CATT Leaders Hone Committee Skills

A lively group of CATT members spent 90 minutes together tackling all kinds of leadership challenges at the February 13 Committee Leader Workshop. Led

by Executive Director Pat Davison, the members received background about the two types of volunteers, ways to delegate and recognize volunteers, different meeting formats, cross promotion between committees, and more. Exercises included a “fill-in the blanks” game of “ate” words, writing a job description for the Golf Raffle Chair, and spinning the Wheel of Mis-Fortune. All attendees received a Certificate of Completion. Thanks to these members for attending the workshop: President Gary Crosswhite, Secretary and C.A.T.T. Community Project Chairman Josh Root, Christmas Holiday Party Chair Scott Eckard, CHP Committee Members Greg Haupert and Viktoria Root, Membership Chair Michael Ellis, Remodel Chair Ryan Swenson, and Website Chair John Manocchio.

A NOTE FROM THE President

As I write this, the 2014 Olympic Games are ending. All I can say is WOW. The Reno-Tahoe area athletes were

phenomenal and won three gold medals and one bronze medal. Congratulations to all of our local athletes and their families. Because of these great performances, the Reno-Tahoe region was in the spotlight and will presumably garner future international

and national attention from skiers, snowboarders and others that love the mountains and great outdoors. Our construction industry prospers when tourists visit and decide to make Tahoe their home or the place for their second home. This positive attention can only bring good things.

I am happy to say we have filled the vacant board seats. Thanks to Greg Haupert of Sierra Integrated Systems and Larry Orlando of Orlando Enterprises Tahoe for volunteering. We look forward having both of them on the Board for many years to come.

Just a reminder too that we are having the first Mixer of the year at Kelly Brothers Painting, Inc. on March 13th. We will be giving away the 51” HD Samsung flatscreen TV at this mixer, so be sure to come. We also have a membership orientation coming up on April 2nd. I hope to see you there. It is with great regret that I announce Membership & Event Coordinator Kim Cross is leaving CATT. Kim has a heavy

class load this semester and trying to juggle a full-time job with several classes has been difficult. We will be posting the job opening through a variety of venues and hope to find a replacement in April. Kim did a fantastic job and helped CATT not only reach a new record membership total in 2013, but also

exceed past attendance records for the 2013 Christmas Holiday Party. There is still time to reserve ad space in the CATT 2014 Building &

Linchpin Structural Engineering, a Truckee-based engineering firm, has a new website: www.LinchpinSE.com.

The website features the firm’s notable projects, including the Tahoe Donner Nordic Center, Tahoe Donner Lodge, the Peter Grubb Hut, and Wawona Hotel in Yosemite. LinchpinSE was founded by Douglas Gadow in March 2013.

Epic AV Automation is proud to announce the addition of Josh Andrews to its staff. Josh’s title is Customer Relations Consultant. Josh wasted no time after joining Epic. He has already met with CATT staff to get informed about various activities and is now part of the CATT Membership Committee!

Congratulations to general contractor Michael Forshee with Forshee Construction. Michael was appointed by the Truckee Town Council to serve on the Town’s Building Appeals Board. His term runs to January 2018. Michael is CATT’s Past President and also Vice Chair of LGAC.

Truckee Community Building

Thanks to Peter DeMattei with Dale Cox Architects for creating a conceptual layout for the Truckee Community Building (TCB). The TCB is the working name for a shared non-profit office center which

will eventually be home to CATT and a variety of non-profit groups. The site is located in the Planned Community 3 (PC3) subdivision at the intersection of Brockway Road and Highway 267 in Truckee. The Joerger family, long time landowners, are donating the 6.33 acre parcel (Parcel 6) to CATT’s charitable sister organization, C.A.T.T. Community Project. E xciting times, exciting opportunities, exciting collaborations, exciting partnerships and efficiencies are in store for the Eastern Sierra region that we call home. Over the past several months,

the Town of Truckee and Placer County Building Divisions have been working together to meet with contractors, engineers, architects, and designers to discuss some of the challenges that face our industry through the Building Working Group (BWG). While some challenges are unique to each jurisdiction, we believe there may be a simpler way of doing business that we can all utilize and improve upon. The goal is to create documents, processes, and interpretations that are consistent between the jurisdictions, thereby creating an efficient process for the general public and the building community.

Now, we have added Nevada County’s Building Official to the group, Craig Greisbach. Like the Town of Truckee and Placer County, Nevada County wants to streamline processes and create cooperative opportunities between agencies. Over the next several months, in collaboration with the BWG, we will be reviewing inconsistencies and determining the best strategies to eliminate these inconsistencies between agencies. We are

already working on creating documents that a customer will be able to pick up at the differing agencies and use in any of the jurisdictions.

This concept will take some time, but at the end of the process, I am confident that it will further solidify the idea that government jurisdictions should work together. It will be very beneficial for the citizens of our region and our industry to continue to grow together, learn together, and work together on a daily basis. The opportunities are endless, and this is just a first step in the “collaboration” or “service sharing” process.

CATT Priority Issues for 2014

T he CATT Board of Directors voted to approve these priority issues for use of Executive Director Pat Davison’s time in 2014: TRPA Residential Allocations, TRPA Affordable Housing, Truckee Stream

Setbacks, Truckee Housing Element Update, Truckee Traffic Fee Study, and Mitigation Fees (all jurisdictions). Members of the Local Government Affairs Committee will cover other issues as needed.

TRPA Construction BMPs and Green Building Code ChangesAs was mentioned in the February CATT-A-LOG, TRPA’s 2012 Regional Plan Update required the creation of a program to reduce greenhouse gas (GHG) emissions from long term operation of buildings and also mitigate the emissions/noise/vibration impacts of new construction. In a team effort, Brian Reeder with the Northern Nevada Chapter of Associated General Contractors (AGC) handled the emissions/noise/vibration issues while CATT Executive Director Pat Davison handled the green building policy and code changes.

Final measures were unanimously approved by the TRPA Governing Board November 20, 2013. Here is an outline of the specific topics covered:

• POWER SOURCES – utilize existing power sources (power poles), clean fuel generators, or generators with emission reducing technology where feasible rather than temporary diesel generators• STAGING AREAS – locate staging areas as far as feasible from schools, hospitals, or other sensitive receptors• EQUIPMENT AREAS – locate stationery equipment (generators or pumps) as far as feasible from noise-sensitive receptors (residential areas)• SOUND BARRIERS – install temporary sound barriers around stationary noise sources (pumps or generators) near noise-sensitive receptors (residential areas)• ENGINE DOORS – must remain closed during periods of operation with an exception for maintenance • PILE DRIVING – use sonic pile driving instead of impact pile driving where feasible; pre-drill holes to minimize impacts subject to engineer’s approval• IDLING LIMITS FOR HEAVY DUTY OR DIESEL POWERED VEHICLES AND EQUIPMENT – 15 minutes for NV vehicles/equipment and 5 minutes for CA vehicles/equipment• RESIDENTIAL PROJECT CONDITIONS OF APPROVAL – revise to include idling time, power sources, staging areas, stationary equipment areas, sound barriers, engine doors, sonic pile driving• GRADING PROJECT CONDITIONS OF APPROVAL – revise to include idling limit, power sources, staging areas, stationary equipment areas, sound barriers, engine doors, sonic pile driving • IEC (INITIAL ENVIRONMENTAL CHECKLIST) – revise to make sure construction-related ground vibration impacts are considered at a project scale • WOODSTOVE REBATE PROGRAM – allocate $95,000 of TRPA general fund monies to the changeout program• GREENHOUSE GAS (GHG) REDUCTION STRATEGY FOR STATIONARY SOURCES – Local jurisdictions must incorporate strategies into Area Plans to reduce construction and operational GHG emissions.

A local green building incentive program or low interest loan or rebate program meets the requirement. The strategy would be in addition to what is already required by State or TPRA requirements.• TRPA CODE CHANGES – remove unintended barriers to sustainable design (i.e. Green roofs, Solar panels), allow additional height for renewable power facilities, all contingent on scenic review and possible mitigation• OTHER:— Advertise and promote existing energy-saving incentive/rebate

programs— Coordinate with utility providers and try to develop additional incentive

programs — Implement a recognition program via the “Best in the Basin” competition for

contractors who exceed requirements for air quality and noise reduction — Evaluate additional strategies to achieve GHG reductions every year

during the TRPA Governing Board’s priority setting workshop
