Reconstruction Plans Objectives:

1. Identify the parts of the Lincoln, Radical, and Johnson Reconstruction Plans

2. Describe what the Freeman’s Bureau was to do for freedman.

I. Reconstruction Plans

A. Lincoln or 10 percent Plan

1. Only 10% of the voters of a state needed to pledge loyalty to the United States

2. Had to adopt a state constitution that banned slavery

3. Lincoln was willing to give amnesty to those who supported the Union

a. This is a pardon

4. Lincoln wanted the nation to start healing immediately

B. Radical Plan

1. This plan came from Congress

2. Group of Republicans wanted the south to pay for starting the war

3. Would not allow any Senator or Representative take a seat in congress if they were

elected under the Lincoln Plan

4. This group was led by Thaddeus Stevens

5. Finally the congress passed their plan called the Wade-Davis Bill

a. A majority of voters had to pledge loyalty to the United States

b. Only non-confederate soldiers and officers were allowed to hold offices

c. Must ban slavery

C. Compromise is needed

1. Lincoln and the Radicals could not agree

2. They agreed on one topic: the Freedman’s Bureau

a. Former slaves are considered freedman

b. Was to help black get food, clothing and medicine

c. Get blacks jobs and land

d. Also helped blacks get an education

D. Johnson Plan

1. Was passed after Lincoln was assassinated

2. His plan stated

a. All southerners could gain amnesty

b. That any high officials needed to ask the President directly

c. Johnson believed that only southern whites should run the south

d. Thought blacks should not be equals

e. Must pass the 13th

Amendment that abolished slavery

f. The state must denounce secession
