Peoples Republic of China (PRC) – FOCUS:
Historically, India and China have had relations for more than 2,000 years but modern relationship
began in 1950 when India was among the first countries to end formal ties with the Republic of
China (Taiwan) and recognize the PRC as the legitimate government of Mainland China. China and
India are the two most populous countries and fastest growing major economies in the world. The
resultant growth in China and India's international diplomatic and economic influence has also
increased the significance of their bilateral relationship.
China and India are two of the world’s oldest civilisations and have co-existed in peace for
millennia. Cultural and economic relations between China and India date back to ancient times. Since
the late 1980s, both countries have successfully attempted to reignite diplomatic and economic ties.
In 2008, China emerged as India's largest trading partner and the two countries have also attempted
to extend their strategic and military relations. At present, China is one of the world's top exporters
and is attracting record amounts of foreign investment. In turn, it is investing billions of dollars abroad.
The collapse in international export markets that accompanied the global financial crisis of 2009 initially hit China hard, but its economy was among the first in the world to rebound, quickly returning to growth. In February 2011 it formally overtook Japan to become the world's second-largest economy, though by early 2012 the debt crisis in the eurozone - one of the biggest markets for Chinese goods - was beginning to act as a drag on China's growth. As a member of the World Trade Organization, China benefits from access to foreign markets.
The former has led to demands for Beijing to raise the value of its currency, the renminbi, which would make Chinese goods more expensive for foreign buyers and possibly hold back exports. Beijing has responded with a gradual easing of restrictions on trading in the renminbi.
Some Chinese fear that the rise of private enterprise and the demise of state-run industries carries heavy social costs such as unemployment and instability.
Moreover, the fast-growing economy has fuelled the demand for energy. China is the largest oil consumer after the US, and the world's biggest producer and consumer of coal. It spends billions of dollars in pursuit of foreign energy supplies. There has been a massive investment in hydro-power, including the $25bn Three Gorges Dam project.
China has become increasingly integrated into the global supply chain and a greater number of
chemical companies are planning overseas investments as a key way of taking their businesses to
the next stage of development. In fact, many companies now see overseas direct investment as a
channel for achieving a transformation of their business and a way of overcoming skills barriers
Also, China-based chemical manufacturers are increasingly working with foreign multinationals,
Western research institutions and global supply chain companies. They need to maintain close
working relationships across their supply chain, understand the motivations of their trading partners
and determine the best way to work together. An increase in overseas acquisitions will require a new
breed of managers who can control operations in a foreign culture. This requires a new spirit of
partnership, transparency and visibility.

Import/Export of Agrochemicals of PRC. According to the preliminary statistics of the Institute for the Control of Agrochemicals, Ministry of Agriculture (CAMA), China’s Pesticide import and export both increased in 2013 in respect of Volume and value. The Pesticide import and export volume are respectively 62,200 tonnes and 1.62 million tons. The import and export value are respectively US $ 698 million and US $ 8.53 billion. The pesticide export volume and value in 2013 respectively account for 96.30% and 92.42% of the total Pesticide import and export volume and value, where export volume is 26 times of import while export value is 12 times of import, resulting in a favourable balance as high as US $ 7.82 billion. In 2013, the situation of the pesticide industry was unprecedentedly good; the overall exportation sees general improvement, and overseas demand for pesticides is great; pesticide supply becomes increasingly tight. According to statistics, in the first three quarters in 2013, the exports of Chinese pesticides hit 6.54 billion US dollars, up 13.7% year on year; and the export volumes reached 1,277,000 tons, up 5.4%. Both the amount and volume of pesticides grew significantly than last year.
in 2013, the Pesticide import involved 37 countries or regions, There are 9 countries where import
exceeded US $100 million including Germany, France, India and US which amount in total to volume
of 45000 tons and value of US $ 577 million accounting for 72.41% and 82.77% respectively of the
total.
In the case of Herbicide import, its volume and value wre respectively 23,000 tons and US$ 335
million, accounting for respectively 37.02% and 47.99% of the total import volume and value. In the
case of Insecticide, its import volume and value were respectively 15,500 tons and US $ 183 million,
accounting for 25.01% and 26.24% respectively of the total import volume and value.
Although leading Chinese companies view sustainability as a growth driver for new markets, their primary focus is still on increasing the scale of their operations and entering new overseas markets. Industry analysts believe that the continual increase in the number of Chinese companies opting for acquisitions in Europe and America will trigger a greater commitment to sustainability. The experience of Chinese pesticides companies forging joint ventures in the US has resulted in greater compliance with international safety standards. In the case of Fungicide, its import volume and value were 23000 tons and US $ 163 million
respectively, accounting for 37.13% and 23.44% respectively of the total import volume and value. Of
8
8
all the fungicides, the demand for copper sulfate, carbendazim, metiram, thiophanate-methyl,
tricyclazole, chlorothalonil, Jinggangmycin, triadimefon and ferbam will increase by the most. The
demand for both herbicides and plant growth regulators will increase significantly. The demand for
herbicides is expected to reach 109,000 tonnes, of which, the demand for glyphosate, acetochlor,
atrazine, paraquat, butachlor, 2,4-D butyl ester and bentazone will increase significantly. The demand
for new varieties cyhalofop-butyl, penoxsulam and metamifop will also rise remarkably. The demand
for plant growth regulators is projected to reach 4456.86 tonnes, an increase of 20.27% on a year-
on-year basis. Overall, there will be an increasing number of varieties, of which ethephon,
paclobutrazol and DPC, etc. will meet a relatively large demand
While in the case of export of Pesticide in 2013 involves 414 effective ingredients which cover vast
majority of the registered generic active ingredients, in the case of import of Pesticide in 2013, it
involves 200 active ingredients.
Bilateral relations with India and China:
India's trade deficit with its top trading partner China continued to mount, touching a whopping $ 31.42 billion as the bilateral trade declined by 1.5 per cent in 2013, registering a downward trend for the second consecutive year. India's trade deficit increased by $ 2.5 billion compared to 2012, bringing into sharp focus the failure of Indian exports to make headway into China despite repeated promises by Beijing to address India's concerns.
Trade data from January to December 2013 released by the Chinese customs showed that India-China bilateral trade, too, was on a declining trend for the second year.
The bilateral trade touched $ 65.47 billion, a slight dip of 1.5 per cent year-on-year. The bilateral trade declined to $ 66.7 billion in 2012 from around $ 74 billion in 2011.
The declining bilateral trade was attributed to a host of reasons, including depreciation of Indian rupee. As per the preliminary data released by the customs, Chinese exports to India have climbed marginally to settle at $ 48.44 billion for the entire year, whereas Indian exports to China dipped by a little under 10 per cent to $ 17 billion, causing a trade deficit of $ 31.42 billion to India. China also proposed to step up its investments in India by establishing Chinese investment parks. Chinese officials have visited several Indian states in this regard and the final decision was expected to be announced after the general elections in India this year
However, India is looking at China as a source of long term capital and also intend to draw upon the country's expertise in the field of manufacturing and infrastructure development. Chinese projects in India totalled $60 billion and the country is now India’s second largest trading partner.
Despite growing economic and strategic ties, there are several hurdles for India and the PRC to
overcome in order to establish favourable relations. Though bilateral trade has continuously grown,
India faces massive trade imbalance heavily in favour of China. In June 2012, China stated its
position that "Sino-Indian ties" could be the most "important bilateral partnership of the century" That
9
9
month Wen Jiabao, the Premier of China and Dr. Manmohan Singh, the Prime Minister of India set a
goal to increase bilateral trade between the two countries to US$100 billion by 2015 In November
2012, the bilateral trade was estimated to be $73.9 billion.
Trade Agreements:
In India and China have recently sought to further improve their bilateral relations and firmed up eight agreements to enhance cooperation in a range of areas including trade, culture and water resources. The agreements were signed after delegation-level talks between Prime Minister Manmohan Singh and his Chinese counterpart Li Keqiang. To enhance trade, both the sides decided to set up three working groups under the Joint Economic Group. The three groups are Services Trade Promotion Working Group, Economic And Trade Planning Cooperation Group and Trade Statistical Analysis Group. The pact for setting up of the working groups was signed by the Commerce & Industry Minister of India, Mr. Anand Sharma and his Chinese counterpart Mr.Gao Hucheng. Registration of Pesticides and Biocides in China:
In China, plant protection products and a majority of biocidal products are regulated by China's
pesticide management law and administered by the Ministry of Agriculture in China. Some biocidal
products such as disinfectants are regulated by the Ministry of Health.
Chemical Inspection & Regulation Service(CIRS) provide free initial consultation/ obligations under this legislation. They will provide pre-service assistance with regard to compiling a registration strategy and estimating the registration costs. If registration is required, they can then prepare a detailed registration schedule with cost estimation included, registration strategy analysis, study monitoring, report collection and dossier preparation. Their expert team have many years experience with pesticide registration in China and it is understood that they could help the firm concerned to register their products in China in a cost-efficient manner. The authorities to be contacted for Registration of Pesticides/Biocides in China are given below: Mr. David Wan/Ms. Ema Huang, Chemical Inspection & Regulation Service(CIRS), 11F Building 1, Dongguan Hi-Tech Park, 1288 Chunbo Road, Binjiang District, Hangzhou 310052, China Tel: +86-571 8720 6555 | Fax: +86-571 8720 6533 Email: [email protected]/[email protected] CHEMEXCIL’S COMMODITYWISE EXPORTS TO CHINA P.
