The Autonomous Community of Castilla-La Mancha is situatedin the centre of the Iberian Peninsula, to the south of the centralmountain range. It covers virtually all of the southern peninsularplateau. Two major rivers cross the territory: the Tajo and theGuadiana.

Castilla-La Mancha has a total surface area of 79.463 km2 andconstitutes 15,7% of the national territory. This makes it the thirdlargest autonomous community in Spain, after Castilla y Leonand Andalucia. Its perimeter runs across 2.282 km. Bordered byseven other autonomous communities, Castilla-La Mancha isstrategically situated in Spain for north-south and east-westrelations.

Nearly 70% of Castilla-La Mancha, 53.093 km2, has an elevationbetween 601 and 1.000 meters. 39% of the Spanish territory risesup to this altitude range, 27% of which corresponds to Castilla-La Mancha.

As for use of territory, 22,1% of the national surface area usedfor farmland is located in Castilla-La Mancha. This amounts to4.215.200 hectares or 53,2% of the regional territory. Forest landcomes second in order of importance, amounting to 1.934.500hectares or 11,6% the national territory.

Castilla-La Mancha has a continental climate characteristic ofthe dry regions of Spain. Reported average temperatures haverisen, from 13,5º C between 1931-80 to 13,9º C between 1990-01.As for extreme temperature conditions, there is still a sharpdifference between the maximum and minimum temperatures. Themaximum reported temperature during the 1931-99 period was44,2º C whereas the minimum was -24 ºC; In 2001, the minimumand maximum temperature range varied between 40,4º C and–24º C. 1931-80 was 438 mm. Precipitation levels reached an average of266 mm in 1994, which made it the least rainiest of the past 50years.

Castilla-La Mancha has 919 municipalities which constitute11,3% of all municipalities in Spain. The average extension ofthese municipalities is about 87 km2, which exceeds the nationalaverage of 62 km2. A fourth of the municipalities in the regionhave territorial extensions that vary between 50 and 100 km2.The smallest extensions can be found in the municipalities locatedin the province of Guadalajara with 42,4 km2 and the largestextensions can be found in the province of Ciudad Real with 194,2km2.

Castilla-La Mancha is an extensive region with low populationdensity. According to official demographic figures dating 1 January2002, the population increased to 1.782.038 inhabitants, whichconstitutes 4,3% of Spain’s total population.

The demographic growth reported in the census of 1991 was123.592 people, a 7,5% increase similar to the national averagegrowth rate for the same period (7,6%).

A relevant demographic characteristic of the region is its lowpopulation density (22 inhabitants/ km2 ), which is far below thenational average (83 inhabitants/ km2) and the European average(119 inhabitants/ km2).

The structure of population settlements has a distinctly ruralcharacter, with 34 small towns and 779 municipal districts. A thirdof the municipalities of Castilla-La Mancha have populations thatrange between 101 and 500 inhabitants. Not only that, 55% of themunicipalities have less than 500 inhabitants. Five of themunicipalities have a population that exceeds 50.000 inhabitants,constituting 18,7% of the total population of the region.

The sex ratio is 49,9% men and 51,1% women. There are 4.064more women than men, according to the municipal registers revisedon 1 January 2002.

The 2001 census reported the following marital status figures forthe population of Castilla-La Mancha: 42,2% single, 49,7% married,6,6% widowed, 1,6% separated or divorced.

In terms of the education level of the population aged 16 andover (which makes up 82,2% of the total population) there wasremarkable improvement between the 1991 and 2001 censuses.Illiteracy dropped by 30%; in 2001, 4% of the population could notread or write whereas the 1991 figure stood at 6%. Universitygraduates made up 9,4% of the population compared to 4,5% 10years earlier.

The population pyramids of the 1970 and 2001 censuses reflectthe transformation that swept through the population of Castilla-La Mancha during that 30 year period; the population aged 0 to 14fell by 42%. The 25-39 age group rose from 17% of the populationin 1970 to 23% in 2000. There was also a significant increase inthe 60 and over age group (54%).

Migration

Since the 1980’s, the vital statistics have mirrored the trend atthe national level, namely a decrease in the number of births andstable death rate, which has led to decreased population growth.The latest provisional figures dating to 2001 confirm this trend,setting the birth rate at 9,2 births per 1.000 inhabitants, the deathrate at 9,4 deaths per 1.000 inhabitants, and the marriage rate at5,7 marriages per 1.000 inhabitants. This latter figure exceeds thereported national level by a point. It is also useful to note a majordecrease in infant mortality rates (deaths of infants under the ageof one per 1.000 inhabitants). In 1981, the infant mortality rate forboth Castilla-La Mancha and Spain stood at 12,5. In 2001,according to provisional figures from the National Statistics Bureau(INE, Instituto Nacional de Estadística), infant mortality rates stoodat 2,2 for Castilla-La Mancha and 3,5 for the rest of Spain, morethan a 1-point difference in favour of the Region.

Although previous decades had witnessed a steady decline inpopulation (480.733 inhabitants of Castilla-La Mancha, roughly27%, were forced to leave the region), Castilla-La Mancha is nowone of the best autonomous communities to live in thanks to theimproved living and working conditions of its inhabitants.

If we take a closer look at the interregional migration, resultingfrom population movements to and from the other autonomouscommunities, 1984-85 showed a positive migratory flow forCastilla-La Mancha. However, in the period running from 1986 to1990, the migratory flow remained negative. In 1991, the situationchanged again with +1.674 inhabitants, a trend that remainedsteady in the following years. The latest available figures dating2001 show a positive domestic migratory flow of +3.420 inhabitants.This makes Castilla-La Mancha one of the five autonomouscommunities with the highest net population flows (after the Madrid,Andalusia, Valencia and Catalonia).

International migration in 2001 between Castilla-La Manchaand other countries stood at 14.026 entries and 0 exit.

On 31 December 2001, there were 22.451 foreigners living in theregion, 42% more than the previous year. Despite this increase,the percentage of foreign residents amounted to only 2% of thetotal number residing in Spain and only 1,2% of the population ofthe region.

The period running from 1985 to 2001 saw the arrival of 497.155newcomers to Castilla-La Mancha. 52,9% came from otherautonomous communities (mostly from Madrid and Valencia), and40,6% were migrations resulting from changes in residence withinthe five provinces of Castilla-La Mancha. Only 6,5% came fromother countries. On this latter figure, 86% were foreigners and14% were Spanish returning to our region.

❐ Economic Activity

Economic figures Analysis of the main macroeconomic figures for Castilla-LaMancha indicates that, in a general sense, the trend has been totake advantage of the periods when the national and Europeaneconomies were growing at a fast pace and to show extraordinaryresistance in the face of equally dramatic drops in productionduring recession periods.

Castilla-La Mancha is no longer one of the poorest regionsof Europe. The Second progres report on economic and socialcohesion adopted by the European Commission in january 2003confirms th economic progress of Castilla-La Mancha and its rapidconvergence in terms of per capita GDP. During that 11 yearperiod, Castilla-La Mancha jumped 12 points, moving from55% to 67% of the European Community average.

Regional GDP has increased by a factor of five in the period runningfrom 1983 to 2002. The region has obtained economic growthrates that exceed the Spanish average: the average annualgrowth rate of regional GDP places Castilla-La Mancha 1point higher than the national average. As far as the indexper inhabitant is concerned, the figures rose from 76,7% to 81%with respect to the national total. This is a significant growth rateconsidering that the average convergence rate for all of theautonomous communities has decreased.

The economic growth figures are even more important in light ofthe fact that they favour sector-based adjustments to the regionalproductive structure so as to bring it more in line with typicalnational and European standards.

Economic progress in our region is highly dependent on itsproductive structure. This means the agricultural sector, whichweighs heavily on the regional economy and has had a decisiveinfluence on the growth figures obtained.

In 2002, the percentage of participation of the various sectors inCastilla-La Mancha’s gross added value (GAV) at current pricesof is as follows: agriculture 9,8%, industry 21,3%, construction13,9% and services 55%.0,0

Labour Market In the period running from 1983 to 2002, there was a 26,3% increasein the working population (148.800 people). The activity ratio(working population/inhabitants aged over 16) went from 45,4% in1983 to 50,1% in 2002, a 4,7-point increase for the region comparedto 4,4 at the national level.

The increase in the working population during the 1983-2002period (26,3%) was higher than the increase for the other membersof the population (7,3%) and the population aged over 16 (14,3%).

By comparing these percentages, we find that the population isentering the labour market at an accelerated pace. Moreover, ifwe consider the fact that the increase in the working populationprimarily involves the 25-54 age group (63,5%) alongside the factthat, in absolute terms, the number of workers aged 16-19, 20-24or over 55 is decreasing, we can only conclude that the growth inthe number of workers results mainly from previously unemployedworkers entering the labour market more than pressure from theyoungest workers (aged 16-24).

We should also point out the increase in the number of womenon the labour market, 117.425 between 1983 and 2002, whoconstituted 78,9% of the increase in the working populationobserved during this period. Whereas in 1983, only 24% of thelabour force were women, their number increased to 35,5% in2002, a 13-point increase.

Of the people who entered the labour market, 161.450 wereclassified as employed, carrying out their activities primarily inthe construction (98%) and services (92%) sectors. In terms ofmale/female employees working during the 1983-2002, most werewomen, with a 94,2% growth rate that far exceeded the 15,5%obtained by men. These figures are coherent with the importanttransformations in the productive structure and illustrate how theeconomy of Castilla-La Mancha fares with respect to itsneighbours. In 2002, 56,9% of the working population was employedin services, 18,6% in industry, 15,1% in construction and 9,5% inagriculture.

Available jobs in our region have increased at a rate that exceedsthe working population growth rate. This has made it possible toreduce the number of unemployed registered with the NationalEmployment Office (INEM, Instituto Nacional de Empleo) by 40.413during the 1987-2002 period, a 35,5% decrease. Of the peopleleaving the unemployment lines, nearly 54% had never worked intheir lives and mainly included young people between the ages of16 and 24, although there was also a decrease in the 20-24 agegroup.

Locally-based companies According to figures released by the INE’s Central BusinessDirectory (DIRCE, Directorio Central de Empresas) on 1 January2002, there are 100.492 economically active companies based inCastilla-La Mancha. 31,7% of the companies are mainly involvedin commerce, 12,6% in industry, 16,1% in construction and theremaining 39,6% in services.

By national standards, companies based in Castilla-La Manchaare typically small. 52,3% have no employees whatsoever, theremaining 47,6% are companies with employees. Among theselatter companies, 57% have 1 or 2 employees, 21,3% have between3 to 5 employees, and the remaining 21,7% of the companieshave more than 5 employees.

The government of Castilla-La Mancha is committed tomodernising its companies. It has elaborated various measuresand development plans to promote private investment and jobcreation. A list of the available regional incentives can bedownloaded from the Castilla-La Mancha government Web siteat “http://www.jccm.es/”.

For the period running from 1983 to 2002, the average annualincrease in exports stood at 56%, compared to a 282% increasein imports.

In 2002, foreign trade in Castilla-La Mancha totaled 2.123,60million euros in exports and 3.770,61 million euros in imports.

An important aspect to consider is the large geographicalconcentration of the exports from Castilla-La Mancha. Ten countries(seven EU member states) made up 70% of all exports. Most ofthe imports came from Germany (49,3%), France (8,5%), Italy(5,6%) and U.K. (5,4%).

The main exports in 2001, which made up 62% of the total, were:chemical products (14,5%); automotive equipment, componentsand accessories (9,4%); electronics and computers software/hardware (8,8%); wine (7,3%); shoes (5,9%); non alcoholic drinks(3,9%); furniture (3,8%); fresh or frozen meat and scraps (3,3%);milk and dairy products (2,6%); other alcoholic drinks (2,5%). Themain imports were transport vehicles which amounted to 33% ofthe total imports.

There was a very wide spread in the total distribution of exports( 2002) among provinces, with Toledo exporting the most (27,4%),followed by Ciudad Real (27,3%), Guadalajara (21,5%), Albacete(20,1%) and Cuenca (3,7%). As far as imports are concerned,Guadalajara was responsible for slightly more than half of theimports (67,1%), followed by Toledo (17,8%), Albacete (8,9%),Ciudad Real (4,4%) and Cuenca (1,8%).

Gross direct foreign investment in our region reached 23,9 millioneuros in january-june 2002. Most of the investments came fromeuropean countries: mainly Netherlands and Monaco, but alsoItaly, Germany, France and Belgium to a lesser extent. As far asthe sectors of investment are concerned, these included enterprisesmanagement and possession of securities; chemical industry andtransformation of rubber and plastic material; paper industry, editionand graphic arts; other manufactures; foods, drinks and tobacco.

Companies based in Castilla-La Mancha made gross investmentsin other countries totalling 22,7 million euros in january-june 2002.These investments in other countries were entirely concentratedin Mexico. The sectors where investments were made are tradesector.
