The Charles Correa Foundation

The Charles Correa Foundation (CCF) is an initiative of internationally renowned architect and urban planner Charles Correa. Correa started the Foundation to address the fact that many valuable ideas originated by citizens interested in improving their built environment do not see the light of day. There exist few support systems to provide the incubation period ideas need to be developed, and there is no clear path to gain the attention of a governmental or private implementing agency. Therefore, CCF acts as a catalyst for architectural, urban design, planning, and community-based projects that improve the condition of human settlements in India.

We believe in creating meaningful discourse within the community of architects and designers to influence positive change. CCF’s mandate is to identify ideas with potential, and process them into tangible, structured projects that can be pitched to the stakeholders and authorities. Over the span of seven years since its inception, the Foundation has worked on projects and ideas that aim to make significant impacts in the public realm. Our work follows an organic process that originates with identifying an issue or concern that has the potential to use a design intervention. Then, we meet with government and nonprofit stakeholders, research the extent of the problem, and engage the public in implementing viable solutions for their communities.

Sharing walls with heritage houses in the precinct of Fontainhas, the Foundation studio occupies a small footprint in this historic area. Our office is part of the neighbourhood fabric and the Fontainhas community. Located on street level, CCF always has its doors open to anyone interested in engaging in our work.

All work undertaken by CCF is on a non-profit basis. The Charles Correa Foundation is constituted as a duly registered not-for-profit public charitable trust and has been exempted u/s 80G of the Income Tax Act.

Aims & Objectives

To initiate and encourage architecture, urban design and community projects in the urban public realm.

To work for the betterment of the natural and built habitat, through instituting Fellowships that support, coordinate and direct the projects.

To organise field studies, seminars, lectures, conferences, symposia etc., needed for the abovementioned objectives.

To establish and maintain archives of drawings, designs, maps and literature in the field of architecture and the built environment, and make it accessible for the benefit of the citizens.

To publish journals, reports and other research papers and books with a view to disseminating information on architecture, urban and rural planning, low cost shelters, habitats and other environmental and ecological issues.

To provide scholarships, prizes and other awards as support to students of architecture including Exchange Programmes and Academic Chairs for architecture and planning.

Waste Management in Goa

CCF undertook this project to tackle Goa’s alarming solid waste management problem. Numerous factors contribute to this problem, ranging from weak institutional support to problems with governance, inadequately managed and uncontrolled dump sites, and lack of awareness of disposal and treatment methods. All of this means that Goa, once admired for its pristine environment, is now littered with garbage, and its water resources contaminated and unsafe for drinking or use in the the paddy fields.

There are multiple stakeholders in the Waste Management System and all of them feel the strain of this problem at some level. The administration is faced with the challenge of operating and maintaining a Waste Management System with limited funding while trying to increase efficiency. Added to that is the insufficient infrastructure, low technical expertise of the staff, lack of a workforce in the primary and secondary waste process and a prolonged bureaucratic process for kick-starting any new initiatives.

Part A of this project consisted of a preliminary study of the solid waste management systems practiced across the state of Goa, which allowed us to also identify the gaps in the process. Next, we will consider solutions for addressing these gaps and submit a policy proposal to reduce plastic waste, consolidate waste, and implement grassroots waste collection systems that complement the new infrastructure provided by the state government.

The effects of an inefficient waste management practice, a continued negligence of waste leads to a pile up, eventually becoming a problem of utmost urgency which poses risk to the population.

An ideal waste management system, waste is recycled or responsibly and efficiently disposed. The system encourages segregation of waste to aid the process of sorting and recycling.

Road Map for Efficient Mobility in Goa

Lack of an efficient network of public transportation in Goa has led to increasingly clogged roads with an alarming rise in the number of private vehicles – almost 650 motor vehicles per 1000 people! With the proposed re-alignment of highways, it is vital that we factor in additional infrastructure for alternative mobility systems within Goa.

This proposal detailed intra-city bus loops within the cities of Mapusa and Panaji, and an inter-city Bus Rapid Transit System between Goa’s urban centres that would integrate bus and ferry networks. In addition, roads would have separate lanes for pedestrians, cyclists, cars, and buses, with bus stations at regular intervals. This system would be integrated with the Panaji Traffic Management Project to de-clutter the Central Business District and market areas and pedestrianise the city center. In developing this proposal, CCF hosted a workshop with Jaime Lerner, architect, urban planner, and mayor of Curitiba, Brazil, on whose BRT System this Mobility Project is based.

Since CCF proposed this system, the political parties for the City Corporation elections have included the provision of our bus loops in their manifestos. This proposal has yet to be actualized.

These precincts and structures lose their heritage value when new developments overpower the visual fabric of heritage neighborhoods. Goa needs context-specific heritage guidelines, and thus the preservation list plays a crucial role in framing such guidelines for the upcoming developments in heritage precincts.

After the research and documentation stage, CCF created a set of maps and guidelines to document important heritage structures, as well as to serve as regulations for the conservation and renovation of heritage buildings.

Panaji’s architectural heritage is rich, varied and multi-cultural

CCF has documented and listed more than 900 heritage buildings in Panaji which contribute to the historic fabric of the city. Buildings were identified through a detailed survey of each individual structure, its historic and architectural relevance, plus its contribution to the immediate streetscape. These structures are graded as Grade I, Grade II (A), Grade II (B), Grade III and Grade IV with respect to their significance and value, and were assessed by the Town and Country Planning Department, Goa.

Commercial Signage Policy

Urban commercial signage plays a vital role in defining the visual identity of a city. Along with the primary purpose of identifying the business and communicating with the consumer, signage imparts a visual continuity and uniformity throughout the city. It is essential to define a signage system that strikes an equitable balance between uniformity (to harmonise the city identity) and variety (to highlight the unique identity of each business).

The intent of this project has been to document, analyze and propose policy and design recommendations for all private and commercial signage in Panaji. A well-implemented and thoughtful urban commercial signage policy ensures control, responsibility, and clarity.

In order to test the viability of our proposed regulations, CCF has launched an invited competition of 8 prominent Panaji graphic designers to design signage templates for the city. The competition was judged by a nationally recognized panel of graphic designers as well as a People’s Choice Award. Our proposal has also been submitted to the City Corporation. We hope that the enthusiasm generated amongst the public through the competition will encourage Government to implement these regulations.

Redevelopment of Lanes at Mala

Old urban precincts that still survive in Panaji are facing the threat of drastic transformations. Predatory real-estate development, inadequate state policies on conservation of heritage neighbourhoods, and the weak financial capacities of the owners to maintain their old houses are some of the causes responsible for the rapid deterioration of these areas. Heritage neighbourhoods with high-density low-rise development was one such area Charles Correa hoped would remain an important part of Goa’s identity.

This project’s main objective was to improve these areas by bridging the gap between the individual stakeholders and the Government implementing agencies. Although the

neighborhoods in Panaji have valuable graded heritage structures, the infrastructure, especially the streets and housing stock, are poorly maintained. The adjoining precincts of Mala and Fontainhas are the oldest neighborhoods in Panaji. The area is characterised by accretive, closely-knit, dense urban form with winding streets, narrow alleys, and snaking stairways, and the houses are typical of Goan heritage architecture.

CCF’s initiative was to upgrade and improve the streets and open spaces of this neighbourhood, ensuring better quality of life, and perhaps improving the local economy. The project was pitched for the Challenge Fund, a government scheme that looked to improve the problems of poor urban neighbourhoods through innovation in best practices for urban poverty alleviation. After the selection of a model prototype, the project could then be implemented at a larger scale in the city. CCF’s project was one of three selected for the Challenge Fund, and was successfully implemented.

Prototype for Child-Friendly Anganwadis in Goa

In India, government-sponsored Anganwadi centres run a creche service for children aged 0-6 in addition to health and nutritional programs. A child’s environment plays an integral role in their developmental process. Recognizing the need for the State to build spaces where the objectives of the Anganwadi could be met, CCF proposed and implemented a pilot project to generate an ideal Anganwadi.

With the patronage of governmental agencies and JSW Steel, this Child-Friendly Anganwadi prototype was built in South Goa. It provides a safe space that is well-ventilated, colorful, and includes all of the facilities young children need to play and learn securely. The dual scale of design prioritizes the needs of both children and caregivers: windows match the sightlines of all users, children have secure facilities indoors but yet have access to outdoor space, and caregivers may be inside with some children while easily being able to monitor those playing in the outside play area. The government may easily replicate this simple, low-cost model in other communities.

Design of Incremental Health Centers in Goa

CCF’s proposal for the design of incremental health centres in Goa follows an 8-step system to create decentralized treatment centres throughout the state. The proposed strategy aims to enhance the efficiency and reach of the public health system in the heartlands of Goa.

The project timeline was laid out as follows:1. Analyse the current

distribution of health centres across the state of Goa.

2. Identify study sites based on access to healthcare centres.

3. Analyse existing case studies from around the world to understand the expanse of the problem and its associated repercussions.

4. Conduct surveys and field visits in selected study sites.

5. Identify where health centres must be upgraded and where new centres must be built based on facilities already available at nearby health centres (for resource sharing) the and size of the population served at each location.

6. Recommend a priority list for upgradation of existing centres, and development of new health centres.

7. Develop incremental design models for the various tiers of health centres that exist within the wide plethora of the state.

8. Design the prototype health centre.

The project timeline has completed the analysis stage. The Foundation looks forward to beginning the implementation stage pending further funding.

Z-Axis Conference 2016

The Charles Correa Foundation held its second Z-Axis Conference entitled ‘Buildings As Ideas’. The theme of the conference was based on Correa’s belief that buildings are ideas that manifest and take form.

The conference, which drew 1,000 delegates, represented the spectrum of Correa’s interests and engagements - from the design of institutional buildings and a range of public projects to questions of housing and urbanisation. The speakers, drawn from around the globe, especially the Global South, presented their work to demonstrate the different modes of practice across varying geographies. Also included in the conference were the voices of architectural critics, editors, and curators.

The conference was held at the Kala Academy in Panaji on the banks of the Mandovi river. This cultural center was designed by Charles Correa in the late 1970's.

Delegates comprised of professionals and students from various countries attended the conference. The conference acts as a three day long thought provoking summit.

Z-Axis Conference 2015

This first ‘Z-Axis’ conference brought in over 20 speakers from around the world to discuss and debate the topic of cities as simultaneously compelling and degrading environments.

The conference aimed to instigate a relevant discussion on issues that relate to architecture and urbanization in the context of India. It intended to connect the fraternity of thinker-doers in the domains of architecture, urban design, planning, and conservation to an audience of professionals and students in these fields.

Dwell Workshop 2015

An initiative of the Charles Correa Foundation, ‘DWELL’ is a workshop for architects, designers and students to charrette on ideas of mitigating increasing urban densities, especially in the context of housing and urban infrastructure. The workshop introduced the many social, economic, and cultural factors that shape urban life.

The 2015 Edition of ‘DWELL’ departed from the 2014 edition which addressed the idea of density and proposed to look at the city from the perspective of the ‘undesigned’ – the eclectic urban reality of India which includes a powerful parallel system that operates beyond the predictable.

DWELL also looked at ‘typology’ and ‘context’ as the framework for the organisation of ideas on housing and urban living.

6 teams were created, where each team ideated on general and particular situations in 6 urban centres of varying scales, capacities, character and climate. All ideas were documented and chronicled by the Charles Correa Foundation for further research and action.

The workshop focussed on issues relating to housing in densely populated areas within India

Dwell Workshop 2014

DWELL 2014 aimed to zoom in and out to micro and macro issues of living and housing in super-dense urban conditions. The dialogue revolved around design of a dwelling, its many contexts and the fundamental amenities that are critical to the success of a vibrant housing layer in any city.

DWELL also deliberated on ideas at both ends of a spectrum: at one end, it discussed issues of privacy, gender, use, comfort and delight – the basics of a dwelling unit, while at the other end, it located all ideas within a specific typology and context. 6 teams ideated on the design of a unit in 6 urban centres of varying scales, capacities, character and climate. This opened the discussion to a spectrum – from a need for densification to a limit of saturation.

The workshop saw discussion among the team leaders and students on housing related issues in different cities. Various perspectives of tackling the housing for densities were explored by different teams and were discussed and presented by the team leaders. Rahul Srivastava of URBZ and Dean D’Cruz of Mozaic were the jury members for the workshop.

Panaji Visitor’s Map 2016

CCF exhaustively mapped the Panaji’s architecture and transportation, along with its important architectural landmarks and a layout of multiple routes of travel along major icons in the vicinity.The idea of Panaji visitor’s map was to document and chart out the architectural, urban, and historical sites of the city and make it available for tourism. It is considered one of the most comprehensive maps of the city.

Sixty-four years after his graduation, Charles Correa’s alma mater, University of Michigan honoured him with an exhibition titled A Place in the Shade. The exhibition which was on display for twenty days, attracted an enormous response.

Selected Works of Charles Correa

Charles Correa (1930-2015) was arguably the most influential architect to have worked in modern India. Born in India and educated in the U.S., Correa earned a B. Arch. at the University of Michigan in 1953 and went on to receive his M.Arch. at MIT.

Over a prolific career spanning six decades, Charles Correa’s architecture, urban design, planning, and writings inspired generations, adapting the international language of modernism to the Indian context. The exhibition, organized by Nondita Correa Mehrotra, Director of the Charles Correa Foundation, explored the breadth of his built work by highlighting thirteen selected projects. The exhibition was designed by Craig Borum, Professor at the Taubman College of Architecture and Planning. The exhibition was accompanied by the inaugural Charles Correa International Lecture, an annual lecture by an emerging architect engaged with global architecture and activism. The lecture promoted cultural understanding through design practice and discourse.

Charles Correa’s Built and Unbuilt Housing Projects

The intention of the exhibition is primarily to pay tribute to Charles Correa’s legacy as one of the most prominent and inspiring authorities on housing design as well as highlight the main concerns and themes that guided his work.

Through drawings, photographs and sketches from the Correa Archives, as well as models produced here at the faculty, the exhibition charted the development of Correa’s ideas on housing, from his seminal Tube House linear model, based on the idea of a climate-responsive architecture, to the complex courtyard clusters of Belapur, focusing on the ideas of creating community and opportunities for growth and change in time.

Through the exhibition, we highlighted these important paradigms and their development over time through a number of projects that still remain key references for students and architects today.

The Unbuilt Works of Charles Correa’s

Charles Correa’s built projects are recognized for their ingenuity and conceptual clarity. However, a collection of his un-built work: competition entries, commissions and public projects, are rich repositories of his ideas that occupy a significant portion of his oeuvre. Though less well-known, this un-built work, contributed significantly to the clarity of his thought and design. Here we see the seminal idea intact, unhindered by pragmatic forces of the building process.

The intent of the exhibition was to present the body of Charles Correa’s unbuilt projects to illuminate important continuities in his thought, bringing into focus key lineages, while keeping his prolific career in the background of the narrative.
