As the 2019 school year begins, I ask God’s blessing

on the students, staff and families in the schools

and education offices of our diocese. Our Catholic

schools seek to support parents as the first educators

of their children and to provide students with

opportunities every day to grow towards fullness of

life – in the spirit of Jesus who came that we might

have life and have it to the full.

I encourage you all – students, staff and families –

to work together so that the schools of our diocese

will truly be learning communities inspired by the

Gospel of Christ and built on a shared commitment

to the common good.

CONTEXT In 2012 the schools and colleges of the diocese collaboratively set about establishing a vision

to guide the Catholic education community now and into the future. Our schools operate in a

diverse and geographically extensive diocese which covers the west of Victoria, extending from

the Murray River in the North to the Southern Ocean in the South. The Diocese of Ballarat is a

place of natural, communal and economic diversity.

Catholic education in the Diocese of Ballarat occurs in interwoven communities of learners

gathered in Jesus’ name. It has its foundation in communities of believers who have made their

education system a place of welcome to reach out to nurture all God’s people. Generations

of diocesan clergy, religious congregations and lay people have endeavored to establish the

flourishing educational communities that exist today, with each school an expression of our

foundational belief that we are all created in the image and likeness of a loving God.

VISION

As partners in Catholic education and open to God’s presence,we pursue fullness of life for all.

MISSIONWe journey towards this vision through:

A Message from the Director of Catholic Education

Welcome to the Directory of the Catholic Education Office Ballarat

(CEOB), designed to assist you in understanding the diverse work

and the equally diverse personnel of our leadership, service and

partnership organisation.

Across our diocese, 64 Catholic primary and secondary schools

provide distinctive Catholic education from the Murray to the Sea.

The role of CEOB is to lead, provide service to, and partner with

schools to enable every student to flourish and every student, staff

member and family to experience the presence of the risen Christ

in our schools.

In 2019, with our Diocesan Education Vision providing inspiration, the key priorities of CEOB

centre on our partnership with schools to build leadership capabilities, to collaborate for school

improvement and to foster school and community wellbeing.

Additionally, we will be continuing to embed the Six “Big Ideas” identified at our diocesan

leadership colloquium in 2017 (see right of page) and we will be seeking to establish the

foundations that will enable Diocese of Ballarat Catholic Education Limited (DOBCEL) to take on

the governance of specific parish schools over coming years.

Six “big ideas” were identified by school and office leaders at the Diocesan Leadership Colloquium

in June 2017. Each idea seeks to enhance partnerships whereby school and office leaders work

together to improve learning for every student. They are:

BI-1: Seek alignment of and commitment to Vision and Purpose across our diocesan education community.

BI-2: Implement the Diocesan Leadership Framework with an emphasis on improvement-focused leadership (for leaders at all levels).

BI-3: Create new structures for collaboration to enable connections across and between schools.

BI-4: Define what data and how data will be used to inform school improvement across our diocesan education community.

BI-5: Develop a centralised and co-ordinated resource and supports for a range of policy areas (to minimise replication).

BI-6: Use school data to provide an equitable, tiered approach to service provision.

System Improvement Strategies 2019: Six “Big Ideas”

School Governance and Policy in the Diocese of Ballarat

The governance of schools in the Diocese of Ballarat includes:

» 56 schools governed by the local Parish Priest or Administrator.

» 8 schools and colleges governed by Religious Institutes or Ministerial Public Juridic Persons.

From 1 July 2019, some of the parish schools will be governed by the Diocese of Ballarat Catholic

Education Limited (DOBCEL).

Bishop Paul Bird has established a company limited by guarantee, Diocese of Ballarat Catholic

Education Limited (DOBCEL), and appointed a board of directors to govern those parish schools

where no priest is available for active governance and those parish schools where the parish

priest elects (on behalf of the parish) to transfer responsibility for governance to the company.

The board of the company reports directly to Bishop Paul as the Bishop of the diocese and as the

member of the company. It also recommends education policies in consultation with and for the

whole diocesan education community.

The day to day management of the schools governed by the company is delegated to the Director

of Catholic Education and Principals of these schools have the appropriate delegations to lead

and manage their schools and their staff.
