Funding to British Columbia, 2002-2003

• In 2002-2003, the Canada Council for the Arts provided grants worth $18.6 million toartists and arts organizations in British Columbia.

• In addition to grants, $1.2 million in payments was provided to 2,000 authors throughthe Public Lending Right Program in 2002-20031. This brings total Canada Councilfunding to British Columbia to $19.8 million. The number of authors in B.C. receiving apayment through the Public Lending Right Program increased by 100, or 5%, between2001-2002 and 2002-2003.

• The Council awarded $3.6 million in grants to 375 artists and $15.1 million toapproximately 337 British Columbia arts organizations in 2002-2003.

• Grants were awarded to artists and arts organizations in British Columbia in alldisciplines - dance, interdisciplinary and performance art, music, media arts, theatre,visual arts and writing and publishing. In 2002-2003, the largest amount of funding wentto music ($4.2 million). Writing and publishing received the second largest amount offunding ($2.9 million).

• Funding to artists and arts organizations in Vancouver totaled $13.5 million, comprising73% of the total funding going to British Columbia. The city of Victoria received $1.8million in funds, representing 10% of total funding. A total of 78 additionalcommunities in British Columbia received $3.3 million, or 18% of all funding to theprovince in 2002-2003.

• 101 British Columbia artists and arts professionals served as peer assessors in 2002-2003,making up 15.5% of all peer assessors.

• Over 2,200 applications from British Columbia artists and arts organizations wereassessed in 2002-2003, representing 16% of the total number of assessed applications.The number of applications to British Columbia remained stable between 2001-2002

and 2002-2003.

• British Columbia artists and arts organizations received 14% of Canada Council fundingin 2002-2003. In comparison, British Columbia makes up 18.7% of artists, andrepresents 13.1% of the total population of Canada.

British Columbia Artists and Arts Organizations Funded by the CanadaCouncil, 2002-2003

The Vancouver Chamber Choir was awarded a total of $190,050 in grants through theCouncil’s Professional Choir Program and Music Touring Program in 2002-2003. Councilfunds enabled the Vancouver Chamber Choir to promote their music with concerts andworkshops in Atlantic Canada during February and March 2003. The Vancouver ChamberChoir’s dedication to their music is clearly indicated in their ambitious efforts to produce aconcert while braving an ice storm during the Halifax leg of the tour. One of Canada’s onlyprofessional choirs, the Vancouver Chamber Choir has also achieved internationalrecognition: at a performance at the Taipei International Choral Festival, the choir waswarmly welcomed with gifts, flowers and demands for autographs from young choralists!

Merritt’s Red Roots Theatre Group was awarded $5,000 in funds through the AboriginalPeople’s Collaborative Exchange and the Development Support to Aboriginal TheatreOrganizations programs in 2002-2003. Since the Red Roots Theatre Group is based in asmall town on the southern interior of British Columbia, Canada Council funds enabled thegroup to obtain their initial exposure at a major festival. The Red Roots Theatre Group’sopportunity to perform at Vancouver’s Talking Stick Festival helped realize some of thegoals of this small theatre troupe. The Red Roots Theatre Group plays an educational rolein Merritt, as their plays deal with Aboriginal issues such as residential schools, and drugsand alcohol. The company encourages young and aspiring theatre afficianados to receivetraining in theatre production.

Vancouver fiction writer and essayist Lynn Coady received a $20,000 grant through theCouncil’s Grants for Professional Writers – Creative and Author Residences program towrite her upcoming novel Mean Boy. Lynn Coady’s love of writing human characters inthe process of shedding their psychological insecurities is evident in her award-winning firstnovel Strange Heaven, and continues in her new work. A native of Cape Breton, Coady iscurrently editing an anthology of new writing from Canada’s East Coast called ‘VictoryMeat: New Fiction from Atlantic Canada.’

In 2002-2003, the Uzume Taiko Ensemble of Vancouver received a $4,500 grant throughthe Music Festivals Travel Grants program to perform at the Festival d’été in Quebec Cityin July 2002. The festival marked the first time that the Uzume Taiko Ensemble had everperformed in Northern Quebec. The Uzume Taiko Ensemble incorporates drumming,dance and martial arts choreography into hypnotic taiko drum, percussion, bagpipe andsaxophone melodies. Taiko drums are traditional Japanese instruments and the nameUzume Taiko derives from the Japanese phrases for ‘big drum’, and ‘the goddess oflaughter’.

In 2002, two Vancouver writers were honoured with Governor General’s Literary Awards intheir respective categories. Well-known Canadian poet and academic Roy Miki received theGovernor General’s Literary Award for Poetry (English), for his anthology on Japanese-Canadian history in the 1940s, Surrender, while in the English Drama category, playwrightKevin Kerr’s work Unity (1918) was honored. Unity (1918) centers on the flu epidemicthat plagued Canada at the end of World War I, but has taken on a contemporary

significance given recent worldwide health crises. The award-winning drama is playing onmany stages: a French version was performed as part of the National Arts Centre’s2002-2003 theatre series, and the Great Canadian Theatre Company in Ottawa will stage itsproduction of Unity (1918) in September 2003.

In 2002-2003, Dr. Jeni LeGon of Vancouver was awarded a $10,000 grant through theCanada Council’s Grants to Established Dance Professionals program to write herautobiography. Dr. LeGon is a well-known artist who has worked in many disciplines,including acting, writing, jazz, tap, and dance for over five decades. With the assistance ofCanada Council funds, Dr. LeGon was able to travel to places where her career developed:several cities in the States and London, England. The autobiography is a special projectaccording to Dr. LeGon as “it is a document of the life of a successful Afro-American/Canadian dancer who was a pioneer in achieving a measure of equality during atime in American history when it was a popular concept.” 3

The Vancouver organization Art Starts in Schools received a $30,000 grant in 2002-2003through the Artist and Community Collaboration Fund towards their Art Starts WithYouth project. Council funds will enable elementary and secondary school students in theOkanagan Valley, BC, to be exposed to art from different cultures through guest speakersand to explore human rights, environmental, literacy, and social justice issues. Students arepresented with demonstrations of culturally diverse art practices and then given the time andfreedom to explore the art form. In 2002, Art Starts in Schools students learned to makesculptures using Kombucha fungus, and how to perform balafons, the early form of themarimba. Art Starts With Youth is an innovative solution to integrate art into schoolswhere arts budgets have been minimized, and to promote intellectual and abstract thinking.

Aboriginal multidisciplinary arts centre Urban Ink Productions, based in Vancouver,received several grants totalling $59,700 through the Aboriginal Arts Secretariat, Inter-Arts,and Theatre Sections in 2002-2003. Council funds enabled Urban Ink Productions topresent their work Burning Vision at the Festival des Ameriques in Montreal and at TheMagnetic North Festival in Ottawa. Burning Vision is a play about a Dene Medicine Man’sprophecy about a bombing, which turned out to be Hiroshima, and the connections betweenthe Japanese and the Dene. Theatre grants were also used to produce the work Rare EarthElements – Arias From the Downtown Eastside, and for the production of Women inFish, an interdisciplinary performance piece reflecting on women in the fishing trade on thePacific West Coast.

Françophone theatre company Théâtre La Seizième received a $13,000 grant in 2002-2003through the Theatre Touring and Special Initiatives Program to tour its production ofComment Devenir Parfait en Trois Jours in Alberta and the Yukon in Spring 2003.Comment Devenir Parfait en Trois Jours is a play for young audiences about atroublemaker who finds a book describing eccentric methods to make people ‘perfect’ inthree days. The three methods include wearing a broccoli necklace, not eating or drinking,and complete solitude. Comment Devenir Parfait en Trois Jours has been a huge hit forschool age audiences, and is a performance that children age six and up can fully enjoy andunderstand. 3 Letter to Dance Section Officer as a Project Proposal – April 3, 2002

Vancouver’s Pacific Cinémathèque received two grants totalling $230,000 through theCouncil’s Annual Assistance to Cinematheques program and Artist and CommunityCollaboration Fund in 2002-2003. Council funds will allow Pacific Cinémathèque todevelop the project Documenting Engagement: A Community Artists Media Institute,in which eight mid-career artists will collaborate with community members on a community-based video project. With the assistance of Canada Council funds, Pacific Cinémathèquecontinues to provide high-quality education programs for youth. Programs include a studyguide series, the intensive Summer Visions Film Institute For Youth, guest lecturesthrough the Film Literacy Program, and The Things We Carry Gathering 2003 project,in which youths have the opportunity to voice opinions on consumption and the media.

En 2002-2003, la Vancouver Chamber Choir a reçu des subventions totalisant 190 050 $dans le cadre du Programme d’aide aux orchestres professionnels et du Programme detournées de musique, du Conseil des Arts du Canada. Les fonds du Conseil ont permis à laVancouver Chamber Choir de promouvoir sa musique avec des concerts et des ateliers auCanada Atlantique, en février et mars 2003. Les ambitieux efforts déployés par la choralepour donner son concert en bravant la tempête de glace durant l’escale de Halifaxtémoignent clairement de son attachement à la musique. Elle est l’une des seules choralesprofessionnelles du Canada, mais elle s’est aussi fait une réputation internationale : lors d’unereprésentation au Taipei International Choral Festival, elle a été chaleureusement accueillieavec des cadeaux, des fleurs et des demandes d’autographes par de jeunes membres d’unechorale!

En 2002-2003, le Red Roots Theatre Group, de Merritt, a obtenu un montant de 5000 $dans le cadre des programmes d’Échanges coopératifs entre artistes des Peuples autochtoneset de Soutien au développement des organismes autochtones de théâtre. Comme le RedRoots Theatre Group se trouve dans une petite ville dans la partie intérieure sud de laColombie-Britannique, il a été en mesure, grâce aux fonds du Conseil, de se produire pour lapremière fois à un grand festival. L’occasion qu’a eue cette petite compagnie de donner unereprésentation au Talking Stick Festival de Vancouver l’a aidé à atteindre quelques-uns de sesobjectifs. Le Red Roots Theatre Group joue un rôle pédagogique à Merritt, étant donnéque ses pièces traitent de problèmes autochtones tels que les pensionnats, la drogue etl’alcool. La compagnie encourage les jeunes et les futurs aficionados du théâtre à recevoirune formation en production théâtrale.

La romancière et essayiste de Vancouver, Lynn Coady, a eu une subvention de 20 000 $ autitre du programme de Subventions aux écrivains professionnels – Création littéraire etrésidences d’écrivains, en vue d’écrire son nouveau roman Mean Boy. Dans son premierroman Strange Heaven, qui a été primé, il était évident que Lynn Coady aime décrire despersonnages se défaisant de leurs insécurités psychologiques, et elle continue dans cette voieavec sa nouvelle œuvre. Née dans l’île du Cap-Breton, elle prépare actuellement lapublication d’une anthologie de nouveaux textes de la côte Atlantique du Canada sous lenom de « Victory Meat: New Fiction from Atlantic Canada ».

En 2002-2003, le quintette culturellement aventureux Uzume Taiko Ensemble, deVancouver, a obtenu une subvention de 4500 $ dans le cadre du programme Aide auxdéplacements pour les festivals de musique en vue de se produire au Festival d’été deQuébec en juillet 2002. C’était la première fois que l’Uzume Taiko Ensemble donnait unereprésentation dans le nord du Québec. L’Uzume Taiko Ensemble incorpore lestambours, les danses et une chorégraphie d’arts martiaux dans des mélodies hypnotiques detambour taiko, de percussion, de cornemuse et de saxophone. Le tambour taiko est uninstrument japonais traditionnel et le nom Uzume Taiko est dérivé des expressionsjaponaises signifiant « gros tambour » et « déesse du rire ».

En 2002, deux écrivains de Vancouver ont eu l’honneur de recevoir un Prix littéraire duGouverneur général dans leurs catégories respectives. Le réputé poète et universitairecanadien Roy Miki s’est vu décerner le prix de poésie (anglaise) pour son anthologieSurrender sur l’histoire nippo-canadienne dans les années 1940. Dans la catégorie de théâtreanglais, l’œuvre gagnante a été Unity (1918) de l’auteur dramatique Kevin Kerr. L’œuvreUnity (1918) est centrée sur l’épidémie de grippe qui a ravagé la Saskatchewan à la fin de laPremière Guerre mondiale, mais elle est parfaitement contemporaine étant donné lesrécentes crises sanitaires mondiales. La pièce primée se joue sur de nombreuses scènes : uneversion française a été présentée dans le cadre de la série de pièces de théâtre 2002-2003 duCentre national des Arts, et la Great Canadian Theatre Company d’Ottawa produira Unity(1918) en septembre 2003.

En 2002-2003, Jeni LeGon, de Vancouver, a obtenu une subvention de 10 000 $ dans lecadre du programme de Subventions aux professionnels de la danse, du Conseil des Arts duCanada, en vue d’écrire son autobiographie. Son autobiographie, comme elle dit, est un projet qui lui tient particulièrement à cœur,car « c’est la vie d’une danseuse afro-américaine-canadienne qui a fait œuvre de pionnièredans la reconnaissance d’une certaine égalité à une époque de l’histoire américaine où ceconcept n’était pas bien accueilli4 ».

Le groupe Art Starts in Schools, de Vancouver, a reçu une subvention de 30 000 $ en 2002-2003 au titre du Fonds de collaboration entre les artistes et la communauté pour son projetArt Starts With Youth. Les fonds du Conseil permettent à des élèves des écolesélémentaires et secondaires de découvrir l’art de différentes cultures grâce à desconférenciers invités et d’explorer le domaine des droits de la personne, de l’environnement,de l’alphabétisation et de la justice sociale. Ces élèves bénéficient de séances dedémonstration de pratiques artistiques de toutes sortes de cultures et ils ont ensuite le tempsd’explorer la forme artistique en toute liberté. En 2002, ils ont appris à réaliser des sculpturesà l’aide de champignons kombucha et à construire des balafons, l’ancêtre du marimba. ArtStarts With Youth est une solution innovatrice pour intégrer l’art dans les écoles, où lesbudgets artistiques ont été réduits au minimum, et promouvoir la réflexion intellectuelle etabstraite.

En 2002-2003, le centre autochtone d’arts multidisciplinaires Urban Ink Productions,installé à Vancouver, a obtenu plusieurs subventions totalisant 59 700 $ du Secrétariat desarts autochtones, du Bureau InterArts et du Service du théâtre. Les fonds du Conseil ontpermis à Urban Ink Productions de présenter son œuvre Burning Vision au Festival desAmériques, à Montréal, et au Magnetic North Festival, à Ottawa. Burning Vision est unepièce sur la prophétie d’un chaman Déné au sujet d’un bombardement, lequel s’est avéré êtrecelui d’Hiroshima, et sur les liens entre Japonais et Déné. La compagnie de théâtre francophone Théâtre La Seizième a reçu une subvention de13 000 $ en 2002-2003 dans le cadre du Programme d’aide à la tournée et aux initiativesspéciales en théâtre en vue de partir en tournée en Alberta et au Yukon avec sa productionComment Devenir Parfait en Trois Jours, au printemps de 2003. Comment DevenirParfait en Trois Jours est une pièce pour jeunes, mettant en scène un fauteur de troublesqui trouve un livre décrivant trois méthodes excentriques pour rendre les gens « parfaits » entrois jours, à savoir le port d’un collier de brocoli, le jeûne total et la solitude complète.Comment Devenir Parfait en Trois Jours a eu un énorme succès chez les jeunes d’âgescolaire. C’est une pièce que les enfants peuvent aimer et comprendre parfaitement, dès l’âgede six ans.

En 2002-2003, la Pacific Cinémathèque, de Vancouver, a obtenu deux subventionstotalisant 230 000 $ au titre de l’Aide annuelle aux cinémathèques et du Fonds decollaboration entre les artistes et la communauté, du Conseil des Arts du Canada. Ces fondspermettront à la Pacific Cinémathèque de mettre au point son projet DocumentingEngagement: A Community Artists Media Institute, dans lequel huit artistes àmi-carrière collaboreront avec des membres de la collectivité à un projet vidéocommunautaire.
