The child welfare, residential services, and children’s mental health sectors have faced many changes both in policy and practice over the
last several years. During times of change it is even more important to ensure that service providers, caregivers, and others are working
together to implement new and evolving practices and ensure children in care receive the best possible outcomes. We believe that a
child in care is, and should be, the center of a shared community of family, residential staff, foster parents, social workers, psychologists,
educators, and others critical to the child’s wellbeing. OARTY Conferences support caregivers and professionals with sessions that
educate, inform and build on best practices, so they in turn can support children, youth and young adults both in and transitioning from
care.
The 2017 OARTY Conference, Changing Tides, incorporates sessions on best, or next, practices focused on better supporting youth in
care, from an anti-oppression and equity lens. Sessions include presentations focused on LGBT2SQ youth, African Canadian youth,
youth impacted by human trafficking, and youth transitioning from care. Best practices, data-driven decision making, policy and other
informative sessions are also included in the conference agenda to ensure that all attendees leave equipped with the knowledge to move
their practice forward.

1:00 PM - 2:00 PM - Session 1: LGBT2SQ Youth in Care
Marcus Logan, Positive Space Educator & Community Animator+
This session will build understanding around
sexual and gender identities/expression and
how creating a safer space for youth in care
positively impacts their lives and mental health. Together delegates will
build empathy toward LGTB2SQ youth identities and explore ways to
better support LGBT2SQ youth in care. Marcus will share his personal
experiences as an adopted kid, LGBT2SQ identified, an adoptive parent
and his professional experience in working with LGBT2SQ kids in care.
This emotional session will leave delegates with the tools to build capacity
to support LGBT2SQ children and youth in care.
2:00 PM - 3:00 PM - Black Youth in Care and the One Vision, One
Voice Project
Kike Ojo, Project Lead, Ontario Assocation of Children’s Aid Societies
The Ministry of Children and Youth Services
funded the community led project One Vision
One Voice: Changing the Ontario Child Welfare
System to Better Serve African Canadians. The project aims to address
the over-representation of African Canadian/ Black youth in Child Welfare
in Ontario. OACAS is the facilitator of the project.
Despite the over-representation of African Canadian families in child
welfare, preliminary data analysis and research shows that African
descent people do not have more incidences of child maltreatment than
White people. As such, the One Vision One Voice initiative seeks to
understand how and why the over-representation occurs. What are the
practices that lead to this outcome? What are the powerful, unexamined
beliefs? In this presentation we will discuss these questions, as well as
the principles of equity that are foundational to the project.

3:20 PM - 4:20 PM - Sexual Education for Youth with Complex Needs
and Unique Considerations
Geraldine Crisci, Trainer, SafeGuards Training for Children and Adult Services
All individuals have a basic right to a sexual life
and intimate relationships. Appropriate sexual
education is necessary to promote healthy
socio-sexual functioning. This session provides an overview of sexual
education designed for individuals with complex needs. This presentation
will also include unique considerations such as sexual trauma, and public
perceptions of sexual behaviours which are viewed in a negative manner
due to the social impairments and related stereotypes associated with
this population.

Join delegates in creating new relationships and building on existing

Kate Davis has the unique ability to find humour
in any situation and offer creative solutions to
defuse frustrations in both the workplace and
at home. A five-time nominee for the Canadian
Comedy Awards who has opened for the likes of
Bill Clinton and Barbara Walters, as well as the
star of many television comedy specials, Kate’s generous insight and
hilarious presence is a powerful combination in helping organizations
empower their staff with effective tools for managing stress and
sustaining motivation.

Session 6-A: Analyze This! A Primer on Using Data to Drive
Decisions
Warren Helfrich, WRH Consulting
Most organizations have a lot of data, but struggle
to make sense of it and use it for decision making.
In this presentation, Warren will walk participants
through a step by step process for transforming
data into information and then explore how that information might inform
decision making at a program and organizational level. The presentation
will include examples of both basic and advanced forms of analysis as
well as a discussion about different ways to organize the information for
reporting.
Session 6-B: Domestic Sex Trafficking of Youth: Trauma-Informed
Prevention & Intervention
Emily Forward and Karly Church, East Metro Youth Services
Following their presentation at the OARTY 2016
Conference on Human Trafficking in our City,
Emily and Karly will screen a short video titled
Stages by Jade Brooks, which details a real life story of commercial
sexual exploitation. Emily and Karly will then touch on appropriate
interventions for youth, the psychology and neuro-development of the
brain related to Human Trafficking, and best practices when engaging
youth in discussions around consent, healthy boundaries, and healthy
relationships.

Session 7-A: Engaging Younger Workers Through Innovation
Renée Gendron, Vitae Dynamics
This presentation will look at how to expand
avenues of participation for new workers entering
the caring profession. Fresh out of training young
workers are bubbling with ideas on how to apply
the latest knowledge and techniques and are driven by a desire to help
others. Once in the workplace however, newer workers often encounter
frustration and disappointment in implementing change. This talk
will introduce a relationship mapping tool that identifies underutilised
relationships and opportunities for empowerment, with the aim to help
employers create openings for dialogue, innovation and engagement.

Session 7-B: Human Trafficking in Ontario- Exploitation of Youth in
the Sex Trade
Sergeant Ron Kapuscinski, Durham Regional Police, Human Trafficking Unit
Human trafficking victims are exposed to all
forms of abuse, and may even face death. Youth
are among those who are likely to be at-risk,
specifically children in care and runaways. This presentation will address
the exploitation of youth in the sex trade from a police perspective,
exposing the extent of the activity in Ontario and the efforts made by
police services province-wide to prevent and counter this criminal
activity. Data collected over the past four years on the characteristics of a
trafficked victim as well as that of a trafficker will also be presented. Time
will be allocated for a question and answer period.

Session 8-A (ends at 4:40 PM): OARTY Talks (Members Only Open
Forum)
OARTY Talks is a moderated open dialogue between OARTY members
on timely and relevant issues. Questions based on input from OARTY
members will serve as the basis for a formal cross-pollination of ideas
and knowledge sharing. Members are encouraged to share best practices
and to explore alternate approaches to issues and opportunities with their
colleagues.

Providers

This session will focus on the unique HR needs and challenges of
residential service providers in a changing sector. Topics explored
will include employer/employee obligations and resources/tools for HR
Managers. Time will be allocated for a question and answer period.

K. Trevor Wilson, Comedian
K. Trevor Wilson, the self-proclaimed Man
Mountain of Comedy, is an award winning
comedian and actor with over 20 years of
experience.
Debuting at age 14 on the TV show Goosebumps, he is best known for his
work as Squirrelly Dan on Crave TV’s Letterkenny, his five Just for Laughs
appearances, and for competing on Comedy Central’s Roast Battles.
He is the 2012 Irwin Barker Homegrown Award winner, the only 2 time
winner of the Toronto Comedy Brawl, winner of the 2015 Canadian Comedy
Awards for Best Male Stand-up and Best Taped Live Performance, and
back to back winner of COCA’s College Comedian of the Year for 2015
& 2016.

Young Adults

This session will look at the expanding role of
the Advocate’s office in advocating for children and youth, including
how data received from investigations is being put to work for Ontario’s
children and youth. Delegates will leave with a greater understanding of
the advocacy role residential providers play for children, youth and young
adults in and leaving care, and how to better assist the Advocate’s Office
now and in future.

Kate Cleary, Executive Director, Consortium for Children
This presentation will review the SAFE, a
standardized home study methodology that has
revolutionized the way both public and private
child welfare agencies evaluate families for placement. Delegates will
learn how SAFE aids home study practitioners in performing a thorough,
structured and uniform evaluation of families who have applied to foster
or adopt. Time will be allotted for questions.
11:20 AM - 12:20 PM - Supporting Positive Development: Transitional
Aged Youth
Ayasha Mayr Handel, Manager, Youth Policy Unit, Ministry of
Children and Youth Services
This session will provide an overview of Stepping Stones: A Resource
on Youth Development. Stepping Stones is an evidence-based resource
which outlines the developmental continuum for youth aged 12 – 25 across
four developmental domains: cognitive, emotional, social and physical.
The resource also outlines the role of ‘self’ and ‘spirit’ development as
foundational elements that cut across each domain. Participants will
leave the workshop with a better understanding of how positive youth
development happens, and how it can be supported. Participants will be
engaged to explore opportunities to support the positive development of
youth in care, including the successful transition to independence and
adulthood. Time will be allotted for questions.
