RCC Contribution to WRC-2003

• RCC proposal on Agenda Item 1.22 (IMT-2000)… to study frequencies below 600 MHz for IMT-2000

economically efficient deployment in developing countries and in countries with sparsely populated areas

• Active RCC position in pushing ITU-R studies on “low frequencies” at WRC-03

• WRC-03 outcome: Resolution 228 (Rev. WRC-03)decides 3): ITU-R to conduct regulatory and technical

studies on the usage of frequencies below those identified for IMT-2000 in 5.317A for the future development of IMT-2000 and systems beyond, notably assessing their advantages and disadvantages

Special effort: Working Group “CDMA450 networks deployment coordination” (WG CDMA450)

Main decisions:

Meeting #1 (Moscow, March 2004):CIS Administrations to join the preparation process of ECC Decision on wideband PMR/PAMR technologies

Meeting #2, (Minsk, September 2004)WG CMDA450 to draft RCC position on AI 1.4 of WRC-2007 and to further support “low frequencies”issue in ITU-R and CEPT

WG CDMA450 Meeting #1 Results

• Approvement of RCC-members activity in the preparation of wideband ECC Decision (WGSE, WGFM)

• Noting RCC-members public consultation comments on draft wideband ECC Decision

• Encouraging RCC Administrations to support final adoption of wideband ECC Decision

• RCC-members actively supported final adoption of ECC/DEC/(04)06 at the 7th ECC meeting (Vilnius, March 2004)

• Greater opportunities for CDMA450 technology expansion to Europe

• Europe joins CDMA450 roaming camp

• Piece of the background for the 450 MHz band global identification

WG CDMA450 Meeting #2 Results

• RCC Administrations to jointly promote the 450-470 MHz band for IMT-2000 in ITU-R

• RCC Administrations to keep a closer contact with other countries supporting CDMA450

• WG CDMA450 to take part in the preparation of RCC answers to ITU-R Questionnaires on IMT-2000 potential services and spectrum

• WG CDMA450 to develop unified solutions to facilitate roaming within RCC

Why CIS-Regulators support CDMA450?

• “Low-density high-coverage” scenario is typical for CIS

• CDMA2000 appears to be the most mature IMT-2000 technology that is proved by experience worldwide

• Cellular and WLL applications available in CDMA450

• Some of CIS countries had NMT-450 networks which are being upgraded to meet increasing user demands

• CIS-countries – CEPT-members deploying CDMA450 networks in line with the European Common Allocations (EU34 footnote)
