Agenda Item No.1. Confirmation of minutes of the 170th meeting of

Executive Committee held on 19.6.2012 at New

Delhi

It was noted that 170th meeting of Executive Committee was held on 19.6.2012 at

New Delhi. The minutes of the same were circulated vide this office letter No.5-

1/2012-EC(170th) dated 03.7.2012 as well as through e-mail with the request to

inform the addition/deletion if any, within 15 days from the date of issue of the

letter. However, if any objection is received on or before 18.07.2012 or at the time

of discussion, the same will be placed before the Executive Committee at the time

of confirmation of the minutes.

It was noted that no comments have been received nor any member of Executive

Committee objected the correctness of the minutes, therefore, Executive

Committee confirmed the same.

Agenda Item No.2. Resignation rendered by Dr. VP Tyagi from

the post of Vice-President (Ayurved).

It was noted that election of President, CCIM was held on 5.7.2012 at New Delhi

and Dr. VP Tyagi elected as President, CCIM with the majority of votes. Therefore,

he resigned from the post of Vice-President (Ayurveda).

Executive Committee accepted the same.

Agenda Item No.3. Complaint of Chhattisgarh Ayurved Medical

College for indisciplinary approach.

It was noted that Government of India, Department of AYUSH, New Delhi vide

letter No. R.12011/03/2005-EP (IM-1) dated 15.02.2012 had forwarded a

complaint of Chhattisgarh Ayurved Medical College, Rajnandangaon for

indisciplinary approach received from the students of Chhattisgarh Ayurved College,

Rajnandangaon.

Following points have been mentioned in the complaint:-

1. ―Students deputed without the permission of Health Department of

Chhatisgarh for Internship where interns are not allowed to join as they do

not have permission from competent authority. 2. Students are advised to do the internship on the very next day of the result

without any provisional registration.

3. College authorities imposing their monopoly upon the students and order to do the internship in the college only whereas, as per provision out of 9

months internship students do the internship of 03 months by his/her own

choice. 4. The number of OPD/IPD are nominal in the Chhattisgarh Ayurved Medical

College, therefore, there is no scope of learning to students there. College

makes fake entries of patients for sake of permission from CCIM.

5. There is acute scarcity of teaching staff in Chhattisgarh Ayurved Medical College.

6. The Chhattisgarh Ayurved Medical College‘s management for the sake of

their own benefit makes the rule to kept the students for cope-up the deficiency of teaching Staff.

Inspite of repeated complaints no action has been taken by the authorities against

the college. Please take prompt action for the benefit of students‘ future.‖

It was noted that the college was visited on 02-3.02.2012 for the year 2012-13.

Executive Committee in its meeting held on 14-15.03.2012 while considering the

visitation report alongwith the recommendations of Screening Committee decided

to re-visit the college.

Accordingly the college was visited again on 14-15.5.2012 by Dr. Prasanna N. Rao

and Dr. Vanitha Muralikumar. The visitation report alongwith recommendations of

Screening Committee was considered by Executive Committee in its meeting held

on 31.05.2012 and agreed to recommended to Govt. of India for issuing LOP with

intake capacity of 75 Seats(UG) for the year 2012-13. It is also noteworthy to

mention here that CBI on 02.08.2010 has also raided the college.

Executive Committee decided to forward the complaint to the college for

comments on each para within 15 days.

Agenda Item No.4. SV Ayurved Medical College, Tirupati, AP.

It was noted that a complaint is received from Government of India, Department of

AYUSH, New Delhi which is unsigned of SV Ayurved Medical College, Tirupati, AP.

The salient features are as under:-

The SV Ayurved Medical College, Tirupati was visited on 7-8.2.2012 by the

visitors of CCIM (Dr. Mallu Prasad and Dr. ML Naidu).

The college does not have enough infrastructure and Library is in hopeless condition which Committee ignored.

Department of UG & PG are not separated in which PG has to be started.

Dr. Murali K & Dr. Sankara Babu are not qualified to teach MD Panchkarma as their subject is Kayachikitsa.

`90,000/- was collected from teaching staff for Committee members to

uncovered the lacunae.

Committee members alongwith five other persons avail the facilities provided

by TTD which is highly objectionable to misuse the power. These Committee members organized a meeting with teaching staff and

requested not to write to CCIM about factual position.

`10,000/- was spent on a private wet party to these visitors.

Except Rasashastra all departments are almost fake.

No staff in Balroga Attendance of non-existing staff in Shalya and Dravyaguna has been shown.

It was noted that the college was visited on 07-8.2.2012 to verify the compliance of

shortcomings informed by Govt. of India. The Visitation report alongwith

recommendations of Screening Committee were placed before Executive Committee

held on 27.04.2012 and recommended to Govt. of India. It was decided to

recommend to Government of India for granting conditional permission for UG with

intake capacity of 40 seats and PG in (i) Ayurved Siddhant-06 (ii) Rasashastra-03

(iii) Dravyaguna-01 (iv) Kaumarbhritya-03 (v) Shalya-Kshar avum Anushastra

Karma-01 and (vi) Panchkarma-06 seats for the session 2012-13.

Note:-

1. In Dravyaguna PG seats are reduced from 06 to 01 due to deficit of 01 higher faculty.

2. In Rasashastra & Kaumarbhritya PG seats are reduced from 06 to 03 due to

deficit of 01 lecturer possessing 05 years teaching experience as per latest

post graduate Ayurved regulations (No. 15) 3. In Shalya Tantra (Kshar avum Anushastra Karma), PG seats are reduced

from 06 to 01 due to deficit of 01 higher faculty and 01 lecturer possessing

05 years teaching experience as per latest PG Ayurved Regulation(no. 15).

Accordingly recommendations have already been sent to Govt. of India.

It was noted that the visitation being ordered to comply with the Hon‘ble High

Court of Andhra Pradesh order dated 16.05.2012 delivered in W.P. No. 621/2012,

therefore, the college was visited again on 13-14.6.2012 to verify the compliance

of shortcomings informed by Govt. of India to assess the available facilities of

teaching and practical training. The visitation report is under the process of

examination.

Executive Committee after going through contents decided to forward the

complaint to the college for parawise comments within 15 days.

Agenda Item No.5. Complaint against Dr. DP Singh Education

Society’s, College & hospital,

Shahjahanpur(UP).

It was noted that a writ petition No.22422/2012 has been filed by Dr. DP Singh

Smriti Sewa Sansthan Vs. Union of India & Ors., In this regard, the following facts

are placed below:-

1. The proposal was received by Government of India and CCIM visited the

college and it was recommended to Government of India for issuing LOI.

2. Government of India call for hearing as to give an opportunity to the college and

3. Government of India has not issuing the LOI and turn down the proposal.

4. Further a complaint was received from State Government. 5. Central Council requested the State Government, if the said college does not

fulfill the conditions, State Government may withdraw the NOC.

6. Now the college filed the said case.

Executive Committee decided to conduct the surprise visitation of the

college.

Agenda Item No.6. Ratification of the Action taken by the

President, CCIM for notification of Minimum

Standard Requirement for Ayurveda College

and attached hospital.

It was noted that Govt. of India, Deptt. of AYUSH vide their letter No.

R.11011/08/2009-EP (IM-1) dated 15.06.2012 has forwarded the approved and

vetted draft Regulation on Minimum Standard Requirements for Ayurveda College

and attached hospital by the Hon‘ble Minister of Health and Family Welfare and duly

vetted by the Legislative Department of Ministry of Law and Justice respectively for

taking further necessary action to get it translated into Hindi and thereafter to get it

notified in the Gazette of India immediately.

It was noted that 170th Executive Committee in its meeting held on 19.06.2012

while considering the matter at Agenda Item No. 13, referred the matter to the

Ayurved Committee.

It is further submitted that in the meeting held on 06.07.2012 at the office of the

Secretary, Department of AYUSH, the matter was discussed in detail with the

Secretary, AYUSH, Joint Secretary, Director, Joint Advisor, President CCIM

alongwith other CCIM members. Secretary advised to get immediately notified the

Minimum Standards Requirements of Ayurveda Colleges and attached Hospitals at

the earliest.

Therefore, considering the urgency of the matter, President, CCIM called a meeting

of the following Executive Committee members of Ayurved and other Experts.

The meeting of above said Sub-Committee was convened on 11.7.2012 and

Committee decided to notify the same with immediate effect.

President, CCIM has sent the same to Press for notification in the Gazette of India.

Executive Committee ratified the decision taken by the Committee.

Agenda Item No.7. Revision of Syllabus in view of recently

amended UG Regulations.

It was noted that as Indian Medicine Central Council (Minimum Standard of

Education in Indian Medicine) (Amendment) Regulations, 1989 has been amended

as Indian Medicine Central Council (Minimum Standard of Education in Indian

Medicine) (Amendment) Regulations, 2012. Thereafter, the same has to be

implemented from the year 2012-13. There is an emergent need for revision of

syllabus from this academic year 2012-13 onwards because professional system

has been modified to year-wise pattern and also subjects are reshuffled.

In view of the above, President, CCIM asked to place the matter before the

Committee constituted to consider the matter of Minimum Standards &

Requirements Regulations of Ayurveda.

The Committee in its meeting held on 11.07.2012 constituted one Sub-

Committees to review the syllabus of Under-graduate and PG Course one

Committee consisting of two high level academicians of each subject (22

subjects). Executive Committee approved the list. It was also decided that

Second Committee consisting of 11 experts of each subject (22

specialities) (11x22=232) alongwith one coordinator for each

Professional, one Convener and one Co-convener to review each and every

subject thoroughly and will finalize the same. Executive Committee also

nominated Dr. Prasanna N. Rao as convener and Dr. Vanitha Muralikumar

as coordinator and authorized them to prepare the list of experts to

complete the work on priority. The action taken by them for organization

of the same be treated the decision of the Executive Committee. one

member of CCIM will coordinate the each group.

Considering the fact that Minimum Standards and Requirement of Ayurved

College and hospital has been sent to the Press of Govt. of India for

notification and Minimum Standards and Requirement of Unani & Siddha

College and hospital are under progress for notification, therefore it is

necessary to have an interacting workshop with the President/Secretary of

the management/Principal of Ayurved, Unani and Siddha Colleges and

Director of AYUSH of the State. Hence it was decided that the workshop is

to be organized by CCIM on 07.08.2012 to deliberate the essentiality of

maintaining Minimum Standard Requirements of Ayurved, Unani, Siddha

Colleges & Hospitals as well as to implement the same in Ayurved, Unani

and Siddha Colleges in order to maintain the standard and quality

education.

In view of the above, the Secretary, Department of AYUSH as well as other

dignitaries of AYUSH may be requested to address the gathering.

Agenda Item No.8. To decide the policy for taking necessary

action on the Proposals received under

section 13A of IMCC Act, 1970.

It was noted that the following proposals have been received in this office till date

through the Govt. of India under section 13A to furnish the recommendations to the

Govt. of India for issuing/not issuing the letter of intent in first instance. The details

may be seen at Annexure.

180 days is 85 patients per day.

criteria as prescribed under concerned Regulations, society/

suitable single plot of land, measuring not less than ten

acres if the proposal is for admitting upto fifty students and

15 acre if proposal is 100 students. As State Govt. has

assured to acquire 50 acre land in due course of time and it

has been stated that for the time being college will be

started in rented building. But at present there is no land.

Existence of the 100 bed Ayurved hospital is also doubtful.

Whereas as per condition of the CCIM there should be at

least 100 beded fully functional Ayurved hospital So the

proposal does not fulfill essential perquisite therefore, may

be returned back to Govt. of India.

The Government of India while rejecting for LOI and

disapproving the scheme has pointed out following

observations:-

It has been concluded form the observations made by

hearing committee after verification of the produced

documents by the college representative and shortcomings

found in the case Sheet, hospital seems to be not genuinely

The hearing committee has checked randomly few department wise case sheets of few months i.e. Kayachikitsa for the month of Feb. 2011, Shalya for the month of July 2011, Shalakya for the month Dept. 2011, Prasuti & Striroga for the month of March 2011, Balrog for the Month of January 2011, Panchkarma for the month of Nov. 2011 from each department one month randomly data has been verified and cross checked from the departmental IPD/OPD registers and two case sheets from each department and found manipulated and ridiculous and not acceptable. Hence, it proves that the hospital is not functioning properly.

Now, therefore, in view of the shortcomings and

deficiencies, the college could not produced/shown the

documentary evidence i.e. Central OPD register, Pathology

register and Diet register for substantiate their claim about

genuine functional Ayurvedic Hospital and could not

substantiate the availability of the required space of

Shareer Kriya Department as per the norms etc. indicates

It was noted that as ratification of the recommendations of the Executive

Committee on the visitation reports of Ayurved, Unani & Siddha Colleges has to be

ratified and the recommendations in respect of Ayurveda, Unani & Siddha colleges

under Section 13 A of IMCC, Act, 1970 are also to be send to Government of India

before 31st August, 2012 with the approval of the Central Council.

Moreover, it was noted that the election of President, CCIM was held on 5.7.2012

in which Dr. Ved Prakash Tyagi, the then Vice-President (Ayurveda) has been

elected as President, CCIM, therefore, the seat of Vice-President (Ayurveda) has

fallen vacant. Further, the term of Dr. Yuvraj Tyagi, member of Executive

Committee from Ayurveda, has been expired on 28.6.2012 and one seat of

Executive Committee (Ayurveda) has fallen vacant. Therefore, the election may be

fixed for the above said vacant posts.

Executive Committee decided to convene the meeting of CCIM and its

committees from 26th to 28th August, 2012. The election of the Vice-

President(Ay.) and member of Ayurved for Executive Committee be held on

25th August, 2012.

Agenda Item No.10 Approval of Annual Report for the year

2011-12.

It was noted that Annual Report and Audited Accounts of the CCIM for the year

2011-12 is to be laid down on the Table of Both the Houses of Parliament before

30th November as usual.

It was also noted that draft of Annual Report of Central Council of Indian Medicine

for the year 2011-12 was placed before the Executive Committee for approval.

Audit of the accounts of CCIM was held from 9th to 17th July, 2012, the report of the

same is still awaited.

Executive Committee asked to send the copy of Annual Report to all the

member of EC and place the same before next meeting of EC.

Agenda Item No.11 To reform the Committees

It was noted that in pursuance of the decision of Central Council and its meeting

held on 19.10.2011, Education Committee (Ayurveda and Siddha), Registration

Committee and Finance Committee have been formed by Ex-President, CCIM. As

membership of many members of these Committees have been ceased/expired and

newly nominated members have joined the CCIM. Therefore, it seems desirable to

reform the said Committees.

Executive Committee noted that there is no provision in the IMCC Act, 1970

for constitution of such type of committees and did not ratified the action

taken by then President, CCIM.

Ayurved Experts

It was noted that as per decision of Executive Committee, Ayurveda/ Unani/Siddha

Experts are being engaged on consolidated salary which is enhanced time to time.

By and time Ayurveda Experts requested for encashment of leave as they attend

the office almost throughout the year and payment for late sitting as per their

salary which is approximately `45,000/- PM. They also do not avail their regular

leave and demanded the payment for the same, which is more than the 30 days in

a month (which is not permissible). Minutes and hours converted into days and

payment has been made accordingly. So amount paid to them by calculating all late

sitting payment, salary on holiday as well as monthly salary, the final payment to

one Ayurveda Experts goes upto more than the double of their salary.

It was noted that as per terms and condition of contract as well as according to Govt. of

India rule, there is no such type of provision for encashment of leave only re-imbursement

of TA for official tour is admissible.

Moreover, the Ayurveda experts do not avail compensatory leave & leave

encashment on monthly basis, rather they keep accumulating these and when the

amount exceed they claim it and this practice is making the work of office difficult

in calculating their salary and cross-matching the relevant record.

In view of the above, if agreed, considering all the facts, compensation may be

fixed for duty on holidays instead of salary per day and OTA by converting

into the days and accordingly this claim may be settled including the claim of other

experts.

It requires reconsideration/policy decision to settle this claim and claims of other

Ayurveda experts.

Executive Committee decided to follow the Govt. rule in the matter. It was

also decided to enquire the matter from other Councils.

Agenda ItemNo.14. To decide the policy in respect of

eligibilty of Ayurved, Unani and Siddha

teachers.

It was noted that as per instructions of President, CCIM, Assistant Secretary (Admin) and Assistant Registrar (Unani) visited the office of the MCI on 17.7.2012

to discuss the policy adopted by MCI to ascertain the eligibility of their teachers.

The concerned officer informed that-

1. MCI, before Inspection of the college sends a Declaration Form to the

college to obtain information from the teacher. Each teacher is required to fill up the Form which is countersigned by the HOD and Head of the

Institution before submitting to the MCI. This Declaration Form (in original)

is given to the inspector at the time of Inspection to verify the contents and

resubmitted to the office of MCI. A copy of the Declaration Form is placed below. (Slip ‗A‘)

2. If a teacher is considered eligible in a particular College for an academic

session, joins other college, he/she may teach there but will not be counted

in other college for that particular session. The teacher will only be considered in new college from next Academic session.

3. Every teacher has to obtain the confirmation for the eligibility of that

particular post from the MCI on the format placed below. A copy of the

Request form and draft reply of the MCI may be seen Slip-B.

4. If a teacher is found in duplicity, or false information is furnished by the teacher, MCI suspended its registration for a maximum of 2 years depending

on the severity of misconduct. The Council issues Gazette notification in

respect of faulty teachers and period of suspension. During this period teacher remains debarred from teaching. However, the teacher may resume

his teaching after the period of suspension is over.

5. A separate section is dealing with matters related to eligibility of teaching

staff.

Executive Committee agreed to adopt the same for the CCIM and decided

to take the necessary action in the matter in future. Meanwhile a letter

may be written to all colleges to delete the false experience if any to stream line the eligibility of the teacher. It should also be informed to the

colleges that any claim will not be considered in the matter in future.

Addl. Agenda Item No.1. Recognition of Ayurvedacharya (BAMS) of

Maharshi University, Rohtak.

It was noted that degree awarded by Maharishi Dayanand University, Rohtak,

Ayurvedacharya (Bachelor of Ayurvedic Medical and Surgery) are included in the

IInd Schedule to IMCC, Act, 1970 as under:-

(i) Ayurvedacharya (Bachelor of Ayurvedic Medicine and Surgery) from 1982 onward.

It was came to the notice of the Central Council that degree was award by the

University prior to 1982 due to mistake but it was inform that degree has been

awarded to successful students from 1982 onwards. However, a Court Case was

also filed WP (Civil) No. 8654/2010 by Dr. Rakesh Sapra V/s Govt. of India and Ors

in the High Court of Delhi.

The Hon‘ble Court directed the CCIM to consider the matter. Accordingly hearing

was convened on 15.02.2012. The Registrar of MD University and Registrar of DBCP

were present. However, University has accepted the omission and has presented all

documents of claim that degree was also awarded prior to 1982. As Govt. of India

asked the comments of the CCIM. If agreed recommendations may be sent to Govt.

of India for inclusion as from 1979 onward.

Executive Committee agreed to send the recommendation to Govt. of India

for amendment.

Addl. Agenda Item No. 2 To engage a PS to President, CCIM

It was noted that it has felt by President, CCIM that as he has to look after the

entire work of Central Council that involves co-ordination with the Vice-President of

Ayurved, Unani & Siddha System, to supervise all the matters pertaining to Central

Council as well as to deal with various State Govt./Central Govt. in the matters of

ISM education and other related matters. Therefore it is required to engage a PS for

the President, CCIM.

Executive Committee agreed to engage the same on remuneration of Rs.

30,000/- per month.

Addl. Agenda Item No. 3 Draft Unani UG Regulations, PG Regulations

and Minimum Standards Requirement for

Unani Colleges and attached Hospital.

It was noted that Unani Committee in its 49th meeting (held at Bangalore) has

finalized the draft Unani UG Regulations, PG Regulations and Minimum Standards

Requirement for Unani Colleges and attached Hospital. The same were circulated

to all Unani members alongwith the representation of Prof. M.A. Jafri for their

Comments if any within 15 days. No comments were received within stipulated time

besides an email from the then Vice-President (Unani) stating that minutes be

treated as final. The then President, CCIM directed to place the minutes of Unani

committee before General Body for ratification.

Meanwhile a letter vide R.13013/37/2010-UD dated 19.07.2012 has been received

from the Ministry stating that the meeting fixed by Govt. of India to discuss the

draft regulations on 12th March 2012, was postponed on your request vide letter No.

F.No. 11-76/2011-Unani (UG Reg.) dt. 02.03.2012. In that letter Council had

informed the department about the scheduled meeting of Unani Committee on 17th

and 18th March to finalize the draft regulations which will be sent to the department

for necessary action. ―Since then three months have been lapsed but these

regulations were not sent to the department‖.

In the letter it has been requested to send the Unani UG, PG revised regulations and Minimum standards for Unani Colleges and Hospital urgently to the Department

of AYUSH for taking necessary action.

It was also requested by GOI to amend the IMCC (Post-Graduate Unani Education) Regulations, 2007 in consonance with the IMCC (Post-Graduate Ayurveda

Education) Regulations, 2012 in particular to incorporate the student-bed ratio for

Clinical PG Departments as 1:4 and Teacher-student ratio as 1:1 for Unani PG Colleges to be kept 75 same as per the approved policy for 2011-12 and 2012-13

sessions‖.

The letter was placed before the then President, CCIM and he directed GOI be informed that the same will placed before General Body for ratification.

In this regard it is submitted that IMCC (Post-Graduate Unani Education)

Regulations, 2007 have been amended in view of student-bed ratio and Teacher-student ratio.

It is further submitted that Minimum Standards Requirements of Unani Colleges and attached Hospital have also been amended in view of approved Minimum Standards

Requirements of Ayurveda Colleges and attached Hospital by Honble‘ HFM, Govt. of

India in the meeting of Sub-Committee (Unani) held on 16.07.2012 for the same.

Executive Committee agreed to send the following document as approved

by Unani Committee and Executive Committee to the Govt. of India for

conveying the sanction as required under section 36 of IMCC act, 1970.

4. Draft Regulation of Minimum Standards and Requirement of Unani

Colleges and Hospital

Addl. Agenda Item No. 4 Consideration of the Visitation Report of Late

Kedari Redekar Ayurved College, Kolhapur.

It was noted that Dr. C.G. Kolte and Dr. Vanitha Muralikumar, Member, EC were

deputed to visit the Late Kedari Redekar Ayurved College, Kolhapur on 14.07.2012

to verify the existence of Medical store as well as Nursing college in the premises

of the college as reported by CCIM. It was further, noted that Dr. Vanitha

Muralikumar could not accompany. However Dr. C.G. Kolte has submitted this

report reads as under:-

―That no nursing Institute of any System of Medicine or Allopathy Medical Store are

attached with the Institution. It was an Ayurvedic Medical Store Sri Sai Medicals.

The evidence of photos are enclosed for your reference.‖

Executive Committee agreed to forward the copy of visitation report along

with CD and photographs to the Govt. of India.

Addl. Agenda Item No. 5 Re-Visitation of Deoband Unani Medical

College, Saharanpur for increase intake

capacity from 40 to 50 seats.

It was noted that in view of decision of 169th Executive Committee held on

31.05.2012, following visitors have been appointed by 170th Executive Committee

for re-visitation purpose:-

1. Prof. Syed Anees Ahmad 2. Dr. Yusuf Khalil

3. Dr. Abdul Kabir Dar (in case Dr. Abdul Kabir Dar does not agree, to proceed

the visit then Dr. Vinod Pundir may be appointed.)

In this regard, it was noted that Dr. Abdul Kabir Dar has refused to proceed for

visitation and the membership of another member (Prof. Syed Anees Ahmad) is

going to be expired in the current month i.e. July 2012.

Executive Committee nominated Dr. Shahul Hamid in place of Dr. Syed

Anees Ahmad.

Addl. Agenda Item No. 7. Application received from Datta Meghe

Ayurved Medical College, Wardha.

It was noted that an application of Mahatma Gandhi Ayurved College, Hospital and

Research Centre at Sawangi, Wardha by Datta Meghe Institute of Medical Sciences

(Deemed University), Nagpur (MS) to start new post graduate course of studies in

04 subjects namely (i) Samhita (ii) Sheer Rachana (iii) Dravyaguna with 4 seats in

each course and (iv) Shalya Tantra with 2 seats under section 13A of IMCC Act,

1970 has been forwarded by Govt. of India vide letter No. R.14011/25/2012-EP(IM-

1) dated 18.07.2012 received on 19.07.2012 to CCIM to furnish the

recommendation to Govt. of India for issuing/not issuing LOI for the same.

Executive Committee noted that the last date of receipt of application from

the Govt. of India has already been expired. However, Executive

Committee agreed to process the same.

Addl. Agenda Item No. 8. Hearing given in reference to verify the

documents of teaching staff of

Velumailu Siddha Medical College and

Hospital, Kancheepuram, Tamil Nadu on

17.7.2012 at New Delhi.

It was noted that in pursuance of the decision of Executive Committee held on

19.06.2012 under Addl. Agenda item no. 15 to examine the matter of Velumailu Siddha Medical College and Hospital, Kancheepuram, Tamil Nadu. The

meeting of hearing Committee was held on 17.07.2012. The hearing committee

examined the various documents produced by the college representatives of

Velumailu Siddha Medical College and Hospital, Kancheepuram, Tamil Nadu and asked for clarifications about the discrepancies observed. The college

authorities have been produced the original documents of 31 teachers including the

06 teachers under serial No. 1,7,11,23,24 & 25 before the committee as per communication of GOI vide letter No. R.17013/006/2012-EP dated 24.05.2012 to

verify the documents of the teachers and to send the comments as the eligibility of

the teachers. The college authorities reported that another 06 teachers under

serial No. 3,13,28,29,31 & 33 have been resigned from the college.
