Summary of Program Highlights The Centre for Military and Strategic Studies (CMSS) Security and Defence Forum (SDF) Program at the University of Calgary (U of C) remains committed to promoting and developing excellence in military, security and defence studies, and elevating its profile as a leading Centre of Excellence in North America. The Centre remains committed to the promotion of advanced research, teaching and outreach, and nurtures a healthy interest in security and defence-related issues among Canadian students as well as the general public. On the U of C campus, the Centre continues its close cooperation with the Faculty of Arts, the Faculty of Graduate Studies, the Departments of History, Political Science, and Anthropology, the Israeli Studies Program, the Arctic Institute of North America, and the School of Public Policy. The Centre welcomed a number of new fellows this year from Geography, Art, Law, and Communication and Culture. The Centre’s faculty, associates and graduate students sustained a strong publication record and remained active in print, broadcast, and radio interviews with the media, raising the profile of the Centre and the SDF program. Recruitment for a joint appointment with CMSS and the Department of Anthropology to replace Dr. Anne Irwin, former Chair in Civil Military Relations, who retired in June 2010 is underway. The Centre was pleased to host Dr. Or Honig, J.L. Granatstein Post-Doctoral Fellow for a second year and exchange students from the Helmut Schmidt University, University of the Federal Armed Forces in Hamburg, Germany. Graduate students remain a high priority for the Centre, both in providing competitive funding packages and in creating opportunities for conference participation and research travel. Admission offers for September 2010 have been made to MSS and PhD applicants from across Canada and abroad. The Centre was delighted to place its first two Coop students with Raytheon Canada in January 2011. The Centre continued its support of the Calgary Model United Nations Team (UCMUNT) and the 13th annual Strategic Studies and Security Consortium Student Conference, “Strategy, Security and Defence: Expanding the Discourse”.

The Centre provided teaching and research support for the peacebuilding, development and security program. The project’s goals include the production of operational frameworks and publications to improve coordination policies and practice amongst civilian and military agencies engaged in international missions. Cooperative relationships with the Royal Military College of Canada, the Canadian Forces Leadership Institute, DND Public Affairs, the Canadian Defence & Foreign Affairs Institute and other SDF Centres continue to benefit both faculty and students.

The Centre’s electronic open-access periodical, The Journal of Military and Strategic Studies (JMSS), is a leading academic journal in military studies in Canada, with a subscription base of over 3000 individuals, ranging from CF officers to students and journalists, and institutions across Canada and abroad. The Calgary Papers, a monograph series published by the Centre with the cooperation of the University of Calgary Press, will also be going on line with open access for its next issue, Canadian Arctic Sovereignty and Security Historical Perspectives, edited by P. Whitney Lackenbauer. The Centre co-sponsored, with the School of Public Policy, a publications series on international relations. Funding The Centre benefits from a combination of funding sources; specifically funding from SDF and external donations have provided support for Chairs, Doctoral and Masters scholarships, administrative staff, research and teaching, Postdoctoral Fellowships, publications, and conferences. This funding has been instrumental to the Centre’s success. Given the uncertainty in 2010-2011 regarding the continuation of SDF funding, the Centre planned for a worst-case scenario budget, ensuring a large carryover for 2011 in order to retain staff and graduate funding. The decision was made not to advertise a PostDoctoral Fellowship competition for the 2011-2012 year, given budget uncertainties. The Centre’s budget for 2010-11 totalled over $1 million. Graduate students were awarded more than $444,000 in scholarship and research awards. Funding from SDF, the University of Calgary, donations, and conference support, allowed the Centre to focus on teaching, research, and outreach activities. The University secured a $420,000 donation over three years from the Arthur J.E. Child Foundation in December 2010 to provide Masters and Doctoral Scholarships. A multi-year campaign to raise $20 million over the next five years, in cooperation with the Canadian Defence & Foreign Affairs Institute and the School of Public Policy is being launched. The primary goal of the Centre will be to create the next generation of policymaking or policy influencing leaders via an interdisciplinary graduate program, opportunities for Postdoctoral Fellows, and other teaching and research. 2011-2012 Priorities In support of the University’s strategic priority to enhance high-quality graduate programs, graduate students remain a high priority for the Centre. Recruiting high quality students and establishing a competitive funding package is essential for elevating the Centre’s profile as a leading Centre of Excellence in North America. Funding available through the SDF International and National Conference Funds assists considerably in recruiting top-quality graduate students and Postdoctoral fellows. Closer collaboration with CMSS Fellows, cooperation with RMC and other DND organizations, continues to be a priority for CMSS. Collaborative research projects to strengthen alliances with other institutions in Alberta, across Canada and internationally remains a priority for the Centre’s plans for research growth.

Finalizing an academic appointment to replace Dr. Anne Irwin, in conjunction with the Department of Anthropology, is a priority for 2011. The Centre plans to develop an effective social media marketing strategy that buildings greater awareness, engages conversation, increases web traffic, and improves internal communications. The Centre will be relocating to the Faculty of Social Sciences building, sometime in 2011, as part of the University’s Campus Planning initiative. Plans are underway to host a conference in November 2011 on the Canadian Combat Medical Corps, examining the use of Canadian military medical resources as a tool of foreign policy. The Centre will also be hosting a second summer Workshop, in cooperation with Helmut Schmidt University, in July 2011, examining the History of Strategy. Funding priorities for 2011-12 include increased funding for graduate students, conference and publication support, expanded teaching initiatives and collaborative research projects. Long-term funding solutions for the Centre remains a top priority for CMSS in the coming year and it is expected that an official fundraising campaign be launched in 2011. Observations SDF funding has been instrumental to the scholarly environment for graduate students and researchers at CMSS. SDF funding directly supports graduate students and post-doctoral fellows to present their research at scholarly conferences, and CMSS dedicates $15,000 annually in scholarship funding to CMSS students through SDF funding. SDF funds a portion of the administrative staff at the Centre and provides conference travel funds and thesis research awards to assist students in their academic careers. The CMSS faculty, staff, and students wish to acknowledge the ongoing support of the Department of National Defence, and particularly thank members of the office of the Directorate of Public Policy for their assistance. We appreciate and recognize the work of the SDF Selection Committee members in reviewing and providing feedback on the annual reports. The research, teaching, outreach, and educational opportunities at SDF Centres across Canada contribute significantly to the debate on defence and security issues facing Canada. SDF funding and recognition of this work is paramount to the continuation of the program. CMSS looks forward to being a leader in military, security and defence studies in the years ahead.

Introductory Section One – Mission Statement

What is the Centre’s mission statement? The Centre for Military and Strategic Studies (CMSS) is a research institute within the Faculty of Arts at the University of Calgary (U of C) and has been identified as a research strength at the University. Its purpose is to promote and develop excellence in military, security and defence studies. The Centre seeks to advance this mandate by: coordinating research programs relevant to international and national policy makers relating to military, security and defence issues; fostering informed debate through the organization of conferences, workshops and seminars that bring together academics, students, experts, policy makers, and the general public; providing educational opportunities for students through the Master of Strategic Studies (MSS) program, Ph.D. program and MSS Co-op program; providing opportunities for graduate and undergraduate students to advance their careers through engagement in research in a challenging and productive environment; disseminating the results of research through electronic publication; collaborating with colleagues and programs at the U of C, with Canadian institutes and centres, with institutions abroad, with departments in the Canadian government, and with regional and international organizations. The Centre’s research strengths include: Canadian military studies Civil-military relations Peacebuilding, development and security Unconventional warfare (includes terrorism and counter insurgency) Domestic/hemispheric security Ethics and morality in conflict Seapower/naval history Arctic security Strategic thought Israeli security studies American security studies The Director of the Centre is Dr. David Bercuson who works closely with Dr. Rob Huebert, Associate Director; Dr. Holger Herwig, Canada Research Chair in Military and Strategic Studies; and Dr. Patrick H. Brennan, Graduate Program Coordinator. The Centre is committed to its vision and program of activities, fostering closer working relationships with other SDF Centres and working in partnership with the Canadian Defence & Foreign Affairs Institute (CDFAI), the Arthur J.E. Child Foundation, and the School of Public Policy (U of C).

What is the relationship between the mission statement and the activities of the SDF Centre?

The Centre seeks to advance the study and understanding of military, security and defence issues through the following activities:

• curriculum development and teaching in support of the Master of Strategic Studies (MSS) program, Master of Strategic Studies (MSS) Co-op program, and PhD program;

• support for research, across disciplines, relevant to military, security and defence studies; • encouragement of informed scholarly and public debate on military, security and defence

studies; • organization of conferences, lectures and seminars; • participation in academic and public meetings to promote high quality, policy-relevant

research; • dissemination of information and materials to the academic and attentive public

communities in Canada and abroad regarding military, security and defence issues; and, • cooperation and coordination with university, government, non-governmental, and private

sector partners to broaden perspectives, share resources, and advance policy-relevant research and debate.

How do the activities undertaken in the current fiscal year match with those in the original five-year funding proposal? The following activities were undertaken in the 2010-2011 program year: • Major Themes of Research and Program Activities

o Canadian military, security and defence issues – organization of, and participation in (on and off campus), numerous lectures, seminars, conferences; support for faculty and graduate student research on defence and security issues;

o Peacebuilding, and Development Security; research and teaching support.

• Engagement of students and support of student activities o Support for graduate students: SDF funding support for teaching assistantships, research

assistantships, scholarships, plus travel and related support for thesis research and conference participation;

o Support for students and post-doctoral fellows to support scholarly research activities. o Funding to support the 13th annual Strategic Studies and Security Consortium Student

Conference, “Strategy, Security and Defence: Expanding the Discourse”.

• Enhanced cooperation with other Institutes, on and off campus o Canadian Defence and Foreign Affairs Institute (CDFAI) – Sponsorship of the Canadian

Military Journalism course; student scholarships; o Department of National Defence, Royal Military College of Canada, Canadian Forces

College, and other SDF Centres and military organizations; o Collaboration with the School of Public Policy, under the direction of Jack Mintz.

What activities are planned for next year? How do they match the original five-year funding proposal? For the 2011-12 program year, the following activities are planned: • Major Themes of Research and Program Activities

conference and research support; Offering competitive funding packages for recruitment; Market and recruit students for the MSS Co-op program.

o Publications

Support for the Journal of Military and Strategic Studies, JMSS, an electronic journal focusing on contemporary strategic policy;

Support for the Calgary Papers in Military and Strategic Studies;

o Annual Ross Ellis Memorial Lecture Series in Military and Strategic Studies This lecture series honors Lt. Colonel Ross Ellis (1915-1983), Commander of the

Calgary Highlanders. Dedicated to his leadership abilities and military spirit, the series brings a renowned specialist in military and strategic studies to speak to the University community and general public.

o Canadian Military Journalism Course A ten day scholarship program for journalism students, sponsored by the Canadian

Defence & Foreign Affairs Institute, hosted by CMSS adjunct assistant professor and graduate, Dr. Bob Bergen (May 2011).

• Engagement of students and support of student activities

o Postdoctoral Fellowship Program: Host successful PostDoctoral fellows wishing to work at CMSS. J.L. Granatstein Post-Doctoral Fellowship competition was not advertised in 2011 due to SDF budget uncertainties.

o Support for graduate students: travel and related support for thesis research and conference participation; research associate stipends;

o Provide support for the 14th Annual Strategic Studies and Security Consortium Student Conference (2012);

How many faculty attached to the Centre are involved in research? There are six core faculty members affiliated and residing with the Centre (Drs. Bercuson, Brennan, Ferris, Herwig, Huebert, and Keeley). The Centre is affiliated with several Fellows who contribute to teaching and supervision but do not reside with the Centre.

How many research fellows attached to the Centre are involved in research? Active researchers attached to the Centre on the University campus are considered Senior Research Fellows. In addition to the six core faculty members listed above, five Senior Research Fellows are affiliated with CMSS (Drs. Cameron, Hill, Randall, Terriff, and Wright). A number of new fellows joined CMSS this year, with representation from Geography, Communication and Culture, Art, and Law.

Describe the relationship and work of research associates

CMSS fellows are invaluable to the Centre. Many are prominent scholars, practitioners or other experts invited to assist the Centre in pursuing its work on a variety of projects. They are engaged in research relating to the Centre’s focus on military, strategic and security issues. Fellows are involved in teaching, research, and possibly supervisory roles at CMSS. Fellows are active in their home departments and bring an interdisciplinary approach to the Centre’s work.

Describe the accomplishments of post-doctoral fellows Dr. Or Honig - The Centre renewed Dr. Or Honig for a second year as the J.L. Granatstein Post-Doctoral Fellow. Dr. Honig’s research focuses on terrorism and counter-terrorism and strategic studies. Dr. Honig published, “The Impact of CIA’s Organizational Culture on Its Estimates under William Casey,” International Journal of Intelligence and CounterIntelligence, Vol. 24, no. 1 (January 2011), pp. 44-64. He has several articles under review: “Surviving Despite Defeat: How Arab Regimes Snatch Political Victory Out of the Jaws of Military Failure.” (Political Science Quarterly); “The Rational General Model: When Will the Generals Tell the Dictator that He Is wrong?” (International Security); and “When Can Democratic Leaders Exercise Restraint In the Face of Terrorist Attacks? Domestic Political Room for Maneuver and Counterterrorism.” (International Interactions). Dr. Honig has completed a portion of his manuscript, "Exercising Restraint: Israel's counter-terrorism wars", and is completing an article "When Will Peace Spoilers' Terrorist attacks Stop the Peace Process?" which uses the Oslo peace process as a case study, to be submitted to Security Studies. Dr. Honig presented his research at the University of Edinburgh (UK), Hebrew University of Jerusalem (Israel), Tel Aviv University (Israel) and finally, University of Haifa (Israel). Dr. Rob Barrett – The Centre was pleased to host Dr. Rob Barrett, SDF Postdoctoral fellow for 2010-2011. Dr. Barrett is studying the presence of combatant typologies within the Taliban ranks. Peer-reviewed publications Publications The Journal of Military and Strategic Studies (JMSS) is the leading academic journal in military studies published in Canada, with a subscription base of over 3000 individuals, ranging from CF officers to students and journalists, and institutions, across Canada and the world. The mandate of the JMSS is to encourage the creation of original scholarship in strategic and military studies, to disseminate this material to an academic audience, and also to a public one, both nationally and internationally, and providing a forum for the discussion of issues related to security, broadly defined, in an open-access on-line format. Published quarterly, this online open-access peer-reviewed publication is dedicated to the dissemination of original scholarship in strategic and military studies to a world-wide audience. The JMSS currently receives over 100 manuscripts per year of which approximately 50% are published. In the last year, the JMSS has moved from an external server to one at the University to

take benefit of user-friendly software improvements offered by the Open Journal System. Over the past year, an average of 120,000 sessions per month have been logged and downloads from the site grew to an average of 100,000 pages per month, a substantial increase from the previous year. A special issue of the JMSS, examining the effects of 9/11 on Canada ten years later is planned for 2011. The Calgary Papers, a monograph series published by the Centre with the cooperation of the University of Calgary Press, is also going online and open access with the next issue, Canadian Arctic Sovereignty and Security Historical Perspectives, edited by P. Whitney Lackenbauer. Online open access publications allow us to reach out to a wider audience through the internet. A second manuscript, “Inuit Art and the Quest for Canada’s Arctic Sovereignty”, by Dr. Patrick Lennox will be released in Summer 2011. Further issues on various aspects of military and security studies are being planned. CMSS has also reached an agreement with the University of Calgary Press to publish one manuscript a year on a military and strategic studies topic. This year, the publication will be Serving the National Interest: Canada’s Department of Foreign Affairs and International Trade, 1909-2009 edited by Michael Carroll and Greg Donaghy. The CMSS is also a cosponsor of the University of Calgary’s School of Public Policy’s publications on international relations. In the 2010-2011 academic year, 4 manuscripts were accepted for publication in this series and 5 more have been contracted for in 2011-2012. Media Background Briefings Centre Fellows continue to provide background briefings to the media on a number of security issues. It has proven time consuming to gather complete data on all media communications and requests. The Centre receives reports (as shown above in the Media Contact section) from the University of Calgary’s External Relations regarding media coverage for Centre Fellows, often times it is difficult to differentiate between the background briefings and the interviews in the reports received. 2.7 Outreach Strategy: Briefly outline how the Centre attempted to meet the outreach strategy outlined in the five-year funding proposal Over the duration of the five-year funding proposal, CMSS will maintain and enhance its outreach strategy, involving the following:

• Maintaining and enhancing the CMSS website, including the electronic newsletter, and Journal of Strategic Studies;

• Continuing proactive and reactive relations with the news media; • Continuing to support the Canadian Military Journalism course, developed by CMSS in

conjunction with the Canadian Defence and Foreign Affairs Institute; • Engaging with Parliament as well as its delegations and committees; • Expanding awareness of security and defence issues to the general Canadian public. CMSS

faculty, fellows, associates, and students will speak to Canadians off-campus, including at other post-secondary educational institutions in Alberta and across Canada, Calgary-area high schools, community groups, town halls, related non-governmental associations, societies, foundations, and institutions, museum functions, libraries, military gatherings, and other outreach activities;
