700MHz PS‐LTE PPDR network is to be deployed in Korea for emergency communications among governmental agencies, but there is no dedicated radio channel for the people who may be the first victims of the disaster. CELETRA proposes DMR VIS system that provides emergency communications for the innocent people to keep their lives and assets by themselves while communicating to the PS‐LTE PPDR network.

1. Necessity of VIS
1. Civilians are imposed in the very front line of disaster when emergency happens like hurricane, floods, heavy rain and snow, mountain fire etc. therefore in order to avoid such threats, individual houses or people have to be equipped with 2‐way radio communication method so that the people can immediately report that situation to the neighboring people and jurisdiction agency.
2. VIS can be used as a social media that connects community people in an ordinary daily life.
3. People who are living in the country side or isolated area needs more social care for their security, safety, asset management, etc. VIS can be a media that connecting people in the local society for its daily life and emergency.
4. VIS uses DMR(Digital Mobile Radio) technology platform with some special features and functions to be act as a local PPDR system and welfare communications of the people in the country side. Localized M2M/IoT service can also be deployed under VIS.

2. Technical overview of VIS
VIS is composed of fixed home station, mobile hand portable terminal, Repeater, Base Station, Gateway, and Trunking server.
VIS provides real time 2 way voice and data communication services to the people who are living in country side.
VIS service and technology is based on ETSI standard DMR (2‐slot TDMA digital mobile radio). Therefore VIS can provide various types of voice communications for Individual call, Group call, Emergency call and also provides data communications in order to be used for M2M/IoT of the country people.
VIS terminal has radio gateway functionality that connects DMR to the iPhone/Android devices.
VIS terminal has MESH protocol function that is to be able to use as a repeater in emergency situation.
OTA (Over the Air) Service provisioning is mandatory for collaboration on emergency situation with LTE based National Emergency Network.
