The annual Workplace Safety and Health (WSH) Awards recognise companies and individuals for making our workplaces safer and healthier for everyone.
Safer and healthier workplaces require the commitment of all employees, from top management to the last worker. This starts from the mindset that all accidents and ill-health are preventable.
This year, 172 award recipients will be recognised for their efforts. The WSH Awards Commemorative Book will feature some of the best practices and innovations in WSH by the award recipients. Through their sharing, the WSH Council hopes that companies and individuals will be able to pick up some tips on preventing the next accident.

Infi neum Singapore Pte Ltd At Infi neum, safety is a core value of the company and it is at the centre of everything that the company does. Its Behaviour Based Safety Observation programme is a key component in its workplace safety and health (WSH) programme and it supports Infi neum’s WSH goal—‘Nobody Gets Hurt’.
The programme encourages every stakeholder in the company to play a part in WSH by looking out for one another and to speak up against any unsafe act at work. Employees and contractors are also encouraged to actively share these hazards with one another. Through these sharing and commitment from everyone, the programme promotes a positive behaviour towards WSH and reinforces good work practices throughout the company.

Rockwell Automation Asia Pacifi c Business Center Rockwell Automation strongly believes that the safety and health of its employees is its utmost priority and all incidents are preventable. Thus, in Rockwell Automation, open communication between employees and management is key in preventing accidents. The management conducts regular visits called ‘Safety Observation Tours’ to the
manufacturing fl oor, laboratories, storage areas and offi ces. The management team will also take turns to conduct the tours in different work areas on a specifi c workplace safety and health (WSH) topic every month. During these tours, the management will listen to employees on their concerns, and gather feedback on improvements to eliminate hazards at work.

Mr Low Yong Hui AllanTeambuild Engineering & Construction Pte Ltd Mr Allan Low is like the discipline master in school when he enforces basic discipline on the construction site. He makes sure that the workers are working safely and do not create hazards during the course of work. Allan conducts regular site walks with his workers. He feels that this is crucial to understand the risks involved in work activities and to mitigate the risks, so that proper measures can be implemented before work starts. This also reduces the possibility of workers not adhering to safe work procedures.
Allan has also developed an application called “iSAFE” that allows any employees with smartphones to capture safety lapses on site. Customised based on the company’s work
processes, the application captures data and generates workplace safety and health (WSH) reports to help the company monitor its WSH performance. Such regular communication between him and the workers has helped to enhance workers’ morale and improve the safety awareness at the construction site. To Allan, it is also important to create an impact on all workers in the workplace to allow them to have a sense of belonging and to encourage them to watch out for one another. He always emphasises on “Safety fi rst, your family awaits your safe home coming”.

Adaptor for Kingpost Installation China Construction was awarded the building contract for HDB’s development at Punggol Northshore Contracts 1 and 2. This involves building works for 15 blocks of residential towers and two levels of basement carparks. To build the basement carparks, the entire basement 1 (B1) level is supported by kingposts which are installed as temporary vertical supports during the semi top down excavation works for B2 level. Each kingpost consist of several H-beams that are connected as one post. It also requires additional length of the kingpost to be installed between B1 level and fi rst storey. Subsequently, excess length of the kingposts will be cut and removed once the excavation work is completed. Installing the kingposts involves many steps which are time-consuming and workers are exposed to various hazards associated with welding, gas cutting and hot works, and lifting operations.
To reduce exposure to workplace safety and health (WSH) risks and improve productivity, China Construction developed an adaptor for installation of the kingposts. The adaptor uses a mechanical lever that can be operated at the top of the fi rst level of the construction. The mechanical lever is connected to the base of the adaptor which will engage a pin to lodge into the pre-drilled opening on the kingpost and adaptor. With the adaptor, the correct length of the kingpost can be estimated more accurately and adjusted according to the required length before installation. Thus, this removes the need and time to cut any excess length of the kingposts. It also removes the need for welding of the kingposts including cooling time for the welded joints before the kingpost can be installed. By reducing the overall installation time, the productivity has improved by 1,006 mandays to complete this portion of work.

Keppel DHCS Pte LtdMulti-purpose Lifter Keppel DHCS owns and operates four District Cooling Systems (DCS) across Singapore. The plants distribute chilled water to buildings through the underground reticulation pipelines. To maintain supply reliability, the maintenance crew will conduct regular inspections on the valves and associated pipe fi ttings. To conduct the inspection, the workers will need to manually lift up the heavy valve manhole covers in order to enter the valve chambers. The manhole cover weighs around 60kg and it requires at least two workers to lift it manually. This puts the workers at risk of musculoskeletal
injuries due to the manual and heavy lifting work, and falling into the valve chamber. Keppel DHCS has developed a multi-purpose lifter to lift the manhole covers safely and effi ciently. The multi-purpose lifter comprises a winch lifter that is mounted to a large frame. The frame is also large enough to cover the entire manhole and can be used as a safety barricade. The innovation has helped Keppel DHCS reduce the number of workers and effort needed to lift the manhole cover. By reducing the risks, workers can work in a safer working environment and improve their confi dence level.

During an annual review of its safety performance, Keppel FELS found that most fi nger injuries were caused by the tightening and dismantling of bolts and nuts. Traditionally, the process will require two workers. The fi rst worker will need to hold the bolt in position, while the second worker tightens the nut on the other end using a spanner. As such, there are pinch points that can cause injuries to the fi nger. To reduce fi nger injuries, Keppel FELS created the handy bolt and nut tightener which reduces
manpower and prevents fi ngers from getting caught in between the spanner and pipe while tightening the nut. The handy bolt and nut tightener has a spring lock mechanism and magnets to fi rmly secure the bolt and nut in place. The spring lock can also be adjusted to fi t different sizes of bolts and nuts. The tightener minimises the risk of hand and fi nger injuries, especially when working in constrained spaces on rigs and vessels. With its implementation, the process of tightening bolts and nuts is safer and improves work productivity.

Keppel Logistics Pte LtdCable Cutting and Re-spooling
In Keppel Logistics, the process of cutting and re-spooling the cable is a manual and laborious process. Workers will need to manually rotate the cable drum to unwind the cables, spool it to an empty drum on a re-spooling unit before cutting the cables into the desired lengths. The empty drums also need to be hoisted by a forklift and mounted onto the re-spooling unit. The entire process involves many risks. There are risks of being struck by drum toppling from the forklift or the re-spooling unit, or strenuous work from manually handling the drum that can result in fatigue and upper body injuries. With its risk level being one of the highest in Keppel Logistics, immediate measures were taken to eliminate these hazards.
The height of the re-spooling unit was lowered to below shoulder level to reduce fatigue and risk to upper body injuries. A cap was installed at the end of the drum to prevent it from moving side to side. The cable cutting unit was also re-created with metal guard panels that can prevent the drum from rolling over. It also comes with two rotational rollers that can be placed at various slots to accommodate different drum sizes. The cable cutting unit can be fully rotated to help with spooling the cables onto the empty drum easily. With the redesigned solutions, the risk of injuries has been reduced signifi cantly and improve productivity by 30%.

Keppel Merlimau Cogen Pte LtdSea Water Intake Guide Cleaning Device At Keppel Merlimau Cogen, sea water is being pumped into the plant to cool various equipment and condensing of the steam in the plant. Cooling water must be fi ltered before it is pumped into the plant. Therefore, the sea water is fi ltered at the intake channel through the screens. The screens which are located 14 metres underwater are inspected every year to make sure the screens are working properly. To conduct the inspection, stop gates are installed in front of the screens to drain out the water intake channel. Over time, due to heavy marine growth such as barnacles along the stop gates guides, it is a challenge for workers to install the stop gates to prevent the sea water from entering the channel. To remove the barnacles, Keppel Merlimau Cogen engages third-party contractors to deploy deep sea divers or use hydro jets. However, these methods pose many challenges.
It is time-consuming and life-threatening for the divers, and the hydro jets are ineffective and diffi cult to control due to the underwater currents. These challenges motivated the company to fi nd safer and more effective methods for its employees and contractors. The sea water intake guide cleaning device was thus created using purpose-built mechanical spring loaded scrapers. The scrapers are attached to a jig with a compression load. When the compression load from the jig is applied, the spring exerts force on the scraper and the scraper moves along the guide to remove barnacles and other marine growth. The cleaning device has effectively eliminated the risk of deep sea diving and ineffective cleaning by the hydro jets. It has also reduced the costs of engaging third-party services to about $80,000 per year.

In a shipyard, workers are exposed to various hazards when working with the grinding machine. The conventional practice of securing elbow pipes to clamping devices is not suited for small-sized elbows pipes. Workers have to keep adjusting the elbow pipes to the desired angle and the elbow pipes can easily fall or slip if they are not secured properly to the clamping devices. This poses the risk of hand or fi nger injures. Workers are also susceptible to bad working posture from operating the machine, and can get skin burns and irritation from coming into contact with sparks from the machine. To address these risks, Sembcorp Marine developed an innovative solution to conduct the grinding operation more safely and effi ciently.
The safe grinding work station caters to various elbow pipes sizes ranging from ½ inch to 5 inches, and comes with an easy slot-in access which prevents the risk of any hand and fi nger injuries. The height of the work station can also be adjusted through a gearbox system to prevent poor posture and minimise the risk of back pain. Additionally, the metal safeguard on the work station helps to control and reduce exposure to the grinding sparks. Overall, the safe grinding work station has improved the grinding quality and effi ciency. In addition to improved safety and productivity, the required manpower has also been reduced by over 50%.

Two hydrogen (H2) sensors mounted at the top of a 6-metre high ceiling of YTL PowerSeraya electrochlorination plant are calibrated annually. In order to reach the H2 sensors, workers must erect scaffolds which subject them to the risk of falling from height. The long duration needed to erect the scaffolds also put the workers at risk to chemical exposure. In addition, it is costly to erect the scaffold and time-consuming to calibrate the sensors. To eliminate the risk of working at height, YTL PowerSeraya implemented a winch and pulley system that enables the H2 sensors on a fi xed vertical pole to be lowered down from
the ceiling. There is a locking mechanism at the winch to make sure that the wires do not go loose accidentally. A rubber stopper was also installed at the lower end of the vertical pole to prevent free fall of the H2 sensors beyond the end of the pole. With the implementation of the winch and pulley system, workers do not have to work at height and it takes a shorter time to complete the task in a safer manner. In term of cost savings, the one-time installation cost of the system is a third of the overall annual cost to erect and dismantle scaffolds including labour costs.
