CHARLOTTE — City of-ficials have entered into acostly arbitration process inhopes of settling a contractwith its patrol officers.
According to CharlotteCity Manager GreggGuetschow, the 11 officersare represented by the Po-lice Officers Labor Council.
Their contracts with thecity expired in June of lastyear. Negotiations beganJuly 12.
Guetschow said that astate mediator was calledin to the talks after only afew sessions.
“In this particular case,honestly, I don’t think therewere very many proposalsthat were easily resolved,”he explained.
Guetschow said the cityhas proposed changes inhealth insurance that in-clude increases in co-paysfor prescription drugs, acap on the city’s contribu-tion to retirement funds andchanges to sick leave.
In addition, he said thepatrol officers union pro-posed a three percent annu-al salary increase — whilewages for other city em-ployee groups have beenfrozen.
“We made these propos-als because of fiscal con-straints we are looking at,”said Guetschow.

CHARLOTTE — A New Year’s resolution forbetter health isn’t just a personal commitmentlocally in 2011.
City and local leaders are making severalpushes toward overall community wellness and“walkability” in a number of areas.
Efforts to establish walking trails, new parksthrough a cooperative effort with surroundingtownships and a facility that offers free and for-cost wellness services are connected, say thoseinvolved.
Becoming AL!IVENowhere is the “wellness” push more evi-
dent than at Hayes Green Beach Memorial Hos-pital’s future “AL!VE” facility.
Located at the former Felpausch and CVSPharmacy buildings, the first-phase of the facil-ity is under construction now.
Patrick Sustrich, currently now the directorof health and wellness services at HGB, willoversee operations at AL!IVE when it opens.
Walking through the massive empty buildingthis past week, he talked with enthusiasm aboutthe $12.5 million initial phase of the project. Tohim, what happens there extends beyond thehospital. It is connected, he said, to wellness ef-forts throughout the city.
“The hospital really has a vested interest inwanting to improve the city and it’s economicgrowth,” said Sustrich. “I really see the hospitalbeing very interested in what happens outsideits walls.”
The AL!IVE facility will offer free indoor andoutdoor walking paths, women’s health special-ity areas, rehab services and a teaching cafe —hopefully all open by this fall.
As the hospital secures additional funding anextensive wellness center and other offeringswill be added.
But in the meantime, Sustrich has becomeinvolved in other “wellness” efforts within thecity. He attends meetings of CAN Do’s “Step byStep” committee and sits in on meetings of thenew Recreation Cooperative Council betweenCharlotte and neighboring townships.
Sustrich cares about those efforts because,he said, “Health is a key componet of successful
communities. Without our health what are we?What do we have?”
City effortsCharlotte Community Development Direc-
tor Bryan Myrkle said the overall wellness andwalkability of a community is a quality of life is-sue that matters.
Myrkle said a grant application filed last yearto create a walking trail in Bennett Park failedbecause it wasn’t broad enough. He said mostcommunities are looking at more “regional” ef-forts to connect through trails.
But from a city standpoint, Myrkle said walk-ing paths and additional sidewalks mean morethan that.
“Walking is looked at as more than just recre-ation,” he explained. “It’s also a mode of trans-portation.”

Early retirement is a phrasemanyAmericans wish they could turn into a reality.While
retiring in your 50s or early 60s sounds enticing, it typically requires years of planning
to make sure you’ve accumulated enough retirement assets to last for 20 or 30 years or
more. It’s important to factor in how an early retirement could affect your Social Security
benefits, options for health insurance, and the nest egg you plan to rely on for ongoing
living expenses.
Social Security and MedicareThose who collect Social Security at age 62, the earliest age when most retirees are
eligible, face a permanent reduction in benefits. For example, if your full retirement age
is 66, collecting benefits at age 62 will result in a 25% reduction in the monthly benefit
you would have received by retiring at 66.1 Those born in 1960 or later will experience a
permanent 30% benefit cut if they choose to begin collecting benefits at age 62 instead
of their full retirement age of 67. In contrast, delaying benefits past full retirement age
results in a higher benefit, with a maximum delayed retirement credit of 8% annually for
those who were born in 1943 or later and wait until age 70 to retire. Regardless of your
age when you retire, Social Security is not likely to pay all of your living expenses. Social
Security currently comprises 36% of the income of Americans age 65 and older, with
remaining income coming from employer-sponsored retirement plans, wages, and other
sources.2 Finding health insurance is equally important if you plan to retire early. Eligibility
for Medicare begins at age 65, and those who retire earlier typically must obtain health
insurance on their own or through a former employer, which can cost thousands of dollars
annually in premiums.
Saving and BudgetingEarly retirement typically requires a larger nest egg to finance living expenses over
a longer period of time. Contributing as much as you can afford qualified retirement
accounts, such as an IRA or an employer-sponsored retirement plan, can help you build
this nest egg. But there are limits to how much you can save. For 2010, the maximum
contribution to an IRA is $5,000 for those under age 50, $6,000 for those aged 50 and
older. For those who contribute to a workplace-sponsored plan, such as a 401(k) or 403(b),
the maximum contribution for 2010 is $16,500. Those aged 50 and older can contribute
an additional $5,000. Retiring early requires advance planning to make the situation work
to your advantage. If you have the financial resources to do it, you may want to start the
process at your earliest opportunity.

state-appointed mediator, whose purpose is too encour-age compromise between the city and the union, paper-work was filed to start arbitration.
According to Guetschow, an arbitrator will ask eachside to present its proposals and evidence supportingthem.
The arbitrator then makes decisions on each propos-al.
Costs associated with the process is shared equally bythe city and the union, added Guetschow.
But, he said, “It’s not just a matter of showing up.”Instead, Guetschow said there are additional costs as-
sociated with research and documenting needed whenpresenting before the arbitrator.
Guetschow believes the city could spend between$20,000 and $30,000 on the process.
No date with the arbitrator has been scheduled yet,said Guetschow. He said a decision may not be renderedbefore this summer.

And during tough financial times,Myrkle said the city will struggle tocreate anything new.
That’s why he believes the Recre-ation Cooperative Council is impor-tant.
Myrkle said Charlotte’s five-year
recreation plan has expired and thatthe cooperative is working on a newone. That document can be key whenapplying for grant funding for “walk-ability” projects, he said.
He added that all the wellness ef-forts happening locally will only helpwith that.
“I do feel like walkability has gaineda foothold in community developmentand in the city of Charlotte.”
The AL!IVE building will play a roletoo, said Myrkle.
He said the facility’s goals, if
reached, will create a healthier city.“I sincerely hope they’re achieved
because they will be good for Char-lotte,” he said.
Myrkle said the hospital and all it’sprojects are talked about wheneverhe meets with developers or businessleaders looking at Charlotte.
“It’s nice to be able to point tosomething like this in the city and say,‘Hey, it’s not like we’ve shuttered thewindows and locked all the doors. Itsends a message that there are stillpositive things going on in Charlotte.”

EATON CO — Onceagain, being a Democrat onthe Eaton County board ofcommissioners is a lonelymission.
After four years of hav-ing things their way, theboard’s Democrats sawtheir status change frombeing in a nine-to-six ma-jority to being part ofa 12-to-three Republicandominated board when thecommission met on Jan.3 for their bi-annual orga-nizational meeting at thecounty court house in Char-lotte.
One of the first actsof the new board wasto choose long-time com-missioner John Forell (R-Charlotte) as chairman toreplace Joseph Brehler (D-Lansing).
Forell said the financialpressures impacting almostall units of government willcontinue to dominate coun-ty government’s ability toact.
“We have a budget defi-cit we need to deal with be-cause of the state funding,”he said.

Five Democraticincumbents lost to Re-publican challengers, whileone Democrat not seekingre-election was replaced bya Republican newcomer.
Two Republican incum-bents did not seek re-elec-tion and were replaced byRepublicans.
One of these new mem-bers, John Boles (R-DeltaTwp.), while new to thecounty board is no strangerto local government, serv-ing for nine years on theDelta Township board oftrustees.
Boles, who will serveas chair of the Public Safe-ty Committee, agrees withForell about the board’s fo-
cus for the near term fu-ture.
“We are dealing withthe same struggles every-one else is having withtheir budgets,” he said.
“We just need to findways to do things in an in-novative way, and be effi-cient.”
The new board consistsof seven veterans, four Re-publicans and three Demo-crats, and eight Republicannewcomers.
Of the five standingcommittees, two will haveveteran Republican mem-bers as chairs, and threewill be chaired by newlyelected members with noexperience on the countyboard.
Returning member
Blake Mulder (R-OneidaTwp.) will head the pow-erful Ways and MeansCommittee, which is re-sponsible for the county’sfinances and personnelmanagement. He replacesLinda Keefe (D-WindsorTwp.), who lost her bid forre-election to the board.
Daryl Baker (R-Char-lotte), the board’s longest-serving Republicanmember, was appointed tochair the Public Worksand Planning Committee,which will have respon-sibility for dealings withthe Road Commission,Drain Commissioner’s of-fice, Parks and RecreationCommission, EATRAN andthe Planning Commission.

sioner Sue Hoffman (R-Grand Ledge), a retiredsocial worker, who willchair the Health and Hu-man Services Committee,said she is keenly awareof the tension between hu-man needs in a down econ-omy and the fiscal realitiesfaced by county govern-ment.
“I have always been afiscal conservative, but asocial moderate, and I trulybelieve we have to put thatsafety net there,” she said.
“One of my biggest con-cerns on Health and Hu-man Services is to keep thesafety net; to protect theprograms we have, and tofind way to provide servic-es to people with decliningbudgets.
These are things I havea passion for.”
Hoffman is familiar withthe scope of the challengeshe will face.
“It’s going to be bothsatisfaction and frustra-tion. Anyone who works inthe social service field atall knows that is what itis,” she said.
“You see so many pro-grams that you know areneeded, but you have tostand back and look atwhether you can afford it.”
The other new commit-tee chairs will be Boleson Public Safety, andJames Osleczonek (R-DeltaTwp.) who will head thecommittee on InformationTechnology and Communi-cations.

Caleb is an outstandingstudent in Mr. Crossman’sclass whose attention to de-tail is second to none and

OLIVET — Olivet stu-dents and science teachersare working with graduatestudents at the Kellogg Bi-ological Station (KBS) toplant the seeds for the“BEST” BioEnergySusTainability SchoolyardResearch Network.
The network includes300 research plots at 22schools in 11 districts insix counties in southwestMichigan.
The research plots willmimic long-term, collabor-ative research at the KBSLong Term Ecological Re-search site and Great LakesBioenergy Research Cen-ter. KBS faculty, staff, andgraduate students are col-laborating with Olivetteachers on experimentaldesign, research protocols,and curriculum develop-
ment for the research net-work.
Students in Mrs. Mor-ton’s chemistry biologicalscience classes plantedswitchgrass and nativeprairie seeds on their re-search plots. Both arecrops that researchers atKBS are studying for theirpotential value as bioener-gy crops.
Over the next five years,Olivet students will makeobservations and take mea-surements about the bio-diversity, productivity, andsoil quality on these plotsto answer the question: Canwe grow our fuel and ourflowers and butterflies too?The project is supportedby a GK-12 grant (Gradu-ate STEM Fellows in K-12Education) from the Na-tional Science Foundation
Division of Graduate Edu-cation. GK-12 programs aredesigned to instill gradu-ate students in the scienceswith skills that will broadlyprepare them for their pro-fessional and scientific ca-reers.
Through interactionswith teachers in K-12schools, graduate studentsare expected to improvecommunication and teach-ing skills while enrichingscience instruction in K-12schools.

CHARLOTTE — Cardio Pulmonary Resource Center,Inc., of Charlotte, is offering CPR, First Aid and Blood-borne Pathogens training on Saturday, Jan. 22, at the WestBenton Church.
These classes meet, or exceed, the requirements fordaycare, adult foster care, dental, nursing, EMS and mostother professions.
The CPR class will be held from 8:30 a.m.-12:30 p.m.and the cost is $25.
This class will cover adult, child and infant CPR, res-cue breathing and the heimlich maneuver, one and tworescuer and barrier device training. AED (Automated Ex-
ternal Defibrillator) Training can be added for an ad-ditional $10. A course completion card will be issuedthrough Cardio Pulmonary Resource Center upon suc-cessful completion of the class.
The First Aid class will be held from 1 to 3:30 p.m. andthe cost is $20.
This class will cover how to respond quickly and safelyto an emergency and provide basic first aid until profes-sionals arrive, including treatments for shock, bleeding,fractures, sprains, burns and poisonings.
A course completion card is issued through CardioPulmonary Resource Center upon successful completion
of the class.The Bloodborne Pathogens class will be held from
3:30 to 5 p.m. and the cost is $10. This class will helpto fulfill regulatory requirements by expanding the stu-dent’s knowledge of potentially infectious materials. Inaddition, safety precautions, proper care and handling ofregulated waste and other potentially infectious materi-als will be discussed.

Dr. Jeff Maier and Dr. Lisa Knowles, along with their as-sociates, Dr. Kristen Wildern and Dr. Tracey Epley, will par-ticipate in the American Dental Association’s national GiveKids A Smile Day (GKAS) on Friday, Feb. 4.
Give Kids a Smile Day is a national effort to promotedental care to children who lack access to care due to fi-
nancial status, rural locations, or insufficient knowledgebase. Dental caries is the number one preventable child-hood disease in the United States.
To schedule an appointment for your child, you mustmeet Medicaid requirements and be 16 years old or young-er (age one and above well baby dental exams will be com-pleted on this day as well).

May features Community Pride Day and Spring Clean-up. Spring Clean-up is held on the first Saturday of May,preceded on Friday by Community Pride Day.
Later in the month is the annual Memorial Day Paradeand picnic in the Park following the parade. On the thirdSaturday of the month is the annual Bellevue High SchoolAlumni Banquet.
July brings Independent Day fireworks, followed onthe second weekend of July by the Bellevue Car, Truck &Motorcycle Show. Also featured are village wide garagesales, a street dance and other fun events.
The second weekend of August brings the BellevueArea Wide Antique Engine & Machinery Show.
The Bellevue Sandhill Crane Festival returns to theBaker Sanctuary the second weekend of October. Alsofeatured is an Academic Booster’s Craft Show the third
Saturday of the month. And of course, Halloween obser-vance rolls around at the end of the month.
Early December features the Christmas Parade andFamily Night with Santa.
Also featured June through October is the Farmer’sMarket held weekly in the downtown Washington Park.The park and facilities are scheduled to receive a faceliftin 2011.
Expected improvements include park signage, largercovered pavilions with additional amenities, and im-proved park accessibility with walkways and additionalcurb cuts closer to park structures.
The project will be a wonderful addition to the com-munity and the market.

CHARLOTTE — SIREN/Eaton Shelter has less than twoweeks to reach its year-end goal of raising $50,000 to as-sist homeless families and domestic violence victims in thenew year.
As 2010 came to a close, Eaton County’s only shelterwas within $5,000 of this goal, a remarkable testament tothe generosity of Eaton County residents in these times.
The shelter’s annual appeal period ends in mid-January.Like most shelters, SIREN has experienced reductions
in key grant funds over the past year, making private do-nations an even more important revenue source than theyhad been.
The shelter typically houses 100 or more people, half ofthem children, on any given day.

SIREN makes final push for year-end aid
OLIVET — Nicholas Glaser has been named director ofAnnual Fund at Olivet College, according to an announce-ment by Todd Hibbs, vice president for institutional ad-vancement.
He is responsible for the strategic management and co-ordination of all giving efforts for the college’s AnnualFund.
Glaser previously served as an admissions representa-tive at Olivet. During his tenure, he was instrumental in
helping the Office of Enrollment Management meet 2010enrollment goals. He also has previous experience as man-agement assistant for Enterprise Leasing Company of De-troit.
A resident of Olivet, Glaser earned a bachelor’s degreein business from the college in 2007. He is currently work-ing toward a master’s degree in business administrationfrom Central Michigan University.

There is a local group thatI have inadvertently over-looked and want to tell youabout some of the thingsthey have participated in thisyear.
Our local Eagle FOE clubhas been very active and hascontributed to the generos-ity movement in Charlotte.
Some of their activitiesare: Contributions to theEaton Siren Shelter, EatonCommunity Hospice, Relayfor Life in support of findinga cure for cancer, Children’sMiracle Network, fall Hand-icapper Hayride, Children’sAbuse Prevention, Christ-mas Kiddies, Eaton CountyHeadstart, a weekly com-munity dinner each Wednes-day evening and then theytopped it off with an annualChristmas day dinner.
Additionally, they have
held benefit auctionsthroughout the year to helplocal people and memberswho needed a little extrasupport because of devas-tating hardships.
My sincere thanks to allof these hard working peo-ple who have done a greatdeal to make our communi-ty a better place in which tolive.
Again this year, our localfire department volunteersdevoted their Christmas Eveto help others. The annualChristmas Kiddies suppliedChristmas gifts to nearly
200 families in the Charlottearea. These guys not onlyhave a brave soul, they havea caring heart. It’s hard to be-lieve, but this has been goingon for over 100 years nowand I wonder just many littlelives have been “touched”by this great event.
I am not aware of anoth-er community that does this,but what a terrific model tofollow.
Thanks volunteers for allyou do, Charlotte appreci-ates each of you.
This has been a difficultyear for some of our localresidents. Please lookaround to see if there is someway you can help them. Weneed to be supportive of oneanother. Let’s work togetherand make 2011 a great year.

STOCKBRIDGE -- Potter-ville began the 2011 portionof its boys’ basketball sched-ule by dropping to 1-4 witha disappointing 78-63 non-league loss at Stockbridge onJan. 5.
Disappointing in that theobviously talented Vikingsjumped out to an early six-point lead, but seeminglyconsciously went away fromwhat gave them that lead togo down to what didn’t reallyneed to be a 15-point defeat.

Derek Hoggard and DarrianPitcher added 14 each, butPotterville head coach MikeRodocker was frustrated byhis team’s inability, or unwill-ingness, to stop Stockbridgeon the break.
“Our transition defense isawful, it’s terrible,” Rodock-er said. “We don’t get back,we made two or three oftheir players look like all-stars. We have three or fourscorers, but if those scorersdon’t want to play defense,they will not see the floor. I’lllose to prove that, I guess.”
One exception was theplay of Kushion, whose con-tribution was unfortunatelyhampered by picking upthree fouls in the first fiveminutes of the game.
“I thought Nate playeda consistent game at bothends,” Rodocker said. “Hegot in foul trouble and sohad to sit most of the sec-ond quarter and some ofthe fourth, but I thought heplayed a complete game. Herebounded, scored when heneeded to and usually de-fended their best player.”
The first quarter was thePitcher/Hoggard show, withthe two juniors providing allof Potterville’s 19 first-quar-ter points, with Pitcher find-ing the range from beyondthe arc for four three-point-
ers, giving the Vikings a 19-13lead going into the secondquarter. The wheels startedcoming off for Potterville atthat point, however. Stock-bridge opened the secondquarter with a 10-0 run totake a four-point lead. Whilethe Vikings fought back to tiethe game at 27-27 with 2:21left in the half, Stockbridgeended the second quarter ona 8-0 run to take a 35-27 lead,and considerable momen-tum, into the locker roomat halftime. Potterville neverled the game again. The Pan-thers took a double-digit leadquickly after the break, whenleading scorer Jeff O’Brienhad a too-easy drive to thebasket for two of his 24points just 12 seconds intothe third quarter. Stockbridgemaintained that double-digitedge for most of the thirdquarter, and built on it late.
Potterville’s frustrationwas perhaps summed up bythe sequence that ended the
third quarter. Stockbridge’sother leading scorer, DevinAllen, missed a three-pointattempt at the buzzer, butPotterville’s Tony DiLerniawas called for a foul on theshot, his fourth. Allen madeall three free throws with notime on the clock to put theVikings behind 55-41 goinginto the fourth.
While Potterville fell be-hind by as many as 20 pointsin the fourth, a late surgeby the Viking bench madethe final score slightly bet-ter, and gave Rodocker oneof the few positives he couldtake from the loss. “The ef-fort that some of the sec-ond-team kids gave me is aplus, because our lineup isa bit of a question mark,”he said. “The understandingof what I want is not quitethere, though.” Apparently,that lack of understandinggoes for many of the startersas well, who got away fromRodocker’s game plan and
free-lanced a bit too muchfor his liking.
“There was lots of self-ishness in our transition of-fense,” he said. “We wouldn’tmake the extra pass, wepreached that in pregame to-night. We’ve been off for twoweeks, and I thought we’dbe rusty, so making an openshot would be easier thanmaking circus shots.”

She is survived by her husband, Richard of Charlotte; son,Ronald (Ellen) of Cass City; daughters, Barbara (Dr. Ted)Scofield of Livingston, MT, Nancy (Daniel) Pick of Char-lotte, Amelia (Garth) Banks of Indianapolis, IN and Rebecca(Frank) Balluff of Charlotte; 13 grandchildren; and 5 greatgrandchildren. She was preceded in death by her parents;brothers, Charles and Harold; and daughter-in-law, Darlene(Driscoll) Krebs.
