There are still too many areas in the complex left in the dark at night because of faulty outside garage lights, or from residents simply leaving them switched off. These dark areas definitely poses a security risk to everyone, so please make sure your outside garage lights are in working order and switched on at night. Faulty/blown outside garage bulbs must be fixed/replaced by the occupants, it is not the responsibility of the Home Owners Association. It’s been a busy few months since the last one, so as per usual there is a host of topics that needs to be covered. Before we get into it we’d like to once again take this opportunity to welcome all new owners and tenants, we hope your stay here is enjoyable and stress free.

Lighting and Security will always be one of the most important items on our list, and for that reason we want to ask that residents stay vigilant and keep their units secure at all times. Remember, it’s always better to be safe than sorry.

Main Gate and Intercom System

Please remember that an open gate is as good as an invitation to criminals. Always make sure that the gate closes completely when entering or exiting the complex.

Take note of all the important notices on the gate, these notices should be treated as rules and not requests. Please report any faults with the gate or suspicious activity to one of the trustees immediately.

In order to open the gate you must answer the call to confirm you know the person at the gate (even if you are not at home - cell phone only) before pressing “1”, “8” or “9” on your phone to open the gate. These calls are charged per second, see “Breakdown of costs incurred by Gate Access” for more details.

Ending the call without pressing one of these numbers will not open the gate. The system also allows you to open the gate by giving it (074 584 7100) a missed-call (no charge). Only cell phone numbers programmed into the database will be able to open the gate.

Note - This can only happen if your number is programmed into the system and your cell phone is not set on “private” (caller- id must be on).

All residents who has not completed a “contact details” sheet yet, or those residents who moved to new units must please fill in the “contact details” sheet below and drop it off with any of the Trustee’s as soon as possible.

Note: o any/all residents (children included) that would like to open the gate with their

cell phones must be added to the list o only cell phone numbers filled in on the contact sheet will be able to open the gate with a missed-call o gate access via missed-calls from all cell phones are logged with date and time

for security reasons Breakdown of costs incurred by Gate Accesso Opening the gate via missed-calls is free.o Calls from the gate intercom to the assigned numbers will be per second billing @

1.65cents per second.o Each unit will get 100 seconds call-time free of charge. (10 x 10 second calls or 5 x 20 second calls)o If your call only lasts 2 seconds, you’ll have 98 seconds remaining.o Any calls over and above the allocated free 100 seconds, will be for your account.o Extreme usage scenario: assuming you get a lot of visitors (3 visits a day) and you have a permanent household that comes in everyday. If each call lasts 20 seconds it will amount

to 2400 seconds. (4 per day = 120 per month @ 20 seconds a call)o The first 100 seconds will be free, the remaining 2300 will be charged at the above rate

and will amount to R37.95 per month.o Remember that regular visitors like domestics or family members can be programmed into

the system which will allow them to open the gate with a missed-call instead of phoning your unit from the intercom.

*Payment methods have not been finalised yet, since no-one has incurred any additional costs since the inception of this system in September of 2012.

Grass Cutting

Grass cutting normally happens every 2nd Thursday, but there are exceptions to the rule. A notice board has been put up by the main gate which indicates when the next cut will be. This date will be changed on the day of the grass cutting, giving everyone enough time to arrange that one of the side-gates to your back yard is unlocked on the day of the next grass cutting.Uncut grass leads to the breeding of ticks and

fleas and is therefore compulsory that grass be cut on a regular basis. Units found not unlocking their gates on the days of the grass cutting services and leaving their grass to grow out of control for long periods of time will be dealt with accordingly. Please note that only the grass and the edging thereof will be cut. Grass and weeds growing out of paving or from the vibracrete walls will not be cut and is the occupants’ responsibility to maintain. Remember to pick up dog faeces and stones from grass on the day of the grass cutting. This is not part of the grass cutting services’ contract and they will cut around these areas if left on the grass by the occupant.

Gardener

Weeds are increasingly becoming a problem and since everyone’s grass is being cut by the same machines the problem is spreading. The complex gardener has successfully eradicated weeds from the two corner open grass areas on the common property as well as a couple of individual units by spraying Turfweeder on the affected areas on a regular basis. We encourage everyone to spray their individual lawn with turfweeder.

A special levy of approximately R100 maybe be raised (month of special levy to be confirmed via additional communication) in order to purchase enough Turfweeder to treat all the grass in the complex, including individual units. The gardener will be used on a rotational basis and notices will be sent out in advance to units so side-gates can be left open on the days of spraying.

Fire Extinguishers

Although this is covered in Section 6.4 in the “Ceri-Leigh Home Owners Association Rules” document, we would like to remind everyone that having (and knowing how to use) a fire extinguisher is mandatory.

Fire safety measures are extremely important to protect your property and prevent loss of life. Since the

units in the complex are situated closely to each other, they affect each other’s risks associated with fire. We recommend that the mandatory fire extinguisher be kept in the garage, where it is easy accessible by anyone, preferably mounted against one of the walls. Having an additional one inside the house is optional, but still advised.

Always be prepared for a fire emergency.Please inform the HOA whether you have an Fire Extinguisher installed or not.

CHILDREN TRESPASSING // VANDALISING PROPERTY

It has been brought to the attention of the Trustees that children are trespassing onto other Residents yards, vandalizing the premises and removing items that do not belong to them.

This type of activity is totally unacceptable and any child identified in this activity will be reported to the parents. The Trustees would expect the children to be disciplined accordingly. If the parents are not the Owners of the Unit, the matter will be reported to the Owner with a view of the Owner taking urgent steps to prevent this from happening.

The Trustees appeal to all parents to please speak to their children in this regard.

“Beautifying” the Complex

The process of “beautifying” the complex is a slow and continuous task, but we are doing everything we can to make it more aesthetically pleasing.

The flowers in front of the gate house (street side) have taken beautifully and have created an eye catching entrance to the complex. The small trees donated by one of the residents have been planted alongside the road leading into the complex and made the once empty driveway much more inviting.

We are also seeing more and more units uplifting their front gardens creating an overall feel of peace and harmony throughout the complex.

Remember that the front garden (flowers etc.) of each unit is the occupants’ responsibility, only the grass will be maintained by the HOA.

Please keep it tidy and neat.

Refuse Removal

Refuse may be placed outside your unit by your garage on Mondays, Wednesdays and Fridays before 07:30 for collection. No refuse must be put out after collection (08:30) but held over till the following collection day.

Units are provided with 10 municipal bags every 3 months. Refuse left in the courtyard behind your gates will NOT be collected. Only municipal size plastic bags and flattened / folded card board boxes are acceptable. Garden refuse and plastic shopping bags is not acceptable. The rolling garage door on the street side of the

gate house will be kept locked at all times due to night sleepers messing up the bins inside the refuse house.

Two big black NMBM bins have been placed inside the complex by the gatehouse should you wish to dump your refuse over weekends or any other time. Please do not dump anything on the ground, but inside the bins provided. Again, only the normal refuse bags or flattened card board boxes are allowed to be placed in the bins by the gate house. People caught dumping refuse outside the gate house on the ground and not in the bins provided will be dealt with accordingly.

Projects in progress:Post Boxes: HOA has approved and appointed a contractor to start repairing the post boxes. The damaged and weathered wood will be replaced and new locks will be installed. The current newspaper box will also be replaced and all wood coated to prevent water

damage.

New Lights around Post box area: The faulty electrical connection to the Post box side of the entrance will be repaired and

new lights installed to light up both sides of the post box area.

Kids Play area: We are in the process of finalising the details

for a Jungle Gym and Swings to be installed to assist with keeping the kids entertained. It also creates a safe environment for them to play in and also adds to the value of all our properties.

Safety and Speeding

Even though this topic comes up in every newsletters, there are still some people speeding dangerously, putting other people’s (and especially children’s) lives in danger. Please obey the 20km/h speed limit and be alert as there are many young children staying and playing inside the complex. Necessary steps will be taken by the Home Owners Association Trustees against persons not abiding by this very simple rule.

WhatsApp

We’ve created a “Ceri-Leigh Manor” group on the instant messaging app (Whatsapp) since it can host 50 members in one group. Being part of the group one can send messages to the group about attempted break-ins, faulty gate, emergencies or whatever. Please contact Johan Vorster (details on the main page) if you wish to be added to the group. You’ll need WhatsApp installed on your mobile phone.

Cats and Dogs

As a friendly reminder, please ensure that no pets disturb any of your neighbours unnecessary. We are aware that dogs bark and cats roam. Bearing this in mind, we request that you quieten your dogs and limit your cat’s movements during the times that you are at home.

Please remember that dogs are not allowed to roam around the complex unattended. Dogs must be kept on a leash at all times in the common property and any mess they make should be cleaned immediately.

No new pets are allowed into the complex without consent from the Home Owners Association. If you haven’t yet completed a pet-owners form for any of your pets (new or old), please complete the pet owners form which can be found at the end of the communication letter and return to one of the Trustees.

Standardised Colours for the Complex

The age of the complex is reaching its 8th year and signs of deterioration are starting to come through. Paint is starting to crack and flake, especially on the window sills of most of the units in the complex. This will lead to water seeping in and structural damage will eventually be the next problem.

In order to keep up the market value of all units in the complex as a whole, it is recommended that owners start looking at repainting their units. We would prefer that this be done by owners before deterioration reaches a stage where the HOA needs to step in and start raising special levies.

In order to keep all units inside the complex looking the same, a standard colour scheme has been identified. Please use the following specifications:

Paint obtainable from Dulux Paint & Paper in Cape road and the Genkem Imbuia Nova 16 from Jacks Paint in Hugh Road Walmer or from Builders Warehouse.

Please note that the Paint Deadline has been extended to the 28 February 2015

1. Dogs must be spayed or neutered;

2. The animal is allowed out of the owner’s section only when under the control of a responsible person - dogs must be leashed;

3. The animal is not allowed under any circumstances, to enter any other owner’s section without the permission of that owner;

4. If the animal should soil any part of the property, the owner shall immediately clean up and remove any mess so that the area is left in a clean and hygienic state;

5. Litter boxes should be used for cats;

6. Dog pooh must be picked up the day prior to the lawn cutting, it is not the task of the cutting service to pick it up - lawn will not be cut on the spot where it hasn’t been picked up;

7. Animals is not allowed to create a nuisance or disturb other owners / occupants by excessive barking, howling etc. - undue nuisance will result in the withdrawal of permission to keep the pet under complaint;

8. The area in which the animal is kept must be maintained in a neat and clean state and must, under no circumstances, have an adverse effect on neighbouring properties either from an aesthetic or an hygienic aspect;

9. It is the responsibility of the owner/agent to ensure that the tenant(s) are made aware of these requirements;

The Applicant hereby also acknowledges that, in the event of the death of the pet for which permission is applied for herewith, a replacement pet may not be kept under this application.
