On Tuesday, June 2nd, the Charles County Commissionersrecognized Chaney Enterprises, Southern Maryland ElectricCooperative (SMECO), and the University of Maryland CharlesRegional Medical Center as recipients of the 2015 Alliance forWorkplace Excellence (AWE) awards. AWE is a nonprofit orga-nization recognizing today’s business leaders in all aspects of theworkplace. The organization believes the integration of workplaceexcellence, health and wellness, eco-leadership, and diversity andinclusion in the workplace is an investment in success. It is June already. Six months haveflown by as your Chamber works and advo-cates for you. The last six months havebeen a flurry of activity with the launchingof the Chamber’s Military Alliance Council,the General Assembly’s legislative ses-sion and the Chamber’s advocacy duringthe County Commissioner’s annual budgetcycle.This budget cycle has been an active

one as two issues rose to the forefront:transportation and economic development.Decisions were made on the local frontto defund a substantial portion of the lastphase of Western Parkway, to remove theremaining monies from the Cross CountyConnector and to defund the propertyacquisition piece of the Waldorf UrbanRedevelopment Corridor (“WURC”). Allof these are part of the County’s long termtransportation and economic developmentplans. The Western Parkway and the CrossCounty Connector date back to the 1990’sand the WURC dates to the mid-2000’s. AsI write this article, there is also a pendinghearing on the imposition of a local transfertax in the amount of ½ of 1% of the salesprice of the property. This will apply to bothcommercial and residential transactions.The Chamber and the business communityhave been at the forefront of these issues,advocating for the investment in transporta-tion and advocating against the impositionof a tax. The Chamber believes that bothof these issues will have a chilling effect onbusiness growth, investment and retention.With respect to transportation, the failure

to fully fund transportation projects raisesconcerns about the County’s commitmentto building the infrastructure necessary tosupport our businesses. The County hastwo northern points of ingress and egress,Route 301 and Route 210. Providing safer,more effective and more efficient mobilitythroughout the County is essential to thesafety and effectiveness of our fire, emer-gency services and police, to the safety ofour motoring public (including our children)and to the long term health and growth ofour businesses.On behalf of the Chamber, I recently

attended a Business to Business WorkforceDevelopment Luncheon at whichCongressman Steny Hoyer spoke. Duringhis comments, Congressman Hoyer,speaking of his support for the HighwayTransportation Bill pending at the federallevel, referenced the importance of infra-structure and its impact on the economy.Congressman Hoyer commented that inorder for businesses to invest or grow andcreate jobs, they need infrastructure orcertainty that infrastructure will be there.That certainty comes in the form of fund-ing. Businesses will not invest or growjobs without that certainty. CongressmanHoyer is correct and his comments holdequally true at the local level. CongressmanHoyer’s comments echoed those of MayorMick Cornett and Mayor Bill de Blasio,who are part of a bipartisan effort, to ensurefunding at the federal level of our nation’sinfrastructure. Both Mayors cite solid infra-structure as critical to a modern economy.

Traffic relief is not just a business issue, butis also a consistent theme from the motoringpublic in hearing after hearing and commentafter comment on social media.While there continue to be deletions

from the Transportation Plan there has beenno conversation about an alternative plan.The Chamber continues to push for a con-versation in the matters of transportation,economic development and the proposedtax. It is not sufficient to simply say no.Government needs to explain its vision toresidents and businesses, and then fund thatvision. This type of advocacy is the basisof your Chamber. Your Chamber thanksyou for your continued support as we striveto make sure the voice of business is heard.

Celebrating 15 years of partnership, theCollege of Southern Maryland Foundationand the Greater Waldorf Jaycees Foundationawarded 41 students with $80,500 in schol-arships for the 2015-16 academic year at theannual scholarship reception May 6.“This is my favorite time of year. It’s

a time of completion, seeing our studentsrealize their dreams, and a time for newbeginnings,” said CSM President Dr. BradGottfried. “At our Spring Commencementwe award certificates and degrees to studentsand each has a personal story that led themto CSM—tonight I am honored to meetwith you as you work toward realizing yourdreams, too.”Over the past 15 years, the Jaycees have

Banner year for Charles County Public Schools (CCPS)Seniors in the Charles County Public

Schools (CCPS) Class of 2015walked acrossthe stage in lateMaywith $62million in schol-arship offers. It was also the first time inmorethan a decade that all CCPS graduations wereheld in Charles County.Graduations culminated a banner year

for CCPS. TheNationalMerit ScholarshipCorporation (NMSC) named twoNorth PointHigh School seniors as finalists in the 2015National Achievement Program. TwoWestlakeHigh School seniors were selected for theMeyerhoff Scholars Program at the UniversityofMaryland Baltimore County, and the CollegeBoard highlighted 282 CCPS students throughits Advanced Placement Scholars Awardsprogram, which recognizes exceptional achieve-ment on the college level exams.During the 2014-15 school year, the

CCPS graduation rate hit 91.4 percent, thehighest rate since 2010, according to datareleased by theMaryland State Departmentof Education. As student graduation rates

increase, the CCPS dropout rate continues todecline. The CCPS average exceeds the stategraduation rate of 86.39 by five points.CCPS also opened its seventh high school

this school year – St. Charles High School –alongwith the James E. Richmond ScienceCenter, which is located at St. Charles HighSchool inWaldorf and is open to all studentsand the Charles County community.System initiatives and programs continued

this school year to expand learning opportuni-ties for students. CCPS partneredwith Code.org to infuse computer science concepts intocurriculum for students in grades kindergartenthrough 12. Several schools are certified asMarylandGreen Schools for their focus onenvironmental education, including J.C. ParksElementary School. Parks was recently named

one of only twoMaryland schools to be namedaU.S. Department of Education 2015GreenRibbon Schools Award recipient.CCPS also successfully implemented

new testingmeasures for student this schoolyear with the introduction of Partnership forAssessment of Readiness for College andCareers (PARCC) assessments in reading andmathematics. Information from these assess-ments is used by CCPS tomonitor studentprogress inmastering concepts, and to designinstructional programs to better prepare studentsfor their future.Additionally, the system’s focus on safety

and security expanded this year with the imple-mentation of a new entry system at all schools,centers and buildings. The system is intercomand video-based and is programmed tomatchthe bell schedules at each individual school.

CCPS is the largest employer in CharlesCounty, with more than 3,400 staff mem-bers who serve nearly 26,000 students at 36schools and four educational centers.

a renewal scholarship for their second year at CSM. Among thisyear’s 21 renewed scholarship recipients is CSM education majorMaria Estevez, of White Plains, who spoke to guests attending thereception about how she has benefited from Jaycees scholarship.“I graduated from high school with almost straight As and the

ability, based on academics, to get into many colleges. I chose tostart at a community college because CSM is a good spot betweenhigh school and a large university. The financial support throughscholarships that I have received from the Jaycees and the CSMFoundation have allowed me to concentrate on my studies and totake full advantage of all of the opportunities available to collegestudents rather than having to rush between classes and a job,” saidEstevez who in addition to completing 13 courses and starting twoclubs, worked as a student assistant at CSM.Estevez plans to transfer to Towson University through the 2+2

Program to pursue her bachelor’s degree in education.Echoing Estevez’s sentiments to thank the Greater Waldorf

Jaycees Foundation and CSM Foundation for their support wasrenewal scholarship recipient Tabish Nawaz of Waldorf.“When I applied for the Jaycees Scholarship I said that award-

ing this scholarship would be like an investment. I promised thatif I received the scholarship, I would not waste the opportunity,”said Nawaz. “I spend at least 12 hours every day on campus. Themajority of those hours are spent in classes and at the library orin the computer labs. I also meet with faculty mentors who havehelped me keep my thoughts in the right direction. I am involvedin the STEM Scholars Program, the Math Team and peer tutoringin math subjects up to Calculus. I was awarded the Jaycees renewalscholarship and next spring I will graduate with an associate degreein biological sciences.
