DESCRIPTION
LOCATION: Njombe Region, Ikondo Ward PROJECT NAME: Increasing Access to Modern Energy Services in Ikondo Ward - Njombe FINANCING ENTITIES: European Union (CRIS FED/2011/266-816) IMPLEMENTATION PERIOD: September 2011 – August 2015 DESCRIPTION AND GENERAL OBJECTIVES The overall objective of the action is to promote social and economic development in the Ikondo Ward, by granting access to modern energy services to households, productive enterprises and service delivery facilities. The activities are: up-grade of the Ikondo micro-hydropower plant, extension of the existing local electricity distribution grid, connection of households, private enterprises and service providers to the local distribution grid, handover of the Ikondo hydropower plant to the MVC and establishment of a ward rural electrification committee and realization of trainings on rational and safe use of electricity and energy efficiency practices. SPECIFIC OBJECTIVES To increase the generating capacity of the existing Ikondo micro-hydropower plant and the extension of its distribution grid, in order to improve the life conditions of the inhabitants of the Ikondo Ward. BENEFICIARIES Approximately 800 households involved in awareness activities focused on the promotion of efficient biomass consumption practices. At least 90 households connected to the Ikondo micro-hydropower plant’s grid. At least 30 private enterprises connected to the Ikondo micro-hydropower plant’s grid. At least 10 public service providers connected to the Ikondo micro-hydropower plant’s grid. The final beneficiary will be the Ikondo Ward community in general (8,895 inhabitants), since the increased availability of modern energy services will have a direct impact of the whole population. 1a. Installed an additional 240 KW turbine in the Ikondo micro-hydropower plant

The Ikondo hydropower plant’s generating capacity will be significantly increased by installing an additional 240 KW turbine. Such up-grade has become necessary since the plant has already allocated all its current generation capacity. With the plant designed since the beginning for hosting two turbines, the operation will not present particular difficulties.

2a. Added at least 37,9 km of MV and LV lines to the existing local electricity distribution grid and realized interconnection between the Ikondo and Matembwe grids.
The increased generating capacity of the hydropower plant will allow the extension of the existing distribution grid, granting to a larger percentage of the Ward’s community the opportunity to access to reliable and affordable electricity.

The existing Ikondo electricity distribution grid is long 5,4 km and it has 110
poles and 4 transformer cabin .

Technical surveys had been conducted by CEFA’s staff, with the collaboration
of volunteer workers, in order to identify the layout of the lines and the
positions where to place the transformer cabin.

COLLABORATION OF VOLUNTEER WORKERS
The community was involved from the beginning of the project , in the
implementation of survey activities, with the collaboration of the authorities of
each village of the ward.

2b. Made at least 130 new connections to the local grid, counting households, private enterprises and service providers.
The extension of the distribution grid will allow to increase the number of households, private enterprises and service providers accessing to electricity. This will generate positive effects within the community, especially from an economic point of view. The increased availability of electricity is in fact the prerequisite for the development of new income generating activities. Service providers will be given the priority and will be facilitated in connecting to the grid. Mobile telecommunication companies will be informed of the new favorable conditions and will be invited to extend their coverage in order to include the Ward’s territory.

At the moment there are 146 customers connected at the existing electricity
grid of Ikondo village, of which 5 public service providers,112 households and
29 economic enterprises.

3a. Handover of the Ikondo hydropower plant to the MVC (Matembwe Village Company).
In order to assure sustainability to its rural electrification intervention in Ikondo, CEFA has decided to entrust its hydropower plant to the Matembwe Village Company – MVC. A capacity building program shall be implemented in order to strengthen the MVC’s technical and administration offices, while its operational capacities will be upgraded.

3a. Establishment of a ward rural electrification committee (WREC).
It also foresee the establishment of a ward rural electrification committee. An advisory body that will be called to play an consultative role between CEFA/MVC and the local community. The committee will benefit of a capacity building program meant to provide it competencies and operational effectiveness, with the intent of assuring a participatory approach to the interventions carried out.

3b. Realization of trainings on rational and safe use of electricity and energy efficiency practices
Since electricity is still a unfamiliar element for most of the Ward’s inhabitants, trainings and seminars will be conducted on its related potentials and risks. Beneficiaries will be instructed on rational and safe use of electricity in order to avoid inefficiencies.
BIOMASS CONSUMPTION
A special focus will be dedicated to biomass consumption. Efficient end-use technologies, such as improved cook stoves, will be promoted in order to reduce wood fuel consumption, deforestation, land degradation and indoor-air-pollution
