It’s operating parameters are: To Remotely & Passively gather phone communications on GSM / CDMA Networks To process all details of interception, cross-index all processed CDRs, and classify all related identities in relationship to the Targets under surveillance, with UMTS 3G voice & data collection options To show associations the surveillance officer can interpret for tracking targets + accomplices over networks, and related data associations that include full context for localized investigations The MIC analyzes all details from captured communications to provide Government Agencies with several layers of intelligence on: Targets of interest, people in contact with those Targets, people in contact with those people, and so on. The MIC offers: Situational Awareness Target Accomplice Matrixing Network Survey Importation Target Tracking Unlike Traditional Tactical Interceptors, the MIC is different in that it does more. C C 5 0 4 3 M o b i l e I n t e l l i g e n c e C o l l e c t o r The system is designed as a 2 part platform: The Core handles the analytical processing, remote access, and long term storage of all communications intelligence. The Field Unit handles all signal collections and connects with the Core for processing. The surveillance officer can interact with each primary feature using a laptop, tablet, or smart phone by connection with the system's core processor.

CC-SpiderWeb: Expansion of Reach via Remote Receiver Interface The Core is able to network multiple receivers in order to expand the collection range of a monitoring mission. Each Receiver or Field Unit is IP driven and can securely connect to the core over an internet browser Each Field Unit has a temporary memory that stores all captured communications and empties all of it into the Core for processing. All Field Units are able to connect via hard wire Ethernet or wireless internet. This permits the expansion of a collection over great distances.

Link Analysis Reporting: The surveillance operator can generate Link Analysis Reporting to see who the Target has interacted with. This involves the review of all archived communications in relationship to the target being investigated.

Here is an example of Link Analysis wherein a connection to a suspect under investigation can be added to the Target List for a separate investigation

Using Link Analysis, the search for accomplices through the system’s Core performs a cross-examination of all data and voice attributes. When a target has been verified (identified as a target) and acquired by the system, his mobile background can be monitored while an indexed profile can be ascertained. The Link Analysis will continue to probe a target's connections, observing who the target has communicated with, from voice calls to SMS messages, and who those people have communicated with. If those people are on mobile phones within range of the system’s Field Unit(s), they can be classified as potential targets, as well as other people using mobile handsets, to the 4th Degree away from the Target.

Analytical Voice Print: Index & Association Engine: The Mobile Intelligence Collector is able to investigate suspected criminal and terrorist groups by analyzing voice samplings. When intercepting calls, the system can take the a segment of speech and process that sampling with audio markers. Those markers represent unique characteristics for human speech. Because those markers are identified and archived by the system, they are able to be cross-associated with all registries of identifiers the system indexes. These “voice prints” can be acquired from GSM over the air or from external database samplings imported into the system.

In the example below, one of the 2 callers was identified with a Gender Score of 81% confidence level, the speaker was a Female, and a 99% confidence level she spoke Korean. This example originated not from a search for a voice print, but a related search for Situational Awareness of a different target. That means the Mobile Intelligence Collector can find accomplices through many different types of connections, and not just voice print alone.

Here is an example of a Voice Print that indicates a 100% match percentage to locate a specific person. It also indicates the speaker is a Female. The Voice Print report was not able to detect what language was spoken, however, the Mobile Intelligence Collector has the ability to recognize many languages, dialects spoken, and Gender. Below is an example of a target who was intercepted twice, with a Gender Score of 100% being a male, and a 98% Language Score the target spoke English.

Throw-Away Phones  Using Voice Print, the surveillance officer can follow a target over the networks. A Voice Print can be detected, even on a phone used only once, such as a burner / disposable phone. Just 22 seconds of speech is required and the Target can be identified and intercepted.

UMTS + LTE Collection: The Mobile Intelligence Collector is able to capture 3G and 4G mobile identities of phone handsets. As many service providers use 3G for voice and 4G for data, our Mobile Intelligence Collector can provide a good deal of intelligence. Some surveillance officers wish to monitor unencrypted communications used to listen only, while others only require encrypted voice and data to track and follow 3G and 4G handsets. The CC5043 employs next generation sets of SDRs that tune to 2G, 2.5G, 3G, and 4G bands, and can provide a vast set of features used for tracking and monitoring criminal and terrorist groups over several phone networks. In addition, the CC5043 can see UMTS + LTE handsets, gather information about them, store and index what it captures, and associate the information with other targets for Situational Awareness, Link Analysis, Behavior Patterns, in order to track those handsets over the networks. All captured characteristics for UMTS + LTE are able to be stored in the buffer memory of each Field Unit and indexed into each CC5403 Core. Once in the core, all the information (audio + data captured) is stored in the form of CDRs. All CDR’s are accessed through Analysis Reporting. Analysis Reporting involves: Calls SMS Registration Events Analysis Reporting propagates the system to provide Historical Search. Historical Search enables the user to filter search queries based on numerical identifiers within a report. Full or partial IMSIs, Phone Numbers, IMEIs, MINs, and ESNs can be used as a filter. Filters can be assigned when creating a new Call / SMS / Registration / Historical Search from the system primary point of access, the Dashboard menu, or within the results of an already created query for: Calls / SMSs / Registrations / Historical Search (the actual report results).

This Analysis Report shows Calls and SMS messages, setup based on a series of filters and criteria pertinent to a surveillance mission. Shown (but redacted) are the public numbers that have been ‘acquired’ through the system’s Harvesting technology. Also included are location attributes of the towers that interacted with the targeted phone handset.

Situational Awareness: The surveillance operator can generate Situational Awareness Alerting / Reporting, in order to: - know when a target / person of interest has returned to the area under surveillance - know when an unknown person / enemy is nearby, such as an infiltrator, to a secure building or base - know when a target / person of interest has left the area - know when a foreigner has shown up at an area - know when keywords with specific phrases were texted during the monitoring of random traffic and more.

Remote Situational Awareness: The surveillance officer can access the system via internet. This permits the officer to learn what happened, hear what was said, remotely, without having to physically be on site.

Behavior Patterns + Tracking: The Mobile Intelligence Collector can correlate all data and perform analytical measurements in order to show both historical movement patterns. This is essential when follow-ing a target or a series of persons of interest. The activity of each targeted suspect is stored with location attributes that the system analyzes. The system looks at each location the target registered on the network with ; every time the target moved to an area, connected to a new tower / network provider, made a call, received a call, sent or received an SMS, had an IMSI attach or detach to a network, had a data session (with internet), the system logged each transaction along with location and timing attributes. If the targeted suspect ever becomes an actual Target, then the surveillance officer can go back in time and research all the places that the target was discovered at by location. This type of Situational Awareness can assist a surveillance officer, as the results show a trail where the target is or was at various times:

Here is an example of the Behavioral Pattern, spread out over a calendar to illustrate current patterns, and enable to surveillance officer to understand the Target in order to forecast routines in order to determine where the target will be next, and when.
