Todd Hamann Trail A gorgeous day to celebrate a beautiful place

and a beautiful person.

A wonderful crowd turned out to hear from Judy Vickery (Parks Board Chair), Marilyn Lehman from

the Missouri Department of Natural Resources, President Ambrose, and finally Hank and Marilyn Hamann, with their son Sean. Hank spoke about their son Todd, who they lost suddenly in 2009.

After Todd’s death, Hank and Marilyn knew they wanted to honor him in a special way, by contrib-uting to the Lion's Lake Initiative and the work to improve the beauty and functionality of the park.

The Todd Hamann Trail is the culmination of years of hard work by scores of people, and it

will be a lasting legacy that many will enjoy for years to come.

We're grateful to Warrensburg Parks & Recreation, the Warrensburg Parks Board,

and especially to the Hamann family for allowing us to share in this day.

Goodbye and Good Luck Starting, growing, and nurturing a business is not only hard work, it takes a team. Many of our Chamber members have been extraordi-narily fortunate to have Kelly Dyer on their teams.

A consummate professional, Kelly is quite literally a font of knowledge, a patient and encouraging cheerleader, and a skilled guide through the maze of issues facing small businesses.

With the closing of the Small Business & Technology Development Center housed at UCM at the end of this month, our community will be losing much more than a set of services: we’re losing a great team who’ve made a huge difference to Warrensburg and Johnson County.

The Warrensburg Chamber of Commerce is working with the Johnson County Economic Development Corporation and others to see how our community can fill the gap that the SBTDC’s closing will leave. And, we’re so glad to say that Kelly will remain on our Board of Directors.

If you get a chance, when you see Kelly out and about over these next few weeks let her know how much you’ve appreciated her work, and her dedication. We wish Kelly the very best in whatever ad-venture is coming her way!

Nationally Known Veteran Vision Project Photographer Captures Images of Local

Service Members and Veterans Prior to Fall UCM Exhibit/Veterans Summit His work featured in galleries and as a subject for national media, Los Angeles photographer Devin

Mitchell captures through the Veteran Vision Project unique, double-sided visual stories of men and

women who have served in the military. He will bring his work to the University of Central Missouri

for public exhibition early this fall while also dedicating his time to photograph veterans and active

duty service members from UCM and surrounding communities.

UCM’s Office of Military and Veteran Services and the UCM Gallery of Art & Design are collaborat-

ing to make this opportunity possible. The public exhibition of the Veteran Vision Project is planned

for Sept. 24 to Oct. 24 at the Gallery. It is in conjunction with the one-day UCM Veterans Summit Friday, Oct. 9, in the ballroom

of the Elliott Student Union. Both the Gallery exhibit and the Summit are free and open to the public.

Mitchell’s technique enables people viewing his images to look beyond the military uniform to see the “human” side of people

who serve in military roles. In one of his works, for example, he took a portrait of a former Marine in uniform, and a second photo

of the same soldier as he appears in civilian life, now with prosthetic limbs. Then, using a photo editing system, he fused the two

portraits into a mirror image showing the two intently staring back at each other. The end result is a powerful reflection of the

double identity this veteran is facing after a tour of duty in Afghanistan, and the struggle he now faces as a civilian to overcome

the scars of war.

Mitchell lets the subject of his photos decide what uniform they want to wear and what they want the other reflection to be,

which is important in this visual storytelling project. “The only way to get the truth from anyone is to allow them to create what

their story is,” Mitchell told CBS News in a feature that aired in February 2015. Many of Mitchell’s images are a way for veterans

to share their stories with other veterans. His subjects range from LGBT members and single mothers in the military to veterans

dealing with issues such as divorce and post-traumatic stress disorder (PTSD). They showcase the fight these individuals endure

for their country and the battle for maintaining their true selves.

Mitchell believes that soldiers’ transition from military to personal life boils down to three issues: diversity, adversity, and tri-

umph. His goal is to capture 10,000 images from around the country, continuing to juxtapose the at-home experiences of sol-

diers to their lives in service. Funding from the university’s Oppenheimer Lecture Fund through the UCM Foundation is helping to

make Mitchell’s visit possible. Although Mitchell is not expected to attend the Veterans Summit, he will pre-record a lecture about

the healing process experienced by veterans participating in the Veteran Vision Project. It will be played during tours of the exhi-

bition in the Gallery of Art & Design, and shared during the Summit.

The Veterans Summit begins at 8:45 a.m. Friday, Oct. 9, and will consider reintegration, refocus, and resiliency issues and

needs concerning military service members and veterans. It will feature a keynote address by Ron Pierce, senior director of PBS

Veteran Initiative, PBS, followed by a panel discussion. Participants include Pierce; Larry Kay, executive director, and Doug Mey-

er, director of veteran services programs for the Missouri Veterans Commission, and Yulonda Swanson-Moten, family therapist

with the Kansas City VA Hospital. Also joining them is Seth Kastle, a combat veteran, author and professor of leadership studies

at Fort Hayes State University, Fort Hayes, Kan., who wrote the book, “Why is Dad So Mad.” A Military and Veterans Resource

Fair will be available, along with informational tables and mobile units from the Kansas City Veterans Center and the Kansas City

VA Hospital. Military and veteran resource providers must pre-register for a table by Sept. 18. Registration forms can be obtained

Use the Curiosity Tool Here’s a great idea on how to get knowledge about people’s strengths, skills, passions and the person as a whole.

Best-selling author Peter Bregman, in his article, Employees Can’t be Summed Up by a Personality Test, makes the argu-

ment that rather than personality tests (Myers-Briggs, etc.), there is a “tool that not only helps you under-stand other people but simultaneously improves your relationships with them and helps you learn, in real time, how to communicate with them, even in—especially in—the face of conflict or disagreement. That tool? Curiosity.”

Bregman’s point is that the labels we place on others, through assumptions or personality tests, create a mindset of “I know” who you are. Instead think, “I don’t know”. What results? Your mindset becomes, “I want to know you.” That’s how relationships start.

Warrensburg Firefighters Complete 2015 Kansas City 9/11 Memorial Stair Climb

Six Warrensburg Firefighters took part in the 2015 KC Memorial Stair Climb on September 13, 2015. One firefighter from the Johnson County Fire Protection District joined the Warrensburg team as they climbed 110 floors at the Town Pavilion in Kansas City, MO. The event is held to remember the 343 FDNY Fire-fighters that died in the attacks on the World Trade Center in 2001. 343 firefighters from Missouri and sur-

rounding states took part in the climb, which raises money for the Surviving Spouse and Family Endowment Fund. This year’s event sold out in less than ten minutes with nearly 8,000 attempting to purchase tickets to participate. Each climber was assigned a fallen FDNY Firefighter to climb for as they climbed 110 floors. To achieve 110 floors, firefighters climb 34 floors three times, followed by seven more, and then concluded by a final flight in the Town Pavilion lobby where firefighters ring a bell to honor the fallen firefighter. This was the KC Memorial Stair Climb’s fifth year of conducting the event. Congratulations men and Thank You! 2015 VETO SESSION RECAP

The annual Veto Session began Wednesday, September 16 at noon and by the time it was finished 12 hours later the House and Senate had combined to override the governor’s vetoes on 10 pieces of legis-lation. Heading into the day, the legislature had successfully completed 94 veto overrides in the history of the state. Seventy-two of the overrides had occurred under the watch of the current governor. With Wednesday’s total added to the tally, the legislature has now successfully approved 104 overrides and Gov. Nixon has seen 82 of his vetoes overridden.

The annual Veto Session is required by Article III, Section 32 of the Missouri Constitution, which calls for the General Assembly to convene each September to consider vetoed bills. Overrides have typically been rare in the state’s history because a successful motion requires two-thirds majorities in both legisla-tive chambers – 23 votes in the Senate and 109 in the House of Representatives. Override efforts begin in a given bill’s chamber of origin. If the originating chamber fails to override, the other chamber can take no action on it.

The House entered the day with 10 vetoed bills and one vetoed budget line-item to consider. The Senate began deliberations with six vetoed Senate bills to consider, as well as one override motion on HB 150 that had already been approved by the House during the regular session. When their work was done shortly after midnight Thursday morning, the two chambers had combined to override vetoes on six House bills and four Senate bills.

House Fails to Override Veto of Right to Work Bill (HB 116)

During the 2015 regular session the House and Senate had worked together to send Right to Work legis-lation to the governor’s desk for the first time in the history of the state. The governor then vetoed the bill, which set up a much-discussed and much-anticipated vote to enact the bill into law despite the governor’s objections. As a CPA, I tried to look at the numbers and the data and take the emotional part of the issue out of the equation. As stated in the opinion piece entitled "The Right-to-Work Advantage" in the Wall Street Jour-nal (4 March 2015) "According to data from the Bureau of Labor Statistics, from 2003-13 states with such laws increased their employment rolls by 9.5%—nearly three percentage points more than the national average and more than double the growth in non-right-to-work states. These weren’t average jobs, ei-ther. They were good-paying positions with increasing wages. Personal incomes in those states grew 12% more than in states without right-to-work protections during that same 10-year period, according to a 2014 study by the American Legislative Exchange Council. Once cost of living is considered, right-to-work states have 4.1% higher per capita personal incomes than non-right-to-work states, according to a 2013 analysis by the Michigan-based Mackinac Center for Public Policy. These better jobs and growing

incomes also lead to stronger economic growth. According to data from the Bureau of Economic Analysis, the economies of right-to-work states grew about 10% more than non-right-to-work states between 2003 and 2013. That amounts to billions of dollars in additional economic activity—made possible in no small part by giving employees the simple right to choose whether to join a union. According to the American Legislative Exchange Council study, from 2003-13 the population of right-to-work states grew by 3%—nearly quadruple the national average of 0.8%. Non-right-to-work states saw their populations decline by 1.1% over the same period. That is no coincidence. People like more jobs, higher pay and faster economic growth—and they’re willing to move to right-to-work states to find them."

General Assembly Overrides Governor’s Veto of Unemployment Reform Bill (HB 150)

During the 2015 regular session the Missouri House successfully completed an override motion on the gov-ernor’s veto of legislation that supporters say will keep Missouri’s system of unemployment financially sta-ble. Because of a filibuster, the Senate was shut down in the final week of session and was unable to com-plete the override motion. Wednesday evening, members of the Senate finally completed the override to enact into a law a bill that will link unemployment benefits to the rate of unemployment, and ensure the state keeps more money in the unemployment trust fund.

Supporters of the bill say it is meant to protect the state’s unemployment system from insolvency in the event there is another economic downturn. Missouri is the only state that has been forced to borrow money from the federal government to pay for unemployment benefits during each of the last five economic down-turns. Borrowing federal dollars has the added negative impact of taking away a portion of a federal tax credit businesses normally receive.

Opponents say the change will make it even more difficult for unemployed Missourians to obtain the finan-cial support they need to pay their bills and keep food on the table. They say it will make the length of Mis-souri’s unemployment benefits one of the shortest in the nation.

The legislation is designed to make sure the state has enough money in its unemployment trust fund so that businesses don’t have to pay a penalty. Specifically, it will increase the minimum amount of money in the fund before employers’ contribution rates decrease. For example, Missouri businesses would see their contribution rates decrease by 12 percent if the fund has a balance greater than $870 million.

The bill also ties unemployment benefits to the average unemployment rate so that more benefits are avail-able when unemployment is high. If the state were in a position of high unemployment (9 percent or higher) benefits would be available for 20 weeks. In periods of low unemployment (lower than 6 percent) benefits would be available for 13 weeks. Supporters noted that a similar system is already in place in states like Georgia and Florida. They call the change an important step toward ensuring Missouri can afford to help its citizens during times when they are without work.

House and Senate Override Bill to Prevent Undocumented Immigrants from Receiving A+ Scholar-

ships (SB 224)

Another bill now set to become law is meant to ensure scholarship benefits through the state’s A+ Schools Program are received only by young people who are legal residents of the United States. Specifically, the bill requires a student to be a United States citizen or a permanent resident in order to receive benefits.

The impetus for the legislation was a decision by the Missouri Department of Higher Education to allow stu-dents who are lawfully present, but not legal residents, to receive A+ scholarships. The decision applies di-rectly to students who are part of the Deferred Action for Childhood Arrivals program that allows children who were brought to the United States illegally by their parents to stay and legally live, work and study.

Supporters of SB 224 say the bill ensures the limited amount of scholarship money in the A+ program will be reserved for legal Missouri residents. They say it is unfair to Missouri families to see diminished scholar-ship amounts for their children because the dollars are instead going to young people who are not legal

residents. Opponents of the idea say it is an attack on young people who are in the country illegally through no fault of their own. They say the legislature should work to increase funding for the A+ program so all children can benefit.

The A+ Scholarship program allows Missouri high school students who have met certain requirements to receive state-funded assistance to attend participating public community college or vocational/technical school, or certain private two-year vocational/technical schools. The program allows thousands of Missouri students to pursue a college degree each year.

General Assembly Acts to Ensure Uniform Minimum Wage (HB 722)

The House and Senate also collaborated Wednesday to overturn the governor’s veto of legislation meant to keep minimum wages in municipalities throughout Missouri at a rate that does not exceed the state standard.

Supporters of the bill have said a uniform minimum wage is important to provide a level playing field for em-ployers and employees around the state. They say the bill is simply a clarification of existing law, which prohibits cities from raising the minimum wage. Opponents say the bill is an attack on local control and an infringement on the rights of municipalities. They also say higher wages for Missourians can only have a positive impact on the economy.

In addition, the bill that will now become law ensures Missourians will continue to have the choice of paper or plastic bags at the grocery store. The bill specifies that all merchants doing business in this state must have the option to provide customers with a paper or plastic bag for any item or good purchased. The bill also makes it clear that a political subdivision cannot impose any ban, fee, or tax upon the use of paper or plastic bags.

Other Bills Now Set to Become Law

HB 618 - Changes the laws regarding the disposition of human remains. Expands the types of medical pro-fessionals who can attest to a cause of death, to include physicians’ assistants, assistant physicians and advance practice registered nurses.

HB 878 - Specifies that the Department of Public Safety must have the authority to commission corporate security advisors and establishes procedures to do so.

HB 1022 - Authorizes a return of premiums paid by insureds.

HB 1098 - Changes the laws regarding trust companies.

SB 20 - Creates a state and local sales and use tax exemption for material, machinery, and energy used by commercial laundries in treating or cleaning textiles.

SB 142 - Requires the Department of Natural Resources, when developing a state implementation plan, state plan, or non-point source management plan for submission to the Environmental Protection Agency, to prepare an implementation impact report in lieu of a regulatory impact report in collaboration with certain other state entities. The report will be delivered to the Governor, Joint Committee on Government Account-ability, President Pro Tempore of the Senate, and the Speaker of the House of Representatives along with the proposed plan 45 calendar days prior to submission to the Environmental Protection Agency.

SB 345 - Increases the fee that banks can charge consumers for loans of 30 days or more, to a maximum of $100. Limit now is $75.
