    MANAGEMENT PLANPest Management Plan Number RDCK-PMP-2016/2021

    The RDCK is renewing a Pest Management Plan and will submit the plan for approval

    under the  Integrated Pest Management Act . This Plan will describe a Mosquito Control

    Program using Integrated Pest Management, including the use of insecticides, and will

    replace the need for Pesticide Use Permits.

    Purpose:  Mosquito Control for the purpose of nuisance control.

    Application Method: Treatment of mosquito larva development sites by hand and

    helicopter application.

    Location: Within the boundary of the RDCK bylaw 1293 for the Meadow Creek/

    Duncan Dam/ Lardeau area and RDCK bylaw 1642 for the Pineridge subdivision area plus

    surface waters within a 3km buffer of the service areas outlined by the bylaws.

    Pesticide: Yearly totals up to, but not exceeding:

    500 ha with Aquabac (PCP No. 26863) ( Bacillus thuringiensis var israeliensis)

    500 ha. with Vectobac 200 G (PCP No. 19466) ( Bacillus thuringiensis var israeliensis)

    A selection of insecticides has been chosen to increase the ability to target mosquito

     populations in the most environmentally responsible method possible. All products listed

    are registered in Canada for the intended use. Aquabac and Vectobac have been chosento control larval mosquitoes in their development sites. These pesticides are target

    specific, non-residual, and non-toxic.

    The RDCK will not treat the total area of all the products listed above, but will choose the

     best method to treat with the least environmental impact. All products are registered for

    mosquito control in Canada.

    This project will begin April 16, 2016 and be completed by April 16, 2021.

    Jumbo Update Winter 2015 - 16I recently spoke with my government contact person in

    the Resort Development Branch of the MoFLRO aboutthe current state of the proposed Jumbo Glacier Resort(JGR).

    I was told that nothing really was happening but theydo expect something to come forward as certain inqui-ries point to a smaller resort proposal. Less than 2000beds (600 for resort guests, the rest for private residences,townhouses and condos) will not need an Environmental

    Assessment.At this time the JGR proponent is busy moving the

    Valemont Resort along.Tey are working on the ResortDevelopment Plan and expect no problems as the com-munity of Valemont hopes to gain tourist dollars. Tisresort is nearly in town, as the Kicking Horse Resortis nearly downtown Golden. Neither of these is in theremote backcountry as is the JGR proposal.

    St. Andrew’s RibbonCutting Ceremony 

    Tose of you who were not part of our ribbon cuttingceremony performed by Paul Hunter on Sunday, January17 may not be aware that St. Andrew’s United Church and

    Heritage Hall nally became fully accessible, in particularfor those who use wheelchairs, walkers and canes or havediffi culty climbing steep stairs.

    Tis has been a vision of the church for a long time.Many of us know of elder residents in our communitieswho have had diffi culty climbing the stairs into the hall.When the Kaslo Concert Society moved its venue to thischurch for their concerts, David Stewart, president of theSociety, knew that access to the venue would be a chal-enge for some. He expressed the thought that one day this

    building would be accessible - that day has arrived!

    Te committee who worked on this for a number ofyears includes: Mary Stickel and Garry Lindstrom rep-resenting St. Andrew’s, Paul Van Deursen, ChristopherKlassen, Paul Hunter and Elizabeth Scarlett.Te commit-tee has received funding from New Horizons, ColumbiaBasin Trust, RDCK, Victorian Hospital of Kaslo Auxiliaryand private donors.

    In the hall, you will see a poster of photographs thatMary has prepared showing various stages in the con-struction and a list of all the contractors involved. Wehave also received support from the Village of Kaslo inclarifying the legal status of this property and excellentcooperation from the neighbours on the east side of thechurch, Norm and Kathie Hanson, as the process involved

    putting pi es o roc an irt on t eir property w i e aretaining wall was built. It was fortuitous that they werealso in construction mode at the time.

    We celebrate the fact that this place is now accessiblewith the ramp and invite you to bring your friends anneighbours who have mobility challenges to events.Tereis a bell at the top of the ramp so that you can ask someoneinside to let you in and light switches at the bottom andtop of the ramp.

    It is with deep regret that we announce the passing of our dear husband and father.

    Jim was born in Battleford, Saskatchewan in 1942. When he was one year old, he movedto Vernon, BC with his parents and sisters, where his dad was a member of the ArmedForces. In 1960 Jim moved to Castlegar with his parents and worked in the automotivetrade. He acquired his mechanic papers in 1968. In 1962 he married Ardeth (Sewell)and they had three children: Robert, Dana and Craig.

    In 1979 Jim and his young family moved back to Battleford where they farmed and

    raised Hereford cattle; however, the call of the mountains was very strong and theymoved to Salmo in 1984.

    Jim worked for the Department of Highways as a mechanic and later the private roadcontractors. He retired as shop foreman in Nelson.

    He was a jack of all trades, and anything that he couldn’t buy, he made.

    His passion, aside from his family, was snowmobiling and quadding. He was an avidoutdoorsman who loved to sh, hunt and go camping with his friends and family. Jim lled his days puttering in his shopexcept for when he and Ardeth went for car rides. He loved his grandchildren very much and enjoyed helping them makethings, or teaching them how to drive some of his equipment. Tey spent many hours driving his quad and snowmobilearound the yard.

    Jim was predeceased by his parents Alex and Ada Speers of Vernon, his sister Rhoda of Langley, sister Alice of Port Coquitlam,

    an infant brother and his beloved grandson Brent.He is survived by Ardeth, his wife of 53 years, his sons Rob (Tamara) and Craig, and daughter Dana, several grandchildrenand step grandchildren as well as a little great-granddaughter, his sister Margaret of Vernon and several nephews and nieces.

    A Celebration of Life will be held at a later date. Al Grywacheski of Alternatives Funeral and Cremation Services™ has beenentrusted with arrangements.

    As an expression of sympathy, your donations to the Salmo Wellness Centre at 413 Baker Ave, Salmo, BC, V0G 1Z0 wouldbe greatly appreciated.

    assessment regarding public access across the Hugh L. Keenleyside Dam. We’d like to hear

    your feedback, as the input we receive from the community will assist us in finding a

    long-term solution.

    A recent risk assessment for the Hugh L. Keenleyside Dam determined that allowing traffic to use

    the dam deck as a roadway is a high risk activity with serious potential consequences. This is due to

    the dam deck’s unusual configuration, poor or obstructed sight lines, driver inattention and failure

    to obey posted speed limits. The risk assessment looked at potential options for keeping the dam

    deck open for public use, and found that there are no reasonable safety measures that can be put

    into place to ensure worker and public safety, and recommends that the dam deck be permanently

    closed to public access.

     The light has gone out. Brian Frisby, of Blewett, BC, diedof melanoma on January 13, 2016, at age 69. He left us toosoon and all who loved him will forever feel his loss.

    Brian was a practical, creative and resourceful man, whofollowed the principles of reuse and recycle long beforeit became mainstream. He mastered many trades fromshing to waste management, but his favourite careerwas fatherhood. He adored his two girls and was veryproud of their accomplishments. He encouraged them to

    be strong and resourceful and to follow their dreams.Brian was a good and quietly generous man. If he saw a

    need he would reach into his pocket or off er a hand andhad no need or desire for acknowledgement.

    He adored children and animals and they loved himback. Perhaps one of the worst injustices of his untimelypassage is that he didn’t get to be a grandfather. He wouldhave the been the best ever and would have loved everymoment.

    Brian is survived by his daughters, his mom and brother,extended family and friends.

    No service is planned at this time but there may be agathering to celebrate Brian later in the year.

    Help out a neighbour, pet a dog, spend time with a childin his memory. If you would like to do something morelasting, please make a donation in Brian’s name to thefund to support Rowan Wiltse, another father’s daughtercurrently battling cancer (Kootenay Savings Credit Union,Kaslo Br #19 Acct 1542612.)
