - ASEAN relations.

8. China’s emerging role in SAARC.

9. Growing importance of South India for Chinese interaction and economic investment.

10. India - China - Southeast Asia cultural links.

* Suggest viable solutions/policy alternatives on the basis of studies to the strategic planners and decision

makers in India, on issues of bilateral, regional and global importance.

* Create public opinion, particularly in South India, on the implications arising out of China’s emergence as a

leading global power.

* Provide a forum for dialogue with China scholars in India and abroad and give space for expression of

alternate opinions on China-related topics.

* Provide a sound data base for research on China with special attention to tapping information available

in Chinese language material, so as to benefit scholars, media and think tanks in India as well as rest

of the world.

* Address the requirements of the business community in India, particularly informing them about the

nature of emerging business opportunities and problems while dealing with China.

* Liaise with think tanks specialising on China, both in India and abroad, with the objective of exchanging

views.

* Organise lecture discussions and seminars on topics of current interest.

* Interact with institutions of higher learning in South India to create awareness about developments in China.

* Bring out publications relating to China - books, edited volumes, monographs and occasional papers.

C3S has been helping students to undertake internships on international relations. The duration of the

internship depends on the academic requirement and the availability of schedule. Those who are interested are

Mr. B.S. Raghavan IAS (Retd.), Patron

Mr. B. S. Raghavan joined the West Bengal IAS cadre in 1952 and was the Head Commissioner of various departments. He also served as the Chief Secretary of Tripura. He was Director, Political and Security Policy Planning in the Union Home Ministry and the Secretary, National Integration Council during the period of the first four Prime Ministers. He was a U.S Congressional Fellow and Policy Adviser to U.N (FAO), and Chairman of three U.N Committees. He has been Chief Executive of four major public sector enterprises. He is a columnist and author, connected with organisations in the fields of public affairs, education, international relations and social service. He is the recipient of the Melvin Jones award for service to humanity, Bhishma award for service to the cause of education, the International Wheat Council award for service to the cause of world food security, the Hindustan Chamber of Commerce Champion of Humanity award for commitment to social progress and the Living Legend award for public service.

Prof. V. Suryanarayan, President

Professor Suryanarayan was former Nelson Mandela Professor for Afro-Asian Studies,

Mahatma Gandhi University, Kottayam. He was the former Director, Centre for South and

South East Asian Studies, University of Madras, Chennai. He was a former member of National

Security Advisory Board, Government of India for one term. He is one of India’s leading

specialists in South and Southeast Asian Studies and brings to bear in his teaching and research

keen insights in history, political science and international relations. He was Visiting Professor,

Department of History, University of California, Los Angeles; Columbus College, University

of Georgia; Peradeniya University, Sri Lanka and School of International Studies, Jawaharlal

Nehru University, New Delhi. He was also the first Professor for Maritime Studies in the

University of Calicut. He is currently also associated with the Center of Asia Studies, Chennai

as a Senior Research Fellow.

Ambassador C.V. Ranganathan IFS (Retd.), Vice-President

Ambassador Ranganathan received his education in Madras University and he joined the Indian

Foreign Service in 1959. He served the Government of India with great distinction in Beijing,

Bonn, Hong Kong, Ethiopia, Moscow and Paris. He was Jawaharlal Nehru Fellow during

1998-2000, Convener, National Security Advisory Board, Government of India 2000-2003,

Co-Chairman of India-China Eminent Persons Group, Co-author with Amb. V. C. Khanna, India

and China - The Way Ahead and contributor for several books and journals. He is presently the

Chairman of the core-group on China in the Indian Council of World Affairs (ICWA).

Mr. M.R. Sivaraman held senior positions in the Government of India, retiring as Secretary in the

Ministry of Finance. Other important posts held by him included Director General of Civil

Aviation. He advised the Government of Bangladesh on taxation reforms and in the IMF he

functioned as Executive Director. He was also responsible for co-ordination with the US,

Pakistan, Myanmar and other countries in narcotics related matters; in that connection he has

chaired several international meets organised by the UN and INTERPOL. He is the author of a

number of papers and publications including one on finances of the Government of Madhya

Pradesh.

Commodore R.S. Vasan (I.N. Retd.), Secretary and Director

Cmde. R Seshadri Vasan, Indian Navy (Retd.) is presently Director of the Chennai Centre for China Studies; Director, Asian Secretariat, World Borderpol (WBO), and Head, Strategy and Security Studies, Center for Asia Studies, India. An alumnus of the Defence Services Staff College and the College of Naval Warfare, he had a distinguished career spanning over 34 years. His wide-ranging appointments both at sea and ashore include command of warships, appointment in carrier borne wing of INS Vikrant, command of long range Maritime Reconnaissance/ASW squadron, member examiner of the Aircrew Categorization and Standardization Board (AIRCATS), Chief Staff Officer (Operations) at Southern Naval Command and Director at the Naval Aviation Staff at NHQ in charge of Air Ops and Training. He commissioned a major naval air station close to the east coast of India and

commanded another air station on the west coast. Since his retirement he has been writing regularly for various magazines, newspapers and websites. He has been conducting workshops and delivering talks for international delegates in many parts of the world on maritime issues, strategy, security and aviation issues.

Col. R. Hariharan, VSM (Retd.), Treasurer

Col. Hariharan served as an officer of the Intelligence Corps of the Indian Army for nearly three

decades in intelligence field and staff appointments. He served as Head of Intelligence of the Indian

Peace Keeping Force in Sri Lanka (1987-90) for which he was awarded the Visisht Sewa Medal (VSM)

by the President of India. His areas of interest include China. He is associated with Chennai Centre for

China Studies and South Asia Analysis Group. A prolific writer his analytical articles on strategic

security issues and terrorism and insurgency have been published in important newspapers and

magazines of India, Pakistan, Myanmar and Sri Lanka. All his writings and interviews can be accessed

Mr. D.S. Rajan is a Distinguished Fellow of Chennai Centre for China Studies. He is a former senior

official in the Government of India. He held responsible positions both at home and abroad

(Hong Kong, Tokyo and Beijing). A qualified Chinese and Japanese linguist, fluent in speaking both

languages, he is an analyst of Chinese & East Asian affairs for more than five decades. Mr D.S. Rajan is

the editor of six books on China and his articles on China, many based on original Chinese language

materials, regularly appear in various national and international websites, journals and books.

Ambassador M. Ganapathi, (Retd.)

Ambassador M. Ganapathi (Retd.) is Former Secretary, Ministry of External Affairs, Government of

India. He completed M.Sc. (Chemistry) from Presidency College, Madras University in 1974. Amb.

Ganapathi joined the Indian Foreign Service (IFS) in 1975. He was Consul General of India, Sydney

2001-2005; Ambassador of India, Kuwait 2005-2008; and High Commissioner of India, Mauritius

2008-2011. From 2011 to 2012, he was Secretary (West), Ministry of External Affairs, New Delhi

overseeing India’s relations with countries in Europe, Africa and Latin America besides Canada.

Mr. T. Ananthachari is from the Indian Police Service. He served in the Border Security Force as its

Director-General. He was also Advisor to the United Nations High Commissioner for Refugees

(UNHCR). Since retirement, he is associated with several think tanks and is regularly taking part in

various seminars/workshops.

Prof. Ramu ManivannanProf. Ramu Manivannan is Professor, Department of Politics and Public Administration, University

of Madras, India. Areas of his expertise include Sri Lanka, China, Nuclear Disarmament and South

Asia Security. He is the Author of five books: Shadows of a Long War: Indian Intervention in Sri

Lanka (Delhi, 1988), Social Justice, Democracy and Alternative Politics: An Asian-European

Dialogue (Ed.), Spirit in Education Movement (Bangkok, 2001), Prospect and Retrospect of

Alternative Education in the Asia Pacific Region (National Institute for Educational Research [NIER]

Japan, Tokyo, 2002), Burma: Freedom Behind Bars (Delhi 2004), and Asia Future: Dialogues for

Change, (Zed Books, London, 2005). He actively participates in several national and international seminars/conferences.

Mr. L. V KrishnanMr. L. V. Krishnan is a physicist by training and his specialisation is in Safety of Nuclear Facilities.

He is a graduate of Oak Ridge School of Reactor Technology, USA, and has 39 years of service in

DAE (1958-1997) first in BARC and then in IGCAR, Kalpakkam. He retired as Director, Safety

Research and Health Physics Group, IGCAR. Mr. Krishnan is presently Adjunct Faculty of National

Institute of Advanced Studies and Adviser, Centre for Study of Science, Technology and Policy, both

in Bengaluru. He is an Associate of the Chennai Centre for China Studies.

Mr. T. V Krishnamurthy is a top management professional with experience in Indian & Global Markets from 1989-2009; Vice-Chairman, Barista Coffee Co Ltd. (Tata joint venture) India ;Vice-Chairman, Global Business, Penta Media Graphics Group - North America, Ireland, China, Australia, Singapore, Philippines; CEO, Flemings Joint Venture - Middle East & Africa; Managing Director, Times of India Group (Financial Sector, 1970-1989) and held a senior management position in Canara Bank with work experience in India & London. He was trained as a banker, investment banker and business strategist. His training was at IIM(A), Manchester Business School & Chase Manhattan Bank. His M.Sc. is in Statistics & Mathematics from Madras University and a PGDM from Bangalore University.

Mr. T. V. Krishnamurthy

Mr. K. SubramanianMr. Kandaswami Subramanian retired as Joint Secretary, Ministry of Finance, Government of India.

He has a long experience in handling economic (multilateral and bilateral) issues and participated in

a number of joint commissions. After retirement, he is devoting his time to research and writing

articles for newspapers like The Hindu, Business Line, Economic and Political Weekly and various

websites like the South Asia Analysis Group and Chennai Centre for China Studies. He is an

Associate of the Chennai Centre for China Studies.

Mr. Sunil Rallan

Mr. Sunil Rallan is the Chairman and Managing Director of J. Matadee Free Trade Zone Pvt. Ltd,

India's First Notified Free Trade & Warehousing Zone. This FTWZ is set up on 210 Acres in

Sriperumbdur and is operational with several MNC Logistic companies having set up their Units in

the Zone. A Commerce graduate by qualification he is also an active Partner of International

Trading Company which is one of the oldest and most respected Leather Tanning businesses in

Tamil Nadu. He was amongst the early pioneers to establish Marketing Offices for promoting

leather exports into China. He is the Founder Director of the Indian Leather Industry Foundation.

Mr. Tanvir JaikishenMr. Tanvir Jaikishen has a Master’s degree in International Health Policy and Political Science from the London School of Economics and a Bachelor’s degree in Advanced Zoology and Biotechnology from Loyola College. A Strategy Consultant, he currently works as a Senior Consultant at Frost and Sullivan. His past experience includes working with top tier consulting firms like Deloitte India and Kaiser Associates. He has consulting experience in multiple industry verticals such as life sciences, health care, telecommunications, financial services and FMCG. He is fluent in French and is also a member of the International Institute of Strategic Studies in London.

Mr. P. Vithiyapathy

Mr. Vithiyapathy is a Research Officer at the Chennai Centre for China Studies. His Engineering

degree in Computer Science is from Arunai Engineering College, Thiruvanamalai. He holds a

Master’s degree from the Department of Defence and Strategic Studies, University of Madras and

Master of Philosophy from Centre for South and Southeast Asian Studies, University of Madras.

His primary research interests are Maritime Security and India's Foreign Policy. The main

empirical focus of his research is on South and Southeast Asia and the Wider Asian region.

Ms. Asma Masood is a Research Officer at the Chennai Centre for China Studies. She was an

Independent Researcher on International Relations in the Asia-Pacific and an intern at the

Southeast Asia Research Program, Institute of Peace and Conflict Studies, New Delhi. She has an

M.A. in International Studies from Stella Maris College and a B.A. in Journalism from M.O.P.

Vaishnav College, Chennai. Her areas of interest include China, Dynamics of Foreign Policy in

the Asia-Pacific and Development issues. Her essay on the Rohingya crisis was included as a

chapter in an edited volume Genocide & Persecution: Burma (Greenhaven Press, U.S.A., 2015)

Her articles have appeared in Mizzima Weekly and Myanmar Business Today. She is currently

27-29 April 2015 The Chennai Centre for China Studies was invited to participate in the Think Tanks and CivilSocieties Program organised by Brookings India, Observer Research Foundation andUniversity of Pennsylvania. On invitation from the organizers, C3S members Col. Hariharanand Mr. D.S. Rajan attended the event. It worked with global, regional and national partners tocreate peer-peer exchanges between think tank scholars and executives in every region of theworld.

27-28 February 2015 National Seminar on Understanding China: India Perspectives at Mahatma Gandhi University, Kottayam, organized by Chennai Centre for China Studies, Chennai and Nelson Mandela Chair for Afro-Asian Studies, School of International Relations and Politics along with Institute for Contemporary Chinese Studies, MGU, Kottayam.

29 November 2014 The First Sri. B. Raman Memorial Lecture was organized at the Department of Politics andPublic, University of Madras. Dr. R. K. Raghavan, Corporate Advisor Security, TCS and formerDirector, CBI, delivered the inaugural Memorial Lecture on the subject Counter-terrorismInitiatives in India – Challenges and Responses. Mr. B. Raman’s influence in shaping strategicthinking and analysis is still felt and the Lecture, which is to be an annual event, is a tribute to hisimmortal influence over strategic analyses on issues of national interest.
