The move comes as Delhi Po- lice formally granted permission for the rally on January 26, as- signing them routes for the same. Expressing dismay at the routes assigned for the rally, Sukhwinder Singh Sabhra of Kisan Mazdoor Sangharsh Com- mittee told a news agency, "We feel that the kind of permission granted to us for tractor rally is not right. We wanted to go to the old Ring Road but we were given conditional permission and as- signed the portion that comes largely under Haryana." "All we're saying we just want to go to Ring Road. We'll have a meeting with the police today over this. Routes will be decided after that," the farmer leader fur- ther added. Farmers had proposed to hold the Republic Day tractor rally on Delhi's Outer Ring Road. Farmers on Monday began gath-ering at Gazipur border betweenDelhi-Uttar Pradesh for the pro-posed Kisan Tractor Rally on theeve of Republic Day.

Amid the ongoing standoff in Ladakh, a "minor face-off" took place be-tween Indian and Chinese troops at Naku La area in Sikkim on January 20,the Indian Army said on Monday.

The face-off was resolved by local commanders as per established pro-tocols, Army said in a statement.

"We have received several queries regarding a face-off between IndianArmy and PLA troops in Sikkim sector. It is clarified that there was a minorface-off at Naku La area of North Sikkim on January 20, 2021, and the samewas resolved by local commanders as per established protocols," it said.

No fresh traffic, only stranded vehiclesto ply from Jammu to Srinagar

Only stranded vehicles will beallowed on Monday to ply fromJammu to Srinagar on the nationalhighway, connecting Kashmir valleywith the rest of the country, a trafficpolice official said on Monday.

He said no vehicle will beallowed from opposite direction onthe highway, he told UNI.

Meanwhile, the historic 86-km-long Mughal road, connectingPoonch and Rajouri in Jammuregion with Shopian in southKashmir and Anantnag-Sampthan-Kishtwar road remained closed sincelast week of December last year dueto accumulation of snow andslippery conditions.

The national highway, the onlyroad linking Union Territory (UT) ofLadakh with Kashmir, has beenclosed since January Ist for wintermonths, he said.

He said the 270-km-longSrinagar-Jammu national highwaywas open for traffic. However, onlystranded vehicles, including thosecarrying passengers and trucksloaded with essentials, will be

allowed to ply from Jammu toSrinagar today. Local traffic willalso be allowed between Rambanand Banihal, he said, adding that novehicle will be allowed fromopposite direction.

Official said that security forcesare also advised not to ply againsttraffic advisory in view of the trafficcongestion on the highway andnarrowness of Bailey bridge at KelaMorh, where the main concretebridge was damaged after retainingwall was collapsed on January 10.The baily bridge was installed byBorder Roads Organisation (BRO)after National Highway Authority ofIndia (NHAI) said it will take abouttwo weeks to repair the damage.Now the NHAI has announced to

Govt plans to impose greentax on old polluting vehiclesNEW DELHI, JAN 25

The government plans toimpose green tax on oldpolluting vehicles soon in abid protect environment andcurb pollution.

Vehicles like stronghybrids, electric vehicles andthose running on alternatefuels like CNG, ethanol andLPG will be exempted whilethe revenue collected throughthe green tax will be utilisedfor tackling pollution, theMinistry of Road Transportand Highways said onMonday. "The UnionMinister for Road Transport

and Highways Nitin Gadkarihas approved a proposal tolevy a 'green tax' on oldvehicles which are pollutingthe environment," it said in astatement.

The proposal will now goto the states for consultationbefore it is formally notified,it added. Under the scheme,transport vehicles older thaneight years could be chargedgreen tax at the time ofrenewal of fitness certificateat the rate of 10 to 25 per centof road tax.

"Personal vehicles to becharged green tax at the timeof renewal of registration

certification after 15 years;public transport vehicles,such as city buses, to becharged lower green tax;higher green tax (50 per centof road tax) for vehiclesbeing registered in highlypolluted cities," the statementsaid. Differential tax will alsobe charged depending on fuel(petrol/ diesel) and the typeof vehicle. Apart from stronghybrids, electric vehicles andalternate fuels like CNG,ethanol, LPG etc, vehiclesused in farming, such astractor, harvestor and tillerwill be exempted from thetax, the statement said.

131 more COVID deaths, 13203 cases

AGENCYNEW DELHI, JAN 25

India recorded the lowestnumber of coronavirus fatalitiesin over eight months with 131more deaths being recorded, theHealth Ministry said on Monday.

The COVID-19 caseloadrose to 1,06,67,736 with 13,203more infections. There are1,84,182 active cases, which is1.73 per cent of the caseload andit remained below 2 lakh for thesixth consecutive day, accordingto the ministry data.

As many as 1,03,30,084people have recuperated, taking

the recovery rate to 96.83 percent,.

The fatality rate rose to 1.4per cent and 131 more deathsinclude 45 from Maharashtra, 20from Kerala, nine from Delhiand eight each fromChhattisgarh, West Bengal andUttar Pradesh.

A total of 1,53,470 deathshave been reported so far in thecountry, including 50,785 fromMaharashtra, followed by12,316 in Tamil Nadu, 12,197 inKarnataka, 10,808 in Delhi,10,115 in West Bengal, 8,617 inUttar Pradesh and 7,147 inAndhra Pradesh.

According to the ICMR,19.23 crore tests have beenconducted so far with 5,70,246samples being tested on Sunday.

The ministry stressed thatmore than 70 per cent of thedeaths occurred due tocomorbidities.

"Our figures are beingreconciled with the IndianCouncil of Medical Research,"the ministry said on its website,adding that statewidedistribution of figures wassubject to further verificationand reconciliation.

Sasikala moved out ofICU, says B'luru hospitalBENGALURU: Expe l ledAIADMK leader V K Sasikala,who is serving a jail term inBengaluru in a corruption case,has been moved out of the ICUafter her coronavirus symptomsreduced, the Victoria Hospitalauthorities said in a statement.

The former aide of lateTamil Nadu chief minister JJayalalithaa, who is set to bereleased from prison onJanuary 27, contractedcoronavirus on January 20 andwas later admitted to theBowring Hospital. In view ofher critical condition, she wasshifted to the ICU ward of

Victoria Hospital. Now that thesymptoms have reducedsubstantially and her conditionhas become normal, she hasbeen taken out of the ICU.

However, the hospitalauthorities have beenmonitoring her. Meanwhile, hersister-in-law J Ilavarasi, whotoo is serving a jail term in thecorruption case and was foundCOVID-19 positive, waskeeping well, the authoritiessaid. Sasikala was sentenced tofour years imprisonment inFebruary 2017 in the Rs 66crore disproportionate assetscase.

Doctors in Delhicame up with 'home isolation'and more than 3 lakh peoplerecovered from the virus."

The Chief Minister furthersaid that his government aims toprovide health-card to everycitizen living in the nationalcapital. The health card will

contain the entire record of thehealth history of an individual,including details of medicaltests.

Last year in November,Chief Minister Arvind Kejriwalhad convened a meeting anddirected the health officials toensure the implementation ofthe Health InformationManagement System (HIMS)and e-Health card in thehospitals run by the Delhigovernment.

The Health InformationManagement System (HIMS)will be implemented to provideeffective healthcare services tothe residents of Delhi, in themost efficient manner, throughtechnologically empoweredhealthcare processes.

Centre issues Kumbh Mela SOPs, makesCOVID-19 negative report mandatory

In view of the COVID-19pandemic, the devoteeswilling to participate in theongoing Haridwar 'MahaKumbh Mela' will have toshow a 72-hour-old RT-PCRnegative report at the time ofarrival. The Government ofIndia (GOI) has released aset of special operatingprocedures (SOPs)regarding the 'Kumbh Mela'.The Centre stressed onreducing the duration of'Maha Kumbh Mela' whichis being held in Haridwarsince January 15.

According to the SOPs,the authorities concernedhave been asked todiscourage children belowthe age of 10, people abovethe age of 65, pregnantwomen and people sufferingfrom chronic diseases fromparticipating in the 'Mela'.The state government willcoordinate with other statesin this regard.

The central governmenthas asked devotees tomaintain a social distance ofat least six feet to combatCOVID-19. It has alsodirected the authorities toimpose heavy penalties on

people not adhering toCOVID-19 protocols.

The officials present atthe parking facilities at thegathering site will provideface masks to visitors atprescribed governmentrates. The Centre alsoinstructed the officials toensure that devotees haveAarogya Setu app installedin their phones.

126 test COVID-19 positive within10 days in UP jail

GORAKHPUR, JAN 25

As many as 123 inmates of the Basti jail andthree prison staff members have tested positivefor COVID-19 in the last 10 days, an officialsaid on Monday. "A barrack has been turnedinto an L-1 hospital where infected jail inmateshave been isolated and they are beingmonitored by a team of doctors, while the threejail staff members have been homequarantined," Jailor Satish Chandra Tripathisaid.

"During test for COVID-19 on January 1,January 13 and January 14, no jail staff orinmate was found coronavirus positive. Butbetween January 15 and 24, as many as 123inmates and three staff members were foundpositive for the infection.

Twenty inmates have been discharged sofar and they are under supervision for a week,"Tripathi said. "On January 15, among 67inmates, 12 tested positive for the coronavirus.On January 16, among 39 inmates, seven testedpositive. On January 21, among 95 inmates, 29tested positive. On January 22, among 85inmates, 44 tested positive. On January 23,among 87 inmates, 27 tested positive. OnJanuary 24, among 46 jail staff, three testedpositive for the infection,while four prisoninmates who had gone for appearance in a courtwere also found to be COVID-19 positive," headded.

Are India and Vietnam trade ties growing?As India and Vietnam

compete to comple-ment China as "fac-

tories of the world", isthere room for cooperationbetween the two rivals?

For companies movingout from China, in an effortto diversify their produc-tion sites as well as supplychains, India and Vietnamare locations that are fore-most on their minds. Witha recent surge of manufac-turers relocating their facil-ities or building new ones,the competition for FDI(foreign direct investment)has intensified.

This trend has gatheredurgency due to China's in-creasingly higher costs, theUS-China trade war, andthe realisation that havingalternative sources of sup-plies is necessary after ex-periencing supply-chaindisruptions caused by theCOVID-19 pandemic.

According to the Viet-nam Ministry of Planningand Investment, FDI intoVietnam stood at aboutUSD 20 billion for 2020, afall of 2 per cent from ayear earlier. Furthermore,FDI pledges, an indicationof future FDI disburse-ments, plunged last year by25 per cent to USD 28.5billion. The sector thatnabbed the largest amountof investment is the manu-facturing and processingsector which captured 49.1per cent of total pledges.

This is followed by theproduction and distributionof gas, water and electrici-ty with 34.7 percent. Sin-gapore was the top sourceof FDI pledges last year,

followed by China and Tai-wan. India, being a muchlarger country, has faredbetter on both the total FDIit has attracted as well asits ability to grow FDI inspite of COVID-19. Ex-trapolating based on fig-ures from the Departmentof Promotion of Industryand Internal Trade up toSeptember, India is expect-ed to achieve an FDI ofroughly USD 53 millionfor the calendar year 2020.(The October to Decemberquarter figures have not yetbeen published.) This is agrowth of about 11 per centfrom 2019. The commontheme between India andVietnam is that the highest

FDI equity inflow alsooriginated from Singapore,accounting for 25 to 30percent of FDI flows to In-dia in the calendar year2020. This is followed byMauritius registered com-panies where investmentflows are roughly half ofthat of Singapore's.

The Department ofPromotion of Industry andInternal Trade says that thehigher equity inflow is at-tributed to the govern-ment's efforts in improvingease of doing businessalong with relaxed FDInorms. In the fiscal year2020 (ending March 2020),the industry that performedthe best for total equity in-

flows is the service sectorwhich brought in 17 percent of the total invest-ments. This was followedby the computer softwareand hardware sector, whilethe telecommunicationsand trading sector's shareranked third and fourth, re-spectively.

Despite being competi-tors on the FDI front, thereare signs that the trade rela-tionship between India andVietnam are expanding.Just last week, two tradeand investment eventswere held between busi-nesses from the two coun-tries. The first, which washeld in Hanoi on January21, was a seminar to pro-

mote cooperation in thepharmaceutical industry inboth countries. It was host-ed by the Embassy of Indiain collaboration with theInternational InvestmentPromotion Alliance (IN-VEST-GLOBAL), VietnamAssociation of Foreign In-vested Enterprise (VAFIE)and Indian Business Cham-ber (INCHAM).

The Vietnamese phar-maceutical market was es-timated to be valued atUSD 7 billion in 2019 andprojected to grow another 8per cent by 2024.

To meet productionneeds Vietnamese drugmanufacturers import 90percent of their active

pharmaceutical ingredientsand most of the raw mate-rials. With regards to phar-maceutical end products,approximately 60 per centof the demand is met byimports.

India has been a keyexporter of such productsand raw materials to Viet-nam.

However, businesses inboth countries feel thatthere is still great potentialto promote investment co-operation in the pharma-ceutical as well as the med-ical equipment industries.

Pranay Verma, Ambas-sador of India to Vietnam,shared that Vietnam is akey consumer of Indianpharmaceuticals with annu-al trade worth USD 225million, currently in 19thposition among the top 25destinations for Indianpharmaceutical products.

A day later, in thesouthern commercial hubof Ho Chi Minh City(HCMC), the Indian Con-sulate General in HCMC,the Private Economic De-velopment ResearchBoard, the Investment &Trade Promotion Centre ofHCMC, and VinaCapitalGroup, jointly organised anIndia-Vietnam InvestmentForum.

people have turned to cooking,reading, among other activities todeal with the health crisis, whichbrings a fresh supply of stressevery day.

According to a new study,loneliness in adults aged 50 andover during the COVID-19 lock-down was linked to worsening de-pressive and other mental healthsymptoms.

Loneliness emerged as a keyfactor linked to worsening symp-toms of depression and anxiety in astudy of more than 3,000 peopleaged 50 or over led by the Univer-sity of Exeter and King's CollegeLondon and funded by The Nation-al Institute for Health Research(NIHR) Maudsley Biomedical Re-search Centre (BRC).

Researchers had access to datagoing back to 2015 for participantsof the PROTECT online study.They also found that a decrease inphysical activity since the start ofthe pandemic was associated withworsening symptoms of depressionand anxiety during the pandemic.Other factors included being fe-

Dr ByronCreese, of the University of ExeterMedical School, who led the study,said, "Even before the pandemic,loneliness and physical activitylevels were a huge issue in society,particularly among older people.Our study enabled us to comparemental health symptoms before andafter COVID-19 in a large group ofpeople aged 50 and over."

Creese added, "We found thatduring lockdown, loneliness anddecreased physical activity wereassociated with more symptoms ofpoor mental health, especially de-pression. It's now crucial that webuild on this data to find new waysto mitigate the risk of worseningmental health during the pandem-ic."

The study found that before thepandemic, lonely people would re-port an average of two symptomsof depression for at least severaldays over the previous last twoweeks. During the lockdown, lone-ly people reported either an in-crease in the frequency of depres-sive symptoms, to more than halfthe days in the two week period, ora new symptom for at least severaldays in that timeframe.

that is, the system chosen bythe people. In the ancient times,the king was the ruler and thistradition used to go on fromgeneration to generation. In thissystem, the people depended onthe imposed system or ratheralternative governance. The constitution of ourcountry came into force on 26January 1950. The constitutionof India, prepared in 2 years 11months and 18 days by the con-stitution maker Dr. BhimraoAmbedkar, is considered to bethe best constitution in theworld. In this article, an attempthas been made to focus on thereal and imaginary form of theIndian Republic. Republic Dayis not just about making a

speech on the stage and forget-ting it after hoisting the flag,but following the basic formu-lation of the Republic on thebasis of reality and implement-ing it on the surface of theground is the real need. In thepresent context, the Indian soci-ety and the Indian Republicface different challenges. To-day, the role of the people in thecountry's politics has been re-duced only till the counting ofvotes, and the monarchy ap-pears to be dominating the Re-public, although according tothe constitution, equal rights,education, employment, integri-

ty, secularism is paramount, butin the systemic terms, manychallenges stand before us.Evaluation has to be done bythe politicians, who are con-cerned with the politics of soci-ety and the country. The Covid-19 pandemicbrought life to a standstillin the country and the en-

tire globe. Even as the studentcommunity is among the worst-hit - academic activities are yetto resume in schools and col-leges - KIIT Deemed to be Uni-versity was the first institutionto adapt to the "new normal". KIIT was founded in 1992as a modest vocational trainingcentre by eminent educationistand social activist Prof. AchyutaSamanta. However, it wasopened as a centre of higherlearning in 1997, which is con-sidered as the base year. 19 lakh, while the averagesalary is Rs. 6 lakh. Going bythe commitments from compa-nies, KIIT is set to achieveplacement of 700 more studentsby April 2021.

Even though the campusplacements are being conductedonline, KIIT has bettered itsrecord compared to the last aca-demic session. Campus place-ment in KIT School of Manage-ment and KIIT School of Lawhas just started and it is hopedthat these two Schools will alsoachieve cent percent successlike every year. EDITORIALIs power only language inwhich to talk farm laws?

Agriculture minister Narendra Singh Tomar’sstatement to the farmers’ unions during the11th round of talks that there are no problems

with the farm laws and that the government offeredto suspend them for up to 18 months as a sign of re-spect for farmers is unhelpful, to say the least, inending the stalemate. Instead, it casts a shadow overthe sincerity the government displays in the talks. Ithas been almost three months now that the farmersare in Delhi, agitating, demanding the repeal of thethree laws that seek to rework the way agriculture inthis country is conducted. They also want a legal as-surance that the minimum support price (MSP)regime is retained. The government has been non-committal on all these demands.The Samyukt Kisan Morcha, the umbrella union ofthe 40 agitating farmers unions, cannot be faultedfor rejecting the government’s offer to suspend thelaws and discuss them “clause by clause” for manyreasons. First, such an offer has no legal backing. Abill, passed by Parliament and signed into law by thePresident, cannot be kept in abeyance by the govern-ment. There has been no legal mechanism to ensurethe laws are not acted upon, except that the govern-ment may delay the framing of the rules, but thatcannot be a legitimate route a government can takewhile negotiating on critical laws that have seriousramifications for the future. The government, as MrTomar has stated, has been insisting that the laws arefor the good of the farmers and the agriculture sec-tor. The farmers, on the other hand, fear that it’s abogey the government advances and that it would,ultimately, want to withdraw from the sector andthrow them at the mercy of the corporates. The gov-ernment can either say the laws are good or they arebad; and it has said they are good. It is up to the gov-ernment to explain what it seeks to gain by stickingto its stand and then offering negotiation, at a junc-ture when the Supreme Court has stayed the opera-tion of the laws. Second, the farmers cannot be fault-ed for not taking the bait of clause-by-clause discus-sions as the government had failed to follow the reg-ular, democratic law-making process in this case. Itwas in an unholy haste to rush them through the leg-islature. The government agreed to the discussiononly after the farmers showed their grit at the gatesof the national capital. If the government under-stands only the language of power, then the farmersneed to continue to talk that.

The world 'REPUBLIC'is not an ordinary world. It isa commitment to the effectthat, in our State, supremepower is exercised by thepeople. This historicoccasion is a day ofrejoicing, as today we enjoythe status of being theworld's largest democracyand one of the major playersin the world.

A Special emphasis hasbeen laid, at national and

state levels, in recent yearson rapid and more inclusivegrowth with the focus onbringing about socialequality through thereduction of poverty andempowering our people byadopting multi-prongedstrategies.

The unprecedentedcontribution of Punjab to thecause of Freedom of ourcountry is unmatchedanywhere in the history ofthe world. I was extremely happyto be a part of the prestigiousMilitary Literature Festival,an annual feature organizedjointly by the

Government of Punjab,Chandigarh Administrationand the Western CommandChandi Mandir. This time,the fourth edition, becauseof the pandemic, wasinaugurated virtually byHon'ble Defence Minister ofIndia, Sh. Raj Nath Singh Jiand was widely attended allacross the world.

Given the rich martialtraditions of the region ofPunjab, it comes as nosurprise that this region is atreasure cove of militaryevents since timesimmemorial, thus simmeringin unlimited tales of militaryinvasions, campaigns andbattles with the naturalabundance of battlefieldheroics, sacrifices andevents that's steered thecourse of not only theregion, but the country as awhole.

On this occasion, Iwould like to recall that theentire world remained in thegrip of the Coronavirus forthe past more than one year.

There has been a lot ofsuffering because of thisPandemic. But it is worthmentioning here that thetimely initiatives taken byour Hon'ble Prime MinisterSh. Narendra Modi, thesituation by and largeremained under control.Now with the approval ofIndia made vaccine, theCovid Free Bharat campaignhas further beenstrengthened.

On this historic day, Icongratulate the innovatorsscientists, Civil and PoliceOfficers of Chandigarh andPunjab appearing in ourdaily War Room Reviewsmeetings on COVID, Ex-servicemen, Doctors, Paramedics, NGOs, VoluntaryOrganisations and the Mediainvolved in the war againstCovid. Farmers have shown that ethos ofIndia's republic is uncompromisable

Exactly two months ago, on26th November 2020, ourfarmers marched to the borders

of Delhi, braving water cannons andlathis on the way. Today, as the nationcelebrates its 72nd Republic Day (ona somewhat muted note due to theCovid pandemic), the sight ofthousands of farmers driving throughthe roads of the national capital ontractors stands testimony to the factthat the ethos of the IndianConstitution and the essence of ourRepublic is inalienable anduncompromisable. Our farmers'arduous battle for survival willalways remind us of this truth, and itwill always help us remember (lestwe forget), that the principles onwhich stands the edifice of the Indiawe know, and our forefathers stroveto build, cannot be destroyed ordemolished on the whims of a few.

Sadly, the hallmark of ourConstitutional Republic - the federalstructure on which India's polity isfounded - faces one of its biggestthreats under the present regime. Thebrazen manner in which the threeFarm Laws were pushed through,without debate or discussion, cannot,and should not be accepted in theworld's largest democracy. TheCentre had absolutely no power tolegislate on a state subject, whichAgriculture is, and theimplementation of the farmlegislations violate every principle ofour Constitution and the federalstructure it stands for. It is this federalcore that we have to fight to save,even as we stand shoulder to shoulderwith the farmers in their battle fortheir survival and their future.

As a Punjabi, I am saddened atthe plight of our farmers, and as anIndian, I am shocked at theinsensitivity of the BJP-ledgovernment at the Centre to thisplight. I have said it many times, andam saying it again - there is no reasonwhatsoever for the CentralGovernment's adamant refusal torepeal the Farm Laws, which, in anycase, have been implementedarbitrarily without consultation ordiscussion with the farmers and otherstakeholders. I see no justification incontinuing to stand on prestige onthis issue, especially as the FarmLaws are clearly designed not tonurture the interests of our'Annadaatas' but to fill the pockets ofa few.

We, in Punjab, have lost the livesof more than 75 farmers to thisprolonged agitation, which wasavoidable in the first place and, eventhereafter, could have been endedlong back had the Government ofIndia not chosen to stand onunwarranted ego. I lead mygovernment today in paying respectsto all our deceased farmers andassure their families that we stand bythem in their hour of grief. We standby every farmer whose sweat andblood has nurtured Punjab's soil fordecades, and without whom Indiatoday would not stand tall as a self-reliant nation. Besides compensationand job for one family member ofeach of the deceased farmers, weshall extend any other help theirfamilies may need. We shall continuealso to reach out to the families ofthose still camping at the Delhiborder to make their voice heard bythe Government of India.

Frankly, this was not the Indiaour freedom fighters (who can forgetthe names of the likes Lala LajpatRai, Diwaan Singh Kalepani,

Shaheed Bhagat Singh, Rajguru,Sukhdev, Shaheed Udham Singh andKartar Singh Sarabha from Punjaband so many others from around thecountry) fought and sacrificed theirlives for. And this is definitely not theIndia we have envisioned for ourchildren. When, on 26th January1950, our nation became a Republic,we saw the dream of every citizen offree India being shaped by the idealsof justice, liberty, equality anddignity, which remain the core of theConstitution till date. Today, as weusher in a new year of our Republic,it is those very ideals of justice,liberty, equality and dignity, whichhave seen systemically trampled overthe past 6 years, most notably overthe past 2 months of our farmers'struggle at the borders of the nationalcapital, that we have to commitourselves to upholding. The voice ofthe farmers, and in fact every sectionof our populace, is being subjugated,and we have to ensure that their voiceis not only heard but also heeded.

For decades now, the farmers ofPunjab (and of course the rest of thecountry) have toiled hard to makeIndia self-sufficient in food. It hasbeen a long and difficult journey -from going around with the beggingbowl to feed India to a situationwhere we are actually exportingfoodgrain, notably rice. Few canimagine the problems faced by thefarmers of a non-rice eating state likeours to make India a leading producerof rice. We have seen our farmers toilwith their sweat and blood to makethat happen. We have seen ourcountry humiliated for food at thehands of the Americans under PL480.For a state with less than 2% of thenational coverage in terms of area tocontribute 40% of the foodgrainproduction has been no mean task.Our farmers made that happen, andthe people of Punjab made it happenat an immense cost to us - we havelost out on acres and acres of fertilesoil, and water is no longer aplenty inthis land of five rivers.

The celebration of the IndianRepublic would not be completewithout acknowledgement of thiscontribution of Punjab and itsfarmers to India's progress. And itwould be rendered meaninglessunless the Centre has the humility toaccept that it has done wrong to us,and makes immediate amends byrepealing the Farm Laws to start on afresh slate, after due discussions withthe farmers, as well as thegovernment of Punjab and all othersstates directly affected by theirdecisions on agricultural issues. Thatwould be in the true spirit of India'sRepublic and Constitution.

I can assure the Government of

India that we, in Punjab, which hasalways been at the forefront of India'sgrowth and development, willsupport any initiative or reform thatis in the best interest of our farmersand our people, just as we supportedthe Centre wholeheartedly in its fightagainst Covid. The pandemic hastested the mettle of virtually everynation around the world. We, inIndia, have not been spared thetragedy of lost lives and spirallingcases. The fight to survive thepandemic has not been easy, and it isfar from over. But I am happy to saythat Punjab has been largelysuccessful in controlling the spreadof the pandemic - a result of the gritand commitment of the Punjabis whohave led India's fight in every battlesince the nation's struggle forindependence, and even before. Atthe peak of the pandemic inSeptember 2020, while India'spositivity rate stood at 8.1%, Punjabshowed 7.7%. The trend of betteringthe national average has sustainedthrough the months, with our currentpositivity at 4% against India's 5.6%.

One reason for this is the speedand promptness with which wemoved to clamp down on the virus.We were among the first states toimpose a total curfew at the start ofthe spread of the pandemic. We alsoled in facilitating the transportationof migrants back to their homes,while ensuring that those choosing tostay behind did not suffer from lackof food and shelter. From specialrecruitments of medical andparamedic staff to regularmonitoring, from awarenesscampaigns to strict penalties for non-compliance with Covid safety norms,from strategic initiatives like microcontainment to Corona Fateh Kitsand high level of RT-PCR testing -Punjab showed the way to the rest ofthe nation every step of the fightagainst Coronavirus. Today, I wouldlike to thank each one of you formaking it possible for us tosuccessfully implement theseinitiatives in the interest of the stateand its people. I would also like tojoin every citizen of Punjab insaluting all those healthcare andfrontline workers who lost their livesin this battle against the pandemic,and to all those who are even nowleading from the front to keep everyPunjabi safe and secure.

The fight, as I said earlier, is farfrom over. What, however, gives usreason to hope that the end could wellbe in sight is the launch of two Indianvaccines to protect us all from thedamaging effects of the Coronavirusinfection. Our leading doctors haveshown us the way by taking thevaccination, it is now our turn tofollow suit. This is an opportunitythat Waheguru has showered us withto save us from the pandemic. Let usgrab the opportunity the moment ourturn comes.

A few months ago, I wasrepeatedly reminding the people ofPunjab that Mask is the onlyprotection against Covid. Punjab Chief Minister CaptainAmarinder Singh on Mondaysaid the attack on a stateCongress MP and MLA atSinghu Border was not thehandiwork of the peacefullyprotesting farmers but of theAam Aadmi Party (AAP)workers, whose only agendawas to weaken the farmers’fight by creating trouble at thebehest of the Bharatiya JanataParty (BJP).

The farmers hadno reason to assault the PunjabCongress leaders, CaptainAmarinder said, adding that“such tactics would not helpAAP drive a wedge betweenhis government and thefarmers, which they have beentrying to do for months now atthe bidding of ArvindKejriwal, who is clearlydancing to the BJPleadership’s tune.”

Meanwhile, in response toa question during his mediainteraction, the Chief Ministersaid he was hopeful that thefarmers’ Tractor Marchtomorrow would be peaceful.

Sixteen white crocodileshave been sighted in thebrackish water bodies ofOdisha's BhitarkanikaNational Park, the country'slone habitation for albinoestuarine crocodiles, as perthe latest census reportreleased on Monday.

The crocodile populationin Bhitarkanika has swollento 1,768 from 95 fourdecades ago, the report said.

There were only twowhite crocodiles inBhitarkanika when acrocodile conservationprogramme of the Centre andthe UNDP was launched in1975 while the number hadincreased to 15 last year,researcher Sudhakar Kar,who led the census team,said.

"We were earlierapprehensive of the mortalityrate among albino crocodilesbut as they have been spottedagain, it seems the brackish

water bodies of the nationalpark have emerged as afavourable habitation for thereptiles," he said.

As per the report, 593crocodiles are hatchlings,367 yearlings, 30 juveniles,152 sub-adults and 336adults.

Estuarine crocodiles arealso found in West Bengal'sSundarbans and mangrovewetlands in the Andaman andNicobar Islands but thepopulation of the reptiles isthe highest in Bhitarkanika,he said. Apart from the 16white crocodiles in the wild,Bhitarkanika is also home totwo members of the speciesliving in captivity in thepark's enclosure, including a46-year-old female crocodilethat shuns mating.Bhitarkanika is home to theworld's largest crocodilemeasuring 21 feet. More than70 per cent of the crocodileswere spotted in water bodiesin the core area of thenational park.
