Alternatives to TMDL/BPA
Methods the responsible parties would foreseeably use to comply with the
TMDLs;
Reasonably foreseeable significant environmental impacts associated with
those means of compliance;
Reasonable alternative means of compliance that would have less
significant adverse environmental impacts; and
Reasonable mitigation measures that would minimize any unavoidable
significant adverse environmental impacts associated with the means of
compliance.

TMDL
A TMDL is composed of two components: Technical TMDL (calculation)
Implementation Plan
11
![Page 12: CEQA Scoping Meeting - California...2013/01/10 · January 10, 2013 1 AGENDA Thursday, January 10, 2013 9:30 am - 12:00 noon 1 Welcome, Introductions, Purpose of Meetings – Charles](https://reader035.vdocuments.mx/reader035/viewer/2022071409/61039e48ef77275b7a752392/html5/thumbnails/12.jpg)
Technical TMDL
A TMDL is the maximum amount of the pollutant of concern that a waterbody can receive and still attain water quality standards.
TMDL = Σ WLAs + Σ LAs + MOS
WLAs - for point source discharges
LAs - for nonpoint source discharges and background
MOS - margin of safety
12
![Page 13: CEQA Scoping Meeting - California...2013/01/10 · January 10, 2013 1 AGENDA Thursday, January 10, 2013 9:30 am - 12:00 noon 1 Welcome, Introductions, Purpose of Meetings – Charles](https://reader035.vdocuments.mx/reader035/viewer/2022071409/61039e48ef77275b7a752392/html5/thumbnails/13.jpg)

water quality standards
Meet water quality objectives
Protect beneficial uses
Quantitative measure for meeting WQOs
Numeric WQOs, or
