Central Missouri District Management Team 

Mike Dusenberg, Transportation Project Manager (573) 751-7699 Mike is one of three project managers at the district who coordinate the project development side of highway construc-tion. He coordinates the construction project scoping process, directs project core teams and maintains project budg-ets and schedules. He began his career with MoDOT in 1990 and has worked in design, construction and planning.

Mark Giessinger, District Maintenance Engineer (573) 291-5224 Mark is responsible for the coordination of all roadway maintenance operations in the district, including budget, personnel, and equipment distribution. He has worked at MoDOT since 1985 and held positions in construction, traffic, utilities, maintenance, and project management.

Steve Engelbrecht, District Planning Manager (573) 751-7689 Steve is responsible for the district’s five-year construction and right of way program by identifying and prioritizing projects, balancing the construction budget, short and long-term planning, and developing of public and private partnerships. Steve has worked in the district design division since 1989.

Nicole Hood, District Design Engineer (573) 526-6997 Nicole manages the district’s design, utilities and surveying resources and ensures the production of quality high-way design plans on time and within budget. Nicole has worked for MoDOT since 1996 and has held positions in planning, design, and traffic.

Bruce Green, Transportation Project Manager (573) 751-7688 Bruce is one of three project managers at the district who coordinate the project development side of highway construction. He coordinates the construction project scoping process, directs project core teams and maintains project budgets and schedules. Bruce has worked for MoDOT since 1988, in design and construction at Central Office and the Southwest District.

Karl Davenport, Right of Way Manager (573) 751-7702 Karl manages district right-of-way activities including appraisals, negotiations and relocation. He oversees the purchase of property for new projects, the disposal of excess land, and property management. Karl has worked for the MoDOT right of way division since 1987.

Alan Trampe, District Bridge Engineer (573) 526-0337 Alan supervises maintenance of state and non-state bridges, conducts all bridge safety inspections, identifying repairs and recommending maintenance, rehabilita-tion, or replacement. Alan has worked for MoDOT since 1984 and has held posi-tions in construction, traffic, mainte-nance and bridge maintenance.

Patty Lemongelli, District Construction & Materials Engineer (573) 751-6851 Patty manages the oversight, technical expertise and quality assurance for district construction projects, materials inspections, and geotechnical operations. She has been with MoDOT since 1988, at both Central Office and the district. Patty has held positions in design, research, and construction and materials.

Sally Oxenhandler, Customer Relations Manager (573) 522-3375 Sally coordinates the district’s communi-cation, media, and customer outreach programs, and also manages the custom-er service center. She has worked at Mo-DOT since 2004.

Trent Brooks, District Traffic Engineer (573) 751-7692 Trent plans and coordinates all traffic engineering issues for the district, in-cluding traffic control devices, signing, marking, signals, permits, and lighting. Trent has worked at MoDOT since 1993, and has held positions in traffic, maintenance and project development.

Chris Engelbrecht, District Safety and Health Manager (573) 751-6549 Chris coordinates the district’s health, environmental, safety, and risk management programs. He is also the district’s primary incident response contact for law enforcement. He has served in this position since 1996.

Coleen Welter, General Services Manager (573) 751-3660 Coleen provides direction and district-wide oversight in areas related to equipment management, procurement, product distribution, and facilities management. Coleen has worked in Central Office and Central District gen-eral services at MoDOT since 1989.

Jerry Kliethermes, Support Services Manager (573) 751-7686 Jerry serves as the district’s controller to ensure financial accuracy. He manages the team that makes sure all bills are paid, tracks asset inventory, and admin-isters employee benefit programs. Jerry has worked at MoDOT since 1991. He has also worked at Central Office audits and investigations division.

Kimberly Hickey, Human Resources Manager (573) 522-5170 Kim oversees activities regarding all aspects of human resources administra-tion at the district. She has worked for MoDOT since 2002 and has held positions in Human Resources in both the Central Office and the Central Mis-souri District locations.

David Silvester, District Engineer (573) 751-7685 As district engineer, David leads the district in its efforts to address the transportation needs of the area. He was selected for the position at the district in October 2011 and has worked for MoDOT for 20 years. David most recently served as assistant district engineer in the Northeast District. He began his career with MoDOT in 1992 as a highway designer in the Kansas City District. He has also worked at MoDOT as a project manager, standards engineer, and as assistant state design engineer.

Travis Koestner, Assistant District Engineer (573) 526-6998 Travis is responsible for directing engineering and operational activities for the district, as assigned and on behalf of the district engineer when necessary. Travis joined the district in June 2011 and has worked for the department since 1995. He has held posi-tions in construction and materials and other divisions. Travis began his career at MoDOT as a construction inspector at the Camdenton Project Office.

MoDOT designs, builds, and maintains roads and bridges, and works to improve airports, river ports, railroads, public transit systems and pedestrian and bicycle travel. The agency also administers motor carrier and highway safety programs. The Central Missouri District is one of seven newly-reorganized districts that is responsible for administering all department activities in the region. As we focus on restructuring the agency to make the most of every dollar, the Central Missouri District has grown to 18 counties with a new district management team.

Bob Lynch, Area Engineer (573) 346-3053 Bob serves as the area engineer for Camden, Cole, Laclede, Miller and Morgan Counties. He has worked for MoDOT since 1985 and has held positions in design, construction and maintenance.

Mike Schupp, Area Engineer (660) 882-3197 Mike serves as the area engineer in Boone, Callaway, Cooper, Howard and Moniteau Counties. He has worked for MoDOT since 1995 and has held positions in construction and maintenance.

Preston Kramer, Area Engineer: (573) 301-4202 Preston serves as the area engineer for Crawford, Dent, Gasconade, Maries, Osage, Phelps, Pulaski and Washington Counties. He has worked for MoDOT since 2001. He has held positions in project manage-ment and construction.
