  • CF116 - BACKGROUND & SCOPE

    Project Inception & Studies

    � Requirement stemmed from environmental and health considerationspertaining to raw wastewater discharges to sea.

    � These concerns were initially addressed in 1975 when the MediterraneanAction Plan (MAP) was adopted. This was followed by the Barcelona‘Convention for the Protection of the Mediterranean Sea’ in 1976. Maltaratified both these agreements.

    � A Sewerage Master Plan (COWI 1992) was drawn up to appraise the island’swastewater transmission and treatment infrastructure. A number of projects wereproposed to strengthen the key collection and transmission network. Therequirement for three new wastewater treatment plants was identified at theheart of this plan.

    � The Sewerage Master Plan was subsequently revisited during 2000 through afeasibility study focusing on the South of Malta (Sewerage InfrastructuralUpgrading in the South of Malta – KOCKS 2000 ). Study took into account theprevailing situation of the sewerage network and elaborated further on a numberof alternative wastewater transmission and treatment options.

    Sant Antnin Wastewater Treatment Plant

  • � Plant has been in operation since 1982.

    � The plant underwent an extensive refurbishment in1998. Civil Works, Mech/Elec equipment renovation andintroduction of automation.

    � Currently treats an annual average of 4,000-5,000m3/day of sewage a day, meeting the irrigation waterdemand of circa 240 hectares of arable agriculturalland.

    � High conductivity effluent (10,000 microS) is an issuethat will be addressed via projects targeting seawaterinfiltration and the NEW water reclamation plants.

  • Circa 80% of wastewater produced on the island was formerly discharged through a 700m submarine outfall at WiedGħammieq next to Rinella in Kalkara.

    Malta South Situation before June 2011

  • When the sewage pumping station at Wied Għammieqpumping used to malfunction, the situation worsened andthe whole shoreline extending all the way to Żonqor Point(Marsascala) was contaminated.

    Former sewage pumping station atWied Għammieq. Station was 30years old and in need of replacement.

    The coastal area was characterized by regular crude sewage discharges

    Project Components

    The KOCKS 2000 Feasibility Study identified the following projects forstrengthening the collection system (UWWD 91/271/EC – Article 3) andtreatment (Article 4) of 80% of wastewater generated by the MalteseIslands, and namely:

    1. The construction of a new 500,000 PE Urban WWTP at Ta’ Barkat inXghajra

    2. The construction of a new wastewater pumping station at Rinella inKalkara

    3. The upgrading of an existing wastewater pumping station in Xghajra.

    4. Construction of a new 1.7 km gallery from Rinella to Barkat

    5. Construction of a 1 km submarine pipeline

    The above interventions formed the final scope of Project CF116 –Cohesion Fund Programme – 2007-2013.
