Bihar’s experience about RDELS
1. The details of last quarterly claims of RDELS i.e. 31.03.2010 at various
SDCAs in Bihar Service Area in respect of two USPs namely M/S RCL & M/S
TTSL are given below:-

2 In view of irregularities noticed in RDEL claims of M/S RCL in West
Bengal CCA office, all CCAs advised to conduct special verification of
last quarter claims of RDELs extn scheme submitted by all operators.
3 As per special verification of last quarterly claims of RDELS Extn.
Scheme in Bihar Circle, percentage of eligible RDELS were found as 2.13
and 52.84 under two USPs namely M/s TTSL and M/s RCL respectively.
4 In accordance with instructions issued by the USOF, New Delhi, the
percentage of eligible RDELS emanating from special verification
exercise were extrapolated and applied to all the quarterly claims of
RDELS for the extended period i.e. from QE 30.06.2007 to QE 31.03.2010
in respect of both the USPs, M/s TTSL and M/s RCL.

5 Accordingly M/S RCL and M/S TTSL were instructed to deposit an
amount of Rs. 1,08,36,516/- and Rs. 28,16,25,981/- respectively by the
O/o the CCA, Bihar Circle, Patna immediately for disposal of the case as
per USOF, New Delhi instructions.
6 In response to demand notice issued by the O/o the CCA, Bihar Circle,
Patna for refund of disallowed portion of earlier disbursed amount of
the entire period from QE 30.06.2007 to QE 31.03.2010, both the USPs
represented to USOF, New Delhi as follows :-
(i) M/s TTSL appealed for re-verification of physical inspection work.
(ii) M/s RCL applied for details of inspection report.

7. During physical verification of RDELs extn scheme in Bihar Service
Area, some experiences are depicted below:-
(i) On tele-calling RDEL numbers were found either ‘switched off’ or
were ‘not reachable’.
(ii) In many cases RDEL numbers were found to be existing but the
name and address as per CAF (Customer Application Form) did not
match with the claim.
(iii) In some cases no single connection exist but multiple RDEL claims
(2 to 4 even 4 to 10 & above) were submitted by the USPs against
the same person as per CAF.

8. Specially, in case of M/S TTSL, some surprising matters as noticed are given
below:-
(a) No subscriber was found to be resided in the locality against multiple
RDEL connections in some cases.
(b) In many cases, no such village was found (not known even by the
Police Station/Gram Panchayat) against multiple RDEL connections
as per CAF.
(c) Even fake EPIC (voter Identity Card) were produced with all false
multiple RDELs claims by the USPs in support of customer’s identity.
9. However, with the concurrence of USOF, New Delhi detailed inspection
report was furnished to M/s RCL with instruction to deposit an amount of Rs.
1,08,36,516/- early.

10. In case of M/s TTSL, as instructed by USOF, New Delhi, physical
verification of 19 RDELS from the selected numbers selected earlier and
not disclosed to USP, have been carried out during last week of January’
2012 and despite prior intimation issued from O/o the CCA, Bihar Circle,
Patna, the USP did not accompany with the inspection tour.
11. However, on completion of verification report , M/s TTSL was also
instructed to deposit a sum of Rs. 39,50,82,891/- from O/o the CCA, Bihar
Circle, Patna being the disallowed amount against the entire subsidy
amount disbursed earlier from QE 30.06.2007 to QE 31.03.2010.

Some Factual Information about VPTs
* In Bihar circle, USP for VPT activities is BSNL.
* There are no pending subsidy claims at present except the last quarter
claim i.e. QE 31.12.2011 which is under process.
* An amount of Rs. 2,82,500/- (Rs. Two lakh eighty two thousand five
hundred only) has already been recovered from the USP, BSNL being LD
charges for short fall in Roll Out period.
* From the subsidy claim of QE 30.09.2010 onwards, 100% of FLS is being
disallowed due to non provisioning of mandatory Solar Devices towards
new installation of VPTs.
