Summer has come and gone, vacations are over for now, and it is back to work and school. A lot has happened since our last quarterly newsleer so let’s get right down to it. We held our annual elections in June, and the incumbent Officers retained their responsibilities for another year. God help us all…!! A few new Directors have come on board due to the annual rotation schedule. Please welcome Dr. Mahbub Hoque (RDECOM S&TCD) and Mr. Bret Eddinger (RDECOM I2WD) who are well known experts in the CEMA community of interest. In addition, Mr. Giorgio Bertoli, CERDEC I2WD Senior Scientific Technical Manager (SSTM) for Offensive Cyber & Acting Chief Scientist has moved from his AOC-S Director position to Technical Advisor. I believe these are great additions and they will all serve the APG Susquehanna chapter well. Mid Atlantic Chapter - Army Aviation Association of America (AAAA) and The Association of Old Crows (AOC) APG Susquehanna Chapter Co-Hosted the 2nd Annual Remembrance Golf Outing on 9 September 2016.

After a brief greeting ceremony at the Ruggles Golf Course clubhouse the golfers were sent out to their pre-assigned hole for the shotgun start where they awaited the sounding of the sirens on a Fire Truck at 8:46AM - the time the first plane struck the World Trade Center in 2001.

There were eighty four golfers participating in the event along with numerous volunteers from AAAA and AOC. Special thanks go out to Mark Nolletti, our chapter VP, for all of his work on this event. Other volunteers from our Chapter that worked the day included Mallory Arnold, Rachel Bogner, John Dittus, JR May and Tom Zalewski.

Proceeds from the tournament will be shared between AAAA and AOC and benefit:• The Fischer House: Military charity supporting

wounded warriors• St. Baldrick’s: A long standing charity favorite of

local firefighters is a Children’s Cancer Foundation• Harford County Sherriff’s Benevolence Fund: • This local charity supports families of fallen officers

Medium Category Chapter of the Year Award

We are very happy to announce that the Medium Category Chapter of the Year has been awarded to our chapter!!

Each year the National Association of Old Crows selects Chapter of the Year based on stringent evaluation criteria including membership retention, Scholarship Program, community awareness, social functions and technical information awareness meetings. Chapters are selected from three categories; Large, Medium and Small.

Each member of our Chapter that renewed their membership, recruited a friend, supported the efforts of our Scholarship committee, participated in lunch and learns or other social activities and helped make our 1st annual CEMA conference a successcontributed directly to this prestigious recognition. JOB WELL DONE!

DRS Technologies, a LEONARDO company, announced the appointment of Kerry Rye as the new Vice President General

Manager of the DRS Signal Solutions business unit within the C4ISR Organization located in Germantown, Maryland.

Rye’s skills and experience will further enhance Signal Solutions’ ability to deliver innovative RF solutions.

EWPMT (Submitted by Fran Orzech)

The Electronic Warfare Planning and Management Tool (EWPMT) is the Army’s first electronic planning and management tool for the Electronic Warfare Officer (EWO). This tool was developed under the Incrementally Deployed Software Intensive Program construct which allows for a rapid delivery of capabilities. This construct allowed EWPMT Capability Drop 1 (CD1) to overcome a 12 month protest and subsequent funding decrements to achieve a successful Government Confidence Demonstration (GCD) at the Operational Test Command (OTC) Fires Test Directorate (FTD), Fort Sill, Oklahoma from 11 January to 5 February 2016. The EWPMT received a Suitable and Effective status in the Operational Test Agency Evaluation Report (OER). The successful test was instrumental in receiving a positive Limited Deployment Decision from PEO IEW&S to provide the EWPMT to the 1st Brigade, 2nd Armored Division (2/1 AD) at Fort Bliss, Texas and to the Fires Center of Excellence (FCoE) EWO School, Fort Sill for training. The 2/1 AD received training on the EWPMT 8-12 August and will use it in their Cyber Electromagnetic Activities (CEMA) Cell during Army Warfighting

Assessment (AWA) 17.1 this October at Fort Bliss. This will be the first opportunity for EWOs to use the EWPMT in an exercise.

The successful EWPMT CD1 GCD and the positive feedback from the EWOs who participated in the test led TRADOC to request Headquarters Department of the Army to expand the fielding of EWPMT CD1 from 1 brigade and the FCoE EWO School to an additional 13 brigades, 4 division and one corps headquarters. A request to fund the expanded fielding was approved August 2016 and the expanded fielding of CD1 to the additional units will begin 2nd or 3rd quarter FY17. The expanded fielding will result in the EWPMT CD1 being used by over half of the Army’s active units. The EWO will then have an automated tool for EW mission planning and rehearsal, and for the first time in their short history, be able to participate in the Commander’s Military Planning and Decision Making (MPDM) process. The EWO will be able to provide EW asset overlays and effects on the Commander’s Operational Picture (COP).

The EWPMT was also used in the initial Cyber Blitz exercise conducted in April 2016 at Joint Base McGuire-Dix-Lakehurst, New Jersey. The exercise was conducted by the Army’s Communications-Electronics Research Development and Engineering Center

(CERDEC) with sponsorship from the Army’s Training and Doctrine Command (TRADOC). Soldiers from the 25th Infantry Division participated in the exercise which focused on the integration of the CEMA Cell into the traditional Tactical Operations Center (TOC) run by the S6. The EWPMT provided an automated capability as the centerpiece of the CEMA Cell which enabled the EWO and spectrum manager to actively participate in the planning process. The exercise helped to inform CERDEC, TRADOC and the Army on the value of integrating the CEMA Cell into the TOC. A follow-on exercise, Cyber Blitz II is being scheduled for April 2017.

In addition to Cyber Blitz, the EWPMT was used in the recent Cyber Quest exercise conducted at the Cyber Center of Excellence (CCoE), Fort Gordon, Georgia in July. Cyber Quest featured execution of complex Electromagnetic Spectrum Operations (EMSO) with both an initial baseline and an enhanced version of the EWPMT. Product Manager Electronic Warfare Integration (PdM EWI) used the exercise as an opportunity to further technical maturation and risk reduction for EWPMT. Of primary importance was instantiation of a microcosm of the Joint Interface Control Document (JICD) 4.2 architecture for an Integrated Electronic Warfare System (IEWS). Cyber Quest validated this framework with Thunderstorm middleware to connect a disparate array of sensors, services and data that provided similar functionality as objective Silkwave hubs. As a result of this event, PdM EWI gained valuable insights that will improve future EWPMT integration at tactical echelons to give Soldiers the tools they need to fight the network and achieve mission success in cyber/EW/spectrum domains.

The Army Operating Concept (AOC) challenges the modern Army to “Win in a Complex World”. The AOC is a vision of a future force capable of conducting expeditionary maneuver and joint combined arms operations in complex operating environments and in the presence of capable and advanced adversaries. The AOC vision of the future force drives Science and Technology (S&T) goals for Army Aviation, including objectives to significantly enhance the range, speed, endurance, lethality, and survivability of Aviation assets. In the area of Aviation survivability, S&T activities are planned and executed in the context of a constantly-evolving threat. As new survivability technologies are developed, threat systems simultaneously advance in capability. The modern threat picture presents both a technology challenge and a moving target to the survivability S&T community.

Advanced Protection S&T Concept and StrategyThe Army S&T concept for advanced protection is referred to as holistic survivability. Holistic survivability employs a broad range of technologies to avoid, detect, and defeat the emerging threat. These technologies include advanced sensors, defensive electronic attack capabilities, and signature reduction technologies. In the holistic survivability concept, a spectrum of technologies are integrated into a layered survivability suite. When a threat is encountered, the survivability suite autonomously employs appropriate technologies throughout the tactical timeline to maximize survivability. This concept makes the most effective use of each technology available to defeat the threat given the unique parameters of an engagement. The Army S&T community has closely coordinated its proactive development strategy with the acquisition community to ensure that the Army can rapidly field new technology solutions.

The Advanced Protection Working GroupIn coordination with the Army Aviation Center of Excellence and the office of the Deputy Assistant Secretary of the Army (DASA) for Research and Technology (R&T), the survivability S&T community recently established an advanced protection working group. The advanced protection working group is co-lead by the Communications-Electronics Research Development Engineering Center and the Aviation Missile Research Development Engineering Center.

The core team of the working group also includes representatives from the Army Research Laboratory, the Armament Research Development Engineering Center, the Institute for Defense Analysis, MIT Lincoln Labs, and the Georgia Technical Research Institute. In addition, the working group has an established team of consulting subject matter experts from a diverse array of government and academic organizations and consults with a wide range of Department of Defense stakeholders. This broad spectrum of representation provides the working group with both breadth and depth of technical, requirements, and acquisition knowledge. The mandate of the advanced protection working group is to identify the technology solutions that will comprise the holistic survivability suite of the future force. The group has a target time horizon of ten years and beyond, and is focusing on solutions that will be effective against the full range of threats now and for the foreseeable future. The advanced protection working group will provide recommendations to Army leadership in June of 2017. The group is considering improvements to traditional technologies, as well as potential leap-ahead alternatives as part of the holistic suite.

ConclusionsThe evolving threat has challenged the S&T community to approach survivability from a holistic perspective and to develop capabilities proactively. As the Army looks to structure its S&T investments for next-generation survivability, it has recognized that future solutions will span far beyond traditional organizational boundaries and areas of expertise. The advanced protection working group provides an avenue for broad collaboration between technical experts across specialties and backgrounds, allowing for open consideration of traditional technologies and potential leap-ahead alternatives. The structure of the group also reflects the practical reality that technology is only a part of the solution. By including representatives from the acquisition and requirements community, the working group is able to consider alternative perspectives and begin coordination between future requirements and solutions at the earliest possible level. Ultimately, the Army will meet the challenge of the emerging threat not only though the development of advanced technologies, but also by establishing effective practices for collaboration and coordination.

Welcome New Members & How Chapter Membership Works: This summer 12 new members joined AOC that are affiliated with the APG-Susquehanna Chapter! It is important to distinguish that membership is with the AOC organization rather than a specific AOC chapter. When an individual joins AOC, they join the AOC organization and the dues go to AOC not the Chapter. The AOC assigns a Chapter affiliation by geography using mail zip codes. If an AOC member is outside of a Chapter’s geographic area then a specific Chapter affiliation request can be made to AOC. Often members working in a Chapter’s geographic area have a mailing address that is outside of a Chapter’s geographic area. The Chapter membership is reviewed annually by the AOC and the Chapter receives a few dollars from AOC for each member affiliated with the Chapter.

National & Chapter Membership Numbers: Founded in 1964, the AOC is headquartered in Alexandria, Virginia. AOC has members in 47 countries with 65 chapters in 20 countries. AOC’s membership includes executives, scientists, engineers, managers, operators, educators, and military personnel. As of September 2016, there are 13,000 AOC members with 10,500 members in the USA and 2,500 international members.

As of September 2016 there are 178 members affiliated with the APG-Susquehanna Chapter. From January 2016 to September 2016, the average number of AOC members affiliated with the APG-Susquehanna Chapter is 190.

Mexsat provides 3G+ voice and data services to mobile terminals on land, air and sea, enhancing the country’s national security, civil and humanitarian programs. The system is operated by Telecomunicaciones de Mexico (Telecomm) on behalf of the government.

“Boeing, working closely with the Ministry, has developed a state-of the-art, turnkey satellite system providing critical communications services throughout the country,” said Mark Spiwak, president, Boeing Satellite Systems International. “With more than 30 years’ experience building satellites for Mexico, Mexsat enhances an already strong relationship with an important customer.”

Boeing designed, integrated and delivered the system, which includes two satellites, two network and satellite control stations, associated network operations procedures and prototype user terminals. The final field tests were completed within 10 months following the launch of the Morelos-3 satellite. The tests involved exercising the 3G+ services such as voice calls, push-to-talk, internet video sessions, asset tracking, voice mail and text messaging over secure links to prototype terminals on ships, planes, vehicles, handheld devices and fixed sites.

As a result, the challenge of ensuring the nation’s cybersecurity has become more complex. Today’s threat environment requires that the nation’s cyber defenders be equipped with actionable intelligence and a keen sense of the tactics, techniques, and procedures to protect our organizations, infrastructure and citizens’ personal information. In recognition of this changing domain, General Services Administration (GSA)/Federal System Integration and Management Center (FEDSIM) has awarded Booz Allen Hamilton a seat on the $460 Million USCYBERCOM MA Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Booz Allen will provide mission support services that include providing capabilities and expertise in the full range of technologies, Cyberspace Operations, joint operation planning, training and exercises.

The five year contract will position Booz Allen as a core partner to Cyber Command leadership as it drives the increasingly important mission of ensuring US safety in cyberspace. Through this contract, Booz Allen can provide a wide variety of services to Cyber Command, and will take a multi-disciplined approach to cybersecurity, looking to integrate cyber threat intelligence with security and technology operations to protect America’s citizens, technology, infrastructure and information. The Army continues to put its resource into developing electronic warfare capabilities, giving 16 small businesses a spot on a five-year, $248.8 million contract for intelligence electronic warfare and sensors.

The companies will share in the cost-plus-fixed-fee contract to “acquire broad technical, program, operations, acquisition, and business services that support Program Executive Office,” according to a Defense department announcement.

Military officials have said that during more than a dozen years focusing on the relatively uncontested airspace in the Middle East, they tended to ignore the importance of defending and exploiting the electromagnetic spectrum. But as the Defense Department’s focus shifts toward the Asian Pacific, and more technologically capable countries such as Russia and China, leaders have ramped up their focus on EW.

DOD is considering declaring the electromagnetic spectrum the sixth domain of warfare, along with land, sea, air, space and cyberspace. And a number of solicitations have sought out EW tools, while the Army, like the other services, has conducted exercises focused on incorporating cyber and EW activities into military operations.

The Australian government has approved a AUD500 million (USD386.3 million) project aimed at “significantly expanding” the Australian Defence Force’s (ADF’s) electronic warfare (EW) capabilities, the Department of Defence (DoD) said on 6 September. The Electronic Warfare Operations Support for Maritime and Land Forces project will provide EW equipment and infrastructure to “significantly sharpen the ability of naval ships and army units to deal with threats emerging across the electronic warfare spectrum”, the DoD said.

The International AOC HQ and APG Susquehanna Chapter of the AOC, under a co-sponsorship agreement with the Army will hold its 2nd Annual CEMA Conference at Aberdeen Proving Ground, MD, 17-20 October 2016. Sessions will be held at the unclassified and classified levels up to TS/SCI releasable to Five Eyes.

Attending CEMA 2016 is highly encouraged to allow for the exchange of ideas and information, and to provide a venue to address new and emerging concepts. The Aberdeen Proving Ground Susquehanna Chapter of AOC has long been tied to the APG, formerly Fort Monmouth, community.
