As below --

For fugitive emission:

• Raw materials will be stored in isolated storage area and containers will be kept tightly closed.

• Manufacturing activity will be carried out in closed reactors / vessels and regular

checking and maintenance of the same will be carried out to avoid any leakages.

• Precautionary measures will be taken while handling various hazardous.

• Transporters will be instructed to cover the trucks by tarpaulin sheets.

• Care will be taken during charging and handling of fuel to reduce fugitive emission.

For process emission:

• The fuel to be used in boiler is natural gas, hence adequate stack height will be provided.

• Greenbelt development consisting of air pollutant tolerant species is started will help to reduce pollution load.

k Conclusion of the Monitoring during

baseline study of water

As below Section 3.4.3 Page no. 3-13, Chapter 3

• It can be concluded from the baseline monitoring, that as per Drinking water standard of IS: 10500, ground water and surface water can be used for domestic purpose.

• The water can be used for drinking purpose after proper treatment of hardness, TDS, TSS, Salinity and bacteria removal such as filtration, RO and UV.

l Suggested mitigation measures w. r. t. Water

As below Section 4.3.2 Page no. 4-6, Chapter 4

• Low COD stream will be treated in ETP having primary, secondary and tertiary treatment. After achieving desired norms, treated effluent will be discharged in to G.I.D.C. underground drainage system and conveyed to FETP which ultimately leads to deep sea for final disposal through NCTL pipeline.

• High COD stream (1.0 KLD) will be sent to Common MEE for further treatment and disposal.

• Pucca flooring will be done in ETP area to avoid any type of leakage that can be percolated into contaminated ground water. Thus, no adverse impact will be occurred on water environment.

• Hazardous chemicals will be stored in designated area with dyke wall and spillage collection system.

• Unit will install rain water harvesting system within premises to collect and reuse rainwater, thus reducing fresh water requirement.

• Care will be taken to avoid of leakage or spillage of chemicals, hazardous waste, effluent while handling, storage and disposal. Also impervious base and guard around the structure will be provided to avoid penetration of same.

• Hazardous waste generated from processes and ETP will be properly stored in designated storage area having roof and leachate collection system.

m Conclusion of the Monitoring during baseline study of Land

As below Section 3.6.1 Page no. 3-19, Chapter 3

The porosity of soils varied from 25% to 58% and can be considered as moderate to good for air and water movement in the soil. Organic carbon varied from 0.36% to 1.41%. The Water Holding Capacity varied from 32.3% to 39%. Bulk Density varied from 0.6 to 1.8 g/cm3. pH varied from 7.1 to 8.3.

n Suggested mitigation measures w .r. t. Land

• Hazardous chemicals will be stored in designated area with dyke wall and spillage collection system.

• Care will be taken to avoid of leakage or spillage of chemicals, hazardous waste, effluent while handling, storage and disposal. Also impervious base and guard around the structure will be provided to avoid penetration of same.

• Pucca flooring will be done in ETP area to avoid any type of leakage that can be percolated into soil.

• Hazardous waste generated from processes and ETP will be properly stored in designated storage area having roof and leachate collection system.

• As the project site is located in GIDC, no major infrastructural development is expected. Thus, no change will be occurred in land use pattern of the area.

• Care will be taken to have proper infrastructural development at site. o Conclusion of the Monitoring during

baseline study of Noise

As below Section 3.5.2 Page no. 3-15, Chapter 3

Out of all the 8 locations measured for noise levels, the sound levels recorded at Ankleshwar town, project site Atul and Uchhali village are higher in day time as well as night time. At all other locations recorded Noise levels are found to be within the standard limits.

p Suggested mitigation measures w. r. t. Noise

As below Section 4.3.3 Page no. 4-7, Chapter 4

• As far as the noise that will be generated due to the transportation is concerned, the same will be minimized transportation only in day time and by maintaining transportation vehicles properly.

• Main source of noise in proposed plant will be boiler, D.G. Set. However, the same will be stand by and operated only in case of main power failure. Latest technology based low noise D.G. set with acoustic enclosures will be installed.

• Proper and timely lubrication, oiling and maintenance will be carried out for all plant and machineries.

• The noise generation will be mitigated by installing noise barriers/absorbers around stationery noise sources.

• Adequate noise control measures such as antivibration pad for equipment with high vibration will be provided. All the vibrating parts will be checked periodically and serviced to reduce the noise generation.

• The equipment, which generates excessive noise, will be provided with enclosures etc. Thus, there will not be any major source of higher noise generation which can be propagated in vicinity.

• Regular noise monitoring will be carried out at the prominent place in the premises.

• Greenbelt consisting of noise capturing plant species will reduce noise levels. q Main issues in Public hearing (If

• Major hazardous chemicals are Acetone, Methanol, Pyridin, Acetic Anhydride, HCl, Sulfuric acid, Triethylamine

• Leakage of Acetone from 1 inch dia. Hole, Catastrophic failure of Acetone storage tank, Leakage of Methanol from 1 inch dia. Hole, Catastrophic failure of Methanol storage tank, Catastrophic failure of Pyridine Drum, Catastrophic failure of Triethylamine Drum, Leakage of Acetic Anhydride from 1 inch dia. Hole, Catastrophic failure of Acetic Anhydride storage tank, Catastrophic failure of Pyridine Drum, Catastrophic failure of Triethylamine Drum

Comments/Suggestions/mitigation measures in brief

As below: Section 7.3.5.5 Page no. 7-21, Chapter 7

• Sulphuric Acid, Caustic Solution etc are toxic materials. Whenever there is spillage on the ground, the pool will be immediately covered with sand and neutralizers like LIME shall be spread on the spillage. 90% of the potential harm will be reduced.

• Acetone, Methanol is highly flammable chemical with low flash point and boiling point. These chemicals are a potential source of major fires.

• The storage area shall be well protected from any ignitable substances. All the electrical fittings shall be flameproof. Only qualified /trained persons shall be used to operate in the tank farm. The tank farm shall be monitored all the 365 days including nights. Major accident scenarios have to be planned and MOCK DRILLS conducted.

• The design of the tank-farm area is to be done with good safety practices. All the tanks shall have dumping arrangements planned for reducing the severity during emergencies. Dumping arrangement is a spare tank facility kept empty and ready to receive the chemical from the tank with an emergency. The empty tank will be in the same tank farm and will be maintained empty.

• Toxic Chemicals tank farm shall be separated from flammable chemical tank farm. They have to be separated by considerable distance.

• The cooling arrangements for the reactors shall be with standby system. This will control the rise in exothermic reaction temperatures. There shall be also two Temperature indicators for monitoring temperature rise.

• In case of pressure reactors where the pressures of operations are greater than atmospheric pressure, the overrun of exothermic reactions control is very important. In addition to the safety devices, there must be arrangement to dislodge the reaction mass through the bottom discharge valve. There shall be a provision of remote controlled discharge valves for the purpose.

• Ventilation should be provided for any enclosed are where hydrocarbon or toxic vapors may accumulate. Several such areas were noticed- these may be surveyed and tackled accordingly.

• Flame arrestor should be provided.

• Adequate number of caution boards highlighting the hazards of chemicals should be provided at critical locations.

• Prepare & display the safe operating procedure for hazardous chemicals storage, handling & transporting or using.

• Local Exhaust ventilation and scrubber should be installed where it is required to reduce fumes, vapors, temperature and heat stress.
