    Introduction TheAntietamLakeParkMasterPlanillustratestheoverallvisionforthepark,thephysicalconfigurationofproposedimprovements,andstrategiesforresourceprotection.Themasterplanwasdevelopedinitsfinalformafterexplorationofdifferentdesignideasintheconceptualalternativesandcarefulconsiderationofinputfromtheprojectstudycommittee,thegeneralpublic,parkusers,andkeystakeholders.TheAntietamLakeParkMasterPlanisdescribedbelowfollowedbythemasterplanrendering.

    Nature Based Recreation Opportunities TheforesightofBerksCountyselectedofficialstoacquireAntietamLakehasprovidedcitizenssignificantlyexpandedopportunitytoenjoythegreatoutdoorsandthenaturalresourcesofthecounty.Opportunitiestofishinastockedlake;hike,mountainbike,andridehorsesonthewoodedtrails;andenjoythescenicbeautyanduniquefeaturesofthe641acresiteareavailabletodayandpreservedforfutureBerksCountyresidents.Throughoutthemasterplanningprocess,citizensexpressedtheirdesiretospendtimeatAntietamLakeParkforleisureactivitiesandnaturebasedrecreation.TherangeofpublicrecreationopportunitiesprovidedintheAntietamLakeParkMasterPlanincludes:

    EnjoyingScenicBeautyTheparkpreservesimportantnaturalresourcesandscenicareasasparkland.Woodlands,riparianareas,thelake,wetlands,springsandseeps,rockoutcrops,andopenmeadowareasareconserved,asarethehistoricvalvehouse,sevenstepdam,andotherhistoricresourcesthataddtothescenicqualitiesofthesite.

    ResourceBasedRecreationFishing,hiking,mountainbiking,birdwatching,geocaching/orienteering,naturestudy,crosscountryskiing,horsebackriding,andotherresourcebasedrecreationopportunitiesareaccommodatedinthepark.Theparkwillnotbedevelopedforpubliccampingbutitisenvisionedthatgroupcampingforscoutorschoolgroupsmaybepermittedonanadvancepermissionbasis.

    EnvironmentalandHistoricEducationTheresourcesandsettingoftheparkpresentsopportunitiesforenvironmentaleducation.ThehistoricremnantsofthesitespastfunctionasawatersourcefortheCityofReadingofferadditionalinterpretativeopportunities.Interpretativesignsaresuggestedwhichexploretheseattributesoftheparksite.

    FamilyRecreationTheparkprovidesauniquenaturalsettingforspendingtimewithfamily.Picnicareas,trails,andfishingsportsarethebackdropsforlifetimememories.

    GroupOutingsandProgramsThepicnicareasandpavilionsprovidespaceforcommunityorganizationssuchastheBoyScouts,GirlScouts,schoolecologyclubs,serviceclubs,andotherstogatherattheparksfortheirprograms.

    SelfDirectedActivitiesNonscheduledtimeisapremiumformanyaswegetcaughtupinthehecticpaceofourdaytodaylives.AntietamLakeParkprovidesaplacetogowhereactivitiesarenotscheduled,wherevisitorscanenjoytheparkattheirownpaceandontheirownterms.

    FitnessandWellnessFitnessextendslives,improvesselfimage,reduceshealthcarecosts,reducesisolation,andmakespeoplehappier.Theparkprovidesareasforpeopletowalk,hike,mountainbike,crosscountryski,ridehorses,andspendtimebeingactiveintheoutdoors.

    Antietam Lake Park Master Plan TheAntietamLakeParkMasterPlanmaintainstheexistingresourcebasedrecreationopportunitiesavailableattheparksitewhileprovidingfacilitiestoenhancethevisitorsexperienceandpromotingstrategiestoprotectnaturalresources.Theproposedimprovementsformalizethepublicuseareasandwillencourageexpandedpublicuse.Trailusewillremainoneofthemainactivitiesthatwilloccurintheparkandenhancementssuchasadditionalparkingareasandaccesspoints,trailsigns,andinformationkioskswillenhancetheseactivities.Thesefacilitieswillalsobenefitfishermen,naturelovers,andpicnickers.Improvementswilladdresssafetyconcernsandachieveaccessibilityatproposedactivityareas.TheAntietamLakeParkMasterPlanisprovidedonpage516andLakeAreaEnlargementisprovidedonpage517.

    Recreation and Leisure Facilities TrailsTrailsaretheprimaryrecreationamenityattheparkandextendthroughoutthesitetoprovideaccessibleroutestofacilitiesandactivityareasandprovideopportunitiesforwalking,hiking,mountainbiking,horsebackriding,andcrosscountyskiing.ParktrailsandregionalconnectionsareshownontheAntietamLakeParkMasterPlan.Thisplansuggestsahierarchyoftrailstoaccommodateavarietyofusers.Someexistingtrailsarerecommendedtobeclosedforavarietyofreasonsincludingeliminationoftrailsinareasofsensitivenaturalresources,duplicativetrail,trailsincloseproximitytoprivateproperty,ortrailsinextremelysteeporerosionproneareas.Trailsforpedestrianonlyusesare

    proposedinthelower,moresensitivesiteareas.Multiusetrailswhichcanaccommodatemountainbikesandequestriansareproposedintheupperelevationswherethesoilsarestonyandmorestable.

    TrailswithintheparksshouldcomplywiththeAmericanswithDisabilitiesActAccessibilityGuidelinesforOutdoorDevelopedAreasandeachfacilityandactivityareamustbeconnectedtoaparkingareawithanaccessibleroute.Vehiculargatesorremovablebollardsshouldbeplacedatallwalkentriestolimitaccesstoauthorizedvehicles.AccessibletrailsareshownontheAntietamLakeParkMasterPlanLakeAreaEnlargement,andHillRoadEnlargement.Accessibletrailsshouldbedevelopedwithstonedustsurfacematerialtoprovideafirm,stable,slipresistantsurfaceandcomplywiththeADAforslope.Wherepossible,accessibletrailsshouldbedevelopedataminimumeightfootwidth.Earthentrailsextendbeyondtheactivityareasandexplorethesite.

    GravityTrailTheGravityTrailgenerallyfollowstherouteofthehistoricMountPennGravityRailroadandextendsfromAntietamLakeParktoNeversinkMountainPreserve.TheprimaryaccesspointtothetrailinAntietamLakeParkwillbeattheAngoraRoadTrailhead.AsecondaccesspointintheparkisviaaconnectortrailfromthesmallparkingareaproposedonListRoad,eastofRotaryPark.VarioustrailswithintheparkconnecttotheGravityTrail.

    FerndaleTrailTheFerndaleTrailconnectsAntietamLakeParkandSkylineDrivenearDrenkleFieldandis2.5mileslong.TheprimaryaccesspointintheparkisthevisitorscenteronHillRoad.AccessandparkingarealsoavailableattheHillRoadparkingareaandthesmallparkingareaonListRoad,closesttotheintersectionwithHillRoad.

    ThewalledportionofAntietamCreek,northofSeidelRoadoffersauniquesettingforatrail.Thissectionisremoteandunknowntomanyparkvisitors.ThelinedstreamcorridorprovidesaccesstotheHinnershitzDam.ParkingandconnectiontothetrailfromSeidelRoadshouldbeprovided.Therenderingbelowillustratesthetrailadjacenttothewalledstream.

    Parktrailsarelocatedoutsideofwetlands,aspossible,withtheexceptionoftwoareasproposedforenvironmentaleducationwhereboardwalksorbridgesareproposedtoallowexplorationoftheecosystem.Thereareseveralotherareaswherebridgesareneededtoextendtrailsacrosswatercourses.

    AngoraRoadTrailhead

    BoardwalksTwoareasofboardwalkareproposedintheparktoexplorewetlandsandprovideenvironmentaleducationopportunities.AboardwalkcrossesthewetlandswestoftheAngoraRoadTrailheadtoprovideanaccessibleloopnaturetrail.AsmallobservationboardwalkisproposedalongtheGravityTrailinthesamegeneralarea.BoardwalkisalsoproposedtoexplorethewetlandslocatedneartheEquestrianTrailhead.TheboardwalksallowpublicaccessofsensitivewetlandareaswithminimaldisturbanceoftheresourceandshouldbedevelopedtomeetaccessibilityrequirementoftheADA.Boardwalkmaybenecessaryinthelowlyingareastobridgepoorsoilsandcrosswetlands.Environmentalpermitswillberequiredtoinstalltheboardwalks.Finallength,location,andconfigurationoftheboardwalksshouldbefielddeterminedtominimizeimpactofthenaturalresources.

    PedestrianBridgesFourpedestrianbridgesareproposedtoextendthetrailsystemthroughoutthepark.AbridgeisproposedatthenorthendofthemudcatchertocrossBingamansRun.ThisisanimportantlinktoconnectthepopulartrailonthelakesnorthshorewiththeproposedparkingalongAngoraRoad.ThreecrossingsofAntietamCreekareproposed,onenearthegaslineeasementandtwocrossingseastofSeidelRoadtocrossthewalledcreekandprovidetrailloopstoexploretheHinnershitzDamarea.TheproposedcrossingatthegaslineisimportantasitprovidesconvenientaccessfromthelakeshoretrailtotheeasternsideoftheAntietamCreekwheregradesaremorefavorabletoextendnorthtotheHinnershitzDam.Trailscrossmunicipalroadwaysinsevenlocations.Motoristsshouldbealertedtothesecrossingswithsignsandpavementmarkingsshouldbeinstalledtoidentifythecrossinglocations.Theexactlocationofthesecrossingsshouldbedefinedfollowingfieldmeasurementsofsightdistance.

    Trailheadsarelocationsintheparkthatpromoteandsupporttrailactivities.TherearethreemajortrailheadsinAntietamLakePark:theAngoraRoadtrailhead,thevisitorcentertrailhead,andtheequestriantrailheadonHillRoad.Theselocationsprovideparking,aninformationkioskwithtrailmapandinformation,andarestroom.Additionally,theselocationshavepicnictablesandbenchesthatprovideaplaceforwaitandgatherpriortotrailactivities.

    VisitorCenterTheBingamanFarmHouseisproposedasavisitorcenterforthepark.ThearchitecturalevaluationoftheBingamanHousefoundthehousestructurallysoundwithgoodreusepotential.Thecentrallocationwithinthepark,proximitytothelake,nearbyparking,andnativestoneconstructionmakeitanidealplacetowelcomeandorientvisitorstothepark.Thehomeandexistingclearingsofferdevelopmentpotentialtocreateacentralparkhub.Thevisitorcentermayincludeasmallparkoffice,environmentaleducationexhibitsanddisplays,andaretailcomponentofferingconcessionssuchaspackagedfoodanddrink,baitandtackle,andotherrelatedsupplies.Themasterplanproposesanewstructuresouthofanduphillfromthehometoserveasamaintenance/storagefacilityandproviderestroomsforparkvisitors.Themaintenancestructureshouldrelatetothefarmhousearchitecturalperiodindesignandmaterials,unifyingthearea.Themasterplanproposesreuseoftheexistingclearingsbelowthehometoaccommodateaninformaloutdoorclassroomforsmallgatheringsandenvironmentaleducationopportunities.Additionalparkingareasaredevelopednea
