1.0 IntroductionThis technical memorandum summarizes observations made by CH2M HILL of theremedial investigation (RI) activities at the Tremont City Landfill Barrel Fill Operable Unit(BFOU) outside of Tremont City, Ohio. The RI field efforts were conducted by Haley andAldrich Inc. (H&A) for the Responsible Environmental Solutions Alliance (RESA).

Observations are summarized below for the different characterization and investigationactivities that were conducted during the two phases of RI field efforts. Site photographs areincluded in Attachment A.

3.0 Field Activities Observed

3.1 Background Soil SamplingSoil samples from the 10 proposed background locations were collected north of the BFOUon October 8 and 9, 2003. Overall, the subsurface soils were dry, except at one location(furthest northwest), which had a thin 2-inch layer of saturated silt. In addition, some near-surface buried refuse was observed at one location.

3.2 Background Soil vaporThe vapor survey was completed at the 10 proposed background locations on October 9 and10, 2003. The vapor survey detected total volatile organic compounds (VOCs) at 6 of the 10locations. The results were used to determine the trigger level that would require soil gassamples to be collected for laboratory analysis. In addition, because of elevated readings oforganic vapor that were measured using a photoionizarion detector (FID) at the backgroundlocations, soil gas samples were collected on October 27 from two of the backgroundlocations (SG-2 and SG-4) for laboratory analysis.

3.3 Soil Gas SurveyThe soil gas survey was conducted at each of the waste cells between October 14 and23, 2003. Samples from 19 locations exceeded the trigger level (18.8 parts per million [ppm]);samples from these locations were collected and submitted for laboratory analysis.

3.4 Cover Evaluation and Cover Thickness MeasurementsSoil cover thickness borings ranging from 4 to 8 feet in depth were completed onOctober 27, 2003. Visual observations of the soil cores did not indicate that the nativematerial had been encountered.

3.5 BFOU Soil SamplingSubsurface soil samples were collected from six (N-2 to N-5, N-9, and N-10) of the nineproposed locations. All of the locations drilled were outside of the cell areas. Borings werecompleted to depths of 12 to 18 feet with water encountered at about 15 feet.

3.6 Test Pit Excavation Activities

3.6.1 Cell A-8

Cell A-8 was initially investigated between October 20 and 23, 2003, with three test pitsexcavated to depths of between 8 and 12 feet. No drums were encountered.

Excavation at this cell resumed on December 17, 2003. From this cell, 10 drums weresampled and organic vapors from drums were not detected using the flame ionizationdetector (FID). The vertically-stacked drums were encountered at a depth of 16.5 feet. Theywere observed to be intact, but rusted and dented. The drums were sampled from a test pitthat was about 20 feet long north to south and about 15 feet long east to west. No seepingwater was observed during test pit operations. The bottom of the cell was not determined orsampled because of time restraints.

3.6.2 Cell B-7Cell B-7 was initially investigated between October 23 and 27, 2003, with three test pitsexcavated to depths of 8.5 feet. No drums were encountered.

Test pit activities resumed at this cell on November 18, 2003. Liquid with a visible blue-graysheen was observed in the cell at about a depth of 14 feet and a sample of the liquid wascollected. Vertically stacked drums were encountered at about 14 feet below ground surface(bgs). Markings were observed on the lids of 2 of the 20 drums that were encountered in thecell. The first lid contained the word "Perchloroethylene" and the other contained writingthat might have indicated a waste code. Ten drums were sampled and the FID headspacereading of these samples ranged from 8.2 to 2,000 ppm. The cell boundaries were notverified during this excavation. As excavation activities continued to the west, the drumswere no longer found in an orderly vertical position—some were lying on their side atdifferent angles. The test pit was backfilled without the sidewall and the shelby tubesampling. In addition, because of the vertical arrangement of the drums and the possibilityof an environmental release, the cell was not excavated to depth.

3.6.3 Cell F-7Excavation at cell F-7 began on October 28, 2003, and consisted of two test pits. The first testpit was excavated to a depth of 8.5 feet and was roughly 12 feet in length. Liquid seeped infrom the eastern wall and about 150 gallons were removed before the test pit wasabandoned. A second test pit, excavated north of the initial test pit, was 7.5 feet deep androughly 20 feet in length. No drums were encountered.

3.6.4 Cell C-3Excavation at cell C-3 began on October 29 and continued to November 17, 2003. Duringinitial operations some metal was encountered at the limits of the backhoe (10 feet). Afterthe excavation was benched, a foreign black fibrous material surrounded by stained soil wasobserved in the southwest corner of the test pit and a FID reading of 18 ppm was recorded.Drums were encountered at a depth of about 10 feet. The drums were lying on their sides inan east-west orientation, 18 of which were uncovered, and about one-third were breachedeither during the excavation or when they were placed in the cell. All visible perforationswere patched. From this cell, 10 drums were sampled; 7 liquid and 3 solid samples were

obtained. The highest FID reading recorded was 2,193 ppm. On November 12, 2003, the testpit filled with rainwater during the evening. Brownish-black nonaqueous phase liquid(NAPL) was observed on top of the water, and it covered the surface of the drums and thesoil when the test pit was drained.

A deep test pit was excavated on the east side of the cell to a depth of 27 feet, the point atwhich the soils were thought to consist of native material. At 20 feet bgs, visibly impactedsoil was observed and sampled for analysis. At 25 feet bgs, water entered the test pit from aseep in the sidewall. The water was allowed to accumulate and sampling was attemptedusing a disposable sampling bucket attached to the backhoe bucket; this method failed.Instead, the backhoe bucket (which had not been decontaminated) was submerged into thewater and the water sample was collected out of the backhoe bucket. A shelby tube wastaken at a depth of 27 feet. Although this test pit was used to define the depth of the cell, thebottom (seventh) drum layer was only partially exposed.

3.6.5 Cell D-7Excavation at cell D-7 began after the completion of cell C-3 and continued toDecember 17,2003. From the test pit, 10 drums were sampled—7 liquid and 3 sludge sampleswere obtained—and the FID headspace readings of the samples ranged from 0 to 3,010 ppm.The drums appeared to be intact, but they were rusted and dented and one drum had nolid. The eastern edge of the top layer of drums was determined, but, after digging deeper,drums were found at a lower level farther east. The southern edge of the excavation waslocated when the adjacent cell (B-8) was encountered. Some NAPL was observed on thewater in the eastern portion of the test pit.

The deep test pit was excavated on the east side. Initially, the excavation debris consisted ofwood and metal buckets (about 5-gallon). The scraping of the backhoe bucket on drums washeard and one drum lid was brought up among the other debris. After hitting debris at thislocation, the excavation was moved to a location farther east where foreign materials werenot encountered. The eastern test pit was excavated to a depth of about 24 feet (12 feetbelow the top of drums). At this depth, seepage problems made the working conditionsunsafe. The excavation exposed four layers of drums in D-7 and one and half drum layersfrom the next cell to the east.

3.6.6 Cell B-10Test pit activities were reported by Greg Laird/H&A. Test pit activities started at this cellthe week of January 6, 2004. The test pit was excavated to a depth of 4 to 5 feet. At thisdepth, a reddish material (reported by H&A to be asbestos) was observed and was visuallyidentified by the backhoe operator for Proterra (the subcontractor). The test pit was moved15 to 20 feet west of the original test pit, and the same material was observed at a similardepth. The test pit was then moved 15 feet north, and the material was encountered again atabout 4 to 5 feet bgs. Because the material was encountered at about the same depth at allthree excavations, it was assumed that the material is widely distributed over the area andthe excavation of Cell B-10 was abandoned.

3.6.7 CellA-11

Test pit activities were conducted at this location following the abandonment of Cell B-10.The tops of drums were observed at 12 to 13 feet bgs at the access road. The drums werevertically stacked and 20 to 30 drums were exposed. Some of the exposed drums hadidentification information available, which was recorded by H&A. From the exposeddrums, 10 samples were collected and the cell was backfilled. No seep water was observedduring the test activity at Cell A-ll.

3.7 Clay Barrier Wall EvaluationEvaluation of the clay barrier wall began on December 29, 2003, with the excavation of an80-foot-long, 8-foot- deep trench aligned in an east to west direction. The trench wasexcavated from about 13 feet from the fence proceeding west. The lithology of thesubsurface materials encountered in the majority of the trench appeared to be a tan-brownclay. In the area of greatest slope near the barrel fill, the soils turned to a hard gray clay,consistent with observations made during test pit operations in the barrel fill.

Two other trenches were excavated in the same orientation further south of the originaltrench. Neither showed any visible signs of a clay barrier wall in this area.

3.8 Monitoring Well InstallationTable 2 summarizes the observations of the monitoring well installation activities.

3.9 Monitoring Well DevelopmentMonitoring wells were developed by purging the well of at least 10 well volumes. Duringdevelopment, field parameters were collected for temperature, pH, conductivity, turbidity,dissolved oxygen, and oxygen reduction potential. Turbidity readings for the majority of thewells were high, often exceeding the limits of the multiparameter meter.

During well development, headspace readings were also recorded using a FID. Of the wells,five had detected headspace readings. The wells and the readings are listed in Table 3.

3.10 Aquifer TestingH&A prepared for aquifer testing and the first pump test was initiated on the morning ofJanuary 19, 2005, using a Grundfos® pump, a 220-volt pump controller, and a YSI650 formonitoring groundwater parameters. CH2M HILL staff went to the site on January 20and 27, and February 15 to observe the aquifer testing. The following information wasobtained from H&A regarding these three tests:

The first test of the 1,075-feet (lower) sand unit began on January 19,2005, at the HPW-2 well.

• The pumping rate was about 750 milliliters per minute (mL/min) with a stable waterlevel at about 49 feet bgs (originally, water depth was around 46.9 feet).

• The purged water was clear with no visible turbidity.

• Minor drawdown was observed in wells screened in the 1,050-feet sand unit (between0.05-0.11 feet).

• The 1,075-feet sand unit wells exhibited some increase in water level since the test began.

- The pumping was completed on Sunday, January 23, 2005, and recovery of waterlevels monitored.

- The second aquifer test began on Thursday, January 27, 2005, at the HPW-1 welllocated within the 1,075-feet (lower) sand unit.

• Pumping stabilized late in the day at about 700 mL/min.

• Minor drawdown was observed in wells screened in the upper 1,050-feet sand unit thatvaried between 0.05 and 0.14 feet.

• As seen in the previous test, the wells screened in the 1,075-feet (lower) sand unitexhibited minor (0.05 feet) water level increase towards the end of the testing.

The second pump test ended on Wednesday, February 2, 2005. Monitoring of sitewide waterlevel recovery began that afternoon and lasted until Friday, February 4, when water levelsstabilized near pretest levels.

The third (and final) aquifer pumping test began on Tuesday, February 15, 2005, at theHPW-7 screened in the 1,075-feet (lower) sand unit. This was also the day that Shawn Fiore,Dave Hagan, and Mark Pomfrey (all of H&A) led a site visit with Ronald Murawski and JylLapachin (U.S. Environmental Protection Agency [USEPA] and Ohio EnvironmentalProtection Agency [OEPA], respectively) and Drue E. Roberts (CH2M HILL).

• The pumping rate stabilized at 1,325 mL/min in the afternoon of February 15, 2005.

• Minor drawdown was observed in the upper 1,050-feet sand unit well that variedbetween 0.05 and 0.20 feet.

• Pumping was completed for the third aquifer test on March 4, 2005.

3.11 Monitoring Well SamplingThe Phase 1 groundwater sampling effort was observed on April 16, 2004. The groundwatersampling was performed using ultralow flow technology. Field parameters similar to thosecollected during well development were recorded while purging. The samples wereanalyzed for the analytes identified in the Field Sampling Plan (FSP).

On March 7, 2005, after the completion of the aquifer pump tests, a final round ofgroundwater sampling was observed. Field parameters similar to those collected duringprevious sampling rounds were recorded while purging. The samples were analyzed for theanalytes identified in the FSP.

4.0 Problems Encountered/Solutions4.1 Soil Vapor Survey

The process of soil vapor sampling was discussed with OEPA and H&A onOctober 10, 2003. The issue discussed was whether the soil vapor sample was intended to becollected from only the bottom interval (that is, at a depth of about 5 feet) or from the entiresoil column (at depths of 0.5 to 5 feet). The process that was agreed upon included drivingthe probe to a depth of about 5 feet, sealing the top of the hole with bentonite, and purgingand drawing the vapor sampling into a tedlar bag for field screening.

4.2 Soil Cover EvaluationSoil cover evaluation borings were not performed to the depth of native soil. This problemhas not been rectified.

4.3 Monitoring Well InstallationOn October 23, 2003, the drilling at well Cluster 6 was shut down due to problems withcontaining water from drilling operations. The water was flowing toward the creek. Thedrillers resolved the problem by obtaining a different tub, and drilling was resumed laterthat afternoon. However, a layer of gray sediment was observed coating the creek bed to atleast the northeast corner of the BFOU fence —it was obvious that the source was the drillingat Cluster 6 and the H&A staff was notified of the problem. Unfortunately, heavy rainwashed the sediments downstream before the problem could be addressed.

On November 3, water was observed leaking from the drill rig during drilling operations atCluster 6. The leak was mitigated through the use of a holding pool that was emptiedperiodically. This method prevented the water from entering into the creek area.

4.4 Test Pit ActivitiesOn November 24, 2003, CH2M HILL received an electronic copy of a memorandum,prepared by H&A regarding waste characterization activities at the Tremont City Landfill,from USEPA. In the memorandum, H&A presented findings of the investigation andconcluded that the objectives of the waste characterization have been met and thatadditional test pits and drum sampling were not considered necessary. CH2M HILLparticipated in a conference call with USEPA and OEPA to discuss whether the proposeddeviations from the FSP were appropriate. A second conference call was conducted thatincluded H&A and other representatives of the potentially responsible party (PRP) group.During the call, USEPA and OEPA expressed their concern that the objectives of the wastecharacterization had not been met and that work needed to be performed in accordancewith the FSP.

On December 3, 2003, CH2M HILL received an electronic copy of the revised memorandum,prepared by H&A, from USEPA regarding waste characterization activities at the TremontCity Landfill. Comments on the revised memorandum were submitted to USEPA onDecember 10 and discussed with the work assignment manager (WAM) on December 11.

4.5 Impacted Soil AreaOn January 9, 2004, a 20- by 30-foot area of soil was impacted by an overflow of the Fractanks storing the investigation-derived waste (IDW) water for the project. The aerators,which were installed in each Frac tank to prevent the IDW water from freezing, caused theliquid in both tanks to froth up and overflow. The impacted soil from this overflow wasexcavated down to a depth of about 1 foot, placed on plastic ground sheeting, and covered.An analytical sample was taken to determine the extent of contamination within theimpacted soil. H&A submitted analytical results for the stockpiled soil sample onFebruary 5,2004. The analytical results were reviewed and the findings were discussed withUSEPA and OEPA. Additional information pertaining to the evaluation of the stockpiledsoils was submitted by H&A on February 17, 2004. The major issue was whether the results,based on the concentrations of Target Analyte List (TAL) and Target Compound List (TCL)analyses, were sufficient to determine where the stockpile soils should be disposed of. Theevaluation of the analytical results, based on the "20 x Rule," indicated that the soils wouldnot likely exhibit toxicity characteristics that would cause it to be hazardous.
