Notice is hereby given that the annual General Meeting of the Central Coast Soccer Association

Limited will be held in the Parkview room of the Central Coast Leagues Club, Dane Drive

GOSFORD, NSW on Tuesday the 18th

November 2003 commencing at 1930 hrs.

To confirm the Minutes of the Annual General Meeting held on the 17th

To receive and consider the Directors reports.

To receive and consider the Financial Statements and Auditors Report of the Company.

To elect a Returning Officer.

To declare all positions vacant.

To elect a new Board of Directors for the 2003/2004 Year.

To consider and if agreed, pass the Two Ordinary Resolutions as listed below .

To deal with any other business that the meeting may approve of, which due notice

has not been given.

Ordinary Resolution No 1

Memorandum and Articles of Association, Item 23, Clause (a) to read

“ (a) The number of Directors shall not be less than five (5 ) and not more than nine (9).

Unless otherwise determined by the Board the number of Directors shall be six (6).

The Directors shall have power from time to time to increase or decrease the number of

Directors subject to the Maximum and Minimum numbers aforesaid. “

“ (b) The Board of Directors shall consist of those persons elected to the following

CHAIRMANS REPORT

The 2003 season has now drawn to a close, and after reflecting on our successes, it is time to assess where we

are both individually and collectively before we start planning afresh for the 2004 season.

Firstly, congratulations to all of the clubs on such a great year. To all of the teams that took out Grand Finals or

League Championships – well done, but we cannot forget the contribution made by all teams and players, no

matter what their results or standings, in making the Central Coast Association the outstanding competition that

it is.

Thank you to all of the club delegates and to all of the executive directors. The outstanding work that they do

and the hours that they put in is largely unknown to the majority of our members. Without their dedication the

Association would not function nor exist in the successful manner that it does. To those of you who are not

returning in 2004, thank you for your contribution over a number of seasons and hopefully you will continue

your involvement at club level.

Our staff at the CCSA have done a sterling job under sometimes difficult circumstances. Keeping over 11000

registered players happy all year is a daunting task, and one that is usually unrecognised and unrewarded. We

lost our General Manager Craig Gibson to the warmer clime of Coffs Harbour during the year. Craig did an

excellent job in establishing the role of the General Manager and has laid the groundwork for those who will

follow. My thanks go to Brian Follett who was able to step into the role quite effortlessly at a difficult time just

before the semi finals. Regional Coach Allan Bourke has continued his excellent work in raising the standards

of our coaches and our elite players, and the results of his work will continue to be seen for many years to come.

Administration officer Murray Nettheim and groundsman Matt Whyte both had difficult years for differing

reasons. The fact that the CCSA now employs four full time staff is testament to the the enormity of the task of

running the Association in a professional and business like manner.

We have a million dollar turnover each year, we own a million dollar asset in Pluim Park which is the envy of

both other Associations and other sports, and we run a competition for 11000 players from 5 to 60, male and

female, playing over 450 matches each weekend from April to September.

One of the major challenges of the year was the formation of the new Central Coast United Football Club, born

from the merger of the Central Coast Coasties and the Mingara Lakers, with the backing and support from the

CCSA. A lot of hard work and planning went into it, with a number of obstacles to overcome – financial,

administrative, logistical and political. Our thanks must go to Dave Storey, Craig Thompson, Mark Maiden and

Ray Northcote who represented the CCSA so well throughout the process. The end result is that we have one

elite club, playing at the highest level, for all of our juniors to aspire to.

We have had many highlights during the year – another successful senior Grand Final day at Express Advocate

Stadium, the hosting of the State Under 14 titles at Pluim Park, and our presentation night where we were all

enthralled by the address and presence of one of the all time greats of Australian football Joe Marston.

But there are still a number of challenges ahead of us. We cannot afford to be complacent and hope that things

will run themselves. It is imperative that all of the club‘s delegates to continue to take an active role in the

running of the Association. Despite our continual growth and success, we are still seen as the poor relation by

the media, councils and government bodies. Even though we are the largest amateur sporting body on the

Central Coast, we can still not secure playing fields for all of our clubs, nor do planning authorities make

provision for additional playing fields to meet our growing needs.

All of our member clubs need to be financially viable and I urge all club members to make a conscious effort to

ensure the sustainability of their clubs in a responsible manner – for the good of all our players.

In closing I would like to convey to all of our members my best wishes for the off season, a joyous and

prosperous Xmas and New Year and my sincere hope that we see all of you back on the soccer fields of the

Central Coast in 2004.

GENENERAL MANAGER‟S REPORT

Fellow members. As you are aware I stepped into the role as General Manager on the 21st July 2003 following

the departure of Mr Craig Gibson in June. Taking up in this demanding role with the most hectic three months

of the season ahead certainly had its moments testing my resolve to the limits as I strove to play catch up

management.

On a ―Jet Set ― learning curve I quickly became aware of the many activities that had to be addressed as the

season reached the climatic finals. Many activities such as Competition Tables, Fixtures, processes and plans

required attention. Although each individual task was manageable, cumulatively they were mountainous. To

this end I thank Murray Nettheim and Allan Bourke for their tremendous support under sometimes very trying

circumstances.

The CCSA Regional Development Coach, Allan Bourke, continued where he left off last year improving the

standard of development activities and skill based academies conducted at Pluim Park. Together with the

satellite academies at four locations across the Coast and the increasing school visits the identification and

development of talented youth has never been as healthy. The school gala days organised at Pluim Park are

introducing many more children to the enjoyment of soccer.

In addition to the various Soccer programs developed for players the Coaches networking sessions held monthly

throughout the season has been well received and attended by the Coaching fraternity eager to learn more and

brush up on coaching techniques. However I believe that we have many more Coaches that would benefit and

improve their ability as Coaches by attending these informative Coaching demonstrations. All Coaches of all

levels are welcome at these sessions and the benefits obtained from networking with other Coaches alone is

invaluable.

We are most fortunate indeed to have a Regional Development Coach who is dedicated to achieving the many

tasks associated with this important portfolio. I am sure that the Central Coast players and the Standard of

Soccer will benefit due solely to the efforts of Allan and his Coaching staff.

The Pluim Park complex has been stretched to the limit this year with the Under 18 Competition being played

here on Friday evenings and the many postponed and deferred games that had to be accommodated at this

venue. In all the CCSA hosted in excess of 900 games not to mention the numerous development, skills and

Coerver academies together with team training sessions held throughout the season. School Gala days and the

Under 14 State Titles were the culmination of a very intense year.

The condition of the fields to accommodate this hectic schedule and for the State Titles following this

unprecedented usage was a credit to the CCSA curator Matthew Whyte. Unfortunately Matthew has chosen to

return to his former trade and has taken up a position with Gosford City Council. On behalf of the CCSA, the

Soccer Fraternity and myself personally I would like to thank Matthew for his tireless efforts and dedication in

the upkeep of Pluim Park. We wish him every success with his new position.

The position of curator or alternatively a Pluim Park Maintenance Contract with a proven Playing Field

Management Company will need to be the priority item for the new Executive Directors to address.

This year the entry, exit and parking arrangements for the final series were altered and once the patrons became

accustomed to the new arrangements appeared to be more organised and less chaotic. Again a car parking fee

for the final series was charged together with a request for a gold coin donation as entry for the Grand Final

weekend. From the gold coin entry donation collected on the Grand Final weekend the CCSA donated on

behalf of the Soccer Fraternity $1650.00 to the ― Give me five for Kids ― appeal which was gratefully accepted

by the 2GO breakfast team.. Take a big bow everyone this was a great effort from all who gave generously.

The Pluim Park Complex is a tremendous asset that is the envy of many a visiting soccer Club. The Park is

owned and operated by the CCSA for its affiliated Clubs, and the 11, 098 players. Very little if any financial

assistance is received from Local, State or Federal governments. The CCSA, affiliated Clubs, Members and

players MUST investigate discover and implement strategies for raising revenue to maintain and improve the

asset without having to rely on increasing team and player registrations every year.

Pluim Park is a major asset that belongs to the Soccer Fraternity as a whole and as such must be maintained and

enhanced yearly. Financial support for this is the responsibility of the entire soccer family if we are to have a

facility to be proud of and call the home of soccer on the Central Coast.

I congratulate the many Players and Officials for respecting the No 1 Field by reducing the wear and tear by

having their teams warm up on the adjacent No3 field in addition to keeping players off the field at half time.

Maintaining the playing fields to a reasonable standard with limited resources depends heavily on the support

and co-operation of everyone at all levels of Club Officials, Players and Spectators.

Due to the unprecedented number of games conducted at the Park this season we have been forced to take No1

field out of service for much needed renovations. This required the surface to be scarified, aerated, top dressed

and fertilised. The field will not be available until late January 2004. No4 field also required renovation and

was taken out of service for scarifying, Top dressing and fertilising. This field will not be available until late

December 2003. Goal mouths on both fields have been re-turfed and we hope that our goal keepers will

appreciate these initiatives and protect these areas during the playing season. This leaves our No 4 Field, which

along with our bank balance, is crying out for attention. We MUST take this field out of service immediately

for renovation work which will be expensive as the perennial rye grass is taking over and inhibiting summer

grass growth. Unless we renovate this field immediately I believe that it will not be playable for the 2004

season. Unfortunately this will only leave No3 Training Field available up to the commencement of the 2004

season. Clubs, I am sorry to say that Pluim Park will NOT be available for pre season bookings as in the past.

The improvements, regular maintenance together with annual field renovation work at Pluim Park must be

ongoing and members must face the commercial reality of these decisions. We must start to look after this very

important and valuable asset if it is to be the showpiece of soccer on the Central Coast.

This year winter registrations increased by 9.1% from 10,173 registered players in 2002 to 11,098 in 2003.

Unfortunately problems were experienced with the Competitors program software and with Clubs requesting re-

grading, teams being withdrawn and the early season wet weather postponements the competition draw quickly

fell into disarray. The competition fixtures each week, points table and qualification was almost beyond

revival. However, thanks to tenacious efforts of a number of dedicated people we managed to make it through

to season‘s end.

The season culminated in a great Senior Grand Final Day at the Express Advocate Stadium where the men were

joined by the Premier League women, which added to the day‘s success. Albeit the windy weather kept many a

spectator indoors, over 3,000 people witnessed a great Grand Final day of soccer being entertained by six high

quality matches all of which deserved being played at such a first class venue. I would like to thank the

management of the Express Advocate Stadium for making this venue available. I am sure all players

appreciated the experience of playing at a first class venue.

Along with the Senior Grand Final Day at the Express Advocate Stadium and the complete final series played at

Pluim Park, a highlight of the year for me was the Senior Presentation Dinner Dance at the Mingara Recreation

Club. This night for me took on added significance, as our special guest of honour was one of Australia‘s finest

ambassadors, the legendary great Joe Marston. For Joe Marston has done it all in style and only space here

prevents me detailing his achievements. We were deeply honoured by his presence and the standing ovation

afforded to him as he took the stage was a fitting tribute to this great sportsman.

Once again the CCSA employed the services of an independent professional bookkeeper to oversee and

structure the financial management of the company. This has proven most successful and advantageous to the

CCSA in its financial operations and accountability to the members together with budgeting and financial

planning. The CCSA this year increased total income by 18.87% and with an increased expenditure of some

25.29% resulted in a net operating profit of $60,299.00. I would like to convey CCSA‘s gratitude and my own

personal appreciation to Margaret Walker for her dedication and professional attitude to what can only be

described as a sometimes daunting task.

Soccer has the largest number of playing members of any sport or for that matter any number of sports

combined on the Central Coast. With this ever increasing member participation coaching and player

improvements together with dedicated administration the code can only continue to grow. Every member of the

soccer fraternity should make it their responsibility to continually remind their local, state and federal

politicians that soccer requires and needs their support for new facilities, new amenities and an equitable

apportion of existing ground usage per head of population participation.

I received great news on Tuesday 11 November 2003 at a meeting of the Council of Associations from Soccer

NSW that I would like to share with you. The news is that the Central Coast has been granted regional status in

it‘s own right and will be known as the ―Metropolitan Far North‖ region. This means that once again our

talented young players will be eligible for selection in the Metropolitan Far North team to participate in the

NSW State Titles. This is great news for this Association and every young player on the Central Coast.

I stepped into the General Managers position with the CCSA at the end of July most unexpectedly and not

knowing just what lay ahead. The task was daunting to say the least however the support that I received from

the soccer family was overwhelming. I cannot express how appreciative I am to all those people who supported

me and made my tasks that little bit easier. I have thoroughly enjoyed my time as General Manager and believe

that I have contributed achieving to the successful conclusion to the 2003 season.

I have many ideas for the improvement of soccer on the Coast, improvements to Pluim Park complex and the

overall administration of soccer on the Coast. Together with my extensive knowledge of the game at player,

coach and administrative levels combined with my many years in senior management I believe I have much to

offer in this position.

I am available to continue in the role of General Manager and would relish the challenge of a complete year in

this position if the Board of Directors require my services.

I would like to conclude by thanking the Board of Directors for having the foresight to appoint me for the short

period of my contract and being most supportive to my requirements.

After large capital expenditure on the grounds at Pluim Park in 2002/2003 financial year, it was imperative for

the organisation to consolidate its financial position.

2003 is the second year that an independent professional book-keeper has been employed on a casual basis, and

the restructuring of the financial operations has allowed more accountability of our financial status.

Income for 2002/2003 financial year increased 18.87% from $864,832 to $1,043,232, while expenditure

decreased by 9% to 25%, resulting in an operating profit of $60,299 down from $80,304 in the previous year.

REGISTRAR‟S‟ REPORT

Now that we have paid employees at the office, that is, a general manager and a dedicated competitions person,

it is my view that the executive committee should produce policy and provide guidance for the staff to run the

association and its competitions. More than likely whoever is elected to an executive position will already be

heavily involved with their club. With the number of volunteers falling it is important that we do not overload

those who hold these positions.

Club registrars need to be mindful not to overload the office with registrations and submit regularly during the

registration period. As well, prior to the close of the registration for the season, clubs should ensure all teams

are adequately served as far as player numbers are concerned thereby ensuring teams complete the season.

SPONSORSHIP & MARKETING REPORT

It was a mixed year for sponsorship and marketing with the CCSA this year.

On the ‗up‘ side, we obtained $300,000 of dollar-for-dollar funding from the NSW State Government due to the

efforts of Craig Gibson, the CCSA General Manager at that time. A fantastic result! The money was to provide

new player changing rooms, new canteen facilities, a meeting/club room and new office space for

administration. For those who don‘t know, ―dollar-for-dollar‖ funding means we only get the money if we can

raise the same amount ourselves.

This result had a ‗down‖ side though – we thought we had raised the corresponding $300,000 to match the

Government‘s contribution, but the parties involved failed to commit themselves to the project and the money

was not forthcoming. Unfortunately we have not found other sources yet, but we still have time before the

Government‘s offer expires. If anyone knows of any organisations willing and able to provide sponsorship for

the CCSA, I encourage you to contact the staff in the CCSA office to discuss the opportunity with them.

Another ‗up‘ for the year was having Colourbond as the new sponsors of the Coasties – ―The Colourbond

Coasties‖. These funds were much needed by the Coasties and enabled them to continue to develop their teams

throughout the season.

The other ‗down‘ for the year was the resignation of Craig Gibson as General Manager of the CCSA. Craig

was undoubtedly the driving force behind the sponsorship and marketing efforts of the CCSA and his efforts

were missed in the latter stages of the year.

Being positive now and looking forward to next year, the CCSA and all clubs will have the opportunity of

participating in the ―Retravision Raffle‖. Details are still to be supplied at this stage, but it has been run in both

Sydney and Western Division Associations with great financial success; something for us all to look forward to.

A big thanks to all the Directors of the CCSA and to all people involved at club level for their huge efforts

throughout the season. Together we make the whole thing work.

COMPETITIONS REPORT

Congratulations to all players, coaches and clubs who participated in this year‘s Finals series. The quality of

play was a credit to all concerned. For the second consecutive year the U18A and Premier League Grand Finals

were held at North Power. What a marvellous venue to sit and enjoy the cream of Central Coast Soccer battling

out for the honour of being Premiers. I take this opportunity to thank all those people who helped put this

extraordinary event together. I‘m sure that all players, spectators and Club Officials would all agree that the

pain of having to juggle the draw to fit in the Stadiums commitments was certainly worth the effort.

It is pleasing to report that once again that the Association‘s playing strength has continued to grow. This

season saw our team numbers increase by nearly 100 teams – evenly split between non-competition and

competition. One of the downsides to this continual expansion is the burden placed on both the Association and

Clubs to provide balanced and rigid Competition Draw where every team has an equal amount of home & away

games without the need for constant revision. Unfortunately, the Computer Program we bought at the beginning

of the year could not handle the special circumstances of Soccer on the Coast. We thank everyone for their

understanding in regards for any inconvenience caused and assure you that we are already working hard on

correcting this area for 2004. You too can help us by contacting your Local Councilors seeking more and better

playing facilities for the largest participation sport on the Coast.

There are a number of people to thank including my fellow delegates, Craig Gibson, Brian Follett, Mark

Herbert and Kevin Gibbs for their input, direction and support. I would like to especially thank Murray

Nettheim for his tireless efforts and long hours to keep the Competitions going with all the changing demands

placed on him by both clubs and weather. Whilst he may not have pleased everyone he tried dam hard to do so.

Finally, in closing, I would like to say that whilst things haven‘t been perfect we have certainly come a long

way over the past few years. With your help and assistance the few small areas of concern can be corrected for

next year, but it requires everyone pulling to together ignoring any vested interests for the greater good of all.

PROTESTS & DISPUTES REPORT Season 2003 showed that the level of intensity for our game has not diminished which unfortunately continues to bring players, Coaches and spectators to the attention of Officials, and sometimes to our Committee. This year there were 2,133 cards issued by Referees and 10 games abandoned due to the misconduct of players or supporters. These games involved teams from Under 6 to Premier League, so it is apparent that enthusiasm is shared across the board. With some new members on the Committee, we have continued our endeavours to treat each case on an individual basis and give a balanced and impartial decision at the termination of the hearing. Naturally the satisfaction level of the recipients has been varied, although only one case was taken further to the Appeals Board. Regular members of the Committee, Dave Ashe of Tuggerah and Greg Smith of Wyong were consistent in there attendances and decision making. Other persons, namely Phil Butler, Terry McDonnell, Dean Wilkinson, Garry Peterson, Peter Thompson, Grant Nettheim, Mark Richardson, Graham Davis, Brian Smith, Gary Chambers and Greg Harpur, were happy to assist as required during the year and we thank them sincerely for their wisdom and help. It is obvious that there are many good people upon whom we can call and this gives a wider range of opinions on the matters at hand. Our thanks as always go to the Referees for their Reports on matters of interest and their attendances at Hearings when required, an event that I am sure they would prefer not to attend. Particular thanks to Robert Merrington for his Sunday night calls with a list of the weeks miscreants and his support of his members at the hearings. Also thanks to the Committee of the Referee's Association for their co-operation and support during the year. Finally, my hopes for next year are that foul and abusive language will be eradicated from the game so that all members of the community may enjoy the day, that all players realise that it is pointless arguing with the Referee, who seldom, if ever, will change his call, and that everyone has a happy and stress free Season giving the P & D Committee a minimal of work. We wish everyone Best Wishes for a safe and relaxed Festive Season enabling the batteries to be fully recharged prior to Registration Day, 2004. John Nettheim

QUALIFICATIONS REPORT

Another season has come and gone and in most cases my job has been a lot easier.

There are still a few anomalies that aren‘t quite clear, especially between the men, women‘s and 35‘s

competitions. These should be resolved before 2004, otherwise requests were less than previous years.

Having the qualifications in the hand-book helped resolve the majority of queries. I‘d like to thank all the

people I had to deal with for their understanding even if the answer was not what they wanted to hear.

This year was very hard with many teams suffering from injuries, I pray that next season things will be a lot

better for all concerned. I‘d like to thank Craig Gibson and Brian Follet for their help and guidance as well as

my fellow directors, but mostly I‘d like to thank Murray Nettheim for making my job possible.

PROPERTIES REPORT

The 2003 season proved to be a challenging one for the Executive Directors and support staff of the

Association, with the early finish to the Premier League and the weather causing constant changes to the

fixtures.

All this meant that the Pluim Park Complex was heavily used to make up games towards the end of the season

to enable the final series to be played. If it was not for the foresight of the Directors to borrow $150,000 a

couple of years ago to install lights on field 2 and 4, the season could have been a complete disaster.

Unfortunately, there are no other alternate grounds with appropriate lighting available.

As you can appreciate the playing in excess of 900 games at Pluim Park created a number of problems for Brian

and his staff, and for Matt our curator, in arranging fixtures and keeping the ground up to an acceptable

standard. Unfortunately, field 2 caused the most concern in the final series resulting in some complaints.

However, with so many games and the unusual conditions that prevailed, I feel that the support staff did a great

job in getting us through the finals.

At the time of reporting, what started as an initial promising joint venture with Gosford Council to subdivide

part of our land to build a Community Centre where the cottage now sits, has after months of negotiations,

basically fallen flat due to poor responses from Council.

I feel it is time now to concentrate on a number of other projects identified during an earlier inspection to

improve the Pluim Park Complex. This included drainage, car park improvements, seating on fields 2 and 4, a

clubhouse and Administration block. Funding will need to be raised to match the grant, which has been

approved by Sport and Recreation for these projects to go ahead.

I would like to take this opportunity to thank my fellow Executive and Directors for all the time and effort they

have put into the running of the Association. A year that has proved to be very challenging, especially with the

inclement weather and the formation of the New Central Coast Representative Body.

COACHING REPORT

Our regional Coach, Allan Bourke and his coaching staff have done a splendid job in 2003! At the start of the

year Allan and the Board settled on the twin strategies of:

1. Increasing the number of junior players involved in the Academy Program.

2. Offering Central Coast coaches the opportunity to develop their skills by expanding the coaching

network and concentrating on extra training for coaches.

At years end we have achieved both objectives! The numbers enrolled in the Talent Acceleration Program.

Academy programs and Coerver Coaching Courses have exceeded our wildest dreams. Players and their

parents have jumped at the chance to gain specialised coaching and, as a result, the Board is hoping to see

significant improvements in general playing standards, both at club and representative level.

The Coaching Network is growing and Allan has ―discovered‖ some very talented coaches to help run the

various programs. The Board sees this as an important aspect of Allan‘s role because better coaches can spread

their improved knowledge through their own clubs and teams.

As well, the School Visits Program was well received by teachers and some very successful School Gala Days

resulted for both boys and girls at Primary and Secondary level.

All the years‘ achievements are dealt with in more detail in Allan‘s report. On behalf of the Board of the

Central Coast Soccer Association I would like to congratulate Allan for the excellent work he had done and also

thank Soccer NSW for their significant financial contribution which enables the CCSA to employ Allan on a

fulltime basis. The results are starting to come through the success of our programs-the investment will be

repaid many times over during the next few years as the Central Coast becomes a real force in the soccer

community of NSW.

PRIMARY - This was extremely successful this year with 24 boys team s and 22 girls primary schools taking

part. Total players taking part was 360 boys and 308 girls

GIRLS SECONDARY – although there were only 4 teams take part (which was disappointing) it was a

successful day exposing many girls to our game for the first time. Total taking part; 64 players.

Coaching Licences There was one Level 0 course run on the coast in 2003.

The coaching Network is continually growing with 85 coaches who are kept up to date with a monthly

newsletter and Coaching Demonstrations conducted on the first Monday of each Month.

The State Titles This was held in a different format for coast players this year. The Central Coast is not recognised as a Regional

Branch. This means that we are part of the Sydney Metropolitan area and players had to trial for Sydney

Metropolitan North Representative teams to play at State level.

We had 34 players and 4 coaches represent Sydney Metropolitan North.

Our Players and coaches did us proud and I thank and congratulate them for their efforts and their fabulous

attitude in competition and as ambassadors of the Central Coast.

Note 1. Statement of Significant Accounting Policies

This general purpose financial report has been prepared in accordance with Australian Accounting

Standards Urgent Issues Group Consensus Views and other authoritative pronouncements of the

Australian Accounting Standards Board

The financial report is for the entity Central Coast Soccer Association Limited as an individual entity.

Central Coast Soccer Association Limited is a company limited by shares, incorporated and domiciled in

Australia.

The financial report has been prepared on an accruals basis and is based on historical costs and does not

take into account changing money values or, except where stated, current valuations of non current assets.

Cost is based on the fair values of the consideration given in exchange for assets.

The following is a summary of the material accounting policies adopted by the company in the preparation

of the financial report. The accounting policies have been consistently applied unless otherwise stated.

(a) Income Tax

No income tax is payable as the Association has been granted an exemption from paying income tax.

(b) Recoverable Amount of Non Current Assets

The recoverable amount of an asset is the net amount expected to be recovered through net cash

inflows arising from its continued use and subsequent disposal.

Where the carrying amount of a non current asset is greater than its recoverable amount, the asset

is revalued to its recoverable amount.

(c) Property, plant and equipment.

Each class of property, plant and equipment is carried at cost or independent valuation less, where

applicable any accumulated depreciation.

Plant and equipment

The carrying amount of plant and equipment is reviewed annually by the director to ensure it is not in

excess of the recoverable amount of these assets. The recoverable amount is assessed on the basis of

expected net cash flows which will be received from the assets employment and subsequent disposal.

The expected net cash flows have not been discounted to present values in determining the recoverable

amount. The independent valuation was carried out by Robertson and Robertson Certified Practicing

Valuers (Registered Valuer 2531) on the 13th August, 1998. Buildings and structural improvements acquired

or constructed after that date, are shown at cost.

(d) Depreciation

The depreciable amount of all fixed assets are depreciated on a straight line basis over their useful lives

to the company commencing from the time the asset is held ready for use.

The depreciation rates used for each class of depreciable assets are:

(e) Leases

Leases of fixed assets, where substantially all the risks and benefits incidental to the ownership of the

asssets, but not legal ownership, are transferred to the company are classified as finance leases.

Finance leases are capitalised recording an asset and a liability equal to the present value of the minimum

lease payments, including any guaranteed residual values.

Leased assets are depreciated on a straight line basis over the estimated useful lives where it is likely that

the economic entity will obtain ownership of the asset or over the term of the lease. Lease payments are

allocated between the reduction of the lease liability and the lease interest expense for the period.

Lease payments under operating leases, where substantially all the risks and benefits remain with the

lessor, are charged as expenses in the period in which they are incurred.

(f) Employee Entitlements

The amounts expected to be paid to employees for their pro-rata entitlement to long service leave

and annual leave are accrued annually at current pay rates having regard to experience of employee

departures and period of service.

Contributions are made by the company to an employee superannuation fund and are charged as expenses

when incurred.

(g) Cash

For the purposes of the statement of cash flows, cash includes deposits at call which are readily

convertible to cash on hand and which are used in the cash management function on a day to day

basis, net of outstanding bank overdrafts,

All revenue is stated net of the amount of goods and services tax (GST)

Scope

I have audited the financial statements of Central Coast Soccer Association Limited for the

financial year ended 30 September 2003 being the Statement of Financial Performance, Statement of

Financial Position, Statement of Cash Flows, Notes to the Financial Statements and Directors

Declaration. The company's Directors are responsible for the financial report. I have conducted an

independent audit of the financial report in order to express an

opinion on it to the members of the company.

My audit has been conducted in accordance with Australian Auditing Standards

to provide reasonable assurance whether the financial report is free of

material misstatement. My procedures included examination, on a test basis,

of evidence supporting the amounts and other disclosures in the financial

report, and the evaluation of accounting policies and significant

accounting estimates. These procedures have been undertaken to form an

opinion whether, in all material respects, the financial report is

presented fairly in accordance with Accounting Standards and other mandatory

professional reporting requirements (Urgent Issues Group Consensus Views) and

statutory requirements so as to present a view which is consistent with our
